To receive the Clerk’s report & o/s actions from last meeting: (For information ​ ​​ ​​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ only) The clerk has renewed the free membership af Community Action Suffolk. ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ The clerk is now the registered contact with Rural Payments and bank accounts changed. To discuss the attendance of councillors for the laying of Poppy Wreaths - ​ ​​ ​ ​ ​​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ Cllr Rash to attend the Wortham Service and Cllr Williams to attend the Burgate ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ Service 13. To discuss the Neighbourhood Plan Public Event - It was agreed that instead ​ ​​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ of producing a Neighbourhood Plan the PC would review the existing ​ ​ ​ ​ ​ ​​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ Village Design Statement. To receive a report from the BDO regarding the External Audit of PC ​ ​​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ Accounts for 2016/17 - all issues from the BDO were reported to the PC and is ​ ​ ​ ​ ​ ​​ ​ was agreed that no action required to be taken. ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ 15. To receive and discuss items from Committees / Working Groups ​ ​​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ 15.1 Playing Field Committee (PFC) - It was unanimously agreed that Ferrets ​ ​​ ​​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​​ ​ ​ ​ ​ ​ ​ ​ and nets should be used to control the rabbits on the playing fields. A trench wascut to the centre of the mound,whichis about 15 feethigh; but nothingwhat- everwasfoundindicativeof a sepulchralorigin. It is not improbablethat it might havebeen the site ofa smallwatchtower,as, upon digging alongthe outer line of the trench aroundthe mound,evidencesofa stonewallwerefound. The party next proceededto CheveleyPark, where their numbers were con- siderablyaugmented. Here, on a raisedground,surrounded by a deep foss,several very interesting portions of a castellatededificehad been exposed,through the liberalityofhis Gracethe Dukeof Rutland, andunder the direction of John Fairlie, Esq. J Fleming, 18 members of the general public & N Verkroost (Clerk to the Council) 1. Welcome by the Chair of the Parish Council – The Vice Chair welcomed those present to the ​ meeting 2. To receive an annual report from the County Councillor, Jessica Fleming – County Councillor ​ Jessica Fleming summarised her report to those present at the meeting; full details can be located at Appendix A. Jessica was thanked for her report. ​ 4. To receive an annual report from the District Councillor, Diana Kearsley – District Councillor Diana ​ Kearsley sent her apologies . A full report can be located at Appendix B. Cllr Kearsley informed the PC ​ ​ that she would not be standing at the next election on May 2nd. For love, Echo pined away until nothing but her voice remained and to re-incarnate her voice,love must respond. It is with this revivifying love for his old Love—BurgateChurch and Parish—that a former Rector materializes the echoingvoices of the past in the pages of this excellentlittle history of Burgate. The main portion embodies, in tabulated form, a running com- mentary on parish events through succeedingcenturies. Parish histories are few because great staying power is needed for the collectingmaterial and then a nice perceptionas to whencollecting should cease and collating commence, coupled with the horror of findingblanks whichmust be filled,statements that conflict,errors to confute and other torquemada tortures that break the faith of in- cipient historians and compel them to recant. Mr. Oakley Hill has not recanted, his faith, patience and courage have supported him through the throes of construction and author- ship and his book having been tossed and turned in the Charybdis of his own mind is now cast upon the Scyllaof public criticism. Here it will meet with well merited appreciation coupled perhaps with a few commentsand questions betokening an intelligent interest in the results given us of his deliberations. The first line in the book states that Burgate is situated in " High Suffolk." Doesthis refer to a geographicalposition or to a matter of altitude ? There has been much speculation as to the origin and positionof High Suffolkand high groundin Suffolkis not High Suffolk.

Next walk – Wednesday 02 August Pete Antill organised last month’s walk on Wednesday 5thJuly around Botesdale and Rickinghall; it was an easy walk of 2.5 miles with no stiles or ploughed fields. We met at The Bell Inn carpark and enjoyed some new paths not previously walked by most of us. We finished with a meal at the pub. Next Tuesday’s walk has been arranged by Linda and Andy Simpson around parts of Blo’ Norton and Thelnetham Fens. starting at St. Nicholas Church, Thelnetham and returning via Mill Road, the lane passing by the windmill. Andy advises that the walk is approximately 2.9 miles long and is mostly on firm tracks, boardwalks and quiet lanes. If there has been rain, long grass may get your boots wet, but the ground isn't soggy.

    THE REDUCED POPULATION AND WEALTH OF EARLY FIFTEENTH-CENTURY SUFFOLK by DAVID DYMOND, M.A., F.S.A. and ROGER VIRGOE, PH.D., F.R.HIST.S. IN THE SESSION of Parliament which met between 27 January and 25 March 1428, the Council governing England during Henry VI's minority asked for subsidies to pay for the continuing war in France and for the safe-keeping of the sea. In response the Commons made three grants.' The first was of tunnage and poundage for a year; the second a grant of 6s. 8d. per knight' s fee, a traditional and by now obsolescent feudal aid; the third was a novel, if not quite unprecedented, tax levied on parishes and not, like the normal fifteenth and tenth, on townships.' The last of these grants is the most interesting. Payment had to be made by each rural parish which had ten households or more. If the living of the church was assessed for clerical taxes at less than ten marks, householders were to pay half a mark (6s. 8d.); if it was assessed at ten marks or more, they were to pay at the rate of one mark (13s. 4d.) for each ten marks' valuation. In boroughs the householders of each parish were to pay at the rate of 2s. for every £1 in the valuation of the living. Those parishes which contained fewer than ten households were exempt from payment. It is not the purpose of this paper to examine the reasons for this peculiar hybrid tax, which was not repeated.' For the local historian the most interesting information in the returns is the listing of exempt parishes with small populations.

They werebrought to light by me when overhaulingall the deedsand documents in the muniment room at Redgrave Hall in the winter and spring of 1920. Late in the 18th century they had no doubt been removedfrom their ancient deedchests,and placedin metal receptacles into which damp and rust had penetrated, converting many charters and somefew of the Lord Keeper's grants, when he was Masterof the Wards and Liveriesand Lord Keeper of the Great Seal, into a yellow dust, which had naught remaining but a few loose seals. On the other hand, there were some tins, in the which were docu- ments unhurt, and•a few packets of charters seemedto me as if they might have been tied up by the Lord Keeper himselfmore than 300 years ago. Unfortunately, very many of the receptacleshad suffered rough treatment, in search for documents of value, probably in the 18th century. The time given to me to overhaul and arrange all these documents, deeds and letters, etc., was very limited (about four or five months), and as the varioussealson the charters naturally attracted my heraldic instinct, these were dealt with by me at home, and by night—and my plan wasto take thirty or soofthesesmall parchmentdocuments,damp and press them one night, and then on the followingnight trick in outline the details of each shield of arms, giving particular attention to the legend or inscription, more often than not in small Gothic letters, which I wrote out in Roman capitals, so that I might feel sure of its accuracy later on, and as to the details of the charters, I tried to get the date, if there was one, with the name of those who granted, and to whom the property was granted, and a complete list of all the witnessesto the same.
