Strategic Regeneration Framework for Macclesfield Town Centre Strategic Regeneration Framework for Macclesfield Town Centre Statement of Consultation and Engagement January 2019 1. Introduction 1.1 This Statement of Consultation sets out the details of engagement, publicity and consultation undertaken to prepare the document ‘Strategic Regeneration Framework (SRF) for Macclesfield Town Centre’ to date, and outlines the further consultation stages proposed prior to finalisation and approval of the document. 1.2 The SRF is recognised as a core enabling vehicle for delivering successful regeneration. In summary, the framework will establish a vision, core principles and key objectives within which regeneration efforts can respond strategically. It facilitates the development of long term area based plans that enable all stakeholders to understand the sequencing of investment decisions. Importantly, an SRF provides a credible and powerful platform for the Council to articulate and exercise its community leadership function in securing and delivering investment, jobs and economic growth. In tandem, it gives all local communities and stakeholders a focus for meaningful engagement in shaping the future of their town. 2. Background 2.1 In 2017 a draft 5 year plan for regeneration activity in Macclesfield Town Centre was produced and subjected to a public consultation. Partly in response to feedback from that consultation and partly in response to the news of a potential HS2 service to Macclesfield, the decision was taken to halt the 5 year plan and develop instead a longer term vision, strategy and route map forward for regeneration activity in the town centre. 2.2 In October 2018 a team of consultants headed up by Cushman and Wakefield were appointed to take forward this piece of work. The team were asked to take on board all representations submitted in response to the consultation on the draft 5 year plan to ensure the views of stakeholders were the starting point for the SRF. 3. Stakeholder engagement on SRF to date 3.1 An explanation of the objectives of the SRF and the planned work programme for its production was included on the regeneration pages of the Council’s website from the 1 appointment of the consultant team to the completion of work. That brief explanation is set out at Appendix A. 3.2 Following an initial inception meeting with the CEC Regeneration Team, the consultant team ran two workshops (6th November 2018 and 4th December 2018) with a selection of local stakeholders from a variety of sectors, assisted by a representative from the Institute of Place Management to gain a snap shot of local views to aid them in formulating an initial draft of the SRF. 3.3 Following this the initial draft and emerging ideas were presented to local elected Members including Town Councillors and representatives from surrounding Parishes on the 12th December 2018 and on 18th December to a selection of local stakeholder groups to seek their comments before production of the Strategic Regeneration Framework Consultation Draft (Appendix B). 4. Consultation 4.1 Following approval of the draft SRF for public consultation, a full circa 4 week public consultation exercise will be carried out. That exercise is planned to be run as follows: 4.2 An online survey will be made available on the CEC website with links from the Home page, the Regeneration page and the Consultation page. 4.3 A drop in session will be held attended by both a CEC officer and the consultant team to allow members of the public to seek clarification on any aspects of the draft SRF. 4.4 The following actions are planned to publicise the consultation: Media release and a copy of the draft SRF sent to the organisations in the list at Appendix C including local press (Macclesfield Express, Cheshire Independent etc.), local radio station Silk FM, Place North West, and Town and Parish Councils. Posters erected at sites around the town centre including: Macclesfield Library, Macclesfield Customer Centre, Grosvenor Centre, Macclesfield Visitor Information Centre, Macclesfield Leisure Centre, on lampposts in key streets within the town centre. Information banners erected in Macclesfield Grosvenor Centre Local organisations asked to raise awareness via their communication channels e.g. websites, social media, notice boards etc. Email to members of the Cheshire East Digital Influence Panel in surrounding wards. 4.5 During the consultation period copies of the draft document will be made available to view in hard copy at both Macclesfield Library and the Customer Service Centre, Town Hall Macclesfield. 5.     Appendix 4 Detailed proposals for each Ward – organised by Local Area Partnership (LAP) Proposed Wards within the Knutsford Local Area Partnership Knutsford Local Area Partnership (LAP) is situated towards the north-west of Cheshire East, and borders Wilmslow to the north-east, Macclesfield to the south-east and Congleton to the south. The M6 and M56 motorways pass through this LAP. Hourly train services link Knutsford, Plumley and Mobberley to Chester and Manchester, while in the east of this LAP hourly trains link Chelford with Crewe and Manchester. The town of Knutsford was the model for Elizabeth Gaskell's novel Cranford and scenes from the George C. Scott film Patton were filmed in the centre of Knutsford, in front of the old Town Hall. Barclays Bank employs thousands of people in IT and staff support functions at Radbroke Hall, just outside the town of Knutsford. Knutsford is home to numerous sporting teams such as Knutsford Hockey Club, Knutsford Cricket Club, Knutsford Rugby Club and Knutsford Football Club. Attractions include Tatton Park, home of the RHS Flower show, the stately homes Arley Hall, Tabley House and Peover Hall, and the Cuckooland Museum of cuckoo clocks. In detail, the proposals are: Knutsford is a historic, self-contained urban community with established extents and comprises the former County Ward of Knutsford, containing 7 polling districts. The Parish of Knutsford also mirrors the boundary of this proposal. Knutsford Town is surrounded by Green Belt which covers 58% of this proposed division. The proposed ward has excellent communications by road, motorway and rail and is bounded to the north by Tatton Park and to the east by Birkin Brook.

FINAL VERSION: MARCH 2019 Introduction There is widespread, continuing community concern about road and pedestrian safety with respect to the A536 as it passes through Gawsworth and roads such as Dark Lane which intersect with the A536. Highways safety is the responsibility of Cheshire East Council but Gawsworth Parish Council considers that it has a responsibility to represent residents and to liaise with Cheshire East Council, the police and others with the aim of aiding such improvements as are possible to reduce the risk to road users and pedestrians in Gawsworth. The Parish Council can help by contributing our local knowledge and views to the safety improvement plan and to specific projects. We can propose, with the support of the Ward Councillor, minor projects for funding through Area Highways Group funds and some, limited cost complimentary measures might be funded by the Parish Council. We can also promote openness and information sharing, help prioritise and coordinate different options and lobby for safety measures to be undertaken in good time and in line with service commitments. This paper is based on information available to Gawsworth Parish Council. We hope it will act as a basis for productive interactions between Gawsworth Parish Council, Cheshire East Council and adjoining Parish and Town Councils to bring about road safety improvements with respect to the A536 through Gawsworth and adjoining roads, and that these will be undertaken with all reasonable speed.

  • For Those of You Who Don't Know Me. I'm Jane. I'm One of Bills Nieces On
    For those of you who don’t know me. I’m Jane. I’m one of Bills nieces on the Moston side, so if the occasional ‘Uncle Bill’ creeps in, you know where it’s come from. Bill was born on the 22nd of June, 1945, at Old Hall Farm, Lower Withington. The family was a tight knit one; mother and father Ted and Evelyn and two brothers; John who was three years older and Phil who was 8 years younger. They also had a strong extended family of cousins and second cousins. He was always a quiet thinker and after attending the village school in Lower Withington, he passed his 11+ and went on to the King's School in Macclesfield. Bill started his working life by serving an apprenticeship at the Royal Ordnance Factory, Radway Green, and then he went to work at engineering firm, Cowlishaw Walker at Biddulph. During his time at Cowlishaw Walker he formed a lasting friendship with fellow draughtsman John Grieveson. John and Bill had some great holidays in the Lake District, North Wales and on the Llangollen Canal, camping, walking and climbing and taking Bill’s border collie Meg with them. I can remember his pleasure and sense of achievement when he and Meg climbed Ben Nevis together. Bill always had a great affinity with animals, in particular, Tess, an adopted border collie cross. Evenings were spent walking Tess ‘around the triangle’ as Bill use to say; they were a perfect pair and on the same wavelength for 17 years. It was John Grieveson's girlfriend who introduced Bill to his future wife Ruth.
