Request for Expression of Interest (REI)

1. The Department of Public Works and Highways (DPWH) - Camarines Sur 2nd District Engineering Office, through the General Appropriations Act for 2018 intends to apply the sum of PhP 12,900,000.00, being the Approved Budget for the Contract (ABC) to payments under the contract for the 19CSFE03- Sub-Soil Exploration for BEFF-2019-2023. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

2. The DPWH- Camarines Sur 2nd District Engineering Office now calls for the submission of Expression of Interest (EOI) with Eligibility Documents for

Camaigan Area 2 sites Naga City Area 10 sites Objectives: The main objective of this study is to have a comprehensive investigation of the soil on the proposed sites of school buildings within the municipalities of Ocampo, Bombon, Calabanga, , Canaman, Magarao, Pili and City of Naga, Province of Camarines Sur. The output of this study/investigation will serve as a basis for future preparation of preliminary engineering design.

Prospective bidders must submit their Eligibility Documents from November 23-27, 2018 at the Bids and Awards Committee Room, DPWH-Camarines Sur 2nd DEO, Baras, Canaman, Camarines Sur. Application for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. The Terms of Reference (TOR), Request for Expression of Interest (REI) and Eligibility Forms are now available at DPWH and PhilGEPS websites.

3. Bidding Documents are now available at the DPWH and PhilGEPS websites until the deadline for the submission and receipt of technical and financial proposals.

4. The BAC shall draw up the short list of eligible bidders from those who have submitted Expression of Interest and Eligibility Documents and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act,” and its 2016 Revised Implementing Rules and Regulation (IRR).

The short list shall consist of five (5) eligible bidders who will be entitled to submit bids. The criteria and rating system for short listing are: Applicable Experience …………… 35 points Qualifications of Personnel ……… 40 points Job Capacity ……………………… 25 points Total ...... 100 points 5. A short listed association cannot disassociate from each other; otherwise, its members should be rejected. Neither can a short listed firm be allowed to associate with any other firms.

6. Prospective Bidders must indicate the amount of any of the consulting services listed below for projects undertaken by the firm (DPWH-CONSOL-06(TPF2A)-2016: TECHNICAL ASPECTS: EXPERIENCE ON COMPLETED PROJECTS, GOVERNMENT AND PRIVATE) and of the proposed Team Leader/Project Manager (Curriculum Vitae) on the Eligibility Screening Forms.

7. Mandatory submission of PhilGEPS Certificate of Registration and Membership (Platinum Membership) as Class “A” document will no longer be a requirement in the determination of the eligibility of the prospective bidder per GPPB Resolution No. 26-2017, dated July 21, 2017. In lieu of the above, prospective bidders are required to submit all Class “A” eligibility documents stated under Section 24.1 (a) of 2016 Revised Implementing Rules and Regulations (IRR), using the forms prescribed in the Eligibility and Bidding Documents.

8. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised IRR of RA 9184.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or persons/entities forming themselves into a joint venture. Filipino ownership or interest in the joint venture concerned shall be at least sixty percent (60%).

9. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation (QCBE) Method. In accordance with DO 07, series of 2015, the weights of Quality (Technical Proposal) and Cost (Financial Proposal) shall be 65% and 35%, respectively. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

10. The contract shall be completed within 201 calendar days.

11. The DPWH - Camarines Sur 2nd District Engineering Office reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
