History of the development of the ICD 1. Early history Sir George Knibbs, the eminent Australian statistician, credited François Bossier de Lacroix (1706-1777), better known as Sauvages, with the first attempt to classify diseases systematically (10). Sauvages' comprehensive treatise was published under the title Nosologia methodica. A contemporary of Sauvages was the great methodologist Linnaeus (1707-1778), one of whose treatises was entitled Genera morborum. At the beginning of the 19th century, the classification of disease in most general use was one by William Cullen (1710-1790), of Edinburgh, which was published in 1785 under the title Synopsis nosologiae methodicae. For all practical purposes, however, the statistical study of disease began a century earlier with the work of John Graunt on the London Bills of Mortality. The kind of classification envisaged by this pioneer is exemplified by his attempt to estimate the proportion of liveborn children who died before reaching the age of six years, no records of age at death being available. He took all deaths classed as thrush, convulsions, rickets, teeth and worms, abortives, chrysomes, infants, livergrown, and overlaid and added to them half the deaths classed as smallpox, swinepox, measles, and worms without convulsions. Despite the crudity of this classification his estimate of a 36 % mortality before the age of six years appears from later evidence to have been a good one. While three centuries have contributed something to the scientific accuracy of disease classification, there are many who doubt the usefulness of attempts to compile statistics of disease, or even causes of death, because of the difficulties of classification. -

BACKGROUND A bioterrorism event is defined for the purposes of this annex as the deliberate introduction of pathogenic microorganisms or their products (bacteria, viruses, fungi or toxins) into a community. Potential bioterrorism agents are categorized by the Centers for Disease Control and Prevention (CDC) by category. Category A agents (highest priority) include organisms that pose a risk to national security because they can be easily disseminated or transmitted from person-to-person; result in high mortality rates and have the potential for major public health impact; might cause public panic and social disruption; and require special action for public health preparedness. TOBACCO USE AND HISPANICS Despite reductions in smoking prevalence achieved since the first Surgeon General’s report on the consequences of smoking in 1964, smoking remains the leading cause of preventable death in the United States.1 Smoking accounts for more than 480,000 deaths in the United States each year, and is a major risk factor for the four leading causes of death: heart disease, cancer, chronic obstructive pulmonary disease, and stroke.2 Tobacco Use Among Hispanic Adults According the 2019 National Health Interview Survey (NHIS) of adults ages 18 and over, 8.8 percent of Hispanic adults in the United States are current smokers, compared to 15.5 percent of Whites, 14.9 percent of African, Americans, 20.9 percent of American Indian/Alaska Natives, and 7.2 percent of Asian Americans. Overall, 14.0 percent of U.S. adults are current smokers.3 Current smoking prevalence among Hispanics reflects nearly 46 percent decrease from 2005, when the rate was 16.2 percent. Hispanic smokers also tend to consume fewer cigarettes per day than non-Hispanic white smokers and are less likely to be daily smokers than smokers of all other racial/ethnic groups. 4 However, research also shows that—as with other immigrant groups—smoking behavior trends toward that of non-Hispanic whites as Hispanics acculturate to the United States, particularly for female Hispanics.5 While Hispanic smoking rates are low overall, differences exist within Hispanic subpopulations that are masked when surveys group Hispanics as a single population. For example, according to combined NHIS data from 2009-2013, 21.6 percent of Puerto Ricans, 18.2 percent of Cubans, 13 percent of Mexicans, and 9.2 percent of Central or South Americans are current smokers (the overall smoking prevalence for Hispanics during this time period was 13.5%).6 In addition, smoking rates are significantly higher for U.S.-born Hispanics than for foreign- born Hispanics in the U.S. -
How Schools Can Help Students Stay Tobacco-Free
HOW SCHOOLS CAN HELP STUDENTS STAY TOBACCO-FREE Schools are in a uniquely powerful position to play a major role in reducing the serious problem of smoking and other tobacco use by kids. Children spend almost a third of their waking time in school, or about 135 hours per month; and much of the peer pressure kids feel regarding whether or not to use tobacco occurs in school.1 Nearly 90 percent of adult smokers begin smoking at or before age 18.2 A national survey in 2020 found that 2.2 percent of eighth graders, 3.2 percent of tenth graders, and 7.5 percent of twelfth graders had smoked in the past month.3 Unfortunately, this problem can begin long before high school or even junior high. Though very little data about smoking is regularly collected for kids under 12, the peak years for first trying to smoke appear to be in the sixth and seventh grades (or between the ages of 11 and 13), with a considerable number starting even earlier.4 In 2015, 3.8 percent of eighth grade students reported having had their first cigarette by the end of fifth grade (ages 10 to 11).5 If current trends continue, 5.6 million kids under the age of 18 who are alive today will ultimately die from smoking-related disease.6 Nicotine is a highly addictive drug; and adolescents, who are still going through critical periods of growth and development, are particularly vulnerable to its effects.7 Symptoms of serious addiction, which can lead to years of tobacco use and dependence, can appear within weeks or even days after occasional smoking begins.8 Smoking and other tobacco use causes numerous immediate, sometimes irreversible, health effects and risks that can seriously damage kids’ health well before they leave school or reach adulthood.9 Because of the addictive power of nicotine, about three out of four teen smokers ends up smoking into adulthood, even if they intend to quit after a few years.10 Smoking may also be a “gateway” to illegal drug use. -

Adolescents are the most vulnerable population to initiate tobacco use. It is now well estab- lished that most of the adult users of tobacco start tobacco use in childhood or adolescence. There has been a perceptible fall in smoking in the developed countries after realization of harmful effects of tobac- co. The tobacco companies are now aggressively targeting their advertising strategies in the developing countries like India. Adolescents often get attracted to tobacco products because of such propaganda. There has been a rapid increase in trade and use of smokeless tobacco products in recent years in the coun- try, which is a matter of serious concern to the health planners. It is important to understand various fac- tors that influence and encourage young teenagers to start smoking or to use other tobacco products. The age at first use of tobacco has been reduced considerably. However, law enforcing agencies have also taken some punitive measures in recent years to curtail the use of tobacco products. This paper focuses on vari- ous tobacco products available in India, the extent of their use in adolescents, factors leading to initiation of their use, and the preventive strategies, which could be used to deal with this menace.
