Agenda item: JTC Membership Updates David Slayton Discussion: JTC would like to thank Danielle Fox for her efforts and involvement, as her NACM term ended in 2018. JTC welcomes the following NACM appointment:  Roger Rand (Information Technology Manager, Multnomah Circuit Court Portland, OR)

JTC would like to thank Judge Michael Trickey for his efforts and involvement, as her NACM term ended in 2018. JTC welcomes the following NCSC appointments:  Justice Constandinos Himonas ( )  Judge Samuel Thumma (Arizona Court of Appeals, Division 1)

Agenda item: National Court Open Data Standards (NODS) David Slayton Discussion: JTC members Paul Embley and Tom Clarke are taking the lead in the effort to create comprehensive data standards for state and local courts. Measures for Justice is the funder for this project, while JTC and the Court Statistics Project (CSP) will assume the project leads.

Next Steps: JTC and CSP will begin staffing the project Advisory Committee. The first advisory meeting is proposed for Fall 2018. This meeting will officially serve as the project initiation and one of the objectives is to identify the project scope.

Agenda item: Extraction and Redaction Jim Harris Discussion: JTC will continue work with pilot states and explore different work product options.

Agenda item: Court Component Model Kevin Bowling Jim Harris Discussion: JTC will continue to collaborate with IJIS to develop the Court Technology Provider Directory (https://icacprovdir.ijis.org/). JTC and IJIS are also continuing to update the component model scope documents.

Next Steps: The concept submitted to SJI was approved. JTC will begin drafting a full grant application, which will be submitted to SJI by November 2018. Efforts to update the JTC website, adding a Court Component Model topic area and interactive graphic, will continue.

Agenda item: Online Dispute Resolution (ODR) David Slayton Discussion: Utah recently became the first state-wide initiative to go live, implementing ODR in the courts. ODR is an area of interest for the PEW Charitable Trust. PEW will be selecting pilot sites to participate, involved with civil law. NCSC will serve as a technical assistance provider to this effort.

Next Steps: As part of the Court Component Model project, JTC will develop ODR interface standards. Various states and vendors will be involved.

Agenda item: Open Source Repository Jim Harris Discussion: JTC will continue to draft a brief white paper, describing how courts create a repository allowing states to share data, while addressing issues around governance.

Agenda item: Court Related Tele-Services Kevin Bowling Discussion: JTC is interested in drafting a position paper, focusing on rural and remote courts who need court technology and tele- services.

Next Steps: The project will initiate Fall 2018. JTC is interested in members to staff the project.

Agenda item: Cyber Security Paul Embley Discussion: Following the Responding to Cyber Security resource bulletin, NCSC has prepared and will submit a proposal to conduct 5 regional workshops. Attendees travel will be covered for these workshops. To maximize attendance, the 5 workshops will align with COSCA’s regions. Paul will check to see if the funds will also cover those not at the state level.

Agenda item: Litigant Portals Jim Harris Discussion: The Legal Services Corporation (LSC) and Microsoft are collaborating to create statewide legal access portals. Alaska Access to Justice Commission and Legal Aid Society of Hawaii will partner and serve as pilot states for this effort.

Next Steps: JTC is continuing to work with OASIS, developing technical standards for the interfaces of litigant portal modules. Following a meeting with OASIS in September 2018, the technical standards will be released Fall 2018.

Agenda item: 2018 Industry Summit Joe Wheeler Discussion: IJIS and NCSC sponsored the 2018 Industry Summit, which was held September 17-18, 2018. Topics from the Summit included, but were not limited to:

 What the future holds for court IT?  The impacts and progress from the prior summits.  What matters to large trial courts and where they are investing?  Technology issues facing decentralized state court systems.  Which IT projects will the unified state court systems invest in?

There were around 50 court and industry staff in attendance. JTC provided an update on current projects. There is future interest in holding summits at the state level.
