I. INTRODUCTION

A. THE HISTORY OF THE UNIVERSITY A.1. Legal Framework The “Saint Apollonia” Foundation, established at the beginning of 1990 aimed at creating a private university, an alternative to the public education. Therefore in February 1990 The of Iasi was born, The “Saint Apollonia” Foundation continued to closely monitor the development of the university, so that it doesn’t divert from the teaching and research activity thought by its founders. Created on the basis of the law that allows foundations to create higher education institutions, The “Apollonia” University of Iasi was officially set up according to the Law 48/July 11, 2002 which states that it represents “a legal entity of private law and public utility, part of the national education system, based in Iasi, Pacurari Street, No. 11” (Annex 1.1). Art. 2 of Law 481/11 July 2002 states that the “Apollonia” University of Iasi is set up with the following accredited faculty and field of study: Faculty of Dental Medicine, Dentistry field of study. (Annex 1.1) This legal recognition is the result of following these steps, in accordance with Law 88/1993 on accreditation of higher education institutions and the recognition of diplomas: a) The G.D. No.294/1997 granted (as proposed by the National Council for Academic Assessment and Accreditation) for the Faculty of Medicine (Medicine profile, field of study dentistry, day courses, 6 years) temporary operating permit (after the implementation of the Bologna process the name of the “Dentistry” field of study was changed to the more European name “Dental Medicine”). (Annex 1.2) b) The decision on the structures and the fields of study accredited by the university or provisional authorization (G.D. No. 410/2002), published in Official Gazette of , Part I, no. 313 of May 13, 2002) authorized the Faculty of Communication Sciences with its fields of study, Communication and Public Relations, day courses, four years and Journalism, day courses, four years, and the Faculty of Dentistry, the Dentistry field of study, day courses, six years, Dental Technology, day courses, 3 years. Meanwhile, the university moved its activities into a new building, owned by the university. (Annex 1.3)

c) Law no. 481 of 11 July 2002 (Official Gazette, Part I, no. 518 of 17 July 2002) established and accredited "Apollonia" University of Iasi with the Faculty of Dental Medicine, the Dentistry field of study (CNEAA proposal, including institutional accreditation). (Anexa1.1) d) In May 2003 on the basis of decisions of the “Apollonia” University’s Senate (founded according to the Law No.481/July 11, 2002) and of the “Petre Andrei” University’s Senate (founded according to the Law 408/ June 20, 2002) the merger between the two institutions was decided, under the name “Petre Andrei” University of Iasi. e) The failure to complete the merger of the two resulted in the return of the two faculties, the Faculty of Dentistry, Dental field of study, accredited and the Faculty of Communication Sciences with the Journalism and Communication and Public Relations fields of study, at the “Apollonia” University of Iasi, as it was presented in the G.D. No. 1093 of September, 30 2009, published in Official Gazette of Romania, Part I, no. 684 of 12 October 2009. (Annex 1.4) f) The University continued to develop according to the vision and the initial goals of creating a modern and advanced education due to investment in the human resource and the material base, proposing new study field for the temporary authorization, according to the demands of the labor market. G.D. No. 966 of 29 September 2011 restates the structure of the Faculty of Dental Medicine, adding two new fields of study: Dentistry - day courses- six years, Dental Technology - 3 years, General Nursing - 4 years and Balneophysiokinetotherapy and Recovery, - three years, and the Faculty of Communication Sciences with the fields of study: Communication and Public Relations day courses, 3 years and Journalism, day courses, three years. (Annex 1.7) g) In 2012 and 2013 the university continued to appear in the Government Decisions [G.D. No. 707 of July 18, 2012] (Annex 1.11) and G.D. No. 493 of July 22, 2013 (Annex 1.12) in the following structure: Faculty of Dental Medicine with the study programs: Dentistry, day courses, six years (60 students), Dental Technology, day courses 3 years (25 students), General Nursing, 4 years (40 students) and Balneophisiokinetotherapy and Recovery, full time, three years (40 students), and the Faculty of the Communication Sciences with the study programs: Communication and Public Relations day courses, 3 years (25 students) and Journalism, day courses, three years (25 students).

h) In 2013 the monitoring period was prolonged by issuing Order No. 5533 of 19.11.2013 regarding the approval of the special monitoring methodology of the "Apollonia" University of Iasi which provides the methodology for organizing academic activities (entrance examination graduation examination, etc.) for the accredited or temporary authorized study programs. i) Starting with 2014 there is an unaccountable decrease in the tuition figure according to the G.D. 580/2014 (Annex 1.13) which stipulates the constitution of the Faculties and the maximum number of students who can be schooled in the 2014-2015 academic year: Faculty of Dental Medicine with the study programs: Dentistry (30 students), Dental Technology (15 students), General Nursing (20 students) and Balneophisiokinetotherapy and Recovery (20 students). At the Faculty of Communication Sciences the tuition figure at each study program remained the same, as following: Communication and Public Relations (25 students) and Journalism (25 students) and G.D. 575/2015 (Annex 1.14) which stipulates the maximum number of students who can be schooled in the 2015-2016 academic year: Faculty of Dental Medicine with the study programs: Dentistry (30 students), Dental Technology (30 students), General Nursing (40 students) and Balneophisiokinetotherapy and Recovery (20 students), and the Faculty of Communication Sciences with the study programs Communication and Public Relations (25 students) and Journalism (25 students) j) G.D. No. 376/2016 establishes the structure of the Faculties and the maximum number of students that can be enrolled in the 2016-2014 academic year: Faculty of Medical Dentistry with the study programs: Dental Technology (30 students), General Nursing (40 students) and Balneophisiokinetotherapy and Recovery (20 students), and the Faculty of Communication Sciences with the study programs Communication and Public Relations (25 students) and Journalism (25 students) (Annex 9.28).

A.2. Institutional development The 1900-2004 period was a period of initial institutional development which led to the accreditation of the university (according to Law 481/11.06.2002) with the Dentistry field of study from the Faculty of Dental Medicine. The fields of study Social Communication and Public Relations and Journalism belonging to the Faculty of Communication Sciences and the Dental Technology and Optometric Colleges have also been authorized.

The accreditation Law includes the real estate goods The Medical Centre 2 from the Zmeu Street (with the related land), the Medical Centre 3 from the Station Sreet L1-2 and the arranging of a rented space in Pacurari Street, No. 11, where the university’s headquarters has been established. Through the Senates’ decisions of the two entities, but without upholding the merger legislation, “Apollonia” University of Iasi existed within a partnership, between 2004-2009, with the “Petre Andrei” University of Iasi. In all this time the activity of institutions was regulated by their own founding laws and that is why the Ministry and ARACIS treated them as separate entities. This unclear situation determined the “Apollonia” University Senate to terminate the contract and the therefore through G.D. No. 1093 from September 30, 2009, the Apollonia University of Iasi is stipulated as having two faculties: Faculty of Dental Medicine with the Medical Dentistry study program – day courses and the Faculty of Communication Sciences with the Communication and Public Relations and Journalism fields of study, as a daily class program. The Academic year 2009-2010 represented a turning point for “Apollonia” University of Iasi which had to find again its own identity and to rebuild its structures step by step through:  Recovering the archive and the patrimony,  Checking the employment files of the teaching and auxiliary staff and completing the university structures with own staff,  Checking and managing the study documents,  Redacting the University Charter and the Regulations according to the new status, the existing legislation and the Ministerial Order for monitoring the universities,  Choosing the managerial structures within the whole institution at all levels,  Redacting the curricula, the theoretical and practical competencies, organizing the groups and the teaching activity from the entrance exam to the bachelor degree exam,  Ensuring spaces and the necessary endowments. Coming back to normality has been a long and difficult process, which was accomplished with much human and material effort. Throughout this process the university has been monitored by the Ministry and ARACIS, according to The Monitoring Order No. 3633 of April 16, 2010. The University’s evolution can be traced step by step, as following:

In the 2009-2010 academic year we managed to regain the patrimony, the study documents, the human resource, the stabilisation of the students and holding the courses in spaces that belong to the university (The Medical Centre on Zmeu Street No.8 and and Medical Centre on The Station Street No. 8 L 20-21) and rented spaces (Pacurari Street No. 11). Starting from that moment, the teaching activity took place in normal conditions. Because during the time of the fake merger the university’s patrimony was deteriorated and there were no investments, starting from the 2009-2010 academic year the management of the university was very much preoccupied with purchasing and renting new teaching and research spaces (Annex 8.2), through renting contracts with DOMENICO (Pacurari space No. 11, and the space at Stefan cel Mare No.2), with the clinical university hospitals (Annex 8.2). A new building was purchased on Muzicii Street No. 2 which became the place in which the preclinical laboratories were established, the university’s administration, classrooms, the library. The rented and purchased spaces were equipped with furniture, IT technology and teaching equipment for the proper development of the teaching activity (Annex 8.3). Starting with the year 2012 the central headquarters of the university moved within the building from Muzicii Street No.2, which also became the mail centre. The university preserved its registered office on Pacurari Street No. 11, as it was stipulated in the university’s Foundation Law. We mention that we have taken steps towards changing the registered office to Muzicii Street No. 2. In order to make the research activity more efficient the “Acad. Ioan Hăulică” research institute was established, certificate ISO 900, starting with 2010. It has developed ever since, and now it includes various research departments: Biomaterials, Biological Sciences (which are part of the Preclinical Department), Medical Sciences (part of the Clinical Department), and Socio- human sciences (part of the Communication and Public Relations Department), therefore structured so that it can include specific research activities and to participate by offering project proposals in the national and international competitions. (Annex 1.15. (15)) Another important moment in the institutional development was represented by the changing of the vision on the student’s practical training by the founding in 2011 of some practical training platforms according to the acquired competencies for the future specialist on the basis of practical training scales specific to every faculty:

Faculty of Dental Medicine: The Preclinic Training Platform is composed of teaching and research laboratories, joined together within The integrated laboratory for biotolerance to medicine, biomaterials and medical devices. The teaching laboratories are composed of: Laboratory for Morphological Miscroscopic Study Subjects with the study subjects Cell Biology and Genetics, Histology and Morphopathology, Microbiology; Laboratory for Functional Study Subjects with the study subjects Physiology, Physiopathology, Pharrmacology and Biochemistry; Laboratory for Biomaterials and Biophisics; Laboratory for Embriology, Anatomy and Clinical Anatomy. Research Laboratories are comprised of: The nanomaterial laboratory: synthesis and characterisation, The spectrophotometry laboratory, the Cellular Culture laboratory, The embryology laboratory, the PCR laboratory, The experiential medicine laboratory, the Laboratory for preclinical investigations) The Practical Training Platform comprised of specialised clinics – Odontology, Periodontology, OMF Surgery, Implantology, Orthodontics, Pedodontics and Dental Protetics,

Complex Oral Rehabilitation, the Clinical Odondentistry Clinic, The Dental Prevention Clinic, the Balneophisiokinetotherapy Clinic, The Nursing Simulation Laboratory, the Dental Technology Laboratories: The Propaedeutic Laboratory, the Electromechanical Simulation Laboratory, Psychology Laboratories and Haptic Simulation, 3D Dental Radiology Laboratories, etc.

Faculty of Communication Sciences: The Practical Training Platform comprised of: Apollonia TV, Radio Apollonia, The Press Agency, The “Nova Apollonia” magazine, The Organizational Analysis and Diagnosis Office, The Marketing and Advertising Office, The Public Relations and Communication Office, The “Apollonia” Publishing House. (Annex 8.2) This structure is based on a holistic and original vision regarding the students’ practical insertion and it aims at centralizing the practical activity within a unitary space and a correlation between the skills that the graduate has to have and the accomplishment of the cumulative practical scales and the checking of the case portfolio for the bachelor degree exam. This vision has been appreciated by independent international organizations which assess the quality of university teaching. Therefore, the “Apollonia” University of Iasi was awarded the following distinctions: Europe Business Assembly, awarded the title for Best University 2013; European Society for Quality Research (ESQR), Brussels, Belgium awarded the title European Award for best Practices 2014, in the Gold Category. A very important element for the institutional consolidation is the improvement of the secretariat’s activity and the management of the study documents which was achieved after the 2013 visit of the Minister of Education, which signalled deficiencies in the activity of the secretariat. This is why we achieved an agreement with the State Archives, with the purpose of correcting the deficiencies from the secretariat and the document’s archiving system. Following this agreement training activities for the secretariat’s staff took place, and an algorithm for generating, registering and archiving documents was designed. At the same time an analysis committee was established, according to the procedures imposed by the States’ Archives, which established measures, steps and deadlines for updating the folders, as well as a set of measures that had to be taken in order to correct subsequent errors. The management structures checked if the folders’ lists of documents were correct, the correct

completion of the school registers, the correspondence between the school registers, matriculation registers, diploma supplements and the correct management of the study documents. Therefore, the year 2013 represents a hailstone in solving the deficiencies from the secretariat and previous documents were updated and assumed by signature and stamp. Subsequent to the updating process the archiving of the folders was completed according to the established archiving nomenclature. Although these problems have been solved the ARACIS commission check on a regular basis the documents prior to 2013, and they reproach the corrections made and assumed by signature and stamp, and they choose to ignore the university’s evolution. Every step from 2009 and up to now has followed to uphold current legislation, the ARACIS standards, the development of the quality culture at the level of every structure and the ensuring of an efficient teaching system based on the students’ learning requirements. Despite all these investments and the increase in the educational capacity (both human and material) and the development of the university within the last two academic years (2014 and 2015) the tuition figure was much diminished, below the university’s possibilities and this affects the university’s sustainable development as well as the upholding the strategic planning.

B. THE ACOMPLISHMENT OF THE MANDATORY NORMATIVE REQUIREMENTS B.1. THE LEGAL STATUS OF “APOLLONIA” UNIVERSITY OF IAȘI 1. The “Apollonia” University of Iași was accredited by the Law 481/July 11, 2002 with the following faculty and field of study: Faculty of Dental Medicine, Dentistry field of study. (Annex 1.1) After this Law came into force, in the structure of the “Apollonia” University of Iasi also entered the faculties, colleges and fields of study temporary accredited or authorized by the government decision 410/2002 (Annex 1.3) The current academic structure of “Apollonia” University of Iasi, according to G.D. 376/2016 is comprised of:  Faculty of Communication Sciences, with the study programs – Communication and Public Relations (day courses, 3 years) and Journalism (day courses, 3 years) – accredited

 Faculty of Dental Medicine, with the study programs Dental Technology (day courses, 3 years), General Nursing (day courses, 4 years) and Balneophysiokinetotherapy and Recovery (day courses, 3 years) - authorized for a limited period of time (Annex 9.28). 2. “Apollonia” University of Iasi, legal entity of private law and public utility, part of the national teaching system is identified by name, seal, logo, flag, hymn and headquarters in Iasi, Pacurari Street, No. 11, established by the Senate’s decision. Its public image is presented on the Internet on the website www.univapollonia.ro. Because the headquarters stated by Law 48/June 11, 2002 is in a rented space where the university made different arrangements and considering that by acquiring a new building the image of the university is better represented by the new headquarters, steps were taken towards the Ministry to change the official headquarters to Muzicii Street, No. 2, the current mailing headquarters of the university. 3. “Apollonia” University of Iasi is a higher education and scientific research institution part of the Romanian teaching system, which functions on the basis of Romania’s Constitution, the legislation from the teaching field and in the spirit of the European and universal principles present in “The Lima Declaration on Academic Freedom and Autonomy of Institutions of Higher Education” (1988), “The Magna Charta of European Universities” (Bologna, 1988) and “Academic Freedom and University Autonomy” (Sinaia, 1992) and adheres to the university organisations that acknowledge these documents. 4. According to the existing legislation The Charter of Apollonia University of Iasi represents the fundamental document which includes the principles, functions, objectives and the academic and institutional framework of the University (Annex 1.8) – 2015-2016 academic year, (Annex 9.2) – 2016-2017 academic year. Beginning with the 2009-2010 academic year the management of the university developed a new form of the Charter in accordance with the new status of the university. Following the ARACIS 2014 recommendations we finalised the new form of the Charter, approved by the Ministry of National Education via address No. 177/UA/19.02.2015. The university’s charter can be found at the ’s secretariat and can be analysed by any member of the “Apollonia” academic community. It is also uploaded on the website of the university, together with the other relevant documents which ensure a proper development of the teaching and research activities.

The particularization of the way in which the university is organized, the development and assessment of the activities is accomplished by a set of own regulations, structured on 3 levels: The University Charter, Regulations and Methodologies, Operational Procedures. All these are according to the legislative stipulations periodically updated in accordance with the evolution of the University and the national regulations. (Annex 1.8) – 2015-2016 academic year, (Annex 9.2) – 2016-2017 academic year (Annex 1.15), (Annex 7.7), (Annex 7.10). 5. According to the principles of academic teaching, “Apollonia” University of Iasi operates in full autonomy and academic freedom, benefiting from a material base and endowments which facilitate an education in the socio-human field, based on communication, as a constitutive and vital part as well as an applied medical education in collaboration with the socio-human sciences, which also facilitate an intense scientific research activity. “Apollonia” University of Iasi is a university which functions on the fundamental principles of academic teaching and it is always preoccupied with the quality of the teaching activity and with preparing well trained specialists in the medical, socio-human and communication science field.

B.2. THE MISSION AND OBJECTIVES OF “APOLLONIA” UNIVERSITY OF IAȘI a. The vision of the university: The achievement of a private education perfectly integrated in the European educational system, with educational and research standards, similar to the world’s greatest universities. b. The mission of the university is to develop a modern education, combining the medical field with that of the socio-human field with the purpose of achieving an efficient education, an integrative scientific research and the social and cultural development of the region. Education: 1. Taking into account the medical and socio-human fields, the University will offer new and high quality knowledge, it will promote interdisciplinarity, interactive learning, based on practical skills and the development of autonomy and creativity.

2. The “Apollonia” University of Iași will try to develop a permanent education in order to improve specialists and outstanding researchers, who will responsibly contribute to the durable development of the community. Scientific research 3. The University will generate knowledge at a national and European level by prioritizing research activities in the spirit of freedom and autonomy of the scientific research, upholding high ethical standards. 4. The academic community of “Apollonia” University of Iasi will try to cover a large spectre of fundamental and applied research in the humanistic, medical and technological sciences, employing interdisciplinary perspectives. Relationship with the society 5. The university will encourage cooperation with the local and national social environment, it will disseminate knowledge in the perspective of the freedom ideal, of a peaceful coexistence, it will initiate actions specific to the active role that the civil society has to have and according to the ethical principles of the university’s freedom of expression. 6. The university will promote international academic exchanges, facilitating the transfer of knowledge, know-how and technology from the academic level to the social level and by doing this it will contribute to the durable development of the society. Cultural development 7. Through its resources the university will take part in the development of the continuous informal teaching, by developing cultural programs, promoting culture in the mass-media system and by publishing books and articles. (3) The mission and the objectives of “Apollonia” University of Iasi are fundamented on the following values:  The academic freedom of thought and speech;  Professional development and of the university career for all the members of the academic community of the university;  Free access to information and the involvement of teachers and students in the fundamental decisions of the university;  Quality, depth and clarity in all the academic and university steps;

 The convergence between research and training and the creation of tight connections between scientific research, education and social implementation;  Directing the formative approach on the student with the purpose of developing an interrogative, applied and innovative thinking, contributing to the accomplishment of continuous educational skill and of integration on a very dynamic labour market;  The durable development of the society by generating, disseminating and applying knowledge (Annex 1.8) – 2015-2016 academic year, (Annex 9.2) – 2016-2017 academic year, (Annex 1.17). By the way it is designed The Mission of “Apollonia” University distinguishes itself through clarity, distinction and specificity. Clarity: The vision is expressed in a clear and well-structured sentenced and it represents the ideal that fundaments all the other approaches (mission, objectives, values, strategic plan, investments) The mission is expressed in a clear sentence and it is doubled by the specificity of the 7 general objectives that are divided according to the university’s courses of action (education, scientific research, the relationship with the society and culture). The seven fundamental values are developed starting from the universal values of university teaching and adapted to the specificity of the university. Distinction: The mission and the objectives of “Apollonia” University of Iasi have been developed starting from the universal values of university teaching, as they were presented in “The Lima Declaration on Academic Freedom and Autonomy of Institutions of Higher Education” (1988), „The Magna Charta of European Universities” (Bologna, 1988) and “Academic Freedom and University Autonomy,” adapted to the specificity of “Apollonia” University, stated in Art.7, letter c. Specificity: 1. The way in which the Mission was set, on four levels (vision, mission, objectives, values) starting from the fundamental values, applied to the specificity and the own requirements of the university, are generalized within the mission and vision and detailed in the objectives

2. The combination between the two fundamental directions of Apollonian teaching: medical and specific o the socio-human and communication sciences. 3. The objectives are structured according to the university’s courses of action (education, scientific research, relationship with the society and culture) and aim the national and regional specificity of the institution. The “Apollonia” University of Iași supports its mission through own institutional, administrative and managerial structures. In order to achieve its assumed mission, the University operates according to The Strategic Plan. (Annex 7.3) This is achieved according to the annual operational objectives for 2014/2015, 2015/2016. (Annex 7.5) and 2016/2017 (Annex 9.1). The strategic plan is established according to the possibilities and aspirations of the academic community, by consulting with the faculties, departments, as well as by debates and Senate’s decisions. The strategic plan is developed according to future development projects, starting from the human and material resources and the existing educational and scientific research offers. The strategic plan is updated also on the bases of the existing legislation. The strategic plan and the operational plans are public documents, known by the academic community and are available on the university’s website (www.univapollonia.ro).

B.3. THE STRUCTURE AND THE ORGANISATION OF THE UNIVERSITY The structure and the organization of the university are described in the Charter, Chapter 2, art. 18-30 and summarized in the Organizational chart proposed by The Board of Directors,

discussed and approved in the Senate. The last form of the Organizational Chart has been approved by the Senate’s decision 96/8.10.2015 and by the Academic Council (Annex 2.1). The organization of “Apollonia” University of Iasi includes academic structures, interfacing structures and economic-administrative structures. In the 2016-2017 academic year, the University Charter and the university’s Organizational Chart were revised and validated in the Senate, according to the existing laws and the internal regulations. (Annex 9.2) (Annex 9.3)

3.1. The academic structures of the University include: faculties, study programs, teaching departments with subjects. The objectives and responsibilities of these structures are in accordance with the stipulations of the law and included in the university charter, completed by the regulations, methodologies and the code of ethics. a. The faculty is a functional unit which establishes and manages the study programs. The faculty is comprised of teaching departments, subjects, library, laboratories, and research units. Here activates that part of the academic community which dedicated to one or more study programs. The faculties conduct educational activities at the legally established study programs, day courses. The seminars and the practice stages take place according to the ARACIS requirements. Within the faculty teaching, scientific research, cultural and sporting activities take place, according to the specificity of the academic institution. The faculty is run by the Dean. The faculty establishes its structure according to the stipulations of the Charter and Rules, with the teaching, scientific requirements and the allocated budget. The management structure in the faculty is The faculty’s Council. The Council represents a decisional de deliberative body of the faculty and it is comprised of a maximum of 75% teachers and researchers and 25% students. All the study programs and teaching departments are represented in the Council. (Annex 1.8) – 2015-2016 academic year, (Annex 9.2) – 2016-2017 academic year. b. The study programs are run by study programs coordinators, who answer to the dean, members in the faculty’s Council, having the responsibility to monitor all teaching activities on

that particular study program. (Annex 1.8) – 2015-2016 academic year, (Annex 9.2) – 2016-2017 academic year. c. The teaching department represents the structural unit of the University and of the faculties, which initiates and monitors the entire teaching, research and cultural activity with the students. The organization and development of the main activities takes place at the level of the department and put forward in front of the faculty’s council in order to be debated and approved. The Faculty of Dental Medicine has 2 departments: The Preclinical Teaching Department and the Clinical Teaching Department. The Faculty of Communication Sciences also has 2 departments: The Department for Communication and Public Relations and the Department for Journalism. The department chooses its Director, who is validated by the Senate and approved by the Board of Directors and by the Academic Council. The department director and the members of the department’s office are chosen by the universal, direct and secret vote of all tenured teachers and researches from that particular department. 3.2. The structure, objectives and responsibilities of these structures are those stipulated by the specific regulations. The university’s interfacing structures can be changed with the approval of the University’s Senate and of the Board of Directors. 3.3. The administrative-economic structures are made of: a. The Economic-administrative Department (Financial-Accounting-Patrimony) is in charge with the university’s patrimony, the tehnico-material ensuring of the teaching and research activity, establishing the budget, the efficient manipulation of funds and the proper distribution and use of the human resources. It is comprised of the following departments: legal (ensures the legal support for the university), financial-accounting, human resources, administrative, patrimony management, the university’s archive, the university’s secretariat. The management of the administrative-economic department is ensured by an economic manager. b. The Legal Department ensures legal advice and assistance to the university. c. The Human Resorce Department ensures the proper allocation and use of the human resources. The university’s secretariat activity takes place through the Rector’s Secretariat and the Faculties’ Secretariat. The main goal the university’s secretariat is to correctly manage the study documents, the students’ folders and proper scheduling of the teaching activity. The secretariats ensure the written and programmatic part, as well as the records for the meetings of the Board of Directors, The Senate’s Office and the Senate.

B4. THE UNIVERSITY’S MANAGEMENT STRUCTURES 4.1. The management structures In the spirit of the accepted mission and objectives, the “Apollonia” University of Iasi has a coherent, transparent and integrated management system, with the purpose of achieving an efficient administration proper to a performing management. The structures and the management functions of the university are included in the Charter, according to the existing legislation (Annex 1.8) – 2015-2016 academic year, (Annex 9.2) – 2016-2017 academic year. The “Saint Apollonia” Foundation and the Founding President of “Apollonia” University of Iasi have the duty and the right to support the university under all the aspects of coordination in the teaching, research, financial-accounting and development strategy field. The management structures of “Apollonia” University of Iasi are the following:

a. at university level: The University’s senate, the Board of Directors and the Academic Council; b. at faculty level: The Faculties’ Council; c. at department level: The Departments’ Councils. (Annex 1.8), (Annex 2.2), (Annex 2.3) – 2015-2016 academic year, (Annex 9.2) (Annex 9.4) (Annex 9.5) – 2016-2017 academic year. THE SENATE represents the university community and it is the highest decisional body within the University. The university’s senate is run by a President. The President of the Senate is the representative of the Senate in relationship with the Rector, the President of the University and the Board of Directors. The Senate is comprised of the representatives of the Faculties which were elected according to the faculties’ representation percentage in the university’s senate. The Senate has 29 members, 21 teachers and 8 students. (Annex 1.8) – 2015-2016 academic year, (Annex 9.2) – 2016-2017 academic year. The representatives of the faculties in the Senate are in a percentage of 72.41% teachers and 27.59% students. The allocated number of seats for each faculty is performed proportionally according to the number of tenured teachers for each faculty, upholding art. 207, paragraph 7 from the National Law of Education No. 1/2011. The numbers are allocated as following: a. Faculty of Dental Medicine: 15 teachers and 7 students; b. Faculty of Communication Sciences: 6 teachers and 1 student; THE BOARD OF DIRECTORS is the leading structure of the University ensuring the operational management and applying strategic decisions of the University Senate. According to Art. 211 paragraph 7 from the National Law of Education No. 1/2011 the members of the Board of Directors are named by the founder. The Board of Directors is run by the Rector. The activity of the Board of Directors is coordingated by the Office of the Board of Directors. The Office of the Board of Directors is comprised of 15 members, and it is run by the University’s Rector (Annex 1.8) – 2015-2016 academic year, (Annex 9.2) – 2016-2017 academic year. If the Rector is unavalaible, his duties as chairman of the Board of Directors are taken by the Pro-rector. THE ACADEMIC COUNCIL is the advisory structure of the University and consists of bringing together the University Senate members with the Board members, thus, agreeing the views of the Senate, with those of the Board and of the founder.

The Board of the Academic Council is headed by the President of the University and it includes: the President of the University, the President of the Senate, the Rector, the Vice-Rector, the two deans, the chief economist, the University legal counselor, the Administrative Director, the Human Resources Officer and a student. (Annex 1.8) – 2015-2016 academic year, (Annex 9.2) – 2016-2017 academic year. THE FACULTY COUNCIL is the management deliberative and decision-making body of the Faculty. The Faculty Council is chaired by the Dean. The structure of the Faculty Council is: 75% teaching and research staff and 25% student representatives.

THE DEPARTMENT COUNCIL is the authority for the management and regulation of the activities of the Department. The Department Council consists of the representatives of the teachers of the Department elected according to the representation percentage. The Department Council meets in regular meetings convened by the Director of the department, the dean or at the request of one third of its members. (Anexa 1.8) – 2015-2016 academic year, (Annex 9.2) – 2016-2017 academic year.

4.2. The Management positions The management functions of the university are: the Rector, the Vice-Rector, the University President (Founding President), the President of the Senate, the Vice-President of the University, the General Administrative Director, the Dean and the Deputy-deans, the Department Director. (Anexa 2.8) (Annex 9.6) The subject represents the main structural and functional unit of the department organised within the faculty. THE RECTOR of the University conducts executive management of the University and represents the University in the relations with the Ministry of National Education, the National Council of Rectors, national and international bodies, as well as any natural or legal person in the country or abroad. The University has a Rector validated by the Order of the Ministry of Education No. 3820/11.05.2015 (Anexa 2.7) THE VICE-RECTOR. The main prerogative and attributions of the Vice-Rector are set and approved by the Senate.

THE (FOUNDING) PRESIDENT OF “APOLLONIA” UNIVERSITY. According to the provisions of art. 213 pt. 13 from the Law of National Education No. 1/20011, the President of the University or the Rector runs the Board of Directors of Apollonia University of Iasi. The Senate of the “Apollonia” University of Iasi establishes that the Rector is in charge of the Board of Directors. If the Rector is not available, his prerogatives as the president of the Board of Directors are taken by the Vice-Rector. THE DEAN represents the faculty in its relations with the Rector, the other faculties, and other natural or legal people in the country or abroad. Dean is member of the Board of Directors and is elected through public competition organized by the Rector of the University. The Dean responds to the Senate and the Faculty Council for the entire activity which he carries out and must report in writing to the Senate. THE HEAD OF THE DEPARTMENT is elected from among the permanent members of the Department by direct and secret vote. The Head of Department represents the Department in its relations with other structures of the Faculty. The Director of Department chairs the meetings of the Department Council and reports to the Dean and the Faculty Council. All teachers who were elected in a managerial position are tenured teachers in the institution and uphold the requirements for those particular positions.

B.5. THE UNIVERSITY’S HUMAN RESOURCE The human resource of the “Apollonia” University of Iasi is made up of teachers and administrative staff. (Anexa 3.2), (Anexa 3.3), (Anexa 3.5) – 2015-2016 academic year, (Annex 9.7), (Annex 9.8), (Annex 9.10) – 2016-2017 academic year. 5.1. The Teaching Staff “Apollonia” University of Iasi is preoccupied with fulfilling the number and percentage of standards and to improve the human resource from a qualitative point of view and it uses a Career management oriented towards performance. The teaching staff of the university is tenured through contest, according to the Statute of the Teaching Staff, the National Education Law No.1/2011 and the University Internal Regulation Contest. (Annex 1.15. (8)) For the 2015-2016 academic year, the "Apollonia" University human resources is made up of teachers and administrative staff in accordance with the annexes.  At university level the state of functions comprise a total of 114 positions legally constituted, out of which 91 positions for the Faculty of Dentistry, 23 positions for the Faculty of Communication Sciences. (92 of the 114 positions are held by tenured teachers and 31 of the 92 are held by professors and associate professors) (Annex 4.4)

 Out of the 91 legally constituted positions (Faculty of Dentistry) -75 positions (82%) are covered by teaching staff with a permanent position or reserved position, tenured in higher education, and out of these, 34,67% are covered by associate professors and professors (75 full time out of 91, including 26 associate professors and professors). (Annex 4.4)  Of the 23 legally constituted positions (Faculty of Communication Sciences), 73% are covered by teachers with permanent or reserved positions, tenured in higher education, and out of these 29% are covered by associate professors and professors (17 out of 23 are tenured teachers, 5 of them being associate professors or professors). (Annex 4.4) For the 2016-2017 academic year the human resource at “Apollonia” University of Iasi is made up of teaching and administrative staff according to the annexes: At an university level the payroll includes a number of 109 legally constituted positions, 82 for the Faculty of Dental Medicine and 27 for the Faculty of Communication Sciences (92 positions are held by tenured teachers, 31 being tenured Associate Professors and Professors) (Annex 9,10).  Out of the 82 legally constituted positions (Faculty of Dentistry) - 64 positions (78%) are covered by teaching staff with a permanent position, tenured in higher education, and out of these, 35,94% are covered by Associate professors and Professors. (Annex 9,10)  Of the 27 legally constituted positions (Faculty of Communication Sciences), 70,37% are covered by teachers with permanent or reserved positions, tenured in higher education, and out of these 31,57% are covered by Associate professors and Professors. (Annex 9.10). The associate teaching staff has the proper training and was employed upholding the existing legislation. For the 2015-2016 academic year, all course instructors are doctors, with one exception, who was a Phd student. For the 2016-2017 academic year all course instructors are doctors. The tenured teaching staffs of the university doesn’t cover more than two teaching loads per academic year. (Annex 4.4) – 2015-2016 academic year, (Annex 9.10) – 2015-2016 academic year. In "Apollonia" University the majority of the tenured staff have developed written courses and other educational materials necessary for the teaching process covering the topic of the subject in question as it is laid down in the course description sheet (Annex 4.5, Annex 4.6, Annex 4.7, Annex 4.8, Annex 4.9, Annex 4.10, Annex 4.11, Annex 4.12) – 2015-2016 academic

year, (Annex 9.11), (Annex 9.12), (Annex 9.13), (Annex 9.14), (Annex 9.15), (Annex 9.16) – 2016-2017 academic year. All teachers in the university at the beginning of each academic year develop the course description sheets, in full compliance with the methodology and achieving their goals based on the educational plans (Annex 4.1), the modular structure (Annex 4.3) and the structure of the academic year (Annex 4.2) – 2015-2016 academic year The same procedure is preserved for the 2016-2017 academic year (Annex 9.17), (Annex 9.18), (Annex 9.19). The teaching staff of the university who teach subjects from the educational plans professionally ensure the coverage of an undergraduate cycle. The 2015-2016 educational plans have been attentively developed, upholding the logical succession of the subjects in the academic years and the ARACIS standards. We also introduced some new subjects, such as: Quality management in public and private institutions, Equality of chances in the European space, English language and civilisations, French language and civilisation, Disaster medicine, Dexterity training, Sleep Medicine, etc. For the 2015-2016 academic year the teachers who teach subjects that are included in the curriculum (Annex 4.1) ensure, in a professional way, the coverage of an undergraduate study cycle. For the 2016-2017 academic year the curriculum has been very carefully developed and it upholds the logical succession of the subjects in the academic years, as well as the ARACIS standards. New study subjects were introduced, such as: Psychomotricity, Antropology, Alternative therapies in dentistry and balneophysiokinetotherapy, Genomic Dentistry, etc. Also, for the 2016-2017 academic year the teachers who teach subjects that are included in the curriculum (Annex 9.17) ensure, in a professional way, the coverage of an undergraduate study cycle. The management of Apollonia University of Iasi is permanently concerned with improving the human resource as well as its continuous training. Therefore, a significant number of teaching positions have been put up for contest in the first semester, and after they were taken, they significantly improved the percentage of tenured associate professors and professors. In order to improve the capacity to communicate in a foreign language and to gain new skills, an important number of teachers took part, between 14.08-01.11.2015 in lectures such as Communication in English, Italian, German, French, Input, processing and data validating

operator; Social and civic skills; Project management; Trainer, organized within the project “PECAFROM – Promoting equality of chances in the academic career for women in Romania” – through The Improvement Center for Continuous Professional Training. European Projects. This project was co-financed by the European Union through the European Social Fund, The Sectorial Operational Program, Human Resource Development 2007-2013, Main Axis nr.6, Promoting social inclusion, Major intervention field 6.3., “Promoting equality of chances on the labor market” (http://proiectpecafrom.acadiasi.ro). In this project, Apollonia University is the main partner, the beneficiary being the Romanian Academy Iasi Brand. There are also other 4 important partner institutions: The Romanian Academy Cluj-Napoca Branch, The “Lucian Blaga” University of , The University of , The Technical University of Cluj- Napoca, The North University Center in . Also, our training center has organized in 2014 and 2015 various training courses for the university’s staff, such as: project manager, trainer, human resource manager, mentor, entrepreneurship, project assessor, social skills (Annex 3.8), (Annex 3.9). The internal training programs and ANC were run in “Apollonia” University of Iasi also in the year 2016.

5.2. The auxiliary teaching staff It supports the activity of the teaching staff in all its components. The library has two employees: one has got studies in philology (bachelor degree and master degree) and the other one has studies in biblioteconomy. (Annex 9.9) Due to the holistic view on the practical insertion of students, the university has developed structures of auxiliary staff. There are 27 people working in the Preclinical Training Platform, The Clinical Insertion Platform and the Practical Insertion Platform, which corresponds from the point of view of the professional qualification to the required conditions for taking the existing positions. Here we can add the people working in the secretariat, computer scientists, graphic designers, etc. On the whole, there are 41 people who make up the auxiliary staff – 2015-2016 academic year. In the 2016-2017 academic year there are 42 people hired, representing the auxiliary teaching staff. (Annex 9.9) Special attention has been awarded to the secretariat’s staff who participated in training programs about the activities of the secretariat and the management of documents, according to the legal provisions form October 23 in Bucharest and November 5, 2015 in Iasi. In order to

improve the registration and archiving of documents, the secretariat staff participate between 3 and 6 December 2015 at a training course in Sinaia entitled “The management of administration and archiving of documents” (Annex 3.5)

5.3. The administrative staff The administrative staff is comprised of 20 employees (Annex 4.4.3) (2015-2016 academic year), and 21 employees (Annex 9.10) (2016-2017 academic year) who ensure a good management of the university’s patrimony. The administrative staff corresponds from the point of view of the professional training to the job requirements. In this respect, the “Apollonia” University of Iasi has a financial-accounting office in order to manage the financial side of the teaching and research activity. The “Apollonia” University accounting service is organized and run on the basis of a service contract by Creative Consult SRL (contract 63/01.07.2012, a company with an accounting expertise, CECCAR member – authorization 6323/13.03.2009, and authorization as an accounting expert for Popovici Daniela Raluca, administrator). (Annex 4.4.3)

B.6. THE MATERIAL BASE “Apollonia” University of Iasi has got a patrimony which efficiently contributes to the achievement of its mission and objectives. The patrimony of the university is comprised of teaching and research spaces, which correspond to specific fields, class rooms, teaching and research laboratories and specialized clinics, according to the existing technical, safety and sanitary regulations. (Annex 8.1), (Annex 8.2), (Annex 8.5) – 2015-2016 academic year, (Annex 9.22) – 2016-2017 academic year.

6.1. The 2015-2016 academic spaces The spaces of “Apollonia” University of Iasi are intensively and efficiently used in succession for every study program according to the university’s modular structure. The university spaces (personal and rented) have a surface of 1396,06 m2, among which 1090,44 m2 (78,10 %) own spaces and 305,62 m2 (21,90%) rented spaces.

The available spaces resulting from the analysis from the occupancy degree of the halls, the consistent endowments as well as the competent human resource of the university enable a return to the intial tuition figure of 60 places for the Medical Dentistru field of study, a figure which was unjustifiably cut by the Ministry of Natioanl Education and Scientific Research. 6.2. Endowment The management of “Apollonia” University of Iasi has constantly been interested in improving the material base, both for the teaching and for the research activity, with the purpose of improving the quality of education and of offering our partners, the students, the newest techniques and labour methods in their fields of interest. (Annex 8.3) – 2015-2016 academic year, (Annex 9.22) – 2016-2017 academic year.

The new purchased building and the endowments that have been made in the last 3 years (the most recent being: the computerised system for dentures – CAD-CAM, the 3D radiology laboratory, the digital orthopantomography device, the ecograph, the haptic simulation system – MOOG that monitors the dexterity of the dentist, the therapeutic laser, the Polymerase chain reactions laboratory) were purchased from our own funds. Recently the university purchased a modern and unique system for individualised clinical simulation which allows both the clinical simulation chart on the simulators attached to the work units from the dental clinics, as well as the clinical simulation of the therapeutic procedure. (Annex 8.2). For the fields of study Anatomy, Radiology, Maxillofacial Surgery, Oral Implantology, General Surgery, a digital dissection table was purchased which allows the tridimensional reconstruction of CTs and RMNs with the analysis of different hypothesis and the stimulation of some incision surgery. For the Dental Technology and Medical Dentistry fields of study the system Eclipse Starter Kit was purchased, which allows an easy achievement of dentures, with a major time economy. Students have access to all the teaching laboratories of the University and to the Practical Training Platforms. In the university all class rooms, seminar rooms, specialised clinics, the laboratories of The Preclinical Platform, the Practical Insertion Platform and the Clinical Insertion Platform are well-equipped, according to the existing standards and have a video surveillance system. All specialised clinics have got unique equipment, and this equipment is continuously improved. (http://univapollonia.ro/platforma-de-instruire-practica/), (http://univapollonia.ro/platforma-de-instruire-preclinica/), (http://univapollonia.ro/platforma-de- instruire-clinica/), (Annex 8.14) Practice in medical clinics is performed by means of collaboration contracts with state and private Clinical Hospitals. Students benefit from the hospitals’ lecture rooms. (Annex 8.5) Besides these, there is also a computer science and multimedia laboratory, with 20 computers, an interactive board, etc. (Annex 8.3) – 2015-2016 academic year, (Annex 9.22) – 2016-2017 academic year. Summarizing information pertaining to equipment one can state that in the 2015-2016 academic year, the University has got 150 computers, according to the inventory lists, 102 computers being at the disposal of the students. (Annex 8.11) According to the groups of

students and to the schedule of the teaching activities, the total number of hours/computer fulfils the requirements of the 709 students (347 students for the Dental Medicine study program, 58 for the Dental Technology study program, 22 students for the General Nursing study program, 47 students for the Balneophisiokinetotherapy and Recovery study program, 32 for the Communication and Public Relations study program and 23 for the Journalism study program). (Annex 5.1) – 2015-2016 academic year. Summarizing the information related to endowments we can state that in the 2016-2017 academic year, the University has 150 computers, according to the inventory lists, among which 102 computers are at the disposal of the students. In correlation with the groups of students and the timetable for the teaching activites, the availability hours/computer satisfies the requirements of the activities of 602 students (282 students from the Medical Dentistry field of study, 67 students from the Dental Technology field of study, 147 students from General Nursing, 35 students from Balneophysiokinetotherapy and Recovery, 44 students from Communication and Public Relations, 29 from Journalism). (Annex 9.23) – 2016-2017 academic year. Soft purchasing in the university is done on fields and administrative labour directions (secretariat – a computerized database, keeping track of students, teacher-student digital communication framework, through e-mail; accounting – specialised software (WinMentor), human resource – (REVISAL). For the teaching activity, with the purpose of improving the teaching process we purchased, in the practical training platforms, the necessary equipment and software. The medical assistance and research activity in the clinics has been computerized, through the communication between The Dental Radiology Laboratory and the Dental Clinics, by completing the observation sheet on the computer (a soft for the registration and management of the patients), through software for the implantology and orthodontics subjects (a soft to analyse the AUDAXCPH tele-radiography), posturology, software for the therapeutic lasers, software for the gnatological investigations (EMG, KMG, Tscan), software for the ultrasonographic investigations, biodimmensional analysis FONA, soft 3D for clinical imagistic simulation, haptic simulation software, soft BioPac, soft UV-WIN 5.0-spectrofotometrie UV-VIS, soft optika VIEW 7 in order to record images and video for the optic microscopy, soft CAD-CAM etc. For the Faculty of Communication Sciences, in the multimedia laboratory we purchased specialised software in order to edit and process images and sounds.

The students’ on-line platform stores in an electronic format all the information pertaining to the teaching process: marks, observations, rankings both according to the general average and for each subject, allows the sending of messages to teachers and students and offers them the possibility to develop statistical school and activity reports required by the university’s management, the application being accessed by the university’s authorized staff, using a username and password in the platform’s online interface. (http://apollonia.sitscol.ro/) The purpose of this platform is to offer a high quality educational solution, beneficial to both students and teachers.

6.3. The book and journal resource. As a goal of ensuring an adequate study framework both for students and for teachers, in 1990, together with the formation of Apollonia University of Iasi the library was also organized. (Annex 1.15. (14)), (Annex 7.7 (63)), (Annex7.7 (64)) The library of the university is itself one of the university’s research laboratories, offering its users access to the necessary resources and services for a proper teaching process. (http://univapollonia.ro/biblioteca/) The first practical activity of each subject takes place in the library. The students are informed of the library’s resources, the existing bibliographic resource, both in print and online. The library also hosts professional and cultural extracurricular activities dedicated to students. The library is involved, together with the teachers, in establishing the editorial plans, in order to print course-books and lectures at the university’s publishing house. The documentary patrimony includes: lithographed courses, course-books, books, treaties, electronic documents, international database access, as well as other types of documents. The book fund covers the students’ areas of interest: general medicine, dental medicine, communication, mass-media, advertising, public relations, law, sociology, political sciences, general culture, etc. The library’s collections represent and develop as personal sources (purchased directly, donations, sponsorships and exchanges with similar countries from Romania and abroad). The total number of publications up to present was 17161 units, among which 13796 books and 3365 periodicals and the number is continually growing. In order to preserve a consistency related to the improvement of the patrimony, there are 8 subscriptions to Romanian

periodicals and 7 to foreign periodicals. There is also an international inter-library exchange with 4 national and 12 international partners. The optimization of students’ and teachers’ access to the library’s documentary resource takes place by contracting subscriptions with the ANELIS (National Electronic Access to the Scientific Research Literature) databases. The “Apollonia” University of Iasi offers its students and teachers access to the following databases: Science Direct, e-book 33.000; Journal, Springerlink- journals 2900, books 200.000; GALE INFOTRAC CUSTOM JOURNALS 500 sources); EBSCO; Dentistry and Oral Sciences Source (journals and e-books in the field of medical dentistry – 340 sources); Communication Source (journals in the field of communication and public relations – 1480 sources); eBook Academic Collection (multidisciplinary collection of over 130.000 e-books). We also created The Ebook Platform which contain over 67 titles belonging to the university’s teachers, published by Apollonia publishing house. The databases can be accessed from every computer inside the university. In the Apollonia University’s library there is also The on-line register of books and journals, which currently includes over 5600 titles. The analysis, conservation and elimination of the documents from the library’s patrimony takes place according to the Law of the Libraries no. 334/2002, Order no. 4626/2005 regarding the approval of the recovery methodology for lost, destroyed or deteriorated documents and for taxing the services and not upholding the returning deadline for the borrowed publications, as well as the value calculation of these documents. The university offers the library, according to the existing regulations, a material base which is made up of: storage space, reading room (2 reading rooms = 154,2 m2, 103 seat), with the proper equipment, windows in which the most important books, treaties or dictionaries are placed and electronic equipment (26 computers). (Annex 8.4) In the 2016-2017 academic year, the total number of bibliographic units is 19.743, divided as following: books: 14.928 bibliographic units, periodicals: 4.815 bibliographic units. (Annex 9.41)

B.7. FINANCIAL ACTIVITY “Apollonia” University of Iasi has a financial-accounting office organized at the level of the institution in order to manage the financial side of the teaching and research activity, fiscal code and bank account (Annex 1.5). The economic manager is responsible for the proper financial-accounting functioning of the university and has the duty to perform the strategic decisions taken by the academic authorities and to contribute to the strategic and daily management of the university. “Apollonia” University of Iasi upholds all legal provisions when it comes to hiring qualified staff for the financial-accounting department. Also, the University has its own income and spending budget for the teaching and research activity, investments and staff expenditure (Annex 8.7) In “Apollonia” University of Iasi there is a service contract no. 858/61/27.01.2012 with the audit society AUDIT SERVICES SRL, CAFR member, on the basis of authorization no. 279/05.11.2002. The results of the financial audit together with the annual analysis of the income and expenditure budget have been debated is the university’s senate and were also made public (http://univapollonia.ro/servicii-administrative/rapoarte-audit/), (Annex 8.8), (Annex 8.9). Internal audit reports were discussed in the Senate. For the 2015-2016 academic year the University has its own income and expenditure budget for the teaching and research activity, investments and staff expenditure. (Annex 8.7) In „Apollonia" University also operates an Internal Audit Service led by a person with specialized training which allowed the realization of the internal audit plan. The auditory service developed the university’s internal audit charter and an internal audit report, which was presented and approved in the Senate. (Annex 7.10) For the 2016-2017 academic year the Senate approved the The guide for good internal audit procedures (Annex 7.10). For the 2016-2017 academic year, the University has its own income and expense budget for the teaching, research, investment and staff expenditure. (Annex 9.26). The results of the internal and external financial audit have been debated in the Senate of the University and the audit service developed an internal audit report which was presented and approved in the Senate. (Annex 9.27).

B.8. STUDENTS The management is constantly preoccupied to ensure proper study conditions, a friendly atmosphere which should reflect the students’ satisfaction degree, 77% of them having a positive appreciation of the learning environment offered by the university. Therefore, the university’s Analysis and Organizational Diagnosis Office performs an annual survey which is presented and debated in the Senate. (Annex 7.18) “Apollonia” University of Iasi developed a partnership relationship with the students who are viewed as an important human resource in the academic development of the institution. The quality of being a student at the university offers both rights and obligations stipulated in the Students’ code of rights and obligations. They have access to the university’s resources during their study program and, on request, outside the study program, if they want to improve on a certain direction. Students actively participate in the managerial act through their representatives who were chosen in the management structures of the university (Senate, Senate Office, Board of Directors), of the faculties (The Faculty’s Council) and of the departments (The department’s council) and their number represents at least 25% from the total members. Students are active partners in the development of the budget and its achievement, in analysing the university’s strategy, curriculum, state of functions and in organizing various exams. Also, students have the right and the obligation to delegate representatives in all the commissions and functional departments of the university and they are involved in all the major decisions on every level. The students’ professional route takes place according to their own decision, the study programs include the option and responsibility of the students in choosing the way in which they prepare for the subjects. The students’ opinion, either individual or expressed by their representatives is one means of self-control, assessment and improvement for the activity of the university. The special relationship that teachers have with students supports the idea of a true partnership between them and the university. There are various levels and actions through which the university’s staff is in permanent contact and knows the educational requirements of the students (formal and informal). There are guiding teachers and individual tutors and each student has the possibility of being guided in his choices by a teacher. For each year there is a person in charge, a teacher, who analyses the activity of that group of students and the way in which they

are involved in the academic life of the university. The university’s management keeps a permanent contact with the students and knows their needs. Any student can talk to the management within the office hours or outside the office hours if the matter is important or urgent. Also, from time to time, there are visits in laboratories, at seminars or lectures, and these are also opportunities when students can express their points of view. Besides the teachers and individual tutors, there is also a peer student tutoring. (Annex 5.4) – for the 2015-2016 academic year, (Annex 9.20) – 2016-2017 academic year. Our students benefit from the services of the Career Counselling and Orientation Office, which guides them about their professional path. Also, our students benefit from the services of a Psychological and Haptic Simulation Ward, where thery receive counselling. Here, the students from the Faculty of Medical Dentistry test their individual work abilities – their dexterity. The Students’ Association (http://univapollonia.ro/asociatia-studentilor-din-universitatea- apollonia-din-iasi/) involves students in informal education strategies, in personal development activities, actively participating in the community integration of the future specialists. The dynamic activity of the Association is supported by the university and allows the development of an involved and formative student life, in the spirit of social responsibility. The activity with students after graduation extends within the organization ALUMNI.

8.1. Entrance Examination “Apollonia” University of Iasi adapts a personal methodology of selecting the students, which upholds all the provisions of the Order on the general criteria of organizing and development of the admission in the undergraduate studies. Enrolments to the admission exam are done on the basis of the Baccalaureate diploma, as stipulated in the admission regulation. Annex 1.15. (6)) According to the own methodology admission takes place on the basis of an exam, and the final average is comprised of 25% the Baccalaureate average and 75% the entrance exam grade. Also, there are procedures regarding the admission process. (Anexa 7.7 (21)), (Anexa 7.7 (22)), (Anexa 7.7 (23)), (Anexa 7.7 (24)), (Anexa 7.7 (25)), (Anexa 7.7 (26)) The university applies a transparent politics when it comes to student recruiting and admission, which is publically announced 6 month prior to the exam, through advertising in the local and national media, on Apollonia TV (www.apolloniatv.ro) and on Apollonia radio

Students who are admitted complete two contracts: The fee study contract (Annex 5.2) and an annual study contract. (Annex 5.3)

School activity and groups “Apollonia” University of Iasi upholds the tuition figure proposed by the Ministry of Education, both for the 2014-2015 academic year and for the 2015-2016 academic year according to G.D. 580/2014, (Annex 1.13) and G.D. 575/2015. The teaching activity is conducted in accordance with internal regulations and legal provisions. Each study program has allocated a total of 60 credits per year, the credits for optional subjects are considered to be additional credits. Results of examinations held by students are listed in school register, signed by tenured teacher and peer assistance, which are taken in a centralizer and from this in the Matriculation Register. The transition from one year to another is done only if the student has at least 40 credits and a score for stimulating the professional performance that is calculated by multiplying the credit with the grade (Anexa 1.15.1), (Anexa 7.7 (41)), (Anexa 7.7 (90)). During the teaching activities the focus is on the fulfillment of the practical and theoretical scales that lead to cognitive and practical skills acquisition. In the Faculty of Dentistry as a result of special efforts were purchased simulators that allow individualized clinical simulation. Also, all students study programs Dentistry and Dental Technology are tested from in terms of dexterity after admission and during their studies, focusing on educating the dexterity and maintaining it throughout professional path. The practical activity is monitored and recorded in teaching assistant notebook, a personal and standardized work tool, which aims at the fulfilment of the summative practical norms (Anexa 4.14), (Anexa 4.15), (Anexa 7.7 (90)). The Diploma Supplement is realized on the basis of Matriculation Register. The diplomas are accompanied by the Diploma Supplement. There is a register based on which diplomas and diploma supplement are issued, which contains all the elements provided in the regulations.

8.3. The Bachelor degree exams In September 2015 at The faculty of Dental Medicine, organized the bachelor degree exam for the following study programs: Dental Medicine: from 49 enrolled students, 49 students have passed the exam; Dental Technology: from 51 enrolled students, 51 students have passed the exam; Balneophisizokinetotherapy and Recovery: from 15 enrolled students, 15 students have passed the exam, which means a promotion percentage of 100 %. The Bachelors exam in Apollonia University includes a theoretical test, a practical test that consists in presenting the practical portfolio comprising of fulfilled norms according to the

subject’s skills as well as the yearly and final skills, being followed by the Bachelors thesis defence (Annex 4.15). In order to successfully perform the bachelor degree examination at “Apollonia” University of Iasi, there is a a methodology for organizing and developing the exam (Annex 1.15.7), as well as some associated procedures (Anexa 7.7 (28), Anexa 7.7 (29), Anexa 7.7 (30), Anexa 7.7 (31), Anexa 7.7 (32), Anexa 7.7 (33)). The students at the study programs belonging to The Faculty of Communication Sciences, up to their accreditation, have taken the bachelor degree exam at other universities with similar accredited study programs. Therefore, for the year of 2015, for the Communication and Public Relations study program, the graduation percentage for the September bachelor degree exam was 100%. The bachelor degree exam took place at the Danubius University of Galati. For the Journalism study program, 4 students enrolled for the July 2015 bachelor degree exam. They were all present and passed the exam. The bachelor degree exam took place at the Danubius University of Galati. In September 2016, for The Faculty of Medical Dentistry the bachelor degree exams took place for the fallowing faculties: Medical Dentistry: 59 enrolled students and 59 promoted students; Dental Technology: 20 enrolled students and 20 promoted students; Balneophysiokinetotherapy and Recovery: 29 enrolled students and 29 promoted students; General Nursing: 97 enrolled students and 97 promoted students, which means a graduation rate of 100%. The Bachellor degree examination at “Apollonia” University of Iasi is comprised of a theoretical test and a practical test which refers to the presentation of the practice portfolio with the standards according to the skills, and another test related to the presentation of the bachelor degree thesis. For the Faculty of Communication Sciences, the 2016 graduates, for the Communication and Public Relations field of study, the graduation percentage of the July bachelor degree exam was 100%.

B.9. RESEARCH ACTIVITY The research activity of “Apollonia” University of Iasi takes place according to the university’s research strategy (Annex 6.1), adapted to the evolution of the scientific research at the national and international level, to a plan of scientific research (Annex 6.2), (Annex 9.29) and according to the Strategic Plan of the University (Annex 7.3). Also, research in the university, at the faculty level is guided according to the annual research plans of the two faculties which always include new and concentrated topics, in order to avoid the dispersion of forces and means. (Annex 6.2) – 2015-2016 academic year, (Annex 9.29) – 2016-2017 academic year. In order to make the research activity more efficient, in the university there are various research projects financed on current national and international topics. In the 2014-2015 academic year, a number of 27 research projects have taken place, in the 2015-2016 academic year 35 research projects have been approved and in the 2016-2017 academic year a new research project competition was opened. In 2015 12 national and international projects have been developed. Researchers and teachers from the university submitted, in December 2014, a number of 3 projects within the competition entitled Research projects to stimulate the forming of independent research teams. (Annex 9.30) These results must be correlated with the small number of teachers from our university. The journals published by “Apollonia” University of Iasi: International Journal of Medical Dentistry, B+ scientific journal according to CNCS (http://www.ijmd.ro/) and International Journal of Communication Research (http://www.ijcr.eu/), both included in international databases (ISI Indexing, Global Impact Factor, DOAJ, EBSCO) represent not only a means of using the results of the own research by publishing scientific papers developed by teachers and researchers from the university, but also a way to preserve the relationship with other groups of researchers from Romania and abroad, who publish in these journals. One of the main priorities of the university’s management is to continue the assessment process in order to index the IJMD journal in the ISI Thompson database. At the sam time, we also began the process of indexing the IJCR journal in the ISI Thompson database. The improvement of the quality of the published materials in the university’s journals has been monitored as well as the number of citations, with the purpose of obtaining an impact coefficient. We intensified promotional activities for the IJMD and IJCR journal via Internet, media, by inviting domestic and foreign specialists to publish in these journals, by developing flyers that will be included in the portfolios of different domestic and foreign scientific manifestations, and by attracting some well-known personalities in the board of the journals. The “Academician Ioan Haulica” Research Institute constantly depeloped and, at present, is organized in research departments: Biomaterials, Biological Sciences – laboratory medicine, avian and genomic embryology (which are part of the Preclinical Department), the Medical Sciences (part of the Clinical Department – General Medicine and Dentistry) and the Socio-human Sciences (part of the Communication and Public Relations Department). Therefore, all teachers and researchers from the university conduct specific research and participate with project proposals in national and European competitions. In order to develop research in interdisciplinary fileds, the University management opened for competition researchers positions. Although their employment not been made long ago, results began to appear, original nanoparticles were synthesized, the number of ISI articles incresead. In order to support the research activity constant investments have been achieved, in order to develop the laboratories, ensuring the material base by purchasing new equipment and materials (equipment for biologic and biochemical investigation with relevant kits, reagents, solvents, supplies). The university’s project department permanently informs the research teams on the internal and international competitions which will be launched in the present academic year. Funding sources have been identified for the programs Horizon 2020, Structural funds 2016- 2020, EuroNanoMed, etc. and information sessions have been organized for every department, according to its area of interest.
