Proposed Tender cum Auction/Reverse Auction process in TANGEDCO : Tender cum Auction process is typically a combination of normal e-Tendering process followed by Auction, by which all the price bids are opened as followed in regular e-Tendering process and the lowest price quoted in the tender may act as Benchmark rate. All the bidders who are technically qualified may participate in the reverse auction. The decrement value in the Reverse auction can be decided by the Tender Inviting Authority. The Tamil Nadu Generation and Distribution Corporation Ltd hereby approves the proposal for establishment of new 230/33 KV SS with 4x50 MVA Power Transformer for wind power evacuation and erection of 21KM of 230 KV SC line on DC tower with Zebra conductor to Rasipalayam 400 KV SS at an estimated cost of Rs.4374.629 Lakhs Gross amount and ratify the action of having entrusted the 230 KV Sub Station work to M/s.Suzlon Energy Limited in anticipation of administrative approval, since the 230KV Sub Station works have been completed. Based on the entry permission, the company had established the Sadayapalayam 230/33 KV SS and the above SS was commissioned with 2x50 MVA power transformers on 28.03.2011. Subsequently 1x50 MVA power transformer was commissioned on 22.09.2011 and the 4th 50 MVA power transformer on 17.06.2016. The Sadayapalayam 230/33 KV Sub-Station is temporarily connected in the 230 KV Ponnapuram-Palladam feeder with LILO arrangement. The revised estimate works out to Rs.4374.629 Lakhs Gross & Net. REPORT ACCOMPANY TO THE ESTIMATE Scope: This proposal envisages provision for bay and line works necessary for evacuation of power from 30MW Solar plant of M/s.NTPC-SAIL Power Company Private Limited to TANGEDCO grid under DCW basis in Salem operation Circle (Salem EDC). 1. M/s.NTPC-SAIL Power Company Private Ltd., Salem has proposed to establish a 50MW Solar PV Plant for captive use. In this plant, 20MW capacity would be directly connected to Salem Steel Plant’s (SSP) internal network at 33KV, remaining 30MW capacity will be connected to TANGEDCO network at 110KV level. 2. The load flow study result has been communicated vide this office Lr.No.CE/ NCES/SE/Solar/EE/SCB/AEE2/F.NTPC-SAIL-2/D.1499/2016, dt.21.12.2016 for evacuation of 30MW power plant at SAIL premises as per terms and condition of TNERC Order No.2 of 2017. As per section 10 (1) of Electricity Act 2003, the generator has to establish, operate and maintain generating stations, tie-lines, substations and dedicated transmission lines. 3. In this connection, M/s.NTPC-SAIL has requested to arrange for power evacuation to TANGEDCO grid through two number bays of their 110KV WRSS switchyard at Salem Steel Plant which is defunct condition at present and to be revived for establishing connectivity with TANGEDCO . 47

4. The proposed 30MW Solar Power Plant of M/s.NTPC-SAIL can be connected to K.R.Thoppur 400/230-110KV SS by erecting separate 110KV feeder from the proposed solar power plant to 400/230-110KV K.R.Thoppur SS with necessary protection system subject to the condition that Solar feeder can be erected by converting existing 110KV K.R.Thoppur-Salem DC line on DC tower into MC tower. Multicircuit towers are proposed from K.R.Thoppur SS to Loc.13 of salem I & II feeder and Loc 13 to Salem Steel Plant (SSP) 110KV feeder at the cost to be borne by M/s.SAIL. Further, M/s.NTPC-SAIL Power Company Private Ltd, has to provide the following at their cost: 1. Breakers and necessary protection arrangement at their plant switchyard end as per TANGEDCO / TANTRANSCO norms. 2. ABT meters for recording the supply of power at plant end. 3. Cost towards provision of data as Ethernet data at Juridication LD centre (JLDC) end either by VSAT or any other communication for each plant. 4. For data connectivity to jurisdiction LD centre, M/s.NTPC-SAIL has to pay Rs.3,00,000/- (Three Lakhs Only) to TANTRANSCO towards terminal equipments to be provided by TNEB at JLDC for each plant. MAJOR WORKS INVOLVED: 1. Erection of 110KV Multi circuit line on Multi circuit towers from K.R.Thoppur 400KV SS upto location 13 of the existing Salem I & II feeder and from location 13 to SSP 110KV yard. 2. Extension of 110KV Bay at K.R.Thoppur 400KV SS. 3. Erection of 110KV switch yard at Salem Steel Plant with 2nos.110KV feeders bays. 4. Erection of new 110KV CTs and PTs for metering. Further it is stated that erection of multi circuit towers between from K.R.Thoppur 400KV SS to tower location 13 will cross 8nos. 230KV feeders, and so it has been proposed to provide 2nos.MD+25 tower at 2nos. of locations in between 230KV towers for increasing the clearance.
