DESCRIBE THE STATE’S CURRENT STATUS AND NEEDS The American Rescue Plan Elementary and Secondary School Emergency Relief (ARP ESSER) Fund, authorized under the American Rescue Plan (ARP) Act of 2021, will provide nearly $9 billion to New York State to help safely return more of our students to in-person learning and maintain safe operations while meeting the academic, social, emotional, and mental health needs of students resulting from the Coronavirus 2019 (COVID-19) pandemic. Moreover, these funds will help to address long-standing inequities in our communities and schools that were exacerbated by the pandemic so that we can ensure the students most severely
