While watching the story of El Paso’s medical school unfold, I have logged thousands of hours in the presence of individuals whose

This not only includes our most visible supporters and donors, but specifically each member of the Texas Tech University Health Sciences Center faculty and staff that have made this institution a valuable part of the El Paso community for almost 35 years . With humble beginnings within the corridors of Thomason Hospital, we have grown to heights that still leave some silent with pride . Not only have we emerged as a thriving health sciences center, but also the only accredited four-year medical school on the U S. /Mexico. border – preparing to seat its first class in 2009 . Perry officially signed the budget on June 15, approving the medical school funding that enabled the El Paso School of Medicine to hire the necessary faculty and proceed with the accreditation process to seat the first four-year medical school class in 2009 .

Lt. Governor David Dewhurst expressed his continued support of the TTUHSC Paul L. Foster School of Medicine on September 20, 2007, after completing a tour of Medical Science Building I and the Medical Education Building. “I pledge to you my continued support to grow this medical school,” said Dewhurst. During the 80th Legislative Session, Dewhurst secured $48 million in the 2008-2009 state budget to fund faculty for Texas’ first four-year medical school in 30 years.

She last served as director of Development for the College of Business Administration at the University of Texas at El Paso.

L .Frederick “Rick” and Ginger Francis have distinguished themselves as philanthropists whose gifts, services, and actions have helped bring to life the first four-year medical school on a U S. /Mexico. border in their hometown . And in 2007, they contributed $1 5. million to the Paul L .Foster School of Medicine for a Regent’s Endowed Dean’s Chair . This gift will subsidize the salary of a dean who administers the School of Medicine and has a major interest in border health . For their continued support of worthy projects, the couple was honored by the Association of Fundraising professionals with the Outstanding Philanthropist Award .

Pete & Anne Mounsey Honor Pediatric Surgeon Pete and Anne Mounsey left El Paso with a priceless gift – their son’s life . Twenty-four hours after arriving in Puerto Vallarta, Mexico with their three children - eight-year-old Gracey and seven-and-a-half month old twins, Mary Sarah and Peter - their son Peter developed a life-threatening intestinal blockage . With no pediatric surgeon available, the Mounsey family waited 17 hours before boarding a flight-for-life plane which would return them to Denver . But, Peter experienced severe trauma during flight, and landing in El Paso, their child’s fate fell in the hands of one man – Donald E .Meier, M D. ,. pediatric surgeon and a professor of clinical surgery at Texas Tech University Health Sciences Center at El Paso . “I’m going to give him the same care that I would give my own grandson, nothing less,” is what Dr .Meier said to the Mounseys after an ultrasound at Providence Memorial Hospital confirmed the need for immediate surgery . The surgery went well, and Dr .Meier spoke with the Mounseys at length, methodically explaining the surgery . After an intense recovery, they finally headed home to Denver . “Through all of our experiences, we’ve come to know that it’s not just what doctors do, but how they do it that truly makes a difference in people’s lives,” said Pete Mounsey . P = Preliminary Year 13 14 A place where dreams begin Graduate Medical Education Texas Tech University Health Sciences Center at El Paso is the sponsoring institution for eight residency programs including Emergency Medicine, Family Medicine, Internal Medicine, Neuropsychiatry, Obstetrics and Gynecology, Pediatrics, Surgery and Transitional Year . We also co-sponsor an Orthopedics Residency program with William Beaumont Army Medical Center .There are 188 total approved residency positions .All residency programs are fully accredited by the Accreditation Council for Graduate Medical Education (ACGME) . The Office of Graduate Medical Education has the responsibility to maintain oversight of all residency programs, as well as the institutional accreditation for graduate medical education . The office works closely with the Institutional Graduate Medical Education Committee (GMEC) so that all requirements of the respective programs are fulfilled . The GMEC has representation from all the residency programs, the house staff association, institutional administrators and hospital administration . The major participating hospitals involved in residency training include Thomason Hospital, William Beaumont Army Medical Center, El Paso Psychiatric Center and Providence Memorial Hospital . In 2007, the institution received an accreditation visit that resulted in full accreditation for three years .The internal medicine and transitional year programs were also reviewed and accredited . TTUHSC at El Paso also received approval from the ACGME for a

Education four-year radiology residency for graduates of medical school, to begin in the summer of 2008 . This is the first time in 15 years that a new residency program has been approved for the institution and is the first radiology residency within the Texas Tech University Health Sciences Center System . TTUHSC at El Paso residents had the opportunity to present their research projects at the Annual Meeting of the Southwest Association of Hispanic American Physicians .This was also the first year the El Paso campus hosted the Annual TTUHSC Research Day, which gave researchers from TTUHSC and the University of Texas at El Paso the opportunity to share valuable knowledge, and in some cases, coordinate efforts .Awards were given to the best research projects by residents . Many residents and faculty members also produced publications in peer-reviewed journals .

The Office of Continuing Medical Education (CME) exists to serve the educational needs of several groups .These include faculty, community physicians in urban, rural, border, and underserved areas of West Texas, and in certain instances, the inclusion of national and international physician audiences . Within the context of the mission of the Texas Tech University Health Sciences Center School of Medicine, the Office of CME seeks to:

n Provide continuing medical education opportunities for physician faculty at the Health Sciences Center and physicians practicing in West Texas .

n Assist regional practitioners in maintaining their basic knowledge and learning of advances in medicine, thus assisting in providing quality care to residents of the region . Education n Ensure the quality of educational programs by adhering to the guidelines and standards established by the Accreditation Council for Continuing Medical Education (ACCME) .

n Utilize CME as a mechanism where faculty can report on appropriate basic science and clinical research with an emphasis on how such findings can improve the quality of patient care . The scope of CME activities encompasses primarily clinical subject matter, in risk management, ethics/professional responsibility, cultural diversity and health disparities, quality assurance, managed care, rural and border medicine and faculty development .This is accomplished with conferences, grand rounds activities, teleconferences, videotapes, Internet activities and other modes of distance learning . Accreditation Texas Tech University Health Sciences Center is accredited by the Accreditation Council for Continuing Medical Education (AACME) to sponsor continuing medical education for physicians . Texas Tech University Health Sciences Center takes responsibility for the content, quality, and scientific integrity of CME activity . Continuing Medical Education presents activities for educational purposes only .Participants are expected to utilize their own expertise and judgment while engaged in the practice of medicine . The Department of Research has entered a new phase due to great stimulus resulting from the Legislature authorizing major state monies to TTUHSC El Paso, the Paul L .Foster endowment, and the LCME accreditation visits . The department moved from its planning phase, to implementing those plans . Major research faculty and staff recruitment also moved forward in 2007 . Recruiting directors for the School’s first Center of Excellence in Infectious Disease also began . The Center of Excellence opened in early 2008 with two new co-directors aboard - Manjunath Swamy, M D. ,. and Premlata Shankar, M D. . Patrick Tarwater, Ph D. ,. whose expertise is biostatistics, was also hired on as faculty . Recruitment of senior research staff for the school’s research core facilities also began, with the hiring of Lambert Ngoka, Ph D. ,. as senior director of Proteomics .
