PUBLIC AFFAIRS IRELAND NEWSLETTER Your essential weekly guide to legislative, regulatory and public affairs in Ireland Issue 314 May 12 2014 Oireachtas Update This week the Dáil will consider a motion regarding a Committee of Inquiry into certain aspects of the banking crisis and the Housing (Miscellaneous Provisions) Bill 2014. The Seanad will consider the Central Bank Bill 2014. The Public Expenditure and Reform (Sub-Committee) will convene to discuss the Protected Disclosures Bill 2013 on Wednesday and Thursday. On Thursday the Committee on Jobs, Enterprise and Innovation will meet to consider the Competition and Consumer Protection Bill 2014. News Update New CEO and board of governors announced for CRC The Central Remedial Clinic (CRC) has appointed Stephanie Manahan as its new CEO. Ms Manahan will take up her position on 1 June. She is a former chair of the National Association of Occupational Therapists of Ireland and was most recently deputy hospital manager in Connolly Hospital, Dublin. A new board of governors has also been appointed which will be chaired by SmartCentric Technologies CEO Kieran J Timmins. The board members were identified and selected by Boardmatch Ireland on the basis of their skills, expertise and experience. The new board members will receive no remuneration. They are: Carol Ann Casey, managing director of CA Compliance, vice-chairperson; Emer Moriarty Crowley, a senior corporate lawyer, specialising in corporate law and governance; Damien Daly, director of marketing and customer analytics at Bank of Ireland Group; Tom Fleming, director of human resources at Volkswagen Group Ireland; Sean Hickey, head of IT for Boots Contract Manufacturing; Malcolm MacLachlan, professor of global health at Trinity College Dublin and extraordinary professor of rehabilitation at Stellenbosch University, South Africa; Chris McEllhinney, a chartered accountant; Tom Quinn, a qualified barrister who is retired having served as RTÉ Group secretary. Changes to Government Following the resignation of Alan Shatter as Minister for Justice and Equality, the Taoiseach, Enda Kenny TD, appointed Frances Fitzgerald TD as the new Minister for Justice and Equality. Ms Fitzgerald previously held the position of Minister for Children and Youth Affairs. Charlie Flanagan TD was appointed as Minister for Children and Youth Affairs. Mr Flanagan was endorsed as Chairperson of the Fine Gael Parliamentary Party in June 2011 and has previously served as Fine Gael Front Bench Spokesperson on Children and Justice, Equality and Law Reform. The Taoiseach has assumed responsibility for the Department of Defence. Hearings on Garda Oversight The Justice, Defence and Equality Committee will begin a series of hearings in relation to oversight of An Garda Síochána this week. Submissions received on the effectiveness of the Garda Síochána Act 2005 from various organisations, such as the Irish Human Rights Commission, Transparency International, Amnesty, GSOC and the Bar Council of Ireland, will be heard by the Committee.
