  • The Marine Protected Area Network of Batangas Province, Philippines: an Outcome-Based Evaluation of Effectiveness and Performance
View metadata, citation and similar papers at core.ac.uk brought to you by CORE provided by Ritsumeikan Research Repository The Marine Protected Area Network of Batangas Province, Philippines: An Outcome-Based Evaluation of Effectiveness and Performance Dean Rawlins Summary This study looks at the case of four marine protected areas established in two municipalities of Mabini and Tingloy in Batangas Province, Philippines, in order to assess their performance in relation to their initial objectives. It investigates stakeholder perceptions regarding the effectiveness of the MPAs and the current problems facing management of the MPAs. The results highlight issues of equity, lack of community and governmental will and participation, lack of capacity and confidence in management of the local committees and organisations, and difficulties in financing that threaten to jeopardize the protected areas ongoing success. Building governmental support, local capacity building, and a transparent method of financing are seen as key to ensure success in the future. Introduction Over recent years marine protected areas (MPAs) have become a widely-used component of integrated coastal management programmes set up in an attempt to protect, and potentially rehabilitate, coastal ecosystems worldwide. The increasing urgency with which coastal resource management practitioners now view the need to conserve marine resources has led to a surge in the number of MPAs being created and their recognition on an international scale as a viable means to protect resources at the ecosystem level. However, recent experiences in the modern concept of MPA management have brought to light a range of conflicting interests that have impeded the smooth implementation of many projects.

  • PLANET SCUBA ADVENTURE to the PHILIPPINES: June 18-28, 2021
PLANET SCUBA ADVENTURE TO THE PHILIPPINES: June 18-28, 2021 We are planning a very special trip to the Philippines for 2021. It is a trip custom designed by Planet Scuba to take advantage of a distant reef and a few great wrecks. I have wanted to dive Tubbataha, which is a protected marine park and a UNESCO site, for quite a while and have had a desire to do a few days exploring the wrecks of the Coron area. Tubbataha can only be dived during the late spring & early summer. It is a distant reef and not visited by many ships and divers. I have chosen the last trip of the season so that we can have the boat for a few extra nights and reposition it in the Coron area. In September of 1944, the U.S. surprised the Japanese fleet while anchored in Coron, sinking 12 war ships. Although many of the ships are in muddy waters, we have chosen specific wrecks further on the reef for their better visibility and marine life (for you non-wreck enthusiasts). Our itinerary is not set in steel yet, but a preview is below. We will have the opportunity to customize which wrecks we would like to do but the ship’s owner has suggested these. Additionally, if you are not into diving wrecks we will provide transfers to the outer reefs as well. I have also included a link to the ship: this is the only trip we have ever offered where pricing is by location and size. We are offering this trip by invitation only.

My wife and I are still laying low hoping not to contact anyone that has the “bug”. The SDUPS Board of Directors held a Zoom board meeting on October the 8th. We had some business to take care of which included thoughts about our Annual Holiday/Awards party. This get together has taken place for many many years now and it’s sad to report that we decided to call off the party for this year. We will make arraignments to announce and award the competition plaques during December. If things change with this virus, maybe we will do something different. The main item on the agenda was for the board to make some suggestions for the nomination of officers for next year. The only positions we couldn’t find names for were Social Media and Activities. So we are looking for some- one who is tech savvy and someone who is a party person who likes to put together a good time. Nominations will be accepted for all board positions on the October & November Zoom Meetings. Voting will take place at the No- vember meeting. If you would like to get involved with the inner workings of the club, please contact me. Our V. P. Amy Baldwin/Granger has been doing a great job lining up speakers for our Zoom Meetings. See the write up for the September meeting on page two.
