Press Release Committed to Sustainable Development?

Kennet District Council has been working with a company called Enfusion to provide independent and expert advice on how to make sure future planning policies encourage sustainable development. The Authority has been working with local interest groups and other partners to make sure any appraisal reflects the particular qualities and environment of the district. The Council now seeks the views from all sections of the community to make ensure their appraisal reflects local priorities.

Cllr Tony Molland, Chairman of the Council’s Planning Policies Executive Committee, said “a core objective of the Council is to enable stakeholders and partners to care for and manage our natural, historic, cultural and built environment to provide an inheritance for future generations that protects and enhances their quality of life. Sustainable development will be key to achieving this objective.” A sustainability appraisal is a process to ensure progress is made towards sustainable development. It is now mandatory for the Council to subject all planning policies and proposals to such an appraisal.

The extent of the work being carried out to prepare these appraisals is relevant across the District and to all the Council’s activities, not just planning. Cllr Molland continued “changes to the planning system now require the council to assess the sustainability credentials of all policy documents prepared by the us and provide real substance to the claim that we are keeping Kennet special”.

Kennet is seeking views on the content of a draft scoping report. A summary document is available on the Council’s web site (www.kennet.gov.uk) where you can also take part in an on-line forum or submit your comments directly to the Council. A paper copy of the full Scoping Report and its appendices can be obtained by contacting Forward Planning & Transportation on 01380 73487.

Any written comments on the draft Scoping Report should be returned by Friday 2nd June 2006.

Sustainability Appraisal Draft Scoping Report for the Kennet Local Development Framework Kennet District Council is committed to promoting a better quality of life in Kennet through sustainable development. Sustainability appraisal is a tool to ensure that the Council’s planning policies take account of nationally recognised principles and priorities for making progress towards sustainable development. To make sure all locally relevant information is taken into account before the sustainability appraisal process begins the Council has prepared a draft scoping report. The report contains: ƒ information on the existing economic, social and environmental characteristics of the District; ƒ a review of relevant plans and programmes which can influence decisions within the District; and ƒ a draft sustainability framework for the assessment of emerging policies and proposals in planning and other policy documents. It is important that the scoping report reflects the particular qualities and environment of Kennet. The only way to achieve this is through the help of all sections of the community. Copies of the draft Scoping Report are available on the Council's web site (www.kennet.gov.uk). Appendix 7: Consultation Responses to Kennet Sustainabilty Appraisal Scoping Report

Some consultees returned their views on a predefined questionnaire. The questions asked were: Question 1: Are there any key policies, plans or programmes missing from the review? Question 2: Are there any additional key sustainability problems, issues or opportunities, relevant to land use planning and Kennet District Council, for which sustainability objectives should be developed? Question 3: Are there any other relevant decision-aiding questions that could help with the Appraisal and the potential LDF? Question 4: Is there any further information available that could be used to measure whether sustainability objectives are being progressed? Question 5: Which targets and indicators are most appropriate for future measurement of progress towards each sustainability objective? Question 6: Any other comments?

CONSULTATION RESPONSE COMMENTS

Great Bedwyn Parish Council Question 1: Building regulations are the best way to achieve enough water Agreed. This is matter for central Government legislation however the SA can support water use conservation and management.
