The names of participants from schools and junior competitors are not included in the list. It should be noted, however, that the Governments of many countries in the list have opposed or discouraged sports exchanges with South Africa. INTRODUCTION The international campaign against apartheid sport continued to make progress during 1987. In response, South Africa has embarked on a massive exercise to lure well-known athletes from overseas to compete there by offering them substantial sums of money. Although many countries tightened their regulations in regard to these exchanges in 1987, South Africa continued its efforts to mitigate the effects of the boycott. It is estimated that South Africa spends approximately $US 100 million annually to promote international sports exchanges and subsidize sports organizations which endorse government policies. Commercial'houses which sponsor any event involving overseas participants are refunded 90 per cent of their gross outlay through tax rebates. Thus, South Africa devotes large sums of money to attract overseas players. With the exception of some top golfers and players and a few others, the calibre of players participating in South Africa has been mediocre. In professional , for instance according to a South African newspaper, its "top boxers are fighting imported has-beens and the situation is set to deteriorate as international political pressure mounts".!:/ Nevertheless South Africa managed to attract a fair number of rather second rate sportsmen and women. The electronics firm National Panasonic helped bring an Australian rebel team while the First National Bank of South Africa funded the visit of a South Pacific rebel rugby tour and thereafter pledged R40 million for a soccer stadium.2/ With access to such significant funds, South African organizations formed teams of those individuals who accepted their invitation. These teams were then pitted against South African nationals giving white South Africans the illusion that they enjoyed some international respectability. Although South Africa spares no efforts in misleading the world that sport is now fully integrated by creating a veneer over its apartheid sports policy, incidents of racism are in that country quite prevalent. In February 1988, a black student, Nkululeko Skweyiya, studying at the white private Kearsney College high school near Durban under government dispensation, was barred from a national schools' athletics meeting held at the Menlo Park high school in the Transvaal because he is black. The Department of Education and Culture said that while its policy provided for the participation of athletes from "other population groups" in such sports meetings, it was the privilege of any high school's management council to bar participation on the basis of race.!/ The all-white Middelburg Wanderers Cricket Club, Transvaal, has been told by its town council not to entertain teams containing blacks at its grounds. According to the Middelburg town clerk, Mr. Peter Colin, it was council policy not to allow mixed club sports on municipal grounds. However, it is allowed at the national and international levels./

A "Coloured" person from Benoni, Transvaal, was refused access to the Ellis Park swimming pool, Johannesburg, because the pool was for "whites only". The general manager of Johannesburg's Parks and Recreation Department, Mr. J. P. Loubser, said the pool was open to other racial groups only for events such as galas, but not for public swimming.5/ The Eastern Province Volleyball Association was given permission to hold a mixed race tournament on King's beach, Port Elizabeth, but was told that the black participants could not swim at the whites-only beach. Earlier, teams from the South African Police and the Defence Force withdrew because "they felt it would not really be fitting for them - as law enforcement officials - to participate in the (mixed) event".6_/ In June 1987 four Indian golfers were refused membership in the all-white Pretoria Golf Club.Z/ The only mixed-race school's rugby team from Pietersburg, Transvaal, does not have anybody to play against. Mr. Ian Whiteley, the team's trainer, said: "When I made it known in the local press that we wanted to play other schools, I was told that I was trying to upset the applecart and that sport was an Own Affairs issue. The government (white) schools in the Northern Transvaal will not play against us and we cannot afford to travel to the private schools in Pretoria and Johannesburg."8/ Although South Africa's draconian measures make it very difficult for any significant protest to be made against the Government's sports policy, black students at the University of Witwatersrand, Johannesburg, staged a protest during a training session of the visiting rebel South Pacific rugby team. Midway through the team's training session about 150 students converged onto the field and the practice was immediately terminated.9/ During a tennis match in Durban between Australian and of , students chanted protest slogans. The students carried placards which said, "Cash, you have sold your soul for cash" and "Leconte, you are a racist".L/ International action against South Africa in the field of sports was greatly intensified during 1987. Action by Governments, sports organizations, local authorities, anti-apartheid groups and individuals has helped to abort many sports exchanges with South Africa. The uncompromising position of the sports authorities of Bermuda and Sweden has led many sportsmen and women to pledge that they would not compete in South Africa until apartheid has been eradicated. The world famous Pakistani cricketer, , declared that the international sports boycott was one way of showing "solidarity towards the blacks and a protest against the arrogance of the South African regime." He continued: "I was offered quite a lot of money to play there but I could not see how anyone could have accepted it. It just hits at one's dignity to go to a place where one is considered an inferior person".2_!/ In March 1987, the Bermuda Sports Ministry banned Sir Stanley Matthews, a former English international football player, from participating in a football festival in Hamilton. The organizers then moved the tournament to Hong Kong. After the African Football Confederation intervened, the Hong Kong Football Confederation also banned Sir Stanley Matthews from participating in the festival there.2_!

Spain instructed its tennis players to withdraw from a so-called "international" match in South Africa, after they realized that the players were "tricked" into travelling to Johannesburg.13/ The world women's squash champion, Susan Devoy of New Zealand, refused an appearance fee of $US10,000 to take part in the South African Open.l/ Ten New Zealand surf lifesavers who defied their national association and competed in South Africa have been banned from the lifesaving movement. The New Zealand Surf Lifesaving Association Council decided that the rebels who resigned before going to South Africa, in an attempt to avoid disciplinary action, would be refused readmission to their clubs.l_5 Timely interventions by the Governments of and New Zealand aborted plans by South Africa to lure their respective national rugby teams to South Africa. Later, the South African Rugby Board tried recruiting individual Australian rugby players to South Africa where they would be formed into a team. Strong warnings by the Australian Government and its national also prevented this plan.l_/ In June 1987, the Bristol City Council in the withdrew its support from the Bristol Trophy men's tennis tournament because of the participation of South African tennis players.l/ India and Pakistan agreed to accept the English team with players who had previously played in South Africa on the understanding that the International Cricket Conference would stop in the future representative cricketers from playing in South Africa. The Bermuda Government authorized the entry into its country of the MCC cricket team from after two of its players, who had participated in South Africa, pledged that they would not play there in the future. In November 1987, ten of the world's top speedway stars were banned from racing in South Africa. The International Motorcycling Federation refused to license anyone to race in South Africa.18/ The Women's International Professional Squash (Rackets) Association has decided that its players should be banned from competing in South Africa.19/ Professional boxing authorities have begun strengthening their action against South Africa. For example, the suspended all the South Africans involved in its Executive.2-0/ The , which is strongly anti-apartheid, removed Rickey Parker of the United States of America from its rankings because he fought in South Africa.2!/ In December 1987, the Argentine chess champion Miguel Quinteros was suspended from international participation because he competed in South Africa. The International Chess Federation suspended Quinteros for three years.2/

-10- Annex I LIST OF SPORTS EXCHANGES WITH SOUTH AFRICA 1 JANUARY-31 DECEMBER 1987 The present Annex lists all known sports exchanges with South Africa during the period from 1 January to 31 December 1987, based on available press, radio and other reports. As a number of minor exchanges have not been reported, this list is not complete. The Register contained in Annex II is a consolidated list of sportsmen and sportswomen who competed in South Africa from 1 September 1980 to 31 December 1987. The consolidated list also contains a few promoters and administrators who have been actively involved in encouraging sports exchanges with South Africa. Angling It was reported that a team of four Austrian artificial lure anglers competed in South Africa in February 1987. Two Austrian teams and a Belgian team took part in a three-day international game-fishing tournament held near Port Elizabeth, South Africa. The Austrian team included H. Heger and H. Studeny. John Reece of the United Kingdom also competed in the tournament. A South African ski-boat angling team competed in Wales in July 1987. It was reported that six European countries took part in the event, known as the Welsh Tope Tournament, which is organized under the aegis of the European Federation of Sea Anglers. A South African angling team participated in several club and provincial matches and two so-called "tests" in the Federal Republic of Germany in September 1987. Athletics The South African athlete Zola Budd, who now uses a British passport of convenience, continues to train in her native South Africa. In fact, she only returns to the United Kingdom during the athletics competitive season. This has provoked protests by anti-apartheid organizations worldwide. In June, Budd even had the audacity to run a couple of laps just prior to the commencement of a cross-country league meeting at Brakpan, South Africa. Mansell Baker of the United States, teaching theology at the University of Witwatersrand, South Africa, coached South African athletes. Dick Thomlinson of the United States was a member of the South African top coaches team which launched the Super-M national course for young athletes in South Africa.

-11- United States athletes Sally Edwards and Ardis Bow took part in the women's section of the Comrades Marathon held at Natal, South Africa, in June 1987. Two South African athletes, Leon Swanepoel and Kevin Flanegan, competed in the Peace Marathon in Greece. Swanepoel was pulled off the race by officials before he could compete the distance. Flanegan was classified "British" in the result sheet. Steve Hollier of South Africa, apparently in possession of a British passport, competed in several long distance races in the United Kingdom. He was, however, barred from taking part in the London to Brighton Road Race. South Africans Johan Fourie and Mark Plaatjes, who moved to Swaziland to circumvent South Africa's sports ban, competed in road races in Mbabane, Swaziland, in November 1987. South African athlete Terry Thornton, who is in possession of a British passport, competed in athletic events in South Africa and later in the United Kingdom during 1987. Three South Africans, John Burgess, Mike Gahagan and Bruce Fordyce, competed in Baffin Island, Canada. Burgess and Fordyce took part in the "84-km Midnight Sun Marathon" while Gahagan participated in a 32-km race held in conjunction with the ultra marathon. South African athlete Ernest Tjela, apparently in possession of a Lesotho passport, took part in the Columbus () Marathon in the United States. Another South African, John da Silva, also competed in the race. Da Silva, who is reported to be carrying a Portuguese passport, raced in Portugal and South Africa. Cassandra Mihailovic of South Africa, apparently holding a French passport, has competed in the United States, France and West Berlin during 1987. Presently, Mihailovic is based in Birmingham, United Kingdom. Freddie Williams of South Africa competed in an indoor meeting in Dallas, United States. South African Derek May ran in a marathon race in , United States A badminton team from England, named Protea International, played several matches in South Africa, including so-called "tests". The English team was made up of: Men Women Gary Scott Lindsay Bracken June Shipman Andrew Wood Three players of the original team, Don Burden, Betty Blair and Liza Chapman, withdrew.

-12- Boating (powerboating) South African Peter Lindenberg competed in a Formula One race at Lugano, Switzerland, in July 1987. Linderberg also took part in the Dublin Power Boat Grand Prix race in Ireland in August and in the Grand Prix race in Seville, Spain. Peter Lindenberg of South Africa took part in the World Powerboat racing series held at Singapore in November 1987. It is believed that Lindenberg used a passport of convenience to enter the race as the Singapore authorities do not allow South Africans to compete there. Michael Werner of the Federal Republic of Germany competed in several races in South Africa during 1987. John Hill from the United Kingdom participated in the Sun International Series in South Africa. Bodybuilding A South African team competed in the Hawaii International Bodybuilding Championships in May 1987. Bowls An Israeli team, Sabroso, toured South Africa playing against a selected Maccabi South African side. The team included: Men Women Sam Skudowitz Miriam Jankelowitz Hilton Cohen Boxing (amateur) A South African police amateur boxing squad competed in Taiwan in November. The South African team was made up of 15 boxers and was managed by the chairman of the South African (White) Amateur Boxing Association, Col Soon Pretorius. Anti-apartheid groups protested at the fight venue in France. South African Harold Volbrecht fought against Mark Breland (United States) in Atlantic City, United States, in February 1987. Nilea Khumalo of South Africa fought in Sicily, Italy, in December 1987. Bridge Teams from the United States and the Taiwan province competed in the South African National Bridge Championships in Rustenburg, South Africa in May 1987. The captains of the visiting national teams were John Moran (United States) and A. T. Chong (Taiwan Province). Chess The Argentine chess Grand Master, Miguel Quinteros, played matches and tournaments in different towns in South Africa in May and June 1987. Quinteros also competed in the South African Open Chess Championships. Cricket , formerly of South Africa and now playing for England, played cricket representing the Orange Free State in the South African Inter-Provincial Tournament. It has been reported that about 70 English county cricketers have played and/or coached in South Africa. -15- Other British cricketers who have played in South Africa in the past years included: Simon Base Neil Burns Mark Gouldstone Simon Hinks Alan Igglesden Kevin Kerr John Morris Andrew Needham The following cricketers from Barbados played in South Africa in 1987s Harley Alleyne Rod Estwick Emmerson Trotman Two English women cricketers, Avril Starling and Megan Lear, coached in South Africa during the national cricket week in Johannesburg. An English , Barry Meyer, who regularly officiates in South African cricket matches, was appointed director of umpiring for the South African Cricket Union. A South African under-15 school team representing country districts toured the United Kingdom in July 1987. A team from Hong Kong, going under the name of the "Mandarins", toured South Africa. It was reported that the team of social cricketers was made up of eight players from Hong Kong, four from Australia, two from England and one from New Zealand. The following Australian rebel cricketers formed a team and toured South Africa providing that country with an illusion of international competition. The Australian cricketers were more than adequately reimbursed for boosting the morale of South Africa's sports administrators. Consequently over a dozen South Africans played for English county teams in 1987. of South Africa was allowed to compete in Hong Kong in the World All-rounders Cricket Competition.

Donna Caldwell of South Africa participated in the British women's Squash Championships held in London in April 1987. Stuart Hailstone of South Africa competed in international tournaments in Belgium, Canada, the Federal Republic of Germany, France, Oman, Pakistan, the Switzerland, United Kingdom, and the United States. Hailstone also carries a British passport of convenience, otherwise he would not have been allowed into Canada, Oman and Pakistan. Jonah Barrington of the United Kingdom conducted coaching clinics for squash players in Johannesburg. The South Africans paid R30,000 for his services. -29- Swimming About ten South African swimmers aged between 13 and 15 went on a top-secret overseas tour to take part in competitions in Luxembourg. The tour was organized by the South African Amateur Swimming Union. They were, however, banned from competing after protests from the Netherlands swimming body. South African swimmer Gary Brinkman competed in the United States Short Course National Championships at Boca Raton, United States, in March 1987. Surfing Michael Burness and Martin Potter, both from South Africa, took part in the Coca-Cola Surf Classic at Manly Beach, , Australia in May. South African Oscar Chalupsky won the international marathon surfski championships in Hawaii, United States, in May. Other South African competitors who took part in the event included Herman Chalupsky, Mark Lewin and Glen McGregor. South African Shaun Tomson took part in several surfing tournaments in Australia and the United States. An international surfing competition was held at Durban's North Beach, reserved for whites. The Director of Parks, Recreation and Beaches for the city of Durban, South Africa, said that the city council decided in 1976 to open the beaches to all races for competitive sports events only. John Shimooka, a dark-skinned surfer from Hawaii, United States, took part in the competition. Overseas surfers in a tournament in Cape Town also discovered that the area with the best waves was reserved for whites. Brad Gerlach and Sunny Garcia of the United States took part in the Cape Town tournament.
