of snow ice rubbish etc prohibited Purpose During the winter months St Clair Shores residents including children walking to school and the physically challenged need to be able to safely use the public sidewalks and constructed walkways This means that all snow and ice should be removed from the entire width enabling people of all ages and physical conditions to have access to clean pedestrian walkways This ordinance is intended to provide for such safe passage and to protect the general health safety and welfare of the St Clair Shores residents and those using the public sidewalks and walkways Obligations and prohibitions shall a Each owner or occupant of any premises abutting a sidewalk or walkway from remove all snow and ice from said sidewalk or walkway and keep the same free obstructions encroachments encumbrances filth rubbish andor other substances which may cause injury to any person b No person shall deposit or place snow from private property onto any public sidewalk public walkway street or rightof way nor shall any person deposit or place snow from any public sidewalk or walkway onto any public street or rightof way snow in such a manner so as to block c No person shall deposit place shovel or plow streets or passage of pedestrian traffic on public sidewalks public walkways rights ofway manner so as to d No person shall deposit place shovel or plow snow in such a vehicular traffic Snow shall not hinder or interfere with the ability to see pedestrian or to be deposited placed shoveled or plowed in such a manner causing said snow exceed four feet in height on any property Violation declared to be a public nuisance immediate health and It is hereby determined that a violation of this ordinance will create an safety hazard to those using the public sidewalks and walkways within the City of St Clair Shores As such a violation of this ordinance is hereby declared to be a public nuisance Abatement of public nuisance A violation of this ordinance having been declared to be a public nuisance may be abated by the City of St Clair Shores through its employees andor contractors Such abatement may include but is not limited to the clearing of said sidewalks and walkways of snow ice or materials obstructions encroachments encumbrances filth rubbish and other substances shall take abatement action with creating the possibility of injury to any person The City respect to the accumulation of snow andor ice only when such has reached an accumulation depth of two inches or greater snow event to the Prior to the City or its leave written notice at any property in violation stating that if the sidewalk or walkway is not cleared of snowice within twentyfour hours the City or its contractor will do so and assess the cost and administrative fee to the property owner andor occupant Written notice may be in the form of a sticker to be placed on or near the front door or other written notice affixed to the property on or near the front door Notices to door commercial businesses shall be placed in an envelope placed on or near the front sidewalk or In the event the owner or occupant has not removed the snowice from the walkway within twentyfour hours after the notice detailed in paragraph the City or fee to its contractor may remove the snowice and assess the cost and administrative shall the owneroccupant Upon the City or its contractor abating the nuisance it provide notice to the owner or occupant in the same manner detailed in paragraph above that the City has abated the nuisance and that the cost and assessment for said abatement will be billed to the owneroccupant Assessment against property owner andor occupant The City of St Clair Shores shall have the right to assess all costs of said nuisance abatement against the property owner andor occupant of the property immediately abutting but the sidewalk or walkway upon which the nuisance exists Said assessment shall include not be limited to the costs of clearing the sidewalk or walkway and an administrative fee of to Sixty Five and Dollars which may be changed from time time by resolution of City Council In the event the property owner or occupant fails to pay the costs of nuisance abatement and the administrative fee said costs and fees shall be assessed against the property and placed upon the tax rolls of the City of St Clair Shores General Notice the General Notice to property owners and occupants of this ordinance shall be given by following Publication of the ordinance in full in the Citys newsletter at least once in the fall and winter of each year Publication of the ordinance in full at least one time per year in a newspaper of general circulation within the City Notice of the obligations contained in this ordinance to be included with each water and tax bill during the fall and winter months Publication of the obligations contained in this ordinance on the Citys website Appeal Any person aggrieved by any provision of this ordinance may appeal any cost or assessment occasioned by the Citys abatement of nuisance to the City Manager Said appeal must be filed in writing with the City of St Clair Shores no later than twentyone days after the mailing of the costs and assessment to the property owner or occupant by the City of St Clair should Shores The appeal must include a full explanation why the costs andor assessment not have been levied The City Manager shall have authority to determine all matters related to the appeal Any person aggrieved by the

    Mayor Jones, VCU, Monroe Park Conservancy Announce Successful Completion of Private Fundraising Renovation to Begin in November Richmond, VA., September 21, 2016: Mayor Dwight Jones, Virginia Commonwealth University, and the Monroe Park Conservancy today announced completion of a multi-year campaign to raise $3 million in private funds to renovate Richmond’s oldest city park. The an- nouncement sets in motion procedural steps to allow construction to begin later this year. “Many of us have labored for more than a decade to launch the renovation of Richmond’s oldest park,” said Alice Massie, president of the Monroe Park Conservancy. “I’m grateful to the Mayor, VCU, and the many generous Richmonders who have brought us to this moment. It’s exciting to know that the work can now begin.” Under a 30-year lease agreement that City Council approved unanimously in March 2014, the non-profit Monroe Park Conservancy will operate the park following the City’s completion of the renovation. The Conservancy will steward the park in a partnership agreement with the city, ensuring that it remains a public park with access for all. This is a common practice nation- ally, including Central Park in New York and Rittenhouse Square in Philadelphia. Richmond’s Maymont Park operates through a similar arrangement. “The Monroe Park Conservancy has done a great job in securing extensive private support to invest in Richmond’s most historic city park,” said Mayor Jones. “It’s time to put shovels in the ground and begin bringing this beautiful park back to life.” “VCU loves Monroe Park so much that we named our main academic campus for it,” said VCU President Michael Rao.

    Virginia Commonwealth University Area LGBTQ History Walking Tour Many significant events associated with Richmond’s LGBTQ past occurred on or near the campus of Virginia Commonwealth University. The seven sites on this tour include LGBTQ-associated places dating from the Victorian period to the late twentieth century. The route covers 1.25 miles and takes approximately 40 minutes to complete a full circuit. Laurel Street The local chapter of the pro-LGBTQ rights Catholic organization Dignity USA began at this address in 1989. Only steps from the neighboring Cathedral of the Sacred Heart, the chapter was not permitted to meet on Catholic property following a 1986 Vatican Letter banning groups opposed to the church teachings. B Fan Free Clinic, 1103 Floyd Avenue The First Unitarian Universalist Church opened the Fan Free Clinic in 1970. While the clinic initially focused on women’s health, the Fan Free Clinic later became a primary clinic for HIV/AIDS care. The clinic continues to serve local LGBTQ residents today. C Kenneth Pederson Residence, 1100 Block of Grove Avenue VCU Alumni Kenneth Pederson, who lived on the 1100 block of Grove, led the local chapter of the Gay Liberation Front in the early 1970s. Organized in the wake of the 1969 Stonewall Inn Riots in New York, the Richmond branch of the Gay Liberation Front passed out leaflets aimed at destigmatizing same-sexuality and organized several events at nearby LGBTQ-friendly establishments.

Palmer Fence Restoration of the Palmer Fence in Presidents Circle was one of the first and most ambitious projects identified by Friends in 2009. The fence dates to Members of the Board of the Anne Carter and Walter R. Robins, Jr. Foundation (left to right): John O’Grady, Hilary Smith, Rita Smith, and Fred Carleton the mid 19th Century and is named for the family plot that it surrounds. Created in the rinceau style (from the French meaning “foliage”), it is one of the most ornate cast iron fences in Richmond. For years, the fence suffered from weather, tree damage, and because of its proximity to Presidents Circle roadways, encounters with vehicles of every size.
