The monthly data from the Zimbabwe Parks and Wildlife Management Authority (ZIMPARKS) for the period January 2010 to December 2016 was used. The time series plot indicated mixed fluctuations in tourist arrivals and exhibited seasonality. The series became stationary after a logarithmic transformation and a seasonal difference. The Akaike Information Criteria (AIC) and the Bayesian Information Criterion was used in selecting the best model and a SARIMA(1,0,1)(1,1,0)12 model fitted well to the data. The residuals of the model confirmed to all tests. Accuracy measures like the mean absolute error (MAE) and the mean absolute percentage error (MAPE) supported the model and an out of sample for the next 24 months (2017 to 2018) were done. From the forecasts, an increase in tourist arrivals was noted. The results imply the need for enough accommodation facilities in and around the recreational centre. (1) Customs dry ports are appointed at the places indicated in the Thirteenth Schedule for the collection of revenue, the report and clearance of goods imported or exported and matters incidental thereto and the general administration of the provisions of the Act. (2) The customs dry ports set up in terms of subsection (1) are also appointed as places where the Commissioner may establish bonded warehouses for the housing of uncleared goods. The bonded warehouses may be operated by persons authorised by the Commissioner in terms of the Act, and may store and also sell the bonded goods to the general public subject to the purchasers of the said goods paying the duty due and payable on the goods. -

Canadian Sanctions and Canadian charities operating in Zimbabwe: Be Very Careful! By Mark Blumberg (January 7, 2009) Canadian charities operating in Zimbabwe need to be extremely careful. It is not the place for a new and inexperienced charity to begin foreign operations. In fact, only Canadian charities with substantial experience in difficult international operations should even consider operating in Zimbabwe. It is one of the most difficult countries to carry out charitable operations by virtue of the very difficult political, security, human rights and economic situation and the resultant Canadian and international sanctions. This article will set out some information on the Zimbabwe Sanctions including the full text of the Act and Regulations governing the sanctions. It is not a bad idea when dealing with difficult legal issues to consult knowledgeable legal advisors. Summary On September 4, 2008, the Special Economic Measures (Zimbabwe) Regulations (SOR/2008-248) (the “Regulations”) came into force pursuant to subsections 4(1) to (3) of the Special Economic Measures Act. The Canadian sanctions against Zimbabwe are targeted sanctions dealing with weapons, technical support for weapons, assets of designated persons, and Zimbabwean aircraft landing in Canada. There is no humanitarian exception to these targeted sanctions. There are tremendous practical difficulties working in Zimbabwe and if a Canadian charity decides to continue operating in Zimbabwe it is important that the Canadian charity and its intermediaries (eg. Agents, contractor, partners) avoid providing any benefits, “directly or indirectly”, to a “designated person”. Canadian charities need to undertake rigorous due diligence and risk management to ensure that a “designated person” does not financially benefit from the program. -

The theme of succession, both of the State Presidency and the leadership of ZANU PF, increasingly bedevils all matters relating to the political stability of Zimbabwe and any form of transition to democracy. The constitutional issues related to the death (or infirmity) of the President have been dealt with in several reports by the Research and Advocacy Unit (RAU). If ZANU PF is to select the nominee to replace Robert Mugabe, as the state constitution presently requires, several problems need to be considered. The ZANU PF nominee ought to be selected in terms of the ZANU PF constitution. -

THE LEGACY Of DUALISM AND DECISION—MAKING: the prospects for local institutional development in "CAMPFIRE". Steve J. Thomas. Abstract 'CAMPFIRE' is Zimbabwe's 'Communal Areas Management Programme for Indigenous Resources'. It seeks to place the management of the wildlife in communal lands into the hands of those communities intimately affected by it. Much of the communal lands is a marginal environment to which the majority of the African population was relocated under divisive legislation introduced by the colonial powers. Parallels are drawn between the colonial and post-colonial periods; the legacy of dualism providing the context within which the prospects for institutional development are discussed. The fugitive nature of the resource suggests the determination of jurisdictional boundaries within which appropriate institutions might function is problematical. Moreover, the 'costs' incurred in 'producing' wildlife must be more than compensated by the benefits accruing from its utilisation. How these benefits are distributed must be decided by 'producer communities' themselves. The success of 'CAMPFIRE' will hinge on the will of central government to decentralise decision-making and control over wildlife resources to local communities, and the willingness and capacity of rural communities to adopt and further this concept of devolution.
