Scoping Report Appendix 5: Media Awareness Press Release Committed to Sustainable Development? Kennet District Council has been working with a company called Enfusion to provide independent and expert advice on how to make sure future planning policies encourage sustainable development. The Authority has been working with local interest groups and other partners to make sure any appraisal reflects the particular qualities and environment of the district. The Council now seeks the views from all sections of the community to make ensure their appraisal reflects local priorities. Cllr Tony Molland, Chairman of the Council’s Planning Policies Executive Committee, said “a core objective of the Council is to enable stakeholders and partners to care for and manage our natural, historic, cultural and built environment to provide an inheritance for future generations that protects and enhances their quality of life. Sustainable development will be key to achieving this objective.” A sustainability appraisal is a process to ensure progress is made towards sustainable development. It is now mandatory for the Council to subject all planning policies and proposals to such an appraisal. The extent of the work being carried out to prepare these appraisals is relevant across the District and to all the Council’s activities, not just planning. Cllr Molland continued “changes to the planning system now require the council to assess the sustainability credentials of all policy documents prepared by the us and provide real substance to the claim that we are keeping Kennet special”. Kennet is seeking views on the content of a draft scoping report. A summary document is available on the Council’s web site (www.kennet.gov.uk) where you can also take part in an on-line forum or submit your comments directly to the Council. A paper copy of the full Scoping Report and its appendices can be obtained by contacting Forward Planning & Transportation on 01380 73487. Any written comments on the draft Scoping Report should be returned by Friday 2nd June 2006. 33 Sustainable Appraisal Consultation Statement July 2006 Press Notice Sustainability Appraisal Draft Scoping Report for the Kennet Local Development Framework Kennet District Council is committed to promoting a better quality of life in Kennet through sustainable development. Sustainability appraisal is a tool to ensure that the Council’s planning policies take account of nationally recognised principles and priorities for making progress towards sustainable development. To make sure all locally relevant information is taken into account before the sustainability appraisal process begins the Council has prepared a draft scoping report. The report contains: information on the existing economic, social and environmental characteristics of the District; a review of relevant plans and programmes which can influence decisions within the District; and a draft sustainability framework for the assessment of emerging policies and proposals in planning and other policy documents. It is important that the scoping report reflects the particular qualities and environment of Kennet. The only way to achieve this is through the help of all sections of the community. Copies of the draft Scoping Report are available on the Council's web site (www.kennet.gov.uk). Alternatively a paper copy can be requested by phoning Fiona Stenhouse on 01380 734873 or you can visit your local library where a full set of documents are available for inspection.     13. LANDSCAPE TYPE 6: VALES Location and Boundaries 13.1. The Vales are defined topographically, and are distinct areas of lowland, almost always below 130m AOD. The transition to these low lying landscapes is often dramatic, marked by a steep scarp slope. The Vale of Pewsey, including its narrow eastern extension towards Shalbourne, separates the two main chalk upland blocks of the Downs. In addition a number of smaller areas of low lying vale landscape occur along the northern and eastern edge of the North Wessex Downs and relate to the adjacent Countryside Character area 108: Upper Thames Clay Vales. Overview The chalk downs form an imposing backdrop to the flat low lying Vales – an example of the dramatic contrast and juxtaposition of landscape character within the North Wessex Downs. The towering slopes of the adjacent chalk scarps forming a dominant ‘borrowed’ landscape setting that contains and enclosing the Vales. Underlain by Greensand, these lowland landscapes are well-watered, with numerous streams issuing at the junction of the chalk and the less permeable underlying rocks and characterised by watercourses meandering across the flat vale floor. Rich loamy and alluvial soils create a productive agricultural landscape, with a mix of both arable and pasture in fields bound by thick, tall hedgerows. Views are constrained and framed by the topography, rising scarp slopes of the downs and low hedgerows, producing a strong sense of enclosure. Woodland cover is sparse, except where linear belts of willow, alder and scrub accentuate the line of the watercourses that thread across the Vales. The streams, remnant waterside pastures and riparian woodlands form a lush ‘wetland’ landscape of considerable ecological value.

The Conservation Area was designated in 1973. LOCATION Ham is in a secluded position in the extreme east of the county four miles south of Hungerford off the A338 on a minor road near the Wiltshire border with Berkshire. Marlborough is 11 miles to the north west. BRIEF DESCRIPTION Ham is a small village of about 150 population generally scattered about an undulating area rich in mature trees. The centre is a triangular green known as Ham Cross around which are grouped a . variety of buildings, the former village school, the former post office and the public house.
