It covers 114,800 sq.km. Though the region is drained by the two largest rivers of South India - Godavari and Krishna, the region is backward. The major limitations to the development of irrigated agriculture in Telangana State are: i. Low rainfall in the region due to the rain shadowness during the southwest monsoon on the downwind side of Western Ghats where Telangana State is situated. ii. Cultivable land in Telangana is at a much higher elevation than Godavari and Krishna thus requiring lifting of water for irrigation by pumping from the rivers. iii. Low groundwater potential in the granitic hard rock basement of Telangana. As per the Interstate agreement concluded under Godavari waters Dispute Tribunal, Telangana & Andhra Pradesh States are permitted to utilize 1480 TMC of water, based upon 75% dependability out of 3000 TMC of water available in the river. The economy of Telangana is mainly driven by agriculture. About 73% of the population is rural. The economy of the state is predominantly agrarian; agriculture contributes about 50% of the state’s income and employs about 70% of the work force. Since agriculture is the main activity, it has close links with the development in other sectors for overall economic progress of the state. Achieving faster agricultural growth is imperative. Thus there is an urgent need for increasing food and fiber production to meet the demands of increasing population as well as for providing rural employment. The idea of utilizing Godavari water to irrigate the water deficit and drought prone areas in the Telangana state, though long standing has gained urgency only recently subsequent to the formation of the new State as a result of people’s uprising. The general scarcity of water amidst the large-scale canal irrigation development in neighbouring areas has further added to the long persisting demand of the local farmers for a reliable source of irrigation supply. The present project proposal consists of building a barrage at Thupakulagudem on River Godavari 3 km downstream of existing J.Chokka Rao Devadula Lift Irrigation Scheme (JCRDLIS). The proposed barrage will stabilize the existing JCRDLIS and Sriram Sagar project stages I & II command areas of 251310 ha and 304000 ha respectively. The overall power requirement of the project is 1.5 MW which is sourced from TSTRANSCO. The total water requirement for construction and colonies is estimated as 500 kld from Godavari. 1 E P T R I Pre Feasibility Report for PVNRKSS Project at Thupakulagudem Village The proposed project does not envisage any land submergence in the state of Chhattisgarh except for river portion. The estimated cost of the project is Rs. 2121 crores. The B – C Ratio as per CWC guidelines works out to 1.53 2 E P T R I Pre Feasibility Report for PVNRKSS Project at Thupakulagudem Village INTRODUCTION OF THE PROJECT / 2 BACKGROUND INFORMATION 2.1. Identification of the Project There is an urgent need in Telangana State for increasing food and fibre production to meet the demands of increasing population as well as for providing rural employment. Hence Irrigation & CAD Department of Telangana State is making every effort to harness and utilize all the available water resources for benefitting Agricultural and Industrial Sectors and also providing drinking water. Development of irrigated agriculture has played a major role in the economic growth and poverty alleviation through successive plan periods. These can be achieved by expanding and improving the irrigation sector, exploiting the considerable water resources, with which the state is blessed. Project Proponent is Chief Engineer, Godavari Lift Irrigation Scheme, Warangal, I&CAD Department of Telangana is attempting to use latest technologies in the field of Water Resources and Information Technology to transform I&CAD as one of the most modern and service driven department. 2.2. Brief description about the Project The purpose of the proposed barrage is to raise the water level in the river Godavari, in order to stabilize the Devadula Lift Irrigation Scheme and Sriram Sagar project stages I & II command of 304000 ha. The proposed project is construction of Barrage at Thupakulagudem Village. 2.3. Need for the project and its importance to the country or region At present there is no barrage built downstream of the intake channel and hence no pondage for drawing the water. Hence a barrage is needed on River Godavari to create a pondage with an operational pond level of 77.0 m downstream of the intake channel of Devadula scheme and the proposed barrage will stabilize the existing commands of 251310 ha of Devadula Lift Irrigation Scheme and 304000 ha of SRSP stages I & II. 2.4. Demand-Supply Gap In the state of Telangana out of total cultivable area of 77521000 ha, 30-35% is only the net irrigated area. Though there is large tract of cultivable and fertile land, lack of irrigation facility has been depriving farmers of better yield. Through supply of water from Godavari, due to this project, there will be an increase in the irrigated areas leading to higher productivity and better yield. 2.5. Imports Vs Indigenous Production The project leads to enhancement of indigenous food grain production. 2.6. Export Possibility This project may ultimately lead to export of excess food grains. 2.7. Domestic / Export Markets The project produce will have favourable impact on domestic and export markets. 2.8. Employment Generation The implementation of Irrigation scheme will create employment opportunities in the project area. The employment is associated with improved farming practices as well as the construction of the irrigation scheme.
