MINUTES OF A.G.M AND ORDINARY MEETING OF INVERARITY COMMUNITY COUNCIL HELD ON WEDNESDAY 30 NOVEMBER 2016 AT 7.30PM AT INVERARITY COMMUNITY/KIRK HALL PRESENT: Carole Short (Secretary); Tracey Elder (Chair Person) ; Heather Anne Low (Planning Rep); Elizabeth Steuart Fothringham; Councillor Jeanette Gaul; Gordon Grewar (Communities Angus Council APOLOGIES: Louise Nicoll; Councillors Iain Gaul and Ronnie Proctor 1) Minutes of last AGM 15.7.15 were adopted as a correct record. 2) JOINT CHAIR AND SECRETARY’S REPORT AGM 30.11.16 School/Community Playpark The playpark is now up and running but at the present time is only accessible during school hours. The area around the playpark has to be secured by fencing and have a lockable gate to make this available to children after school hours. Mrs Grant (Headmistress) advised that she had a quote for £3070.00 for this work, which has to be completed by a Local Authority Approved contractor. As Community Council had already donated £1000.00 towards this project, members felt that we could only assist in a donation towards the fencing. Councillor Jeanette Gaul and Jennifer Grant were to contact Angus Council External Funding Team to find out if there were any grants available. No further information at this date. Local Flooding Reports of flooding from fields along the road from Gateside to Inverarity were reported by householders at Inverarity. Community Council contacted Roads Department and the ditches were cleared. Inverarity WRI Once more Community Council assisted with rental costs. Apparently membership has fallen drastically to the point where it will be hard for them to continue. We discussed this at our meeting in March and agreed to try our best to help in encouraging more folk to go along to their meetings which take place on the first Thursday of the month (Sept – May) at 7.15pm in the Kirk/Community Hall Inverarity. Broadband A Broadband Working Group has been set up for the Scottish Rural Parliament. Louise Nicoll is a member of this Group. No real improvements to report at present. Police Scotland After the many changes which took place after the inception of Police Scotland things seem to be running more smoothly and we now have monthly Police Reports sent to us by email and a representative attends our meetings wherever possible. Miscellaneous a) Victoria Gibbons (Angus Council Funding) attended our September meeting and provided an overview for current funding opportunities. These comprised mainly of Community/Grant scheme, Focus Years Fund, Angus Council Common Good Grant, Business Grants & Angus Environmental Trust. We are to investigate whether some of these funds could be appropriate for the benefit of our community i.e. our long awaited footpath between Gateside and Inverarity, plus the fencing for the school play area. b) We have taken up issues raised by members of the community in respect of roads maintenance, mud on road, clearing of paths to bus stops etc. We would like to thank our elected members for the help and assistance they have given us over the past year. Thank you also to all CC members for their help and commitment over the past year. We could really do with a couple more members, if anyone is interested!!! We know we have a Youth Member lined up for the future, when he reaches 16 years. Thank you Scott for attending as a Member of the Community, until you reach the grand old age of 16!! 3) TREASURER’S REPORT As Louise was unable to attend she had emailed Secretary with the current balance. Which is £4559.48. 4) DEMIT OF CURRENT OFFICE BEARERS/ELECTION OF OFFICE BEARERS Gordon Grewar agreed to be Acting Chair in order that present office bearers can stand- down and new ones elected. He also explained his role within Angus Council and offered to attend our next meeting should be need any assistance in resolving some of our local issues. Chair – HAL NominatedTracey Elder, seconded by ESF (at this point Tracey took over as Chair Person and Gordon Grewar left the meeting). Secretary - ESF Nominated Carole Short, seconded by TE Planning Rep - CS Nominated Heather Anne Low, seconded by ESF Treasurer – TE Nominated Louise Nicoll, seconded by CS (Louise had emailed Secretary advising that she would be willing to remain Treasurer should she be nominated) 5) DATE OF NEXT AGM To be confirmed. 6) A.O.C.B. As Inverarity Community Council only have 5 members at present (our maximum is 8) Tracey offered to go around to the school and houses in the community dropping off a note to see if we could enourage one or two folk who may be willing to be co-opted onto our Community Council. Anyone interested could come along to one or two of our meetings at first to find out more about us before making any commitment. MINUTES OF ORDINARY MEETING 30.11.16 INVERARITY COMMUNITY COUNCIL 1) MINUTES OF PREVIOUS MEETING The minutes of the previous meeting had been circulated to all CC members prior to this meeting and were accepted as a correct record. 2) MATTERS ARISING None. 3) PLANNING Change of Use of Existing Buildings from Agricultural to Domestic Storage – New Grange Farmhouse Kincaldrum Forfar. (16/00767/FULL) 4) CORRESPONDENCE 1) Letter from Elinor Phillips ,Riding for the Disabled Association , Inverarity– request for donation towards three of their riders attendance to represent Tayside in Sheffield in August next year (National Games for Special Olympics G.B.). Competition to include Dressage, Equitation or Handy Pony and Horse Care and Knowledge. Cost £400 per rider (extras covered by special Olympic Tayside) Agreed CC sponsor one rider at a cost of £400 2) Angus Council” Planning the Future “– advising that there will be a funding shortfall of £41milion over next 4 years. AC have prepared a short “planning the Future” presentation on you tube with the following link: https://youtu.be/x5zNdh8RsV0, if anyone is interested. 3) HAGS – playground equipment publicity 4) Poppy Scotland Appeal 5) Email – Police Scotland – Local Community Police Report – no incidents in thisarea 6) Angus Council – Consultatation on draft Supplementary Guidance and Environmental Report (emailed to CC) 7) Parking Procedures – Angus Council (emailed to CC) 8) G.I.S. Mapping – no comments 9) From V. Gibbons – Angus Council Funding – information for CC regarding our proposal to apply for funding towards the fencing around the school play area. 10) Leaflet from D.S. Electrical offering the availability of faster broadband in this area - Email [email protected] for further information. 5) TREASURERS REPORT Balance £4559.48 6) INTRASTRUCTURE Nothing to report 7) A.O.C.B CC members agreed that it should be noted that two businesses in our area have been given awards: a) Alan Davie & Sons was awarded Haulage Personality of the Year b) Newton Farm Holidays (B&B) won Visit Scotlands Thistle Awards for Central, Fife and Tayside as “Most Hospitable B&B/Guesthouse” and now go forward to the Scottish National Awards in March.
