PUBLIC COMMENT REVIEW

Legislative Requirements The 30 day public comment period for the draft FFY 2021-2024 Transit and Highway Transportation Improvement Program (TIP) and draft Air Quality Conformity Analysis (AQCA) Report for York County began May 19, 2020 and ended June 18, 2020. Additionally, the TIP update is designed to satisfy rabbittransit’s public participation requirements for the Federal program of projects.

Packets of the Draft 2021-2024 TIP were sent to the following locations to be available for public review upon public offices being open due to the COVID-19 pandemic, with no public comments to be addressed:

Furthermore, the Draft 2021 TIP was emailed to all 72 municipalities for their review and feedback on any projects that may lie within their individual jurisdictions. We received one written question from West York Borough asking if they could have two signal upgrades placed on the TIP. The YCPC took their comment and acknowledged that those type of projects isn’t typically placed on the TIP, but we would discuss the issue with PennDOT and begin a dialogue for them to begin the planning process to upgrade the signals.

The two advertised public meetings for the TIP were on May 26, 2020 as an online public meeting open house through Zoom and Live. We received one question through this medium asking if the pedestrian walkway under the Sherman’s and Eberts Street Bridge would be demolished or replaced. The YCPC answered that based on the construction details, this walkway would be rebuilt for pedestrians to access.

The other public meeting was held during the YAMPO Technical Committee Meeting on June 4, 2020, which was held online via Zoom. No comments or questions were received from the public during this meeting.

Additionally, three other presentations were given to varying York County Boards including the York County Planning Commission on May 19, 2020, the Local Government Advisory Committee (LGAC) on June 8, 2020, and rabbittransit on June 11, 2020. No comments were received during the May 19th YCPC meeting. One comment was received during the LGAC meeting asking if there was funding for routine maintenance at an intersection in Jefferson Borough. The response was that, those types of projects do not get funded through the TIP and it is a matter of PennDOT or the municipality to maintain depending on ownership of the road. The commenter was told to reach out to the PennDOT Maintenance Department since the intersection was two state routes, to notify them of the issue and see if they could repair the problem.

Finally, there were two questions during the rabbittransit Board meeting. The first asked how the COVID-19 pandemic and the reduction of liquid fuels revenues will impact the TIP funding. YCPC responded by stating any funding changes won’t be affected during the 2021 TIP, but funding changes may happen for future TIPS. Also, the impact of the liquid fuels revenue will not be felt immediately, so time will tell how it will affect York County. The last question was asking about the TIP funding changes. YCPC responded by giving an overview of the changes with the Highway/Bridge TIP and the allocation of increased funding toward the Interstate TIP>

Tribal Contacts YCPC/YAMPO contacted the seven Native American tribes with vested interest in York County listed below by mail. The packet included a map of the project locations and the public narratives of each project on the TIP.

The press release, which also contained a link to our 2021 TIP MetroQuest Survey was sent to over 60 organizations on May 26, 2020. The press release was further published in newsletters by the Central Penn Business Journal and the Osher Lifelong Learning Institute (OLLI) from the Penn State York Campus. Any comments received went towards the MetroQuest Survey as we had received no emails or phone calls with comments.

Email Correspondence YAMPO distributed announcements about the draft TIP public comment period through the YAMPO mailing lists, YCPC e-mail alert mailing list, and the YAMPO website. The press release, Draft TIP packet, and MetroQuest Survey link were emailed multiple times to all 72 municipalities, community and non-profit organizations, the York Economic Alliance, and rabbittransit.

MetroQuest Survey The 2021 TIP MetroQuest Survey, which can be viewed at https://yampo2021tip-demo.metroquest.com/, was a newly instituted public outreach tool implemented for the first time. The survey consisted of five (5) slides including and Introduction, three survey questions, and a concluding demographics questionnaire. The three survey questions included a project prioritization page with 11 separate projects ranging from highway, bridge, safety, interstate, and multi-modal projects; a project type-ranking page; and a budget allocation page, which allowed users to spend a certain amount of funding on project types.

A total of 178 participants took the 2021 TIP MetroQuest Survey from May 26, 2020 to June 19, 2020. The following chart displays the results for the project prioritization question where (1) equals yes and (2) equals no- relative to the specific project being prioritized.

The second question was a project type-ranking question where respondents had to rank their top 5 project types that should take precedent in terms of funding and construction completion. The categories were as follows: Roadway Condition, Transit, Roadway Operations Updates, Pedestrian Safety, Bridge Maintenance and Repair, Motorist Safety, Bicyclist Safety, and Roadway Widening.

The third and final category was a budget allocation page that allowed respondents to place a certain amount of money to dedicate to specific project types. The following chart displays how much each project received. The top three project types the public would like to see receive more funding are Roadway Condition projects, Bridge Maintenance and Repair, and Motorist Safety. The bottom three project types were Transit, Bicyclist Safety, and Pedestrian Safety.

In the Demographics- Age question (Figure 4), the majority of respondents were aged between 40 and 64 with over 54%. 26% of respondents were between the ages of 25-39, and 19% were 65 and older. The survey also had a majority of the respondents, 53%, identify as Males, while only 46% identified as Female (Figure 5). Approximately 91% of respondents live in York County, while 6% at least worked in York County. However, 3% of respondents neither worked nor lived in York County (Figure 6). In terms of respondent’s household income, over 66% had a household income of at least $90,000, while only 1% of respondents had a household income of $29,999 or less (Figure 7). Lastly, the respondent’s race was comprised of 97% White, and we only received two (2) responses from African Americans and one (1) survey from an individual identifying as Hispanic/Latino (Figure 8).

YORK COUNTY TO RECEIVE MORE THAN $308 MILLION FOR TRANSPORTATION Funding Projects and Programs from 2021 to 2024 YORK, PA – It’s construction season and you may be wondering who decides which roads PennDOT should pave and which bridges they should fix. In York County, the York Area Metropolitan Planning Organization, or YAMPO, is the group that approves four-year plans for transportation funding, called Transportation Improvement Programs, or TIPs. For the next month, you have the opportunity to let YAMPO know what you think of the draft plan for 2021-2024. We Want to Hear From You! A quick MetroQuest survey has been created to garner public feedback regarding TIP candidate projects, what types of projects should be prioritized, and where funding should be spent. You can find this MetroQuest survey at https://yampo2021tip.metroquest.com/. We are asking the public to participate in prioritizing several TIP candidate projects. We are looking for a Yes or No to the following projects:

What is YAMPO funding? The draft 2021-2024 TIP has funding for 53 projects in York County. Residents can expect to see road crews out for 47 of those projects. For the remaining six projects, engineers will do the planning work in the next four years and construction will occur after 2024. York County is home to almost 900 bridges, more than 3,800 miles of road, and nearly 100 rabbittransit vehicles. Keeping those assets in acceptable condition is a priority for YAMPO. To that end, the draft TIP assigns $50 million to maintain 31 bridges around York County, $55 million for 9 road projects, and $2.6 million to replace outdated buses. Approximately $165 million is planned to go to resurfacing and widening Interstate 83 from East Market Street to the North George Street interchange. Additionally, the draft TIP dedicates more than $4 million to alternatives to driving: bike lanes and rail trails. Besides construction projects, the draft TIP funds seven ongoing programs. These range from approximately $1 million for Commuter Services of , $2 million to assist local municipalities with congestion, and $45 million that the federal and state governments allocate to operating rabbittransit. Where does the funding come from? In total, the draft 2021-2024 TIP distributes more than $308 million of projects and programs. That money is a combination of funding from Congress, the Commonwealth, and local governments. Roughly $219 million, or two-thirds of the funding, is from federal taxes. One- third, or $89 million, is from state taxes. Local taxes fund the remaining one percent of the draft TIP, about $330 thousand. Other Ways to Participate

The York County Board of Commissioners created the York County Planning Commission in 1959. Its mission is to guide sustainable development and preservation to improve quality of life in York County communities. Comments: In accordance with applicable state and federal legislation, and YAMPO’s adopted Public Participation Plan (PPP), staff recommends the following strategies and schedule for the public comment period of the draft 2021-2024 Transportation Improvement Program.

Per legislative requirements, YAMPO will: . Allow for at least 30 days of public comments about the TIP prior to its adoption by the YAMPO Coordinating Committee. A recommended schedule is below. . Hold at least one public meeting, advertised as detailed in the following point. Two recommended dates for these public meetings are below. . Publish a legal notice in the York Daily Record/Sunday News, , the Hanover Evening Sun, and the Harrisburg Patriot News. The notice must include the dates of the public comment period, the date, time, and location of at least one public meeting, and the methods by which the public should communicate their comments to YAMPO. . Employ visualization techniques including maps and infographics that allow the public to more easily understand the TIP.

Additionally, the PPP asks staff to determine which step on a five-step scale of involvement we are trying to achieve for any given document. The five steps are ascending in involvement, and a higher step includes all steps below it.

Staff considers the public comment period of the TIP a culmination of many other planning efforts, including the LRTP, the congestion management process, and safety audits, during which the public should have greater involvement. For that reason, staff recommends the draft 2021 TIP as a step 2, or Consulting, document. The PPP defines consulting as “Obtaining public feedback on analysis, alternatives, and/or decisions.” Consulting includes step 1, Informing, or “providing the public with information to assist them in understanding the problem, alternatives, and/or solutions.” For each step, the PPP lists suggested outreach strategies. Given the categorization discussed above, staff recommends YAMPO undertake the following outreach efforts for the draft 2021 TIP: . Communicate the draft TIP and the opportunity for comment with the media via a press release . Communicate the draft TIP and the opportunity for comment with the public via: o YCPC e-mail alert o YAMPO mailing list o The LRTP mailing list and associated organizations o Posts on YCPC’s Facebook page o A Latest News article on YCPC/YAMPO’s website o York County commuters included in SRTP’s database . Correspond with each municipality in which one or more projects are proposed on the TIP, recommend dissemination of the information to residents via newsletters, website, etc. and offer to send hard copies of all draft TIP documents so that the municipal office may be an official location to receive comment . Make available the draft TIP documents at community events during the 30-day public comment period as determined by YCPC staff

They were married in 1970 at the Chapel at Penn State on a Friday so they could attend the Penn State football game the next day. They are truly Penn State fans! After a brief stint with the Upward Bound program at Penn State, Bea and her husband moved to Mechanicsburg to become house parents at the Methodist Home for Children. They were house parents for several years for youth ages 6-17 years.

In 1974 Bea and her husband moved to Lancaster where they have lived ever since. Bea worked various part-time jobs including Upward Bound at F&M College that served low income high school students in Lancaster, York, and Harrisburg city schools, while raising their two daughters, Emily and Julia. Her husband was beginning his career at Lancaster County Children and Youth Services. In 1989 Bea started her career at Penn State York at their newly opened Lancaster Center. She went on to hold various leadership positions in Continuing Education including Assistant Director and Director of Continuing Education in York. In fact, Bea’s guidance and leadership were instrumental to the beginning of OLLI in 2008.

Since retiring in 2012, Bea has been active as a Master Gardener, officer & member of several local garden clubs, volunteer on numerous political campaigns, and working part-time at Thrifty Elegance, a Lancaster consignment shop. She loves to read, especially history-related books, as well as knit, crochet, and do counted cross-stitch. An avid traveler, Bea and her husband have been making yearly trips abroad since 2001 to numerous locations in Europe and Asia.

She notes that OLLI has really grown and prospered over the years and offers “stand-out, wonderful courses.” Bea just resigned as co-chair of OLLI’s growth and marketing committee. Bea will truly be missed, and we thank her for her years of service to OLLI!

BLOGGING SIG at OLLI? Across the world wide web, web sites known as “blogs” have become ubiquitous. In short, a blog is a type of website that focuses mainly on written content, also known as blog posts. In popular culture we most often hear about news blogs or celebrity blog sites, but anyone can start a successful blog on just about any topic imaginable (sharing recipes, hobbies, subjects of interest, there is really no limit.) Bloggers need not be great writers. People read blog sites to get a personal perspective on things, so most bloggers write in a very informal and conversational style. In addition, you do not need to be an expert on your topic in order to have a successful blog. For example, readers of a cooking blog do not want to read a textbook from a food scientist, they want to hear the experiences of someone who has cooked some real meals, mistakes and all. If you think you may be interested in joining a group of OLLI members to explore and experience the world of blogging, this would be the group for you. 2 Hollywood Classics

“A movie isn’t old if you’ve never seen it!” Robert Osborne

I’m a member of the Baby Boomer’s inaugural class of 1946 who experienced the birth of Rock and Roll, Bill Haley and the Comets, Elvis Presley, the Beatles and the British Invasion of 1964, and yet I love music from the Big Band Era. In 1980, having just moved to York, I was walking on George Street one afternoon, and it was then that I discovered the Valencia Ballroom, one of only five ballrooms that still exist from the Big Band Era. It was here that the big bands of Tommy Dorsey, Benny Goodman, Count Basie, Artie Shaw, Duke Ellington and Glenn Miller, my personal favorite, entertained the dancers of the day. And let’s not forget that Frank Sinatra graced the Valencia’s stage too! One of my all-time favorite films depicting the Swing Era, and the men and women who made it happen is The Glenn Miller Story, a 1954 American biographical film from Universal International directed by Anthony Mann and starring James Stewart and June Allyson. The film follows big band leader Glenn Miller (1904-1944) from his early days in the music business in 1929 through to his death when the airplane he was flying in was lost over the English Channel during World War II. Also appearing are: Harry Morgan, George Tobias, Barton MacLane and Sig Ruman with cameo appearances by Louis Armstrong, Gene Krupa, The Moderaires and Francis Langford. Conspicuously missing from the film is singer and saxophonist Tex Beneke, due to a cessation of his professional relationship with the Miller estate. His vocal lead on Chattanooga Choo Choo as well as his distinctive tenor sax sound on many classic Glenn Miller recordings are missing from the soundtrack. The ”Miller Sound” is typified by such classics as Moonlight Serenade, Tuxedo Junction, Little Brown Jug, A String of Pearls, Pennsylvania 6-5000 and In the Mood (my personal favorite). Upon its release in 1954, The Glenn Miller Story was highly successful at the box office. Nominated for three Academy Awards it won for Best Sound Recording. For a sentimental and musical trip back to the Big Band Era I highly recommend The Glenn Miller Story, and the next time you pass the Valencia Ballroom….. is it possible? 5 Online Learning Opportunities continued...

Jones Geological Services is taking programming to the next level. We are going Zooming with Rocks starting Tuesday, April 21st at 7 p.m. and continuing every Tuesday throughout 2020 and beyond. Each week will be a different theme of geology, mostly dealing with Pennsylvania. I also want to have several question and answer and show and tells included. Programs will be free to participants. Although free, those interested in joining a program need to email me their name, email address and date(s) you want to attend.

The schedule for June:

June 9: All About Earthquakes including Pennsylvania with Special Guest, Dr. Charles Scharnberger, Professor Emeritus at Millersville University.

June 16: “Geology of Tourists Sites on the East Coast.” Examine the basic geology of some of the natural attractions from Florida to Maine.

June 23: Volcano Night including “Were There Volcanoes in Pennsylvania?” We will describe the three kinds of volcanoes, where they occur and answer the big question about volcanoes in your backyard.

June 30: “Geologic Hazards in Pennsylvania.” Find out what geologic hazards are and where they occur in the Keystone state. Topics will include landslides, earthquakes, radon, and sinkholes.

The York County Planning Commission In York County, the York Area Metropolitan Planning Organization, or YAMPO, is the group that approves four-year plans for transportation funding, called Transportation Improvement Programs, or TIPs. For the next month, you have the opportunity to let YAMPO know what you think of the draft plan for 2021-2024. We Want to Hear From You! A quick MetroQuest survey has been created to garner public feedback regarding TIP candidate projects, what types of projects should be prioritized, and where funding should be spent.
