JOB DESCRIPTION

GENERAL STATEMENT OF DUTIES: Serves as a patrol team leader under the direction of the operations and Sergeants. Directs and guides an assigned patrol team. Counsels and provides input necessary for the evaluation of subordinates. Performs related duties as may be required.

SUPERVISION RECEIVED: Works under the supervision of the operations Lieutenant and Sergeants who assign and specific duties, review work for effectiveness and proper procedure through observation, conference, and analysis of reports.

SUPERVISION EXERCISED: Responsible for direction and guidance of subordinates; assigns duties, advises, directs, and provides input on work performance reviews and issues of discipline performed by a Sergeant or Administrator. Does not hire or evaluate subordinates; does not adjust grievances or administer discipline greater than a warning notice.

DUTIES AND RESPONSIBILITIES INCLUDE ESSENTIAL FUNCTIONS OF POSITIONS ASSIGNED TO THIS CLASSIFICATION. DEPENDING ON ASSIGNMENT, THE EMPLOYEE MAY PERFORM A COMBINATION OF SOME OR ALL OF THE FOLLOWING DUTIES:  Makes necessary assignments of work-related duties.  Ensures appropriate response to initial calls for service, follow-up, or specific requests for investigative support from outside agencies.  Conducts briefings for deputies related to policy changes, special orders, training bulletins, special assignments and other pass-down information necessary to function in a safe and efficient manner.  Reviews incident reports for completeness and proper procedure prior to approval and forwarding to records .  Provides ongoing training to assigned team members.  Documents duty assignments of assigned personnel.  Completes special reports regarding activity of specific personnel when necessary.  Recommends special recognition of team members who demonstrate outstanding performance of duties in service to the public, the organization, or allied agencies.  Provides input on work performance evaluations and issues of discipline performed by a sergeant or administrator.  Promotes the professional development and growth of team members.  Facilitates and participates in community-based policing and problem-solving efforts.  Informs the operations lieutenant of events, field situations, and personnel matters, utilizing established protocols.  Performs special assignments or other functions as assigned.

JOB SPECIFICATION

KNOWLEDGE OF:  Modern policies, procedures and techniques for the custody, care, and transportation of prisoners.  Applicable laws and ordinances.  Fingerprinting, photographic, and video monitoring equipment.

SKILL IN:  First-aid and CPR.  Effective communication.

ABILITY TO:  Perform duties without direct supervision.  Establish and maintain effective working relationships with staff, other agencies, and the general public.  Maintain order and supervise the conduct of prisoners.  Exercise mature judgment and react professionally and effectively in emergency and stressful situations.  Comprehend and interpret laws, rules, regulations, and directives.  Attend work as scheduled and/or required.

MINIMUM EXPERIENCE AND TRAINING: Must possess the ability to accurately, conscientiously, and harmoniously function within the work team as partner, aiding other staff when a legitimate request or need is identified or observed.

Must possess the ability to affirmatively seek ways to cooperate and work with other personnel, other public officials, and members of any other organization or agency with whom a good working relationship is necessary in order to achieve established goals and objectives.

Must possess the ability to exercise ordinary common sense and strive to find ways in every contact with the public to promote the values of the sheriff’s office as expressed in standards, code of ethics, goals and objectives, policy and procedure and other lawful directives and legitimate expectations. Must have good interpersonal and customer relations skills. Must demonstrate a working knowledge of current laws, policies, and procedures affecting the position of patrol team leader. communicate clearly and concisely, both orally and in writing. Must have impeccable integrity and professional ethics. Must be able to develop and retain the skills used in the care of firearms and other emergency service equipment.

At least three years’ increasingly responsible law enforcement experience. Possession of Intermediate Law Enforcement Certification by DPSST as of the closing date of the recruitment. (Certification must be current at the time of the application for this position.) A two-year college degree or equivalent college hours preferred.

OTHER REQUIREMENTS: Ability to secure and maintain a driver’s license valid in the state of Oregon, or an acceptable alternative means of transportation. May be required to drive a County vehicle. Employees authorized to operate a vehicle on County business are required to carry a valid driver’s license and liability insurance minimums as outlined in ORS 806.070.

Membership in the bargaining unit is required.

May be subject to successful completion of a background check.

WORK ENVIRONMENT/PHYSICAL DEMANDS SUMMARY: The incumbent typically works in an office environment and uses a computer, telephone and other office equipment as needed to perform duties. The noise level in the work environment is typical of that of an office. Work also involves travel to homes, training, and meetings. Incumbent will encounter frequent interruptions throughout the work day.

The employee is regularly required to sit, talk, or hear; frequently required to use repetitive hand motion, handle or feel, and to stand, walk, reach, bend or lift up to 20 pounds regularly and 30 pounds occasionally.

Contact with the public in home or office environments may risk exposure to irrational/hostile behavior, contagious diseases, or contact with domestic animals.
