Coleman, IV All rights reserved Abstract Making the State on the Sino-Tibetan Frontier: Chinese Expansion and Local Power in Batang, 1842-1939 William M. Coleman, IV This dissertation analyzes the process of state building by Qing imperial representatives and Republican state officials in Batang, a predominantly ethnic Tibetan region located in southwestern Sichuan Province. Utilizing Chinese provincial and national level archival materials and Tibetan language works, as well as French and American missionary records and publications, it explores how Chinese state expansion evolved in response to local power and has three primary arguments. First, by the mid-nineteenth century, Batang had developed an identifiable structure of local governance in which native chieftains, monastic leaders, and imperial officials shared power and successfully fostered peace in the region for over a century. Second, the arrival of French missionaries in Batang precipitated a gradual expansion of imperial authority in the region, culminating in radical Qing military intervention that permanently altered local understandings of power. Last time, Sun Quan and the troops of the Southlands had just defeated and killed Huang (2) Zu (3), a close friend and top commander of Liu Biao, the imperial protector of Jing (1) Province. Sun Quan had also captured the key city of Jiangxia (1,4), which Huang Zu was defending. Upon receiving Huang Zu’s head, Sun Quan ordered that it be placed in a wooden box and taken back to the Southlands to be placed as an offering at the altar of his father, who had been killed in battle against Liu Biao years earlier. He then rewarded his troops handsomely, promoted Gan Ning, the man who defected from Huang Zu and then killed him in battle, to district commander, and began discussion of whether to leave troops to garrison the newly conquered city. His adviser Zhang Zhao (1), however, said, “A lone city so far from our territory is impossible to hold. We should return to the Southlands. When Liu Biao finds out we have killed Huang Zu, he will surely come looking for revenge. We should rest our troops while he overextends his. This will guarantee victory. We can then attack him as he falls back and take Jing Province.” Sun Quan took this advice and abandoned his new conquest and returned home. But there was still the matter of Su (1) Fei (1), the enemy general he had captured. This Su Fei was friends with Gan Ning and was actually the one who helped him defect to Sun Quan.

Starosta University of Rhode Island Howard University Two main trends have hastened the need for the world to understand the communication of people from the Chinese diaspora. First, with their large population and the rapid development of their economies in the last two decades, the Chinese people in the mainland, in Taiwan, in Hong Kong, and elsewhere overseas have gradually formed a powerful network that affects almost every aspect of world affairs. Second, as the world is moving toward a global community, mutual understanding among people of different cultures has become an indispensable requirement for global citizens to live together peacefully and productively. Knowing how the Chinese think and communicate is one way to develop a more interrelated future world. The goal of this special issue, then, is to improve our understanding of the Chinese people(s) by exploring how they manage and resolve those conflicts they encounter in the process of human interaction. Culture and conflict management/resolution have an interdependent relationship with one another. According to Chen and Starosta (forthcoming), three aspects of culture especially influence conflict management/resolution: cultural context, language differences, and thinking patterns. Ting-Toomey (1985) theorizes that differences are found in conflict management/resolution between low-context and high-context cultures. For example, people of high-context cultures tend to enter into conflict when their cultural normative expectations are violated, tend to adopt a non-confrontational and indirect attitude towards conflicts, and tend to use an affective-intuitive style of conflict management.

Giant panda cub Xi Lan, who will be 18 months old on March 2, will soon be weaned from his mother, 12-year-old Lun Lun.     WORLD TRADE G/SCM/Q2/CHN/42 11 October 2011 ORGANIZATION (11-4946) Committee on Subsidies Original: English and Countervailing Measures SUBSIDIES Request from the UNITED STATES to CHINA Pursuant to Article 25.10 of the Agreement The following communication, dated 6 October 2011, is being circulated at the request of the Delegation of the United States. _______________ The United States notes that China has only submitted one notification of subsidies under Article XVI:1 of the General Agreement on Tariffs and Trade 1994 (the GATT 1994) and Article 25.2 of the Agreement on Subsidies and Countervailing Measures (the Agreement) in its ten years of WTO membership. China submitted that notification (G/SCM/N/123/CHN) in 2006, covering the time period from 2001 to 2004. At that time, the United States and several other Members expressed serious concerns about the incompleteness of China's notification. Since 2006, the United States and several other Members have repeatedly requested that China submit its notifications for the periods subsequent to 2004. The United States has obtained information concerning numerous Chinese central government and sub-central government measures, listed below, covering the time period from 2004 to the present that were not included in China's single notification. The United States considers that these measures should be subject to notification to the Committee on Subsidies and Countervailing Measures (the Committee) under Article XVI:1 of the GATT 1994 and Article 25.2 of the Agreement because they appear to provide specific subsidies within the meaning of Articles 1.1 and 2 of the Agreement.
