FINAL PROPOSALS Community No. R04 - CLYRO Introduction 1. The present community of Clyro is located in south-east Radnorshire. Its landscape rises from the floor of the Wye valley on its eastern boundary to Clyro Hill and the Begwns to the west. The main settlement is concentrated at Clyro, which is designated as a large village in the Powys Unitary Development Plan. It is situated on the A438 that passes through this community and that serves as an important route between Brecon and Hereford. Clyro has a wide range of community services and facilities; community centre, public house, post office, shop and filling station and gallery, and the village is rich in historical remains, with Clyro Castle dominating its south east and St Michael’s church at its the centre. Other settlements in the community include the rural settlements of Bronydd and Rhydspence, further to the north along the A438, with the remainder of the population living in scattered farms and dwellings across the community. 2. The community has a population of 688, an electorate of 597 (2005) and a council of 9 members. The precept required for 2005 is £2,250.00 representing a Council Tax Band D equivalent of £6.01. 3. In the 1982 review the Local Boundary Commission for Wales proposed a community of Clyro, comprising the then community of Clyro together with the northern part of then community of Llowes. Local representation disagreed with the proposed line of the new boundary and suggested another that would not split properties from villages that they had links with. The Commission’s final proposals concurred with this suggested boundary, and the farms of Llowes Hall, Gwernalway, Noyadde, Hendom and Briwnant were transferred to the new community of Clyro. The Commission made its final recommendations for a community council of nine members in an un-warded community. Summary of representations received prior to preparation of Draft Proposals 4. A submission form has been received from Clyro Community Council, proposing no changes in this community. Assessment 5. The electorate of Clyro has increased from 413 in 1978 to 597 in 2005. The Powys Unitary Development Plan allocates three sites for an estimated 47 dwellings in the large village of Clyro. Construction on some of these sites has already begun in 2004 and this development has therefore already had some impact on the electorate figures. There may also be further opportunities for infill development and opportunities for affordable housing development adjacent to the settlement development boundaries in accordance with Policy HP8 during the Plan period. Final Proposals – Radnorshire – Community R$1hchvaa1.doc There are also opportunities for affordable housing development in the rural settlements of Bronydd and Rhydspence that lie in this community in accordance with Policy HP9 of the Plan, for a limited number of dwellings in the open countryside in accordance with Policy HP6 of the Plan, and for conversions in accordance with Policy GP6 of the Plan. We note that this community’s electorate will remain stable at just over 600 electors, suggesting a continued entitled in accordance with Table 7 – Guide to Allocation of Councillors to Community Councils to nine councillors.
