1 Introduction Named after a renowned philosopher- thinker, poet, sage and yogi, Vemana, Yogi Vemana University, established in the year 2006, by an Act of A.P state legislature is a blessing and boon for the students and researchers of the backward Rayalseema region in general and Y.S. R district in particular. The erstwhile Sri Venkateswara University Post Graduate Centre was elevated to a University with a humble and noble intention of providing a more conducive environment to impart value-based education and promote quality research and service. The University is committed to nurture and uphold healthy academic standards which contribute to the social, intellectual and moral development.

The University is situated about 15 kms away from the historic Kadapa City on the Kadapa – road amidst serene surroundings and has a sprawling campus of about 700 acres. With a humble beginning, the University made rapid strides towards overall development and has sufficient infrastructural facilities such as buildings with academic ambience, library, modern science and research laboratories equipped with sophisticated instruments, Super Computer facility, ISRO- Geosphere Biosphere Network Research Center, Agri-Science Park, spacious hostels, gym, day-care centre, Botanical Garden and a vast playground. Besides, a building complex was added for the purpose of conducting training short term vocational and job-oriented courses on a continuous basis. At present the University has on its rolls 112 faculty members and about 415 non-teaching staff. The young faculty has rich research experience in India and abroad besides teaching. Presently about 1800 students are pursuing postgraduate and research programmes. Majority of the science faculty have obtained research projects from central funding agencies such as DST/CSIR/DBT/MNRE/ ISRO/UGC/MoEF/BRNS/APCOST and considerable number of projects are under progress. The University was accorded 2 (f) recognition in 2007 and 12 (B) status in 2011 by the University Grants Commission, New Delhi. Yogi Vemana University, Kadapa has accredited by NAAC with B+ grade in the year 2016. University also bagged 92 Rank in NIRF-2016. University received Rs.8.0 crores grant during 12th Five-year Plan from UGC, New Delhi. University also received Rs.20.0 crores towards development of Infrastructural and Research facilities in the campus. Presently it is an affiliating University with about 170 Postgraduate, Degree, Law, B.Ed. and Physical Education colleges under its jurisdiction. In the recent past, the University-initiated steps to launch women’s cell, equal opportunities cell, a Day Care Center and coaching programmes for SC/ST/OBC/minority students preparing for competitive examinations. The C.P Brown Library, now elevated to the status of languages Research Center of the University, located in Kadapa town, has rare books, ancient documents and monographs and efforts are made to preserve and protect ancient literature. In tune with the contemporary societal, scientific and technological needs the University with 27 departments is offering conventional and inter-disciplinary courses in basic and applied sciences, humanities, social sciences and management. The University launched two five year M.Sc integrated courses, namely Earth Sciences and Biotechnology & Bio-Informatics in 2007. The University also started research programmes leading to Ph.D. degree in the year 2010 and currently about 170 research scholars are pursuing research in 27 different Departments. To give a fillip to engineering education, the University in the year 2008 started YSR Engineering College in Proddutur, a major town in Y.S.R district and an industrial hub. Currently it is offering graduate courses in Engineering disciplines of Civil, Mechanical, Electrical & Electronics, Electronics & Communication, Computer Science and Metallurgy & Materials Technology, and about 850 students are on the rolls.

The purpose of this document is to invite a suitable service provider for the Design, development, and maintenance of the Institute's website. The website shall serve as a powerful communication tool in reaching the potential users.

1.1 Existing Web Site The existing website of YVU can be viewed at www.yogivemanauniversity.ac.in. The existing website provides basic information about the Institute through various sections/ web pages/ images. The site provides information on history and background about the Institute and also presents up to date information on the administrative and academic structure, courses being offered, details about the faculty, forms, results, research careers/ jobs, tenders, notices etc. The site provides information about the facilities and infrastructure, press releases, and has an intranet section meant for use by restricted members of students, faculty, and staff of the Institute.

1.2 Vision of the Web Portal YVU plans to have a dynamic state-of-the-art web portal which would truly reflect our proposed vision, be a lively platform and add to the Institutes vibrant academic environment and campus life. More details are given in Section 4 of this document. To meet this objective, YVU invites firms having expertise in the design, development, and maintenance of website as Service Providers (SP).

1.3 Tender document Sealed tenders (under two bid system) are invited from registered firms in India and having experience of designing, developing and maintenance of websites for reputed academic institutions. The tender document containing the terms and conditions can be downloaded from www.yogivemanauniversity.ac.in. Bidders downloading the tender document from the website are requested to notify “The Registrar - Yogi Vemana University (YVU), Kadapa, Andhra Pradesh” (or) by e-mail at: [email protected] that any amendments/ changes in the tender document can be informed to all prospective Bidders.

The Financial bid should be in a sealed cover inside the main cover. 2.1 Envelope – 1 (Super scribed as “Technical Bid”) The Technical Proposal should detail the technical specifications of the proposed solution, compliance to the specifications of various modules detailed in the tender, implementation plan, post implementation warranty and support plan along with the Checklist for Technical Bid Supporting documents such as firm’s registration certificates (Income tax PAN no., GST certificate etc.), bidders profile. Any other relevant paper which a bidder feels necessary along with the Terms and Conditions duly signed and accepted by the Bidder. (Performa in Annexure – I enclosed) 2.2 Envelope – 2 (Super scribed as “Financial Bid”) The Financial bid should give detailed breakup of price of various modules and associated price of implementation using the Performa in Annexure – II (enclosed).

YVU will not be liable for any cost incurred by the respondents in preparing responses to this tender or negotiations associated with award of a contract.

2.3 Deadline for Applications: Any application received after the last date and time for submission for the same, i.e., 10/12/2020 at 3.00 pm shall not be accepted. Applications received after the last date shall be summarily rejected and returned unopened.

The Institute will respond in writing by fax/e-mail to any request for clarification of the Tender Documents, which it receives not later than 7 days prior to the deadline for the submission of bids prescribed by the Yogi Vemana University (YVU), Kadapa.

Written copies of the response (including an explanation of the query but without identifying the source of inquiry) will be sent to all prospective Bidders, which have received the Tender Documents.

4 Functional and technical specifications Proposal for Redesign, Development, Hosting and Maintenance of Integrated Website and Mobile Application

4.1 Present Web Site The existing website of the Institute can be accessed/ viewed at www.yogivemanauniversity.ac.in. The existing website presents information through various sections/ web pages and sub menus.

4.2 Vision of Design for the Web Portal The Institute plans to have a dynamic state-of-the-art web portal which would actually-reflect various functions, activities, profile and add to the Institutes vibrant academic environment and campus life. This means the proposed website shall have a working blend of Web 2.0/3.0 technologies and eye-catching presentation of information. The proposed site shall blend up-to-date information, current data & information that can go lively. The purpose is also having an improved look & feel with latest design features & elements, that an international institution be able to capture. The website should be elegant and uncluttered in look, and user friendly in its layout design and content. 4.3 Users For all, the Institute related information needs, the envisaged portal will be used by the students, researcher, faculty members, affiliated collages (Please refer for affiliated collage users at https://yvucdc.in), and administrative staff for their day-to-day activities. It will also be used by prospective students and employees, visitors, partner institutes and academic institutions, other government departments and agencies, and the general public in India and abroad.

5 Scope of work Yogi Vemana University, Kadapa is planning to launch a new WEBSITE with the following features for the wide visibility and to generate the reports as per the APSCHE, Higher Education, UGC requirements. For the above purpose, the some of the new applications / sub-portals needs to be designed and developed in a secured manner and should be integrated with the new Yogi Vemana University, Kadapa WEBSITE.

The scope of the work includes planning the design, development, hosting, maintenance and gathering relevant information, test run, deliver the existing web site in the new form & where needed to the new portal.

It also includes regular maintenance and updating of the website and support for a period of 5 year and extendable of contract will be considered on satisfactory services provided by the firm and by mutual agreement for such further period(s) as may be agreed upon but not exceeding one year at a time up to 6 years. The Institute expects that the portal will be delivered on “turnkey basis” to Yogi Vemana University (YVU), Kadapa.

The details of various sub-components of the website redesign and development are as follows: 5.1 Information Content: The website cum portal will be superset of the existing website www.yogivemanauniversity.ac.in. In addition, the portal should provide appropriate plug-ins to passively/actively integrate the portal with the future proposal and expansions.

5.2.3 Summary The website(s) must be developed using a custom content management system that is able to be easily used and is updated and secured to ensure that the site remains live. The site needs to be fully mobile responsive and provide an intuitive user experience. Any integration switch third party plug-ins or code need to be developed using reputable Plug-ins that do not incur ongoing license or subscription costs.

5.2.5 Content Management System We recommend that the website be developed using the Management System. This will allow for ease of ongoing use, future development be the widest range of developers, ability to access a wide variety of third-party plug-ins for functionality and security. If you have a suggested open source CMS to use, please suggest and outline why you have chosen it in your response.

5.2.6 Website hosting We suggest using a managed hosting. 5.5 University Campus Student Enrolment System (YVU - SEAS) University Campus Student registration / enrolment application. (Student and Admin Modules): Needs to capture complete information of students along with their address and correspondence information. There are around 35-40 data pointes to be collected as per University requirement and An admin report generation and management application also needs to be developed.

5.6 Messaging System (YVU - MS) Communication / Information/Remainder through e-mail, PUSH Notifications and SMS to faculty/ Students: The Communication module should enable the University to send emails and / or SMS messages to faculty or students as and when needed. (The SMS Charges will be taken care by the University).

5.7 Fee Payment System (YVU - FPS) Automation of Fee Payment for the students of Affiliated Colleges using CDC Students Matriculation Portal: The fee needs to be calculated automatically based on the students admitted to the colleges in all the courses / sections which is approved by the CDC. Once the fee is paid online an SMS and

5.8 University Central Admission System (UCAS) – YVU-UCAS  UCAS will be Interface between College Development Council and Controller of Examinations.  All the UG and PG colleges affiliated to Yogi Vemana University, Kadapa shall login with college credentials into CDC Student’s Matriculation portal for the payment of matriculation fee.  The above colleges shall upload students details in the portal and pay fee as explained in section 5.7.  The students list uploaded in CDC Student’s Matriculation portal should be interface with the Controller of Examinations portal which is used for the payment of student’s examination fee.

 The solution must constitute a Multi-Factor Authentication (MFA) to the University central Admission (UCAS) portal and encrypt the data-in-transit with AES-256 or equivalent certified algorithms.

5.9 University College, YSR Engineering College 5.9.1 Goals and Objectives The existing website needs to be redesigned and restructured for a positive user experience. The new website should incorporate all current website content and primary web services. The new website must be scalable so as to handle the addition of new sections, content and features. The new website must appeal to the various audience types.

The new website should support the following goals of visitors

5.11 Components: The project (YVU Mobile Application) will contain:

5.12.4 Admin Panel The agency should provide CMS one stop solution for managing the content of the app. All the app features can be very easily edited and customized any time to fit your requirements.

5.16 Warranty Vender must provide a 60 days warranty period from the day the app is submitted to app store in which Vender fix all the bugs which are with the mentioned project scope any feature addition/removal or other work will be no charges.

5.17 Project Costing & Maintenance Vender needs provide Fixed Cost for the Mobile Application Development and maintenance and the selected Vender must provide maintenance for five years.

6 Technical specifications of YVU Web Poral a) Compatibility: The website design must be cross-browser and cross-OS compatible up to the most recent browser / OS versions. Support for three platforms: Desktop/Tablet or Notebook and Mobile form factors will be required. b) The WCMS software shall be able to include plug-ins or modules that can be easily installed to extend the site's functionality. c) WCMS system should support user Groups, allowing the administrator to control how registered users interact with the site. A page on the site can be restricted to one or more groups. d) The WCMS site shall be able to create microsites/web portals within a main site as well. e) Admin section must be protected by username and password with the help of proper security mechanism. At database level password should be stored in encrypted format. After consecutive wrong attempts the password should be sent to administrator through email. f) The Bidder will provide an operational guarantee on the WCMS designed and also provide support for at least 5 year after the launch of our website so that modification can be made by vendor, if University finds that website is not fulfilling our needs or if further improvements are required. All troubleshooting required would be the responsibility of the Bidder.

g) Each link created by admin should specify the title of page and admin should have provision for entering date by which the link may expire. The default shall never expire. h) Dynamic News/Events/Notification Management System: Facility to manage Departmental News/Events/Notification through an administrative control panel. Also, can add Caption to the pictures, facility to search news via a strong search engine, Facility to manage news/event write-up/contents by multiple users from anywhere through browser based administrative module using a WYSIWYG editor i) Dynamic Photo gallery/Video Management System: Facility to manage photo gallery via an administrative control panel, facility to create photo gallery category dynamically. I.e. 6.1 Linkages 1) The website/ portal shall have a direct mailing facility where mails could be sent to different contact persons. 2) The website/ portal should allow for creation of/linking to new websites for different Centres within the Campus etc. 3) The portal should support Web 2.0 (any advanced/ latest) based tools such as RSS feeds, Blogs, Chats, Podcasts & Social media such as U-Tube, LinkedIn, Face book, Twitter etc. 4) The website should incorporate necessary security features against hacking and defacement. 5) The website should have a portal to manage the e-resources, e-journals and e-books subscribed by the institute. 6) The portal should comply fully with the guidelines issued from time to time by the Government of India for the development of the new website.

6.2 User friendly systems 1. The website/ portal shall have features that are disabled-friendly and should allow for features such as enhancement of font size. The web site must be designed with a balance of text and graphics such that each page loads in a seconds or less on the average computer.

2. Site must be compatible with Mozilla Firefox, Google Chrome, Internet Explorer and Netscape Navigator & other web browsers. Web site must not require plug-ins as a default. The technologies to be used for its development and maintenance should be easily available and cost effective. Website must be built in accordance with the latest Web Content Accessibility Guidelines, provided by the W3C.

3. Provide search capabilities using key words or phrasing that will identify content from within the site. The website would also have a search engine with index-based search options.

6.3 Security: The vendor should provide for the following security features: a) Tools for control and monitoring Website security b) Protection against defacement, hacking c) Design should incorporate security features to protect the site from Session Hijacking, Sql injection, Cross scripting, Denial of Service etc.

6.4 Disaster Recovery Plan: A detailed DRP for the Website services should be submitted as a part of the proposal. 6.4.1 Maintenance of the Website and De-bugging: Vendor must do the maintenance of the Website for a period of three year from the date of Commissioning of the website, which will include de-bugging of the website on their own as well as when reported. This maintenance will be considered part of the implementation process. 6.5 Training: Extensive training should be undertaken for ICT team at YVU to handle web content related to WCMS.

6.6 Documentation: Complete documentation on the WCMS web site- User Manual and Technical Manual must be provided (Digital Copy).

6.7 Technology: The website/ portal should be based on MEAN (MongoDB, Express.js, Angular, and Node.js) open- source JavaScript software stack, FLUTTER, jQuery, FIREBASE MySQL, AdobeXD, REST, JSON, CSV, HTML, XML, CSS, JavaScript, GO and Web 2.0 based CMS like WordPress, etc. For any add on features, open source tools (or) educational s/w may be predominately used.

6.7.1 Development Methodology The development methodology should follow an interactive-prototype approach especially in the initial start-up and design phase.

6.7.2 YVU Website and Application Hosting The Service Provider (SP) shall host the website on the cloud services of a reputed third-party providing hosting services in line with the existing provisions. However, it may be ensured that the party is competent enough to safeguard YVU Website/ portal and provide robust security to maintain the site integrity and confidentiality. The other features which YVU would prefer to have in the host ISP are:

6.8 Important guidelines 1. The vendor must share source code of the website with YVU. 2. All material/product and related codes would be property of YVU, and vendor would have no claim over the same in future. 3. All content should be stored and kept confidential and vendor should not reuse/ replicate/ transfer the same to anyone else. 4. The vendor should provide all admin/ user manuals

6.9 Design and layout The website should have an elegant design with suitable white/ blue/pastel background, light colours, a neat, uncluttered look and a user-friendly, easy-to-navigate layout, an ideal design layout that an education friendly resource site. 7 Annual maintenance & management The Scope of Annual Maintenance & Management will cover regular updating of contents in the above modules/ sub-modules, applications & security feature, backups, DR etc. In order to undertake the above, the firm has to engage qualified and experienced resource persons and available as per YVU’s requirements initially for five year and likely to extended up to one more year basis subject to satisfactory performance.

8 Pre-qualification criteria

1) The VENDOR organization must have been in the web design and development business for last 3 years from the date of closing of this tender (relevant documentary proof of previous projects executed/agreement copies pertaining to the last three years work etc. Should be submitted)

2) At least 3 projects of similar size, and functionality must have been successfully carried out. Here size defines the amount of data maintained by the portal. This can be defined as a combination of the following two: a) By the number of webpages indexed by search engines with an extensive web usage b) The number of distinct data items available in the content repository of the CMS

3) At least one of the projects executed must involve the design and deployment of a web portal using a content management system like WordPress. Description of such design project of a Webportal containing the content architecture and the visual layout of the portal should be submitted (A link to the specific web-portals along with a mention of the CMS used in that Webportal and Mobile application technologies should also be submitted as proof).

4) Profile of major client’s projects handled in the past 3 years supported by necessary documentation and links to the web portals should be submitted.

5) Performance report issued by the client in respect of completed works mentioned in sl.no. 3 of vendor eligibility criteria should be attached.

6) The Bidder should be registered in India and should be a 100% subsidiary of the parent company, if applicable. Necessary proof to be attached.

8.1 Number of Bids and their Submission The bidders should submit the bids in two bid system as detailed below: -

8.1.1 Bid I - Technical Bid a) The bidder should go through the scope of work given in the tender document, understand the requirement of YVU and submit their technical bid covering the following details as given in Annexure-I.

b) Description of your Understanding of the Scope of Work, your vision for the project and other relevant information.

c) Justification for the choice of the CMS and the benefits that the CMS brings to YVU in terms of quality of user experience, quality of system administration, the security of the portal and the backward compatibility with the CMS of the current portal

d) Detailed description of the Webportal design using the appropriate CMS.

e) Detailed description of the installation and configuration information of the CMS and their relevance with respect to the functional requirements.

f) Overall implementation process for the YVU website, Project stages, milestones and benchmarks, and process for post-launch support and service

8.1.2 Bid II - Financial Bid The Financial Bid should be submitted in a separate cover as per the proforma given in Annexure- II. The Quoted price should be inclusive of all cost and statutory levies

8.2 Evaluation of Bids Bid evaluation will take place in two stages.

8.2.1 Stage I: Technical Bid Opening of Qualified Vendors The technical bid of vendors who have qualified the Pre-Qualification Bid will be evaluated as per the technical submission made in the technical bid and also based on the technical presentation made to the Tender Committee. The technical submission and technical presentation together are considered for technical bid evaluation. The technical bid will be evaluated for 100 marks and the bidder should score minimum 50 marks out of 100 to qualify the technical bid. The bidders who have scored less than 50 marks will be rejected. The technical bid of bidders who have scored 50 and more alone will be qualified for opening of price bid.

8.2.2 Stage II: Price Bid Price Bid with the lowest quoted amount (L1) will be assigned a financial score of 100 and other bids will be assigned scores that are inversely proportional to their quoted amount

8.3 Selection of vendor and Award of Work The successful VENDOR will be selected based on an assessment of skills, experience, and understanding/analysis of the project scope and cost (QCBS).

The total score, both technical and financial, shall be obtained by weighing the technical and financial scores and adding them up. The calculation for arriving at the total combined score (Technical and Financial score) is given below.

8.4 Deviations: Any deviations in terms of payment terms, delivery period, warranty etc should be mentioned clearly with suitable justification by the vendor in a separate sheet under the heading ‘Deviations’. This sheet should be included in the technical proposal. If no deviations are mentioned, then it will be assumed that the vendor has accepted entirety as mentioned in the tender document and is bound to deliver the same.

9 Evaluation of technical bid and proof of concept a) The applicants may be asked to present 2 or 3 options of design templates (not a final) for the YVU website in presence of Website Committee basis their understanding of the tender document. b) The presentation will be followed by a 10-15-minute discussion. c) The technical bid will be evaluated out of 100 Marks on the basis of 3 criteria:

9.1 Understanding and Compliance with requirements and scalability (maximum 20 Marks) The proposal should address each work area in sufficient detail to demonstrate a clear understanding of the statement of objectives/ work, including operations and maintenance. The bidder should provide evidence of sufficient planning to show that work will be accomplished as required and on schedule, utilizing all available resources. Specifically, the proposal from the bidder will be evaluated on whether it addresses each requirement and goal set forth in the scope of work in the RFP document.

9.2 Design templates and Proof of Concept (POC) (maximum 50 Marks) The design templates presented by the bidder POC should demonstrate compliance with all the mandatory requirements mentioned in the RFP and also demonstrate extra capabilities. During the POC presentation, 1 IT/ Web design expert from the firm should be present to answer technical queries and to demonstrate the capabilities of the firm to deliver the assignment.

9.3 Experience and Ease of Management (maximum 30 Marks) The firm will be expected to provide details their past-experience in specific contracts of this nature/ type/ complexity. They will also be asked to provide information on performance in these contracts, and present testimonials from previous or existing clients. They will be asked to furnish details of key personnel, both supervisory and technical. Resumes of personnel must include education, experience, background, accomplishments, and other pertinent information.

9.4 Earnest Money Deposit (EMD) EMD of Rs. 10,000.00 only should be given by way of demand draft / pay order/ bankers cheque of a Nationalized Bank or Scheduled Bank drawn in favour of the Principal, Regional Institute of Education, payable at Mysuru. Tenders submitted without EMD will not be considered. The EMD of unsuccessful firms will be released after the award of the tender. 10 Copyrights and trademarks The source code, text, design, trademarks, photos and graphics in editable mode, or other artwork furnished in designing of the new website shall be owned by YOGI VEMANA UNIVERSITY (YVU), KADAPA. upon completion of the successful implementation of website by bidder. 11 Payment and delivery terms 1) The work shall be completed in 12 weeks from the date of issue of work order. 2) The successful Bidder/ firm shall make a presentation after first two weeks from issue of work order and thereafter a weekly presentation of completed pages. 3) The firm shall obtain approval of each page by the duly constituted committee during the designing work in progress. 4) TDS shall be recovered as per the rules in force. 5) YVU shall reserve the right to recover any dues payable to the Institute from the EMD or any other dues payable to the successful bidders. 6) Subsequent support of further years not more than 2 year at time after implementation and acceptance shall be rendered as per charges mentioned in the financial bid. 11.1 Payment Terms a) Upon signing the contract : 10% of total project cost agreed mutually b) Upon approval & acceptance : 25% of total project cost of the design c) Website testing at B-version : 25% of total project cost d) Balance upon completion & Launch of Website (Go Live) : 40% of total project cost 12 Force majeure Notwithstanding the provisions of this contract, the bidder/ firm shall not be liable for forfeiture of its EMD or termination for default, if and to the extent that, it’s delay in performance or other failure to perform its obligations under the contract is the result of an event of force majeure. If a force Majeure situation arises, the firm shall promptly notify the YVU in writing of such conditions and the cause thereof. Page 28 of 56

Unless otherwise directed by YOGI VEMANA UNIVERSITY (YVU), KADAPA in writing, the firm shall continue to perform its obligations under the contract as for as is reasonably practical, and shall seek all reasonable alternative means for performance not prevented by the Force Majeure event.

13 Service Level Agreement (SLA):

The aim of this agreement is to provide a basis for close co-operation between YVU and the Successful Bidder, for services to be provided to YVU, thereby ensuring that timely and efficient support services are available to YVU and its end-users. The objectives of this agreement are detailed below in Section 5.2.

This agreement is contingent upon each party knowing and fulfilling their responsibilities and generating an environment conducive to the achievement and maintenance of targeted service levels

13.1 Service Level Definition: Depending on the criticality and severity of calls, service levels are defined as follows:

14 General Terms and Conditions

14.1 YVU’s right to terminate the bid process YVU reserves the right to accept any bid, and to cancel/abort the tender process and reject all bids at any time prior to award of Contract, without thereby incurring any liability to the affected agency or agencies, or any obligation to inform the affected agency of the grounds for YVUs action.

14.2 Obligations of the selected agency The Agency selected for Developing / Designing of Website of YVU shall perform the services and carry out its obligations under the Contract with due diligence and efficiency, in accordance with generally accepted techniques and practices used in the industry and with professional website development standards recognized by national / international professional bodies. The Agency shall always act, in respect of any matter relating to this Contract, as faithful advisors to YVU and shall, at all times, support and safeguard YVU legitimate interests in any dealings with third parties.

14.3 Penalties Performance of Services shall be made by the selected Agency in accordance with the time schedule specified by YVU in its work order assignment. An un-excused delay by the selected agency in the performance of its obligations under the contract shall render the selected agency liable for a deduction at the rate of 0.5% of the total amount of contract per week of delay subject to a maximum of 5% of the value of the contract which will be recovered from the pending bills. A Committee would be set up by the YVU to assess the quality of the website created. YVU may order the agency to conduct re-designing of the database or the webpages at the Agency’s cost, if the feedback obtained from Committee is not satisfactory.

14.4 Outsourcing of Developing / Designing of Website of YVU The selected agency shall not outsource the Developing / Designing of Website assignment to any other agency except their direct franchisees under any circumstances. The agency has to declare their franchisees / consortium partners, if any, along with their registered business names, modules they will undertake, and the infrastructure provided by them. YVU will not accept such proposal other than the authorized franchisees declared at the time of submission of the Tender. The agency should also declare the consortium partners for customization of web-based system application at the time of submission of the Tender.

14.5 Replacement of Staff In the event of the staff proposed along with this bid are not available at a later date due to reasons beyond the control of the agency, the agency shall ensure that the staff chosen for replacement shall be of similar experience proposed in this bid. In the event of the agency utilizing the services of unskilled staff, YVU reserves the right to suspend payments for such developing / Redesigning of Website work.

14.6 Indemnity The selected agency shall indemnify the YVU against all claims of loss of data, loss of documents or damages to the files arising from the handling / updating by the agency.

14.7 Special Terms & Conditions a) The bidders are required to quote their lowest rates for Developing / Designing of Website of YVU. The rates so quoted should be all inclusive (cost of hardware/software/manpower etc.).

b) The bidders qualifying the eligibility criteria will be required to give a live demonstration of the work. If the bidder is already doing the Developing/Redesigning of Website work in any Government department or in any reputed private firm, name, address and telephone number of the same may be mentioned.

c) The successful bidder shall compile and make an instruction manual for Developing / Redesigning of Website of YVU and the same shall be provided to the YVU for use of its staff for carrying out the use, administration, updating, information etc.

d) The bidder shall have to arrange its own staff. The YVU would neither bear any expenses nor accept responsibility for the same and there would be no relationship between the YVU and the staff of the bidder in any manner. The YVU reserves the right to deny entry to any staff member of the bidder, if so deemed appropriate by it.

Page 31 of 56 e) The successful bidder shall not depute any such person in YVU who is party to litigation against YVU. No person engaged by the bidder shall claim any right of employment – contractual or otherwise -with the YVU. The YVU will not be answerable for the terms and conditions of employment of the staff engaged by the bidder. The bidder will ensure that the staff engaged is disciplined and maintains full decorum at the YVU. f) The YVU will provide the documents, pictures etc. as required to be placed on the website, to the authorized representative of the bidder on day to day basis under proper receipt. It will be responsibility of the bidder to return the documents to YVU staff under acknowledgment in the same shape and condition in which it was taken. The bidder will ensure that the documents/files handed over to it are kept in proper condition and no document is soiled/lost/misplaced/damaged or altered. g) The bidder after successfully storing the website created on its own computer shall transfer the same on the computer/ server to be provided by the YVU along with the documentation, technical and user manual. However, the Bidder shall be fully responsible for the proper functioning of the website for a minimum period of three years after completion of his work. h) Complete secrecy and confidentiality is required to be maintained by the bidder and his employees. The bidder must customize the system application and supply to YVU along with the source code. The bidder must develop / customize the system software application specific to YVU needs. The YVU will have copyright on the product, format, concept layout and design. The YVU will have exclusive rights to use it anywhere, in any manner. i) Time is the essence of the contract and the Bidder shall adhere to the time schedule and deadline as prescribed by the YVU for execution of the work. On the completion of the work, the bidder shall hand over the database to this University which shall become the property of YVU for all intents and purposes. j) Licensed copy of the application software and database design as may be developed by the bidder or its employees for and during execution of the work shall vest in YVU and the bidder shall execute necessary documents for the same and also get an assignment from its employees, in favour of YVU. k) The database created by the bidder shall be retrievable by the user. Necessary training for the retrieval of the database, storing, organizing and retrieval is to be imparted to the staff of the University. l) The YVU, in its discretion, reserves the right to reject or accept any or all the tenders partly or completely at any time without assigning any reason thereof. m) The bidders should allocate single point of contact who can provide support during the development and implementation stage. For an identified number of months/year, the firm shall depute a dedicated resource within YVU for up-gradation, maintenance and development of the website. n) The bidders shall not utilize or publicize or disclose or part with any statistic, data or information collected with assignment/ contract without the express written consent of YOGI VEMANA UNIVERSITY (YVU), KADAPA. o) The tenderer’s rate should remain valid for a period of 3 months from the date of opening of tenders p) Priority will be given to those tenderers’ who qualifies the Technical requirements.
