    Special exposé: Mining in Zimbabwe Cautiously optimistic October 6, 2009 | Country Report | Zimbabwe Objective The purpose of our visit to Zimbabwe was to establish the extent to which the mining sector has recovered and to identify possible entry points for investors. We approached our analysis from a macro and a bottom-up perspective. Our qualitative analysis of the companies we visited is based on information and impressions gained on site. By meeting several stakeholders we were able to develop an understanding of the extent to which the inclusive government is willing to support the industry and implement policy change. The trip also gave us the opportunity to assess the quality of Zimbabwe’s infrastructure – roads, power, water and telecommunications. Early signs of economic recovery STERP (government’s short-term emergency reform programme) has already led to some tangible success with the de facto dollarization of the economy and removal of price controls and surrender requirements. The success of further policy reform depends on the extent to which the government of national unity can come to unanimous decisions. Government sending the right signals At the first Zimbabwean Mining Indaba, high-ranking government officials made a point of addressing pertinent issues concerning investors. In particular the Indigenisation Act and security of tenure were discussed and officials went out of their way to dispel any fears of a scenario similar to the land grabs occurring in the mining sector. The Indigenisation Act is under review and will probably target a broader-based empowerment that would involve mining communities.
