Whatcom County, , Washington State Parks & Recreation Commission and Departments of Natural Resources and Fish & Wildlife (DFW), Lummi Indian Nation, Bellingham, Lynden, Blaine, Sumas, and other public and private agencies have assembled a significant amount of land within the county.

These lands provide a variety of park, recreation, and open space activities including wildlife conservancies, waterfront beaches, picnic facilities, multipurpose trailcorridors,athleticfieldsandplaygrounds,communitycenters,andrelatedpark supporting administrative and maintenance facilities. 4.1 Parks, Recreation & Open Space Whatcom County The Whatcom County Parks & Recreation Department own the following properties for public parks, recreation, and open space use. Parks 1 Alderwood Park property located off Hollywood Avenue 2.9 Property and McLeod Road near Alderwood Elementary School adjacent to north Bellingham city limits. The undeveloped property is primarily a wetland complex. 2 Bay Horizon Park Decommissioned military radar base and 68.2 57,500 square feet of surplus usable facilities are located on Alderson Road in Birch Bay. The property was acquired through Federal surplus and is currently leased to the Lions Foundation for a summer camp and the Birch Bay Lions Club for a hostel.

The site has a commercial kitchen, dining hall, and gymnasium. Other improvements include a small playground, walking trail, and ball field.

The property does not include the former base single family housing area, a communications building, and Washington State archives building. 3BayviewMarine Waterfront property located on Bellingham 1.4 (Boulevard Park) Bay in downtown Bellingham including portions of the former & British Columbia (BBBC) Railroad corridor that have been developed into the South Bay Trail.

The property is leased to Bellingham for a waterfront park connecting with Taylor Dock.Theparkhasbeenimprovedwitha trail, interpretive exhibit, benches, picnic tables, and a ceramics studio. 4BirchBayShorelineCollection of shoreline or near shore 56.4 Properties, properties located along Birch Bay Drive at Tideland, and Cedar Avenue and Beach Way, Cottonwood Conservancy Area Drive, Alderson Road, Jackson Road, and along Terrell Creek. Includes an undeveloped 45.0 acre wildlife conservancy area located

33 along Point Whitehorn Road.

The various parcels provide 909 linear feet of shoreline with hand-carry boat access and picnic tables. 5 Birch Bay Collection of tidelands located along Birch na Tidelands Bay Drive and providing (9,539,640) linear feet of saltwater shoreline on Birch Bay.

Major parcels include properties located north of Cottonwood Drive, north of the intersection of Harborview and Birch Bay Drive, Evergreen Lane south past Cedar Lane, and north of Alderson Road. 6 Camp Road 2 Portion of an abandoned and undeveloped 2.3 Railroad Property logging railroad right-of-way extending from the southeastern shoreline of Lake Whatcom (Lake Whatcom County Park – South) along Camp Road towards Squires Lake and Anderson Mountain in Skagit County. 7Canyon Lake Conservancy site includes 45 acres of water 2266.0 Community Forest surface on Canyon Lake jointly owned with Western Washington University. The forested site has been improved with a trailhead, 8.7 miles of hiking trails around the lake to overlooks and an old growth forest. 8 Chuckanut Whatcom County’s portion of the Chuckanut 999.8 Mountain Park Mountain Recreational area located between Chuckanut Drive and Old Samish Highway. The total 7,000.0-acre landholding includes the Departments of Natural Resources (DNR), Fish & Wildlife (DFW), Washington State Parks & Recreation Commission (P&RC), and City of Bellingham properties.

County lands include Pine & Cedar Lakes trailhead and access, Teddy Bear Cove, and the easement from Puget Sound Energy (PSE) for the Interurban Trail.

Pine/Cedar Lakes Unit (a DFW improvement) includes 147.0 acres and provides 20 acres of water surface with 5,000 linear feet of shoreline on the 2 lakes with fishing access, primitive campsites, and 2.0 miles of hiking trails.

Teddy Bear Cove includes 9.5 acres and includes 1,250 linear feet of shoreline on Chuckanut Bay accessed off Chuckanut Drive. 9Deming Conservancy property located along the 33.0 Homestead Eagle shoreline of the North Fork of the Nooksack Park River accessed from Truck Road. The site has 2,500 linear feet of shoreline and has been improved with a trailhead, picnic tables, covered bench, walking path for wildlife viewing and river access. 10 Dittrich Park (East Undeveloped park property (formerly known 25.2 Lake Samish) as East Lake Samish Park) located on East Lake Samish Drive on Lake Samish south of 34 Bellingham city limits. The site includes 1,600 linear feet of shoreline along the eastern shore of the lake. Other site improvements include a 1,200 square foot home and shed built in 1855, and 2 homes dating from the 1930’s measuring 1,100 and 1,800 square feet, and a barn. 11 Euclid Park Conservancy parcel on Lake Whatcom and 2.2 (Lakeside Street) adjoining Bellingham conservancy property on the northwest shore of Lake Whatcom off Euclid Avenue. 12 Halverson Park A wooded undeveloped park in the Birch Bay 4.7 area. 13 Haxton Way Undeveloped forested property located in 20.0 Property the Lummi Indian Reservation off Haxton Way and leased to the Lummi Indian Tribe for park use. 14 Haynie Community Undeveloped property located on Haynie and 1.9 Club Site Custer School Roads. 15 Hovander Conservancy, historic farmstead, and park 333.4 Homestead property located on Neilson Avenue and Park/Tennant Lake Hovander Road on the Nooksack River Interpretive Center adjacent to Ferndale city limits. The property includes 11,450 linear feet of shoreline on the west shore dike of the Nooksack River.

The site conserves the 6,800 square foot historic Hovander home, 576 square foot observation tower, 340 square foot milking parlor, 384 square foot drying shed, 1,375 square foot blacksmith shop, and 10,900 square foot barn. The homestead is listed on the National Register of Historic Places. The barnyard is furnished with antique farm implements and equipment, and a collection of livestock and fowl.

Other structures include a 2,000 square foot open picnic shelter, playground, demonstration gardens, 112 square foot restroom building, 324 square foot office and visitor information building, and a 1,225 square foot shop and service building. The site also houses a 1,200 square foot rental housing, and 1,650 square foot manager’s residence.

The Tennant Lake conservancy area (former Nielsen Farm) has been improved with a 780 square foot 2-story observation tower, 11,500 square foot boardwalk into the wetlands, and 4,600 square foot interpretive center and meeting facility.

Year-round interpretive programs are presented in the center. Adjoining the site is the Fragrance Garden – an award-winning garden for the visually impaired featuring fragrant flowers and herbs.

35 16 Jensen Family Located near Custer at the intersection of 22.7 Forest Park Birch Bay-Lynden and Stein Roads. The site has a small parking area and a 0.75 mile walking trail through the forested portion of the property. 17 Kickerville Road – Undeveloped property of the former Pleasant 2.6 Pleasant Valley Valley School site located on Kickerville Road School site south of Bay Street. The site straddles the railroad spur to the Cherry Point facilities. 18 Lake Whatcom Park property located on the northeast 218.0 Park - North shoreline of Lake Whatcom and accessed from North Shore Drive. The park site includes 10,990 linear feet of shoreline along the route of the historic Bellingham Bay & Eastern Railroad (BBE) right-of-way (3.0-mile Hertz Trail).

Improvements include an interpretive kiosk, vault toilet, and 3.5 miles of multi-use trail. The property includes 2 homes measuring 1,000 and 1,386 square feet located on North Shore Drive. 19 Lake Whatcom Undeveloped park property located on the 80.3 Park – South (Hegg southeast shoreline of Lake Whatcom Park and Zobrist accessed from South Bay Drive. The site and Richards includes 6,141 linear feet of shoreline on Properties) Lake Whatcom. 20 Lighthouse Marine Park site located on the southwest point of 20.5 Park Point Roberts on Marine and Edwards Drive with 2,320 linear feet of shoreline on the Strait of Georgia.

The park has been improved with a 52,000 square foot boardwalk and performing stage, 870 square feet of restroom, interpretive center, and concession stand, 18 covered picnic sites providing 3,262 square feet of covered space, a 1,200 square foot park office and managers residence, 300 square foot restroom and showers. The site also provides a 2-lane boat launch ramp with a 140-foot long seasonal pier into the Georgia Strait for day use.

The park has 25 recreational vehicle campsites, a combination group camp and picnic area, playground, shoreline walk, kitchen shelter, observation tower, and picnic areas. 21 Little Squalicum Conservancy properties located in Little 12.8 Beach Properties Squalicum Creek ravine and Bellingham Bay shoreline. The property is located adjacent to the railroad spur to the Cement Plant Pier recently acquired for park use by Bellingham. The site is currently leased to Bellingham Parks for park development. 22 Lookout Mountain Future park site located off Yew Street on 20.0 Park Lookout Mountain.

36 23 Lummi Island Park property located on Nugent Road 0.2 Beach Access providing an overlook and trail access to the Lummi Point shoreline on Hales Passage. 24 Lummi View Drive Undeveloped property located off Lummi 24.9 Property View Drive in the commercial district in the Lummi Indian Reservation and leased to the Lummi Tribe. 25 Maple Beach Second class tidelands property with 2,000 na Tidelands linear feet of shoreline located in Point Roberts on Bay View Drive on Boundary Bay. The property provides access to the tidelands for beach walks, swimming, and shell fishing. 26 Maple Historic Bellingham Bay & British Columbia 118.0 Falls/Glacier ROW (BBBC) Railroad corridor extending 7.6 miles (Bay to Baker Trail) from Maple Falls eastward and terminating east of Glacier Creek. The undeveloped railroad bed adjoins several spur segments. Improvements include a restroom building and parking in Glacier. 27 Monument Park Undeveloped park site and overlook located 6.9 on the US/Canadian border on the northwest shoreline of Point Roberts on Marine Drive. The property includes 466 linear feet of shoreline on the Strait of Georgia 28 Nugents Corner A Public Works property providing walk-in 14.0 River Access access to the Nooksack River located off the Mount Baker Highway at Nugent’s Bridge. Site improvements include a picnic table, parking area, and residence leased for wildlife rehabilitation purposes. 29 Olsen Property Conservancy site co-owned with Bellingham 368.7 located off Lake Louise Road on Lookout Mountain. The site has trailhead access to upland hiking trails on Lookout Mountain. 30 Ostrom Conservancy site located off South Pass Road 38.7 Conservation Site east of Everson leased to the Nooksack Valley School District for outdoor education purposes. The forested property provides trail access and parking. 31 Plantation Rifle Indoor/outdoor shooting range located on 60.0 Range leased land on Samish Way southeast of Bellingham city limits. The facility provides a 1,600 square foot range control building for a 20-300-yard, 15 covered firing station high-power outdoor rifle range and trap field.

The facility also provides a 9,600 square foot building housing a 25-yard small-bore rifle and pistol indoor range with 12 firing positions, a 100 meter outdoor 12 point range with covered firing line, training rooms, and meeting facilities.

Local law enforcement agencies, practice and competition shooting by gun clubs and enthusiasts use the facility from a multi- county area.

37 32 Redwood Park Park property located off Redwood and 0.2 Alderwood Avenues near Alderwood Elementary School adjacent to the north Bellingham city limits. The park has a small picnic area. 33 Roeder Home Victor A Roder historical homestead located 1.0 at 2600 Sunset Drive in downtown Bellingham. The 7,400 square foot house and 480 square foot garage were built in 1903 and are on the National Historical Registry.

The property was donated to the county in 1971 and is used for weddings, receptions, meetings, and fine and cultural arts programs and classes.

The property includes the Horn house, a 1,400 square foot rental residence located at 2723 Broadway. 34 Samish Park Park property located on North Lake Samish 39.0 Drive on the north shoreline of Lake Samish south of Bellingham.

The park property provides 1,214 linear feet of lake shoreline that has been improved with a swimming beach, playground, 0.7 miles of hiking trail, 1,272 square foot boat dock, 700 square foot fishing dock, 700 square foot shop, boat and canoe rentals, and picnic tables.

The park has also been improved with a 1,750 square foot day-use lodge with a food service area, meeting room, and outdoor decks. The property also provides a 1,350 square foot rental home. 35 Samish Way Property located on Samish Way currently 1.4 Property leased to Fire District #9. 36 Semiahmoo Park The park property is located on Semiahmoo 17.9 and Tidelands Spit between Semiahmoo Bay and Drayton Harbor in Blaine. The property includes 8,812 linear feet of shoreline and tidelands that provide access to extensive clamming beds, picnicking, beachcombing areas, fishing and hand-carry boat access, and 1.5 mile paved multipurpose trail.

Several Alaska Packers Association cannery buildings were relocated to the southwest edge of the spit from the northeast spit cannery site. The buildings include a 1,040 square foot building used for an interpretive center and museum, 1,040 square foot building used for restrooms, storage, and meetings, and a 2,000 square foot 2-story building used as a meeting hall. 37 Silver Lake Park Conservancy, historic farmstead, and 412.1 recreational park located on Silver Lake and Black Mountain Roads on Silver Lake east of 38 Sumas. The site provides 4,800 linear feet of waterfront along the west shore of Silver Lake on what had been a private resort, early-day homestead, and logging site.

The active park area includes a 5,699 square foot building housing a concession area and kitchen, meeting room, restrooms, office, apartment, and 3-bedroom overnight lodge.

Attached to the building is a 2,700 square foot outdoor deck. The active area also includes 6 lakeside rental cabins totaling 2,350 square feet, a boat landing, picnic areas, playground, swimming beach, and 3,025 square foot picnic shelter.

Camping is provided in 3 separate areas of the park and includes the main 65-site recreational vehicle campground with 35 improved sites with electricity and water, a 200-square foot bunkhouse, shower, and restroom buildings, and sanitary dump station.

An equestrian camp in the northern portion of the park has 28 improved campsites, 2 horse stables totaling 7,000 square feet, and 2-675 square foot covered kitchen shelters.

The group camp area has water and electrical hookups for 30 units and 1,500 square foot kitchen shelter.

Other park improvements include a 2,850 square foot storage barn, 2,970 square foot barn and shop, and 1,050 square foot equipment shed. Other site improvements include 4 small employee cabins totaling 1,010 square feet and 2 park ranger residences totaling 2,880 square feet. Restrooms and vaulted toilets have been developed throughout the park.

The Gerdrum Home/Museum is located across from the main park entrance and is the site of the original Gerdrum Homestead. The 1,540 square foot 2-story house was built in the 1890s.

The Black Mountain Forestry Center is located on adjoining leased park property. The Center is operated by volunteers and provides outdoor educational displays of historical logging equipment and 7 small exhibit buildings focusing on forest management activities. 38 Smith & Northwest County property located on the southeast 35.0 Sports Complex corner of Smith and Northwest Roads east of Lynden city limits. The site includes the historic county hospital that has been 39 converted into an annex for the Public Works and Planning Departments.

The Whatcom Soccer Association (WSA) leases and operates 25 acres providing 12 grass soccer fields, 4 grass 60x200 foot Little League baseball fields, and a T-Ball field. The Bellingham Gun Club also leases and operates a skeet and trap range. A 1.1- mile walking trail has been developed around the fields. 39 South Fork County 3 farmsteads located on the South Fork of 603.0 Park (Acme, the Nooksack River off Mosquito Lake Road. Overby, and East Acme Farm includes 262.2 acres with Nesset Farms) 8,425 linear feet of river shoreline. Overby Farm property includes 234.8 acres with 7,145 linear feet of river shoreline. The Nesset Farm includes 106.0 acres with 5,200 linear feet of river shoreline along with the historic Nesset homestead that includes the home, garage, 3 sheds, and barn. The Nesset homestead will be restored and used for agricultural interpretive programs. 40 South Pass Road Small triangular-shaped forested parcel 0.5 Property – East located on the north side of South Pass Road in the Foothills area. 41 South Pass Road Small triangular-shaped forested parcel 0.4 Property – West located on South Pass Road in the Foothills area. 42 Stimpson Family A resource conservation and natural area 384.0 Nature Reserve located off Lake Louise Road east of Bellingham city limits. The site is a cooperative project by the Washington Department of Natural Resources (DNR), Washington Park & Recreation Commission, Bellingham, and Whatcom Land Trust – and managed by Whatcom County Parks & Recreation Department.

The site has been improved with a 4.0-mile trail, trailhead, pond overlook, and benches. 43 Sunnyside Landing Undeveloped park site located on the east 6.2 shore of North Shore Drive with 700 linear feet of shoreline on Lake Whatcom. 44 Sunset Farm Special purpose park property located on 69.5 Equestrian Center Blaine Road in Birch Bay. The property includes wetlands, woodlands, open fields, a 3,060 square foot stable, 1,180 square foot garage and shop, and 1,600 square foot park manager residence.

The site has been improved with riding trails, open riding areas, jumps, a round pen, and a large outdoor arena. 45 Squires Lake Park Park property located off Old Highway 99 on 84.2 Squires Lake on the Whatcom/Skagit County line. The site includes a 10-acre lake with 3,300 linear feet of shoreline. Improvements include 3.5 miles of trail and several rest areas. Approximately 57.2 acres of the site are located within Skagit County. 40 46 Ted Edwards Park Park property located off Oriental Avenue 3.9 and Lakeway Drive adjacent Bellingham city limits (formerly known as Truax Park). The site has been improved with a playground, picnic tables, and river rock shelter building. 47 Terrell Creek Conservancy site located on Terrell Creek 15.0 Conservancy Area providing protection to Blue Heron rookery. 48 Turner Jaeger Conservancy site located on Lake Louise 3.8 Property Road south of Bellingham city limits 49 Whatcom County Park headquarters complex located on 4.5 Park Headquarters Mount Baker Highway in the Foothills area.

ThesitehousestheParksDepartment’s 3,300 square foot administrative offices, 3,500 square foot equipment garage, 4,300 square foot maintenance shop, and 1,900 square foot paint and storage shed. An adjoining 1,700 square foot building is leased to the Washington Department of Natural Resources (DNR). Total acres 6,507.3 Senior/Community Centers 1 Bellingham Bellingham facility located at 315 Halleck 1.2 Street in downtown Bellingham overlooking Whatcom Creek. The 19,710 square foot senior center provides an assembly room with stage, kitchen, meeting rooms, strength training equipment, poolroom, activity areas, and gathering space with administrative offices. 2 Blaine Blaine facility located at 763 G Street in Leased downtown Blaine. The ------square foot facility provides meeting room, activity room, kitchen, and administrative office space. The Boys & Girls Club also leases space from Blaine for a co-located after- school kids program. 3 Everson Everson facility located in leased space at Leased 605 Robinson Street in Everson. The 3,900 square foot facility provides meeting room, activity room, and administrative office space. 4 Ferndale Ferndale facility located on the southwest Leased corner of Cherry Street in Ferndale’s Pioneer Park. The 7,200 square foot senior center provides meeting room with stage, activity areas, and administrative offices. The county-owned building is located on property leased from Ferndale. The center is located adjacent to Ferndale’s daycare and youth center, and collection of pioneer buildings and cabins. 5 Lynden Lynden facility located in lease space at 401 Leased Grover Street in downtown Lynden. The ---- square foot facility provides a large assembly room with stage, pool table room, activity and crafts rooms, meeting rooms, and full- service kitchen. 41 6 Point Roberts Point Roberts facility located in leased space Leased at 1487 Gulf Road in Point Roberts. The ----- square foot former schoolhouse is owned by the Point Roberts Park & Recreation District and provides a meeting room and kitchen adjacent to a co-located community library. 47 Sumas Sumas facility located in leased space at Leased 461-2nd Street in downtown Sumas. The ----- square foot facility provides a large meeting room, kitchen, and administrative offices. 8 Welcome Deming facility located at 5103 Mosquito 0.8 Lake Road in Deming. The 1,750 square foot senior center provides a meeting room and activity area. Total acres 2.0

Port of Bellingham The Port of Bellingham owns the following properties for public parks, recreation, and open space use.

Parks 1 Blaine Harbor Blaine Harbor’s 100 acres of tide flats has been filled with dredge materials to provide about 50.0 acres of land improvements. The site includes a public fishing and crabbing pier and overlook with benches and landscaping, commercial boat docking terminal, commercial marine fisheries support and industrial area. The marina includes 112 commercial fishing boat berths, 517 pleasure boat slips, harbor retail and office use area, harbormaster office, lockers, and meeting room. The site also includes a 1.0 mile harbor promenade, the Plover Historic Ferry dock, Blaine Seafarers Memorial, marine support and dry boat storage facility, 2 public boat launch ramps, transient boat moorage, pump-out, parking areas, and restrooms. 2 Airport – Airport viewing area located on Mitchell Way, Viewpoint adjacent to the General Aviation facility, with picnic table, signage, and parking.

3 Marine Drive A nine acre open space along Marine Drive, in Trail Bellingham, complete with walking trail, benches, picnic tables and dramatic views.

4 Fairhaven – Terminal provides passenger and vehicle Bellingham Cruise loading from a single finger pier extending Terminal into the south end of Bellingham Bay from Harris Avenue. The east side of the pier loads the Alaska Ferry, the west side passenger cruise ships including the Zodiac and Star of Victoria. Public crabbing is allowedoffthewestsideofthepier.The terminal building houses a variety of commercial tenant activities and public spaces including ticketing areas, retail

42 shops, an expansive front lobby, restaurant, shopsandareardeckviewingareawith sunlit solarium on the lower floor. The upper floor has a public sitting and eating area overlooking Bellingham Bay and the ferry loading area. Portions of both floors are made available for public uses. Includes an 18-person conference room and the rotunda. 5 Fairhaven - Marine Viewpoint, grassy play area, picnic tables, 2.7 Park picnic shelter, and restrooms located overlooking the entry into Bellingham Bay at the end of Harris Avenue beach area. 6 Fairhaven - Padden Boat launch ramps located on the south end 0.8 Creek Lagoon Boat of Bellingham Bay with access across BNSF Launch tracks from 5th Street. Mooring buoys are anchoredoffshorefromMaytoOctoberfor transient boats. The Lummi Indian Nation owns a number of strategically sites shoreline and waterfront access sites on the Lummi Indian Reservation including:

The proposed project will provide 400 commercial berths reserved first for the tribe's purse seine and gillnet fishing vessels, and thereafter for other non-treaty commercial fishing fleet operators. The project, which is undergoing environmental reviews, requires the dredging of a 7,300 foot long navigation channel through ell grass habitat. 8SandyPoint Marina located at the end of Sucia Drive on Marina Sandy Point provides 30 wet moorage berths. The site is under federal trust as part of the Lummi Indian Reservation. The Lummi Tribe does not plan on expanding this facility. 44 9 East Sandy Point Potential marina site located at the end of Marina Sandy Point could be developed to provide up to 300 wet moorage berths. Department of Natural Resources (DNR) State Forest Lands - the largest state landholdings are state forest tracts of land managed by the Washington State Department of Natural Resources (DNR). DNR owns 67,850 acres of forestlands scattered principally within the Cascade foothills adjacent to US National Forest holdings. The state forest system is managed primarily to provide commercial timber production revenues for to state school funds. The site has been improved with bicycle trails, 2 boat launching ramps, 40 picnic tables and stoves, 90 campsites (26 with utility hookups), dump station, showers, and restroom services. 4 Lost Lake Trail 2.0-mile walking and biking trail located in Larrabee State Park off Chuckanut Drive overlooking Chuckanut Bay.

The site includes a public fishing and crabbing pier and overlook with benches and landscaping. The site provides 5 campsites, picnic tables, restrooms, fire pits, and trail access to dramatic views of Hale Passage. 48 Lummi Island 23,533 linear feet of public tidelands 1 Beach 220 encompasses the Reil Harbor Beach/Lummi Island Natural Resource Conservation Area (NRCA) with access to shoreline featuring gravel and rock beaches. 49 Carter Point 2,500 linear feet of public tidelands located 1 at the south end of Lummi Island adjacent to the US Coast Guard lighthouse reserve property. The park provides a gravel boat ramp, comfort stations, and 2.2 miles of hiking trails. 57 Larrabee State 2,683.0-acre multi-use state park located off 1 Park Chuckanut Drive on Wildcat Cove overlooking Chuckanut Bay and the San Juan Islands. The 3,600 linear foot shoreline provides tidal pools, fishing access, swimming beach, and walking trails on Wildcat Cove. The site has been improved with 2 boat launching ramps. Federal 1 58 Eliza Island Federally-owned lighthouse reserve at the 1 southern tip of this privately-owned island allows public access to the tidelands and uplands for low intensity, recreational use. 92 Wet and dry moorage slips Port of Bellingham 2,046 1 Blaine Harbor Blaine Harbor’s 100 acres of tide flats was 629 dredged and filled to establish a harbor and about 50.0 acres of land improvements. The site includes a public fishing and crabbing pier and overlook with benches and landscaping, commercial boat docking terminal, commercial marine fisheries support and industrial area. The marina includes 112 commercial fishing boat berths, 517 pleasure boat slips, harbor retail and office use area, harbormaster office, lockers, and meeting room. The site also includes a 1.0 mile harbor promenade, the Plover Historic Ferry dock, Lost Sailors Memorial, marine support and dry boat storage facility, 2 public boat launch ramps, transient boat moorage, pump-out, parking areas, and restrooms. 2Fairhaven– Terminal provides passenger and vehicle 0 Bellingham Cruise loading from a single finger pier extending Terminal into the south end of Bellingham Bay from Harris Avenue. The east side of the pier loads the Alaska Ferry, the west side passenger cruise ships including the Zodiac and Star of Victoria. 3 Squalicum – 1,417 wet moorage berths; 136 commercial 1,417 Marina and 1281 recreational, and 40 transient slips in the harbor areas with fuel and repair services, pump-out stations, gatehouses, showers, and harbormaster administrative offices in Marina Square. Lummi Nation 30 4SandyPoint Marina located at the end of Sucia Drive on 30 Marina Sandy Point provides 30 wet moorage berths. The site is under federal trust as part of the Lummi Indian Reservation. The Lummi Tribe does not plan on expanding. The project, which is undergoing environmental reviews, requires the dredging of a 7,300 linear foot long navigation channel through ell grass habitat. 14 East Sandy Point Potential marina site located at the end of 300 Marina Sandy Point could be developed to provide up to 300 wet moorage berths. However, the site does not conform to local land use and shoreline management plans. Private 1,320 5 Point Roberts Privately owned marina located in the 200 Marina sheltered inlet at the south end of Point Roberts could be expanded to provide an additional 200 wet moorage berths or 1,140 in total. However, the expansion would not conform to current local land use or shoreline management plans. 6Semiahmoo Privately owned marina located on the south 520 Marina end of Semiahmoo Spit adjacent to Resort Semiahmoo could be expanded to provide an additional 500 wet moorage berths and 20 visitor slips or 840 in total. However, marina slips are provided primarily for the useofsummertimemooragecustomerswho reside in the adjoining Semiahmoo residential developments. Approximately 85% of the slips are occupied during the winter months. Marina operators do not plan on expanding the facility until all existing berths have been sold.

95 Wet and dry moorage slips 7 Birch Bay Village Privately owned marina located in a dredged 150 Marina inlet off Birch Bay adjacent to the Birch Bay Village resort development provides 150 wet moorage berths and 6 transient slips or 156 in total exclusively for local village property owners. The marina could be expanded into adjacent waters to provide 150 additional wet moorage berths or 306 in total. However, the expansion would not conform to local land use or shoreline master plans. 8 Hilton Harbor Privately owned boatyard located on Hilton 450 Avenue between I&J and Whatcom Waterways. dry Could be expanded to provide dry boat storage.

4.6 Day-Use Areas Existing day-use facilities The following sites provide regionally significant day-use facilities with picnic and group use areas, lodges, retreat and conference centers. Day-use facility square footage Whatcom County 20,832 1 Hovander Conservancy, historic farmstead, and park 2,000 Homestead property located on Nielson Road on the Park/Tennant Lake Nooksack River adjacent to Ferndale city Interpretive limits. Site improvements include a 2,000 Center square foot open picnic shelter, 112 square foot restroom building, 324 square foot office and visitor information building. 2 Lighthouse Marine 20.5-acre multi-use park site located on the 3,262 Park southwest point of Point Roberts on Marine Drive. The park provides a combination 3,262 square foot covered picnic shelter, group day-use picnic area, and camp. 3 Samish Park Park property located on North Lake Samish 1,995 Drive on the north shoreline of Lake Samish south of Bellingham. The park has been improved with a 1,995 square foot day-use lodge with a food service area, meeting room, and outdoor decks. 4 Silver Lake Park 412.1-acre conservancy, historic farmstead, 12,575 and recreational park located on Silver Lake and Black Mountain Roads on Silver Lake east of Sumas. The active park area includes a 6,700 square foot building housing a concession area and kitchen, meeting room, restrooms, office, apartment, and 3- bedroom overnight lodge. Attached to the building is a 2,700 square foot outdoor deck. The active area also includes a 3,025 square foot picnic shelter. An equestrian camp in the northern portion of the park has two 675 square foot covered kitchen shelters. The group camp area has a 1,500 square foot kitchen shelter. 96 site

WA Parks & Recreation Commission (P&RC) 8,000 14 Peace Arch 20.0-acre international facility extending 5,600 Heritage Area across US/Canadian border with Peace Arch monument, grassy play field, one 4,000 square foot group kitchen shelter, two 800 square foot picnic shelters, 100 picnic tables, benches, walking path, formal gardens and overlooks, 2 restrooms, and 0.9 miles of trail. 15 Birch Bay State 193.2-acre multi-use waterfront park on 2,400 Park Birch Bay and Terrell Creek providing 194 picnic tables and stoves and three 800 square foot picnic shelters. WhatcomCountyandotherpublicandprivateagencieshaveamassedan impressive amount of acreage - that includes every conceivable kind of parkland and recreational facility within the county.

A significant portion of the inventory are regional facilities -thatareused by populations who reside outside of Whatcom County service areas boundaries even though the maintenance and operation of these sites has been financed by the county or other regional agencies.

The combined square footage provides a significant inventory of day use facilites scattered thougout the county for business meetings, conferences events, weddings or picnics - particularly within urban areas.

The combined acreage provides a significant inventory of freshwater access points for fishing, boating, camping and trai access - particularly along the interior upland and mountain streams, rivers and lakes.

The combined acreage contains a modest inventory of saltwater access points scattered thoughout the county. However, there is a relatively small amount of acreage, accessible by land, that has been developed for saltwater fishing, boating and trail access activities considering the local and regional demands on the county.

The Port of Bellingham is a principal provider of the urban saltwater recreational opportunities - especially moorage, boat launches, shoreline parks, trails and viewpoints with supporting play areas, picnic tables, benches and public restrooms.
