Dear Colleagues,
This latest edition of the Directory of State Early Learning Contacts contains updated information for state contacts in the birth through third-grade system in each state.
Recognizing that the information in the directory isn’t static, we aim to re-verify and re- publish the Directory once a year to ensure the information is current. In January of 2019, the contacts in each state received an e-mail requesting a review of their state information. Updates were compiled and changes were entered to create this latest iteration of the Directory. We received a high response rate and have made changes as indicated; however, if you know of additional changes or corrections, please forward these to [email protected].
In general, we have limited the contacts to those positions that operate in every, or almost every, state. We’d appreciate any suggestions for additional contacts that should be included for each state, again send along to [email protected].
Finally, we would like to thank all those in the Directory for taking the time to review their information and provide feedback in the midst of their demanding schedules.

About CEELO & Contact Information
One of 22 Comprehensive Centers funded by the U.S. Department of Education’s Office of Elementary and Secondary Education, the Center on Enhancing Early Learning Outcomes (CEELO) will strengthen the capacity of State Education Agencies (SEAs) to lead sustained improvements in early learning opportunities and outcomes. CEELO will work in partnership with SEAs, state and local early childhood leaders, and other federal and national technical assistance (TA) providers to promote innovation and accountability.
Based on the priorities established by the U.S. Department of Education, CEELO staff, partners, and experts will work with SEAs and other decision-makers to achieve the following goals: • Improve states’ knowledge about and use of early childhood comprehensive assessment systems • Enhance the use of assessment data and other information to improve program quality • Increase the knowledge and skills of the early learning workforce • Strengthen the alignment of birth through third-grade educational policies and systems • Increase the coordination of resources and policies across statewide systems

Comprehensive Center: Regional Centers
The U.S. Department of Education awarded 22 Comprehensive Centers to increase the capacity of states to help districts and schools meet student achievement goals. Fifteen of those will provide training and technical assistance to state education agencies (SEAs) to implement and administer programs under the Elementary and Secondary Education Act. The remaining 7 content centers will provide research-based information and tools.
