INTRODUCTION

The Gondpur Industrial Area located in Paonta Sahib in district Sirmaur of Himachal Pradesh. The State of Himachal Pradesh is divided into twelve districts and it has 49 cities and towns. The lies between 77°01’12” and 77°49’40” East longitude and 33°22’30” and 31°01’20” North latitude in the outer Himalayan ranges commonly called as SHIVALIKS. The district is predominantly mountainous with deep valleys. Longest length from west to east is 77 kms. and the maximum width from north to south is 80 kms. The district is bounded by Shimla district in the north, in the east, Nagar district of Haryana in the southwest and Solan district in the north-west. The geographical area of the district is 2825 Sq. Km. which is almost 5.07% of the total geographical area of the State. Like other parts of Himachal Pradesh, it has beautiful landscapes, bracing climate, big and small game and legendry temples which hold abiding attraction for the tourists. River Giri is the biggest river in the district which originates from Kotkhai/Jubbal Tehsil of Shimla district and flows down in the south-east direction. It ultimately joins the river Yamuna near Paonta Sahib. The river Giri is very useful as it is a main source of livelihood in this district. Another important river which forms the eastern border of the District Sirmaur is river Tons. In this District, there are three administrative Sub Divisions, Six Tehsils, four Sub Tehsils, six Community Development Blocks, two Municipal Committees and one Notified Area Committee.

Paonta Sahib is development block in Sirmaur District having population of is 1.69 lakhs (as per 2011 Census) which spreads over 366.35 Sq. Km. Out of which 15.96 % lives in urban area. The density of population is 463 per sq. Km.; the literacy rate in the area is 74.38%. Due to industrialization after 2003 concession policy there is migration of population to Paonta industrial area. 6 Enviro Technology Ltd. 2. CLIMATIC CONDITIONS AND TOPOGRAPHY Climatic Conditions The climate is sub-tropical interspersed between cold weather, hot weather and southwest monsoon. The cold weather commences in November and continues till the end of February, which is characterized by cloudless days and very cold nights with much fog and dew. May and June are usually the hottest months. During monsoon period (June to September) the weather remains humid.

Due to significant variations in altitudes in the district the temperature also varies considerably. Minimum temperature goes below 0°C in higher reaches during winter and the maximum temperature exceeds 38°C in lower reaches during the summer season. Temperature varies from 8°C to 38.6°C.

The area receives 1600 – 1700 mm average rainfall. Out of this 90% rainfall constitutes during the period middle of June to end of September.

Topography Paonta Sahib is located at 30026’97”N 77036’33”E. on an almost flat terrace. It has an average elevation of 389 meters (1,276 feet) from MSL. It is on the bank of the river Yamuna, the river being the boundary between the states of Himachal Pradesh and Uttarakhand. It is situated near the town in Himachal Pradesh, in Haryana, in and in Uttarakhand. It is on the western extreme of the a distance of about 44 km from Dehradun. The National Highway 72 passes through the Paonta town & Gondpur Industrial Area 7 Enviro Technology Ltd. 3. CONNECTIVITY

The region is well connected to important cities and towns like Dehradun, Nahan, KalaAmb, Chandigarh, Ambala, Yamunanagar, etc.

National highway No. 72 is the main transport spine for the Paonta Sahib. It connects the town with Harayana & Uttrakhand with two lane road which originates from NH-73 at Shazadpur in State of Haryana and ends on the NH-58 at Rishikesh in the State of Uttrakhand. Apart from the above mentioned important links there exists a huge network of roads within the region. Other district road connects the region to Shimla, the capital of H.P.

Another important road link which connects Paonta to Jagadhari in Haryana is NH-72A.

There is no direct rail or Airport connectivity to the region. The nearest railway station is at Dehradun (32kms) 8 Enviro Technology Ltd. 4. INDUSTRIAL SCENARIO District Sirmaur has taken long strides in the field of Industrial development, particularly after the announcement of special industrial package - 2003 and it has emerged as 2nd largest Industrialized District in Himachal Pradesh. Today, it has more than 1600 Micro, Small, and Medium& Large Industries with total capital investment of about Rs. 4000 Crores and providing direct employment to more than 26000 workers. Although Industries are mainly concentrated around Kala Amb and Paonta Sahib area but over the years, Industries have also come up in good numbers in other areas like Dhaulakuan, Sataun, Khodowala etc. Being bordering district to Haryana and Uttrakhand, Sirmaur is one of the favorite destinations for industrial investment.

Some of the reputed Industrial houses like Sun Pharma, Mankind Pharma, Laborate Pharma, Marico, Bajaj oil, Carlsberg Beer, Himalayan Mineral Water, Akorn inc, Blue Star, United Biscuits, Pioneer Embroidery, Himalaya International Ltd, Tirupati Group, etc. have established their manufacturing facilities in the District. Products being manufactured by these Industries have very high quality standards which have achieved reputation in global markets. 5. INDUSTRIAL AREAS

For the smooth development of Industries, two Industrial areas have been developed in the District, the details of which are as under:-

The I.A. Gondpur was developed &established by DIC, Sirmaurin 1974-75 in a stretch of 585 bighas. Total 126 industrial plots are developed in the Industrial area out of which 124 plots are allotted to total no. of 76 entrepreneurs. List of occupier of these allotted plots is attached herewith.

Apart from these allotted plots in developed I.A. of Gondpur few entrepreneurs setup their industries in nearby area outside I.A. Gondpur. A list of Industrial units falling outside Gondpur but catered through proposed CETP is also attached.

Total 90 industrial units are covered through this CETP out of which 76 are located in I.A. Gondpur and 14 units are located in the nearby area of Gondpur I.A. but catered through the proposed CETP.

Water supply to the units located in I.A. has been done through piped thatare provided by the Industries department. Besides the piped water supply, most of the Industries have bore wells within their premises to meet the requirement of industrial processes. The industrial units located in I.A. Gondpur have strength of approximately 3000 workers. The total number of industries set up in this area is 76. 10 Enviro Technology Ltd.

Effluent Quantity indicated above is as per consent issued by HPPCB earlier, which may increase when CETP comes up.

The Gondpur Industrial area houses 76 industrial units. Some of units are in operation and some are presently closed as shown in the table above. As per Department of Industry about 500 KLD of water is supplied to industries located in Gondpur Industrial Area through piped water supply. Also most of the units have bore wells within their premises for water supply for industrial processes. Taking into consideration the scope of future expansion, the proposed CETP is designed for treating 1.5 MLD of Industrial effluent and 0.5 MLD of domestic Sewage. 15 Enviro Technology Ltd.

8. OBJECT OF CETP

Industrial unit’s setup in Gondpur Industrial area and nearby surrounding area (which are considered) are similar in their nature. Maximum industries are engaged in manufacturing of Pharmaceutical products. Most of industrial units working in the area are MSME categories. It is well known fact that efficient operation and close monitoring of ETP by MSME industry is very tough. Proposed CETP in Industrial area of GONDPUR is planned to construct at plot no. 96-97 having land area of 2000 Sq. Mt. Effluent from all member unit reach to CETP through pipeline and treated in proposed CETP to achieve parameters of treated water to the norms fixed by pollution control board for discharge.

It is proposed to use part of treated water for the Horticulture development in the area. Total green field area available in Gondpur Industrial area is 57813.68 Sq. Mtr treated water from CETP will be used for development in the green field area of Gondpur Industrial area where it is planned to develop 8672 no. of trees with the help of treated water.

The proposed CETP will address problem of operation and maintenance of ETP by individual unit as well as it will provide water for horticulture development in Gondpur Industrial area which obviously increase developed green field in the industrial area. 16 Enviro Technology Ltd.

9. BASIS OF DESIGN :

CETP receive discharged effluent from 76 Units of Gondpur Industrial area & about 16 units located in nearby area outside Industrial area and domestic sewage discharged by these units.

Mixed waste water i.e. Effluent from manufacturing activities and sewage from Domestic activities from Industrial units is drained to common drain. The wastewater stream is taken as discharge Effluent by industrial units. The value for design of CETP composite of 1.5 MLD Effluent from manufacturing activities and 0.5 MLD domestic sewage from member units. The same will be considered as design basis for the proposed CETP.

10. CONVEYING MECHANISM

FOR EFFLUENT: Effluent from member units will be carried through different modes. Industries located in Industrial area are well connected with drainage lines laid in industrial area. Their effluent will be carried to CETP through conveying lines and intermediate pumping stations.

Other industries located in nearby area but outside industrial area send their effluent through tankers.

Testing and Unloading system for Effluent Tankers received from outside located industries is proposed for the purpose of billing of treatment cost to the member industrial units.

FOR TREATED WATER: Treated water is used for horticulture development in industrial area. Only part of treated water can used for Horticulture purpose rest will be drained for discharge. 18 Enviro Technology Ltd.

11. PROPOSED TREATMENT SCHEME:

Four stage treatment is required in order to achieve required parameters of discharge standard of drain fixed by pollution control board.

13. PROCESS MASS BALANCE:

Quantity of water receipt at CETP from member industries for treatment in CETP.

Complete cycle of water flow is described in details as under:

During treatment chemical solution is mixed in chemical treatment.

Sludge separation of primary treatment takes place in Primary Sludge settling tank. This is transferred to sludge de-watering section.

Bio-Degradation process is run with the help Bio-Active mass in presence of diffused air. Sludge is developed in this process. All though Bio-active sludge is remains in circulation in aerobic treatment plant, however excessive sludge from secondary settling tank (S.S.T.) is transferred to sludge de-watering unit.

Treated water from Bio-logical treatment is passing through Tertiary treatment which need regular backwash. Backwash of the tertiary treatment section is transferred to MBBR reactor tank.

For reuse it is proposed to pass treated water through a Pre-Filter unit. In pre-Filter regular back wash is required. Backwash of the Pre-Filter unit is transferred to MBBR reactor tank.

Balance treated water is drained to nearby drain.

Mixed sludge slurry from Primary treatment and bio-logical treatment is passing through Sludge de- watering process comprising of sludge thickening and Filtration in Filter press. Filtrate of the sludge de- watering section is back flow to equalization tank.

14. DETAILED DESIGN OF THE PROPOSED TREATMENT UNIT OF CETP

Total Inflow of waste water to proposed CETP will be 2 MLD for which plant is designed.

Treatment units for each treatment step is designed for treatment capacity of 2 MLD having parameters at inlet as mentioned in table and final treated water will reach to the parameters mentioned in table meeting drain parameters fixed by pollution control board.

Part of the treated water will be used in Horticulture development of available green field area of Industrial area and balance will be drained to Bata River.

Detailed Design detail of each treatment described as under:

BAR SCREENINGARRANGEMENT:

Effluent from industrial units carrying grit, dust, plastic, fiber, fabrics etc. as impurities. These impurities creates problem in pumping and other treatment equipments as well as may create obstacles to instruments or their sensor units.

Series of screen are used to prevent entry of heavy particles, plastic, fiber etc. coming in effluent stream at entry of effluent point in CETP in Bar Screening arrangement.

A series of Coarse Bar Screen followed by Fine Bar Screen are used for preventing entry of these foreign materials to next stage of treatment in CETP.

Coarse screen will prevent entry of big size particles, fiber & other material which may cause damage to pump or any other equipment installed in plant.

Bar Screens are installed in open rectangular drain of 500 mm width. Minimum Height of screens is 600 mm. Both Coarse & Fine screens are installed in a line

Auto operated Screens are installed in a drain through which Effluent will flow in normal course of operation whereas stand by manual operated screens are also installed in other parallel drain connected to incoming drain.

Control of entry to drain is done by inline dampers fixed in drains.

Collected material on both the screens is transferred to travel conveyor of each screen which is transfer to other travel conveyor which is finally transfer to lifting (inclined) conveyor which shift collected material from screens to a trolley to waste handling area. 25 Enviro Technology Ltd.

OIL TRAPPING:

Oil & Floating material carried with Effluent are one of the objectionable materials which create hurdle in further treatment. Due to difference in specific gravity Oily part in effluent get separated in Oil trap. The trapped material is transferred to oil collection sump through tilting channel mechanism

CHEMICAL DOSING UNIT:

Chemical dosing depends on parameters specially pH of the incoming stream at Chemical Mixer. Dosing of chemical will do dual purpose of pH balancing as well as reduction of pollution load in effluent stream. It is proposed to dose Lime & electrolyte in chemical mixer to maintain pH in chemical mixer at 8 – 8.5. The mixed stream from chemical mixer transferred to Flocculator tank where Cationic polyelectrolyte is dosed. In alkaline phase flocks are formed by addition of polyelectrolyte.

Each dosing unit comprising of a Holding tank of 1000 Ltr with an agitator and two dosing pumps.

Three type of chemicals are dosed at different stages of treatment and it is proposed to have two sets of dosing unit for each type of chemicals will results in total six chemical dosing units.

BIO-LOGICAL TREATMENT i.e. SECONDARY TREATMENT:

After chemical treatment and removal of chemical sludge from effluent stream it pass through Bio-logical treatment i.e. secondary treatment where pollutants are Bio-Degraded. Anaerobic treatment followed by aerobic treatment using of Bio-Active sludge as activated sludge in these process. UASB reactor used for anaerobic treatment where as MBBR reactor is primarily used for Bio-Degradation of pollutants at secondary treatment.

DESIGN DETAILS OF UASB REACTOR OF ANAEROBIC PROCESS:

UASB reactor is used for Bio-degradation of pollutant under anaerobic conditions.

Bio-Gas is produced in UASB reactor which is cleaned and washed before use in any application.

MBBR reactor is primarily used for Degradation of organic pollutants. Main stream reaching to MBBR Reactor is Chemically treated clear effluent from PST. Other stream are backwash of different sections i.e. tertiary section & PF unit.

To maintain MLSS concentration in MBBR reactor sludge is also kept in re-circulation from SST.

All these streams meet together in MBBR reactor. Pollution load of mixed stream is average of individual stream from different sources.

18. CONCLUSION

Industrial area of Gondpur, Paonta Sahib (HP) is one of the best example for which concept of CETP has been promoted.

Most of the units operating in the industrial area are MSME category and manufacturing activities of is also quite similar in nature. Therefore nature of Effluent is all most similar.

Data has been collected from operating units in the area. Test Parameters are taken as base data for design of CETP of the industrial area.

Suitable treatment technology is adopted according to the load of pollutants in samples collected from industrial units as well as from the drain. Test reports of these samples are considered as basic data for treatment.

Treated water from CETP can be used in Horticulture development of the area. Green field area in industrial area is available where treated water can be used.

Sludge generated from treatment of Effluent is about 300 Kgs/ Day. The sludge pass through de-watering process and dry cake from filter press will be packed in bags and stored in Hazardous waste storage yard. Stored Hazardous waste will be handed over to authorized agency of pollution board in the area.

Capital cost of the plant is estimated to 10.2 Crore.

Cost of operation of the plant is about Rs 31744/- per day. Operation cost will be shared by member units. Operation cost can be charged on volumetric load basis or pollutant load basis or mix of both. In general cost breakup will be done through suitable formula where parameters of volume, pollutants, area of plot, employees strength etc. is taken for cost distribution.

Timeline for implementation of the proposal can be summarized as under:

1. Presentation of DPR to board of Industrial association for approval : 1 week. 2. Incorporation of any suggestion made by Board with commercial terms : 1 week. 3. Preparation of Tender as per the approved guidelines : 3 Weeks. 4. Floating of tender, Pre-Bid conference and completion of bidding process : 8 Weeks. 5. Comparison of Bidders, award of work & agreement : 6 weeks. 6. Completion period of Work : 48 Weeks. 7. Keeping cushion in time cycle : 8 Weeks. 8. TOTAL PERIOD OF Completion : 75 Weeks or 1 ½ Year.
