Achievements Tamil Nadu Electricity Board is a pioneer organization among the State Electricity Boards in India in promoting Renewable Energy Programme. Tamil Nadu is blessed with conducive natural metrological and topographical settings for wind power generation. Four passes namely Palghat pass, Shengottah pass, Aralvoimozhi pass and Cumbum Pass are endowed with heavy wind flows because of the tunneling effect during South west monsoon with an average wind speed of 18 to 22 Km/Hr. Initially during 1986, the first demo wind farm with 20 Nos. Wind Electric Generators each 55KW were erected at Mullaikadu in Tuticorin District, in association with Tamil Nadu Energy Development Agency (TEDA) under the aid of Ministry of Non Conventional Energy Sources (MNES), Government of India. Subsequently various windfarms were erected by TNEB at other places in Kayathar, Muppandal and Puliankulam areas including Kethanoor in Coimbatore. Totally 120 windmills were erected by TNEB from 1986 to 1993 totaling to a capacity of 19.355 MW. Based on the successful functioning of these demonstration wind farms, private developers had shown keen interest in this sector which has now led to an installed capacity of Private Wind Mills of about 7262 MW as on 31.05.2014 contributing to 34% of India’s total wind capacity . The Wind Electric Generators are installed in the Districts of Tirunelveli, Kanyakumari, Tuticorin, Ramnad, Coimbatore, Udumalpet, Dindigul, Theni, Tirupur and Erode. At present around 11,000 to 13,000 million units per annum are generated from the above windmills, contributing to about 14% of the yearly energy need of the State. Table - I Sl. (Refer www.tnercgov.in ) b) On 20.03.2009,TNERC has issued Tariff order for Wind Energy Order No:1, dt:20.03.2009. This order is applicable for the WEGs commissioned on or after 19.09.08.The power purchase rate fixed in the order is Rs.3.39 per unit from 01.04.2009. Now the power purchase rate fixed by TNERC is Rs.3.51 per unit from 01.08.2012 as wind tariff order no.6 dt.31.7.12. c) REC Pooled cost of wind energy is Rs.2.63 per unit for the year 2013-14. Banking The wind energy private developers are permitted to wheel the energy generated from their wind mills to their own /subsidiary HT Industrial and commercial concern, situated anywhere in Tamil Nadu with banking facility for their future use. The banking period is one year, from 1 st April to 31 st March of succeeding year. The Banking Charges is 94 paise per unit drawn for adjustment. The unutilized portion of banked energy if any available at the end of banking period i.e. 31st march of every year shall be purchased by TANGEDCO @ 75% of the relevant purchase rate of wind energy. Transmission Charges: Rs.789.20 per day per MW or part thereof (40% of Rs.1973 per day per MW, the rate applicable to conventional Generator). Wheeling Charges: 6.94 paise per unit (40% of 17.35 paise/unit) Scheduling and system operation charges: Rs.600/- per day for 2 MW. If the capacity is less than 2 MW, the charges shall be proportionate. Transmission and Distribution Loss : Actuals. PROCEDURE FOR OBTAINING APPROVAL AND TECHNICAL REQUIREMENTS TO BE COMPLIED WITH. 1. Registration of WEG application Applications shall be submitted to the CHIEF ENGINEER/NCES/TANGEDCO Chennai with the following documents: a) Request application b) Filled in Proforma c) Invoice for purchase of new WEG d) Land Sale deed documents / FMB. With the originals for verification e) Self certificate with power curve of WEG f) Manufacturer certificate for WEG g) If it is a firm, copy of Partnership deed / company, copy of Memorandum & Articles of Association with registration of Firm/Company Certificate. h) Indemnity bond in non judicial stamp paper of Rs.80/- i) Undertaking in non judicial stamp paper of Rs.80/- j) Copy of Purchase order with Order of acceptance. k) Electrical Schematic Single line diagram l) Copy of Type approvals/ Certificate issued by M/s C-WET 2. Payments at the time of Registration : a) Registration fees for 1 No. WEG : Rs.13,310/- (Non – refundable) b) Consultancy charges for 1 No. application irrespective of No. of WEGs : Rs.33,275/- (Non – refundable). c) Infrastructure Development Charges @ Rs.30 lakhs/MW d) Load flow study charges Rs.2,20,000/- + Service tax. The above charges shall be paid in the form of Demand Draft in favour of TANGEDCO/Chennai, payable at Chennai. Condition : • The application Registration is valid for a period of six months from the date of Registration. • Any request for change in survey Number will not be permitted. However it is permitted to change to any of the nearby location adjacent to the proposed location based on specific field recommendation and valid documents within the validity period of the application. 3. Feasibility Report from Field: After verifying the above documents and on receipt of the payments, the application is forwarded to the concerned field Superintending Engineer/NCES (Tirunelveli / Udumalpet). The concerned Superintending Engineer shall submit the Field feasibility report with recommendation in respect of ownership of the WEG land, Spacing distance 5D x 7D, feeder capacity and Substation capacity within a month from the date of Registration. Then the load flow study will be carried out. Based on the feasibility condition, the Noted for Record and grid tie up approval are issued by the Chief Engineer/NCES/TANGEDCO. The WEG shall be commissioned within Two years from the date of issue of Original “Noted for Record letter” and “Grid tie up” approval. 4) Name Transfer WEG application: • The WEG application registered in one name to be transferred to any other Name is permitted on production of necessary valid documents and on payment of Rs.1,00,000/- (Rupees One Lakh only) per application towards application name transfer fee. • The application will be name transferred only with the entire survey numbers notified in the original application and not as a part of survey numbers. • The above name transfer will not alter either the Date of Registration or the Registration number allotted to the first applicant and the Original seniority will be maintained. 5) Name Transfer of Noted for Record: The Noted for Record and Tie up approval issued to one Company will be name transferred to any other company on payment of Rs.1 Lakh and a fresh Noted for Record and Tie up approval will be issued in the new name. .
