  • A Preliminary Report on Areas of Scientific Interest in County Mayo
CONFIDENTIAL-NOT FOR PUBLICATION The National CONSERVATION AND ADVISORY AMENITY SERVICE Institute PLANNING DIVISION for Physical Planning and Construction Research A Preliminary Report on Areas of Scientific Interest in County Mayo. Roger Goodwillie March 1979 St. Martins House Waterloo Road Dublin 4 1 PREFACE 1 An Foras Forbartha has been engagedin preparing a comprehensive National Heritage Inventory for a number of years. The inventory includes both man- made structures and the natural environment. One purpose of the inventory is to make available to local authoritiesspecialist information for incorporation in County Development Plans. These plans are prepared every five years under the. Local Government (Planningand Development) Act, 1963 and must make provision for the protection and developmentof amenities as defined in Part IV of the Third Schedule of the Act.The other purpose of the inventory is to provide an authoritative andsystematic record of the heritage as it 1 exists. In fulfilling this second objective, An ForasForbartha has discharged one of the main recommendationscontained in its report The Protection ofthe National Heritage, published in 1969. Following the publication of this report, aNational Heritage Inventory Working Party, consisting of representatives ofgovernment departments and agencies concerned with the National Heritage, wasestablished in December 1969 to ensure co-operation and to preventduplication of effort in the preparationof the inventory. The departments and agencies represented onthe Working Party are: 1 Bord Failte, Bord na Mona, Department ofAgriculture and Fisheries (Fisheries Division), Department of Lands(Forest and Wildlife Service), Department of Local Government, An ForasForbartha, An Foras Taluntais, Geological Survey, National Gallery, Office ofPublic Works and the Ordnance Survey.

  • Appendix 3 Ecology Response
Appendix 3 Ecology Response 1 1. Avifauna General comment The comments from Bird Watch Ireland and An Taisce are welcome. The Response has been prepared in a short period of time and a review of available literature on impacts is on‐going by the bird survey team. Since the Ecological Assessment of the EIA was prepared, a draft guidance document on survey and monitoring in relation to marine renewable deployments in Scotland was produced by Scottish Natural Heritage. Several reviews of the environmental impacts of marine renewable energy devices have been published (e.g. Grecian et al., 2010, Witt et al., 2011) and conferences on or including the theme of marine renewables have been held (e.g. ICES, 2011, EIMR, 2012). While the industry is developing quickly, data to describe the interactions between wave energy devices and birds is still limited. Within this context the following response has been prepared: Bird Watch Ireland comment 1: Consideration of the interests of SPAs in the Appropriate Assessment screening process: Bird Watch Ireland notes that the Screening for Appropriate Assessment report identifies a number of Special Protection Areas and their distances from the proposal area. It does not identify the species concerned, their ecological needs or the potential for impacts as a result of the proposal. They appear to be screened out of the assessment process though the detailed rationale for this is not provided. The Ecological Assessment report (Annex 3: Ecological Assessment For The Proposed Atlantic Marine Energy Test Site) prepared for this proposal identifies potential impacts on Avifauna of Special Conservation Interest for nearby SPAs which are considered to be of “High” or “Unknown” significance which is a direct contradiction.

The first major objective of the project was to measure the intertidal biomass of Ascophyllum nodosum at selected sites along the Irish west coast. A total of 258 survey sites of varying size were selected by the survey team. They were considered to encapsulate all of the important regions where Ascophyllum nodosum harvesting was currently practiced and/or could take place in the future. Sites were selected using existing harvesting records, detailed map and chart studies and on-site visits. The total coastal area surveyed has the potential to yield 74,845 tonnes (t) of Ascophyllum nodosum sustainably per annum. The total amount harvested in 1996 was 35,850 t or some 48% of the total annual potential.
