    Athens Journal of Tourism - Volume 5, Issue 3 – Pages 205-216 Ethno-tourism in Russian Regions: Challenges and Prospects for Development By Anna N. Polukhina This paper aims to shed light on the prospects of ethno-tourism cluster development in Russian regions. The methodology provided in the paper is applicable for the study of cluster approaches in tourism. The focus here is on good practices of ethno-clusters in tourism in Russian regions. In order to achieve this analysis, specific methods are used, including: system and comparative analysis, assessment of the resources and capacities of regions, administrative diagnostics, expert estimates, in-depth interviews, and social and psychological researches. The main results of this study show that the challenges and prospects for ethno-tourism development are defined and supported by the Mari El case study. The factors influencing ethno-tourism development are the tourism potential of the region, the attitude of local authorities towards tourism, the availability of necessary infrastructure and qualified personnel. The conditions facilitating the success of tourism cluster development are also analyzed. Firstly, this requires development of the target program for tourism with an emphasis on ethno-tourism at the level of local authorities; secondly, investment in tourism infrastructure development is necessary. This research is of practical importance for the modernization of domestic tourism programs in order to boost the regional economy. Festivalová část pak nabídne většinou zahájení a vernisáže dlouhodobých výstav, přednášky, ale i vystoupení hudebních skupin. Based on the identification and analysis of guidebooks for the city of Kazan in the second half of XIX – early XX century, their methodical solutions were summarized, aimed at historically significant characteristics of the object and stimulating the interest of tourists. The benefits of the guidebook in comparison with other genres of information-bibliographic editions were identified and summarized. A guidebook as a source of historical information, as a genre, contributing to the formation of the country’s image, traditionally in demand in the society, which is primarily due to such its qualities, as a cultural and educational orientation; implementation of information, impact and hedonic functions; free structural and compositional content, invariance; the complexity of the genre (the inclusion of memoirs, sketches, fragments of works of art, etc.); pragmatism. It was a symbol of the spiritual and material power of the Russian people, a cultural monument of federal significance, an object of worship for thousands of people. Its beauty and sophistication, its unique image celebrated by poets and artists were fascinating. Numerous monographs both in Russia and abroad have been dedicated to it, for centuries it was passing down the generations the inimitable charm of the Russian North. This loss is irreversible, architectural monuments may not be cloned. It is imperative to put a stop to losing the masterpieces of the wooden architecture in which Russia used to be so rich. The VII Parliamentary Forum in June 2018 in Suzdal dedicated to this most fragile part of our cultural heritage has raised the issue of the necessity to ensure the safety of the cultural heritage object's that are located far from populated places, in the hard to access areas which was historically predetermined. Russia possesses a unique experience in protecting the objects of the national significance. Vandalizing priceless cultural masterpieces is a kind of terrorism which our country prevails. In our opinion, the state should adopt a comprehensive inter-agency program for protection of the cultural heritage of the Russian North, Siberia and Far East.
