This is to update you on developments in the -formation of the Planetary Congress o-f Space Explorers . On September 7--9, Donn Eisele , Edgar Mitchell , Tom Stafford and I will meet with Cosmonauts Alexei Leonov , Oleg Makarov and Yuri Romanenko at a private chateau near Paris to discuss the final steps in the formation of the Congress . Jean -Loup Chretien , the French payload specialist who flew on one of the Soyuz missions will also be joining us in the meeting . As before , everyone has agreed there will be no publicity about the event . Our purpose is to finalize agreements for the first Congress which we hope to convene next summer . We will discuss issues such as sponsorship and /or affiliation of the organization , where the meeting will bee held , topics for the agenda , project proposals , and press policy . 1' am currently working on the agenda for the weekend meeting . If there are any topics you would like us to address please notify me by phone ? (916 ) 324-3259 at work , or (916 ) 971-3473 at home . Enclosed are copies of some of the communications we have V exchanged with the Soviets over the last several months .

Following the meeting I will be back in touch to advise you of the outcome . It is the current intention to advise all eligible people of the Congress , the schedule , etc . I hope that you will be able to join us at the first Congress .
