Scenario Descriptions

1805 Introductory Scenario (solo, or two players; requires only basic set) attacks Austria in 1805, culminating in the Battle of Austerlitz in which he decisively defeated Austria and Russia. The French can follow the (historical), attack through Bohemia, or come from Italy. Will Austria fall back to join the slow Russians and risk losing most of its production, or stay forward and risk losing most of its army?

1805-1807 Campaign Game (requires only basic set) France must be prepared to take on three opponents at once (Russia, Austria and Prussia), plus a fourth one (Britain) that finances the others. Napoleon must nimbly defeat each one at a time, or risk facing them all together. 2 - France, All other nations 3 - France, Austria/Britain, Russia/Prussia 4 - France, Britain/Russia, Austria, Prussia 5 - France, Britain, Russia, Austria, Prussia

1809 Scenario (requires only basic set) Austria has completed Army Reform, increased the size of its army and is ready to take on Napoleon again -- but without Prussia or Russia to help. 2 - France and Russia, All other nations 3 - France, Britain/Austria, Russia (only recommended if the optional rule for full Russian participation is included)

1811-1814 Scenario – Zenith and Nadir (requires all games in set) France is victorious everywhere but Spain - and that is encouraging Russia to resist once again. 1813-1814 Scenario – German and French Campaigns (requires basic set or add Peninsular War) Following the loss of most of his army, Napoleon must scramble to retain his client states, and

3 rebuild his army. Can he hold the now-united Coalition off long enough to achieve the impossible yet again?

1815 Scenario (requires basic set and Peninsular War set) Can Napoleon retake France and return it to glory? Or will he face another Waterloo? 2 - France, All other nations

1807/1809-1814 Peninsular War Scenarios (requires basic set plus Peninsular War set) A long scenario, starting in either 1807 or 1809, with a small number of units, the players will have to face the limitations of a small war in a poor nation with terrible terrain for campaigning and a long sea coast that favors Britain's best asset - the Royal Navy. 2 - France, Britain & allies

1805-1815 Campaign Game (requires basic game and all expansions) The entire French Napoleonic Wars, from 1805 to 1815. Up to 396 operation turns and 66 Strategic Turns. Expect to play for 130 hours or so. That's about 32 weeks if you play 4 hours once a week. Playtests averaged about 4 months. 2 - France, All other nations (the Coalition) 3 - France, Russia, Britain/Prussia/Austria. 1805 Introductory Scenario - The War of the Third Coalition (France vs Austria, Russia, and Britain) July-Aug Operational Turn 6 – end of Nov-Dec 1805

BACKGROUND Napoleon made himself King of Italy in 1805, which contributed to Austria’s decision to declare war on France, as Italy had long been in Austria’s sphere of influence. Austria had also dominated the , which meant control over Bavaria, Wurttemberg and much of the rest of western Germany. However, the presence of a strong France had disrupted that as well. Austria had had enough and moved against Bavaria with the goal of taking and holding the fortress of Ulm until the Russians arrived. Then, a joint assault on France would ensue. Napoleon wasn’t about to wait for that, however. France starts at war with Britain and Russia.

Jan-Feb 1806 or Austrian defeat, whichever comes last - count the marshals in play, withdraw them from the map, except for Napoleon and one other marshal of his choice. He then selects a like number at random from those who were just removed or are in the Mobilization Box (that is, are eligible to be in play). The French player may reject one with a "2" loyalty and draw a replacement. The French player should end with the same number of marshals as he removed. He then places them with any French stack. All marshals are available for mobilization except: Bessieres, Moncey, Jourdan, Lefebvre, Oudinot, Macdonald, Victor, Suchet, Grouchy, Poniatowski, Eugene, Rapp, Vandamme, Reynier

Coalition Any nation at war with France is a member of the Coalition. Russia and Britain start the scenario at war with France, and are the only Coalition members at the beginning.

Austrians Austria is not at war at the start. The earliest it may declare war is the Strategic Turn of Sep/Oct. Due to existing treaties, Austria may not leave the territories of the Austrian Empire or intimidate any client states until Sep/Oct 1805 Strategic Turn. Austria is fully mobilized. Army Reform has not occurred. Morale at Start = 4 (the annual option to raise National Morale by one has already been used) Balance =45 production Production = 18 (16 from Austrian cities plus 2 from Venice)

Maintenance at Start = 8 (8 leaders) Austrian Set Up and Movement Restrictions. The largest Austrian stack on or north of an East- West line drawn through Bern (Helvetian Republic) must be led by Mack until Vienna is lost or Mack suffers a combat defeat of any size. The Austrian player is given more flexibility in this scenario version by allowing Charles to move north of this line immediately. (Optional Rule: Players wanting a more historical limitation should keep Charles and his forces south of the East-West line, except for one corps (5 factors) which may move north at any time. The remainder of Charles' force may move north if Mack is defeated. Alternatively, for a non- historical exploration of Austrian capabilities, allow the Austrians a free set-up, with no more than 12 Infantry in each of two hexes, and no more than 4 Infantry in any other hex. Replace Mack with Ferdinand in the set-up.) Mack is Defeated. If Mack is defeated, or if France captures Vienna, he is removed from the game and replaced by Ferdinand, who is an Army Commander. Russians Russia is at war with France at beginning of scenario and may receive foreign aid from Britain during the first and subsequent strategic turns, if it remains at war. Russia may not enter Austria or Prussia unless that nation is at war with France. If either (or both) is at war with France, then Russia is allied with them. Russia has other forces mobilized elsewhere off the map, and therefore has no additional forces available for mobilization at start. Russian units may trace a line of communications to a depot that is on the eastern edge of the map (this depot is presumed to connect with others leading to a Russian production city). Russian replacements appear on any eastern edge hex in Russia.

Kutusov is the Russian National Military Leader. Special Rule for Russian Retreats. Russian units that are forced to retreat off the map may not return to play. Britain At war with France. Up to 20% of Britain's production balance may be supplied to any other major power nation or nations, but only if the recipient is currently at war with France.

At Start: Morale at Start = 4 (the annual option to raise National Morale by one has already been used) Army Reform has already occurred. All sea zones have the minimum number of British ships to cause a blockade of French- controlled production cities and to allow Coalition forces to conduct a sea invasion. Production Balance = 19 Production Total = 22 (+2 for Naples if St. Cyr appears on map -- see France) Britain may produce a limit of 2 new infantry, but may replace them as allowed within the rules. If the units are destroyed, they may be rebuilt, up to the limit. (This supersedes the production limit of 7 per year as described in the basic rules.)

OPTIONAL Sweden joins Coalition in the Aug/Sept 1805 Strategic Turn. Stockholm’s production is added to Britain’s total. For Sweden’s set up, see “Sweden” under Diplomacy rules. No more than 2 Swedish Infantry may be outside of Swedish territory. Its ships must stay in the Baltic and other seas east of Denmark. British leaders may lead Swedish forces.

1805 - 1807 Campaign Game - The Wars of the Third and Fourth Coalitions Sept-Oct 1805 Operational Turn 6 - end of May-Jun 1807 Basic set only

BACKGROUND See 1805 Scenario “Background.” In 1805 France sought an alliance with Prussia against Austria, Prussia’s old enemy. However, Prussian leaders distrusted France and declined. Instead Prussia mobilized its army. This process was slow and by the time it was completed, France had already defeated Austria. Prussia quickly negotiated a treaty with France and demobilized. In short, Prussia gained Hanover by giving up Neuchatel. In 1806 Prussia entered a formal alliance with France. But then France created the Confederation of the Rhine, which Prussia perceived as a threat. It mobilized again and sought Russian assistance. Again, Napoleon moved too quickly and decisively. This scenario allows the players to explore alternatives to the historical approaches. France may go after Prussia first. The Coalition might gather all four major powers simultaneously against France.

Prussia Prussia is at peace and is not mobilized. May declare war on France when Austria at war with France or any time after 1805. SET UP Pick Brunswick and three other leaders. These leaders are available: Rüchel, Lestocq, Hohenlohe, Blücher, King Frederick, Würtemberg, Saxe-Weimar, Kalcreuth. Any of these leaders not picked go in the Mobilization Box and are eligible for activation.

Place these units in the designated places: Dresden 2 Saxon Infantry Brunswick (2 west of Magdeburg) 1 Prussian Inf Place 17 infantry factors in production cities and forts (at the player's option up to two (2) factors of the 17 infantry can be moved, one each to Wesel and/or Minden). Place one each of the four previously picked leaders in Berlin, Magdeburg and Königsberg and with any one of the infantry stacks somewhere else. Place four (4) depots in any eligible hex, one depot per hex. Available for mobilization: Place 23 infantry factors, 3 Artillery and 3 Cavalry and the remaining inactivated leaders in the Ready for Mobilization Box. One of these leaders must be mobilized and his maintenance fee paid each time five (5) factors are mobilized, or any portion thereof.

1809 Scenario - War of the Fifth Coalition Mar/Apr 1809 - end of 1809 (or sooner) (basic set, or with expansions)

BACKGROUND France ended 1807 with long treaties with Prussia and Russia and Britain standing alone against it. Napoleon sought to enforce his Continental System (trade embargo against Britain) across all of Europe and so off he went to little Portugal in mid-1807. By late 1808, he was mired knee-deep in Spain and his treaty with Austria was about to come to an end. So it was time to pay attention to Austria, which had completed Army Reform and had the “hawks” back in power. But Russia was now an ally of France, not Austria, and Prussia was no threat at all. Plus he had a long border with Austria, which had the advantage of interior lines: Poland and Saxony on the north, Bavaria to the West, and Italy in the South. Where would Austria strike?

Initial Conditions Belligerents (names in parentheses are for expanded map version): Britain, (Spain, Portugal) and Austria against France, which also controls the client states of Wurttemberg, Westphalia, Bavaria, Saxony, Poland, Denmark, Naples (off map), Free Cities (Bremen and Hamburg), and a reluctant Russian ally. (Some nations are off-map unless playing with expansions. For use with expansions, see note at end of scenario.) Prussia is neutral and cannot enter the war due to treaty obligations. French units have Prussia's permission to move through Prussian territories, but may not stack with Prussians at the end of movement. The two sides start the scenario already at war.

Victory Conditions The scenario ends when Austria or France sues for peace, or the end of 1809, whichever comes first. 2. 40% of French Production is reserved for Spain (17 of the 43 total). This leaves the player with 25 per Strategic Turn to be used in this scenario. Ignore this rule if playing with the expansion maps - the French player can assign assets as he pleases. France or its client states control all light-green colored territories in Tyrol, Voralberg, Italy, Istria, and Dalmatia. France or its client states also control all buff German areas as its client state Confederation of the Rhine, and all gray (formerly Prussian) territories West of the Elbe River. France controls Danzig and Magdeburg, formerly controlled by Prussia. French units may move through Prussian territories as they please, as well as the client states of Wurttemberg, Bavaria, Saxony, Poland, Westphalia (and Naples). 3. Expanded Version This scenario may be expanded to include the maps and counters from the Peninsular War expansion and may include the Scandinavia and Southern Italy expansion maps. Russia's map may be included. When playing the expanded version, make the following additions/changes: 1. Start the 1809-1814 Peninsular War scenario. Both Britain and France may assign its assets there or to the Austrian or other fronts as they please. Spanish and Portuguese units must stay on the Peninsular map, however. For a more historical limitation, keep the assignments as they are listed in the Peninsular War Scenario. 2. Place Stuart (a British leader) in Messina with 2 British infantry, 1 Neapolitan (Sicilian) Inf

13 and a 0-2 supply unit. Note there are also intrinsic defenses there (see Production Rules). 3. Place 3 French Inf factors within the Kingdom of Naples, and 3 factors of Neapolitan Inf under French command in Naples itself. No leaders are assigned, but may be sent. 4. Finland is a client state controlled by Russia. 5. Sweden is allied with Britain and at war with France, however its army may not leave Sweden (but note that Swedish Pomerania is part of Sweden) and its navy may not leave the Baltic. Production from Stockholm must be spent in Sweden or on behalf of Swedish forces.

1807-1810 Scenario – Spain and Austria Sep/Oct 1807 – end of Nov-Dec 1810 (requires basic set plus Peninsular War set; optional: add Southern Italy and Scandinavia maps)

Napoleon must deal with the "Spanish ulcer" and a resurgent Austria at once. Scenario begins just after Napoleon’s victory over Prussia and Russia. Scenario starts on Operational Turn 5 of Sep/Oct 1807 and ends at the end of 1810.

Optional Rules. Players may play without naval units. If they do, assume every sea box always has 3 British naval factors in it.

Initial Conditions Belligerents: Britain, France. The two sides start the scenario already at war. France has limited control over Russia and Britain has limited control over Austria. Prussia is neutral in this scenario. Its units are not placed on the map and its production is not done. France France controls an allied Russia, but with limits. Russian production is controlled by France, but France must pay for Russian Army Reform no later than July/August 1808 and so must save production points needed to do that. France may have Russia declare war on Sweden (and thus Britain) at any time. Russian units may leave Russia to enter Finland and Sweden but nowhere else, except for the Expeditionary Corps. However, if enemy units enter Russia, the limitations on Russian unit movement is removed. The Russian navy may not leave the sea zones east of Denmark. Russia will provide an Expeditionary Force to France when requested: Golitzin, 5 Infantry, 0-2 supply. These units are controlled by France and function as French units. See the Expeditionary Forces rules. Russian units may not be disbanded, but may be demobilized or mobilized. France controls the client states of Wurttemberg, Westphalia, Bavaria, Saxony, Poland, Naples, Free Cities of Bremen and Hamburg, Oldenburg, Veneto, Istria, Dalmatia and Tyrol (part of Bavaria), Tuscany, Papal State France or its client states also control all buff German areas as its client state the Confederation of the Rhine, and all gray (formerly Prussian) territories West of the Elbe River. France controls Danzig and Magdeburg, formerly controlled by Prussia. France controls the minor ally of Spain. The Spanish Escalation rule applies. Britain Britain controls the client state of Sicily and the territories of Gibraltar and . (Nations listed within parentheses are off-map unless playing with expansion maps.) Sweden is allied with Britain. British leaders may not stack with Swedish units except at sea. See “Sweden” in Diplomacy rules. Sweden may sue for peace without affecting Britain. Austria is controlled by the British player. Austria is neutral and cannot declare war on France (or France on Austria) until April 1809, when the treaty between the two nations ends. Salzburg is part of Austria in this scenario, but Veneto, Tyrol, Istria and Dalmatia are no longer part of Austria (now controlled by France). Prussia is neutral and cannot enter the war due to treaty obligations. French units have Prussia's permission to move through Prussian territories, but may not stack with Prussians at the end of movement. Prussian units may not be disbanded, but may be demobilized or mobilized.

1806-1812 Scenario – Russo-Turkish War of 1806-1812 December 1806 – end of April 1812 (requires basic set plus Ottoman Empire expansion)

A scenario with no French units! After Russia’s defeat at Austerlitz, the Ottomans took up arms against its old enemy, with encouragement from the French, who were still at war with Russia. Scenario begins after the Russians have occupied Moldavia and Wallachia, following the Ottomans’ dismissal of pro-Russian leaders in those areas. Alexander ordered troops to occupy Bessarabia, Moldavia, and Wallachia in October 1806, which was completed by December with little opposition. Scenario starts on Nov/Dec 1806. But then the French defeat the Russians in June 1807, followed by the Treaty of Tilsit in early July. This frees the Russians (now friendly with France) to attack their Southern foe (not quite abandoned by France). The Turks are further weakened in May 1807, when there is a coup in Constantinople with consequences to the army spelled out below. However, France intervenes and forces an armistice between Russian and the Ottomans. This armistice begins on the Sep/Oct 1807 turn, lasting through March/April 1808. During the truce, no fighting occurs and units must stay within territories they controlled at the time of the armistice. The Czar cedes the Ionian Islands to the French, forcing the Russian fleet there to return to the Baltic (eventually, after a long delay in Lisbon and England!). The scenario ends at the end of April 1812. Note: There was more than one General Kamensky: the brothers Sergei and Nikolai (and in 1806 their father!). Nikolai died in 1811, but his brother served on, so the counter remains in play.

Scenario Rules: Start. Scenario begins with Russian Turn on Nov/Dec 1806. Operational Limits. Due to extraneous factors limiting their performance, each side only gets one Operational Turn each season (not 6). Remote Areas. All lands within the Ottoman Empire (including areas occupied by Russia) are “Remote Areas.” Winter Quarters. Winter attacks were rare in this war. Any attack in Nov/Dec or Jan/Feb is conducted at -1 combat value to the attacker and results in one additional attacker factor disrupted. Dardanelles. Naval passage is not possible if the Turks have an Artillery factor in Constantinople and an Infantry Factor in Uskudar. Blockades. Constantinople can be blockaded at Dardanelles Approach or Sea of Marmara only. Salonica and Smyrna cannot be blocked in this scenario. Leader Maintenance. If either side has five land factors in play, he must keep at least one leader in play as well. This maintenance must be spent before any other expense is taken. Admirals may not be demobilized unless no ship factors remain in play. Serbian Revolt. Serbia (Servia) is in revolt against the Ottomans. The Russian player may replace 1 Serbian Guerrilla per turn at no cost in any hex in Serbia that is not occupied by an Ottoman unit, or in its zone of control. Guerrillas may not leave Serbia. The Ottoman player may not take reinforcements or replacement in Servia until all forts and red dot cities there are recaptured.

Truce. The French imposed a Truce on Russia and the Ottomans following The Treaty of Tilsit (see Reinforcements Charts). Russian units must stay in Wallachia, Moldavia, Bessarabia and/or Russia. The Ottomans must stay in the rest of the Ottoman Empire. If either side has a stack with a leader outside these areas, it may stay where it is, or pull back into the appropriate areas. Otherwise, units without leaders must withdraw. The Truce prohibits the Ottomans from attacking Servian guerrillas, but the Ottomans do not have to abandon Servian hexes they’ve retaken. Ottoman Intrinsic Defense. Anytime an enemy enters a province for the first time during a current war, the Ottoman player may place 1 Infantry factor in that province in any hex of his choice. There is no cost. The unit is placed immediately before the enemy unit(s) enter, before they move any further. Ottoman Builds and Mobilization. Unlike most nations, the Ottomans did not keep a standing army. Instead it relied on garrison troops and levies from the provinces it controlled. Each province has a maximum number of these it can raise, and the cost is the same as for other coalition nations. The Ottoman Player must keep track of where he has raised levies. Levies may be either infantry or cavalry and are built at the same cost as other nations. Artillery are exempt from the levy process. It costs 4 and is built like any other player’s units, being placed in a production city or fort when mobilized. New units are placed in the Ready for Mobilization Box and must be mobilized at the normal cost (1 Production point). When mobilized, units are placed directly on the map in either a production city, fort, or red dot city in the same province where they were raised, limit one per place per turn. Replacements may be brought it at the regular rate (1 production per 1, 2 or 3 replacements). They are replaced in the same areas, but count against that region’s production limit. Each province has a limit to the number of units it can raise. When production in a province has reached its limit, place a “Province Mobilized” unit in it. No more units may be built or replaced there until the marker is removed. Once four (4) such markers are placed, remove them all but the last one placed and restart the count in those 3 provinces.

Victory Conditions There are three ways to win: 1. Either side forces Peace (National Morale = 1) at any time: Automatic Victory and scenario ends. 2. If no one wins outright by National Morale, then whichever side is dominating will force the other to sue for peace. Having a 6 VP lead at the end of any turn (after the opponent has had a turn) will force a peace (note that denying points to your enemy will help you win). 3. France is at the peak of its power, and fighting only one major power, Britain. Yet from this position of supremacy, the French Empire melted away. Can you do any better? The two sides start the scenario with only Britain and France at war, mostly in Spain. Russia is technically allied to France, but has started trading with Britain in violation of its 1807 treaty with Britain.

The scenario starts on the January 1811 Strategic Turn and ends at the end 1814 or when Napoleon is exiled to Elba.

PRUSSIA Limited Alliance with France. Except for the Expeditionary Corps which is French-controlled, the Coalition player controls all aspects of Prussian production and movement. Controls 4 production cities in Prussia and Silesia (Berlin, Stettin, Konigsberg, Glogau). Many of its former territories are controlled by France (see above). Its initial production balance is 65. Prussian National Morale = 3. (the annual option to raise National Morale by one has not yet been used in 1811.) Prussia is bound by a 2-year alliance with France, which ends at the beginning of the Jan/Feb 1813 Strategic Turn. Prussia must allow French troops access to its lands. French may move through Prussian units, but may not stack with them. Prussia must also supply an Expeditionary Corps when France requests it, and which is controlled by the French player until the units in it are lost (after which it ceases to exist), the treaty with France ends, or Prussia declares war on France. Lost Corps factors may be replaced but are controlled by Prussia, not France. All other units and production are controlled by the Coalition player. RUSSIA PRODUCTION CITIES = 16 Initial production balance = 111 Russia and Sweden start the game in a sham war with Britain and allied with France. However, there are no requirements for them to fight, but until that war is over they cannot stack. Furthermore, neither Russia nor Sweden enforces the Continental System so there is no blockade of their ports. Neither Russia nor Sweden can receive British aid until at war with France, at which time its war with Britain ends and it becomes a member of the Coalition. Sweden is a Russian-controlled minor power. The Russian player collects its production, but may only spend it on Swedish units and efforts. Russia and France can declare war on each other at any time. (For a more historical version, they cannot declare war until May/June 1812 Operational Turn 5.) If France declares war on Russia, Russia may mobilize in forts, production cities and/or red-dot cities. Russian National Morale = 5. (the annual option to raise National Morale by one has not yet been used in 1811.)

AUSTRIA PRODUCTION CITIES Brunn, Prague, Vienna, Budapest = 12 Limited Alliance with France. Except for the Expeditionary Corps, the Coalition player controls all aspects of Austrian production and movement. Controls production cities totaling 12 production in Austria and Hungary. Many of its former territories are controlled by France (see above). Initial production balance = 107 Austria is bound by an alliance with France, which ends at the beginning of the Jul/Aug 1813 Strategic Turn. French troops may not enter Austria without declaring war on it. Austria must also supply an Expeditionary Corps (see French Order of Battle) when requested by France. It is

28 controlled by the French player until the units in it are lost (after which it ceases to exist), the treaty with France ends, or Austria declares war on France. Lost Corps factors may be replaced but are controlled by Austria, not France. All other forces are controlled by the Russian player under the restriction that they may not leave Austria until at war. Austrian National Morale = 5. (the annual option to raise National Morale by one has not yet been used.) Austria has completed Army Reform.

BRITAIN PRODUCTION CITIES = 21, plus Lisbon and Cadiz for a total of 25. Britain's initial production balance is = 87. Britain is at war with France and in a sham war with Russia (see above). Russia becomes an ally the instant it is at war with France, when the war between Russia and Britain ends. Prussia and Austria also become Coalition allies when they conduct Insurrection or declare war on France. Britain may not be invaded by naval invasion due to forces not included in this scenario. Every sea zone is considered to have 3 British ship factors in it at all times.

1812 Scenario - The Patriotic War May/Jun 1812 - end of the Jan/Feb 1813 (requires basic set plus expanded maps)

Russia and Britain against France, the client states of Wurttemberg, Bavaria, Saxony, Poland, Italy, an expeditionary corps from Austria and another from Prussia. The two sides start the scenario at war. The scenario starts on the May/Jun 1812 Strategic Turn, and then skips to the May/Jun 1812 Operational Turn 5 when French Alliance movement begins. The scenario ends at the end of the Jan/Feb 1813 Operational Turn 6.

1813-1814 German and French Campaigns Jan/Feb 1813 - end of May/June 1814 (requires only basic set, or basic and Peninsular War set)

Starts with Strategic Turn Jan/Feb 1813 French move first on Operational T1. Two-player or multi-player game.

Key Rules and Scenario Rules 1. France has lost the benefits of Army Reform due to many untrained troops now in its armies. Its leaders no longer receive +1 movement, and its marshals may no longer command 6 factors each - only 5. Its leaders can no longer contribute more than 2 combat value to battle, except for Napoleon who retains his combat value. All other major power nations have completed Army Reform. 2. France can demobilize leaders to reduce its maintenance costs, but must keep at least one leader for every five combat factors on the map. 3. Each Coalition Nation must maintain its own supply line except Prussia, which may also use British supply sources, including combining the two if needed. 4. Note that Supply units (0-2) move only 1 in Poor Weather while in a Remote Area. 5. While Neutral, Prussia must tolerate French and Russian presence in its country or declare war on one or both. French and/or Russian units may move through hexes with Prussian units, but may not stack with Prussians at the end of movement. If retreating from an attack, the retreating French/Russian units continue retreating until not stacked with a Prussian unit. If this is not possible, they are instead eliminated and placed in the casualty box and leaders are captured. (Note that it is likely that Prussia and Russia will become allies. When that happens this rule no longer applies, as Prussia will be at war with France.) 6. Historically, the two sides agreed to a truce that lasted about 9 weeks from June 4 to August 10, 1813. Players may agree on a truce using the Diplomacy Rules, but no truce is required. 7. Napoleon continues to have his special ability (see "Other Leader Abilities" rule). Also, in this scenario anytime Napoleon wins a battle (no matter how small) the French gain +1 National Morale. Finally, Napoleon and any leaders stacked with him may always attack, even when National Morale is 2 or less. 8. Any coalition unit crosses the orange border into the core of France, including sea invasions before Jan/Feb 1814 causes France to gain 2 National Morale (up to 6), and to regain the full benefits of Army Reform. There is no effect when entering France on or after that date. Note: This delay occurred because the Coalition armies were exhausted and because their leaders became concerned about raising France's will to fight by invading it. These concerns were dismissed by 1814. 9. The game starts in Poor Weather. Remember, Poor Weather effects are more severe north of the Weather Line (the light blue line in Prussia). 10. French units may not enter Spain in this scenario. 11. If the French lose a net 2+ National Morale points within one operational turn, or in back- to-back operational turns, all treaties it has with other major powers may be annulled by those powers, however the decision to do so must be made before play progresses.

VICTORY CONDITIONS Two-player Game: FRANCE - Napoleon survives as Emperor of France by end of May/June 1814. COALITION – By the end of the May/June 1814 turn, any coalition force must capture Paris and two other French production cities within the orange borders of France. This deposes Napoleon to Elba and restores the Bourbon dynasty.

Multi-player Game: As above, plus in a multi-player game: PRUSSIA: Regains Magdeburg and Danzig; has Saxony as a client state by controlling Dresden. May substitute controls of Hamburg, Cassel, or Stuttgart for controlling Dresden. RUSSIA: Controls Warsaw. AUSTRIA: Regains Venice, Trieste and Cracow. May substitute control of Turin or Munich (as a client state) for controlling Cracow. BRITAIN (only if using Peninsular War set): Controls any French Production City within orange-bordered France (i.e., not Amsterdam, Turin, Milan, etc.) Additional Victory Points (multi-player game) PRUSSIA +1 each for controlling Hamburg, Cassel, or Stuttgart unless city was used as a substitute for Dresden. RUSSIA: Ends game with a balance of 30 or more production points, +1; 40 or more +1 again; 50 or more +1 again. +1 for controlling Cassel. POLITICAL AND ECONOMIC RULES Client States Until France demonstrates it still a formidable force, these client states cannot produce new units or replacements for France: Saxony, Westphalia, Wurttemberg, Bavaria, Denmark. (Note that Poland is not included in this list). France keeps its production from these states, however. To begin building their units, France must demonstrate its power by performing Client State Intimidation, as per the rule of that name. When the capital of any of these client states (except Poland, who never deserts France) is captured by the Coalition, all of its units immediately become controlled by the Coalition player that took the capital. Any units stacked with French units are retreated one hex away. If that is not possible, they are removed from the map. The Coalition nation player who took the capital now has that nation as a client state and may begin producing its units. France cannot intimidate that power (but can recapture its capital and make it a controlled client state again). When the Coalition takes Poland's cities and forts, Poland may no longer replace or build units, but they otherwise continue fighting for France.

1815 Scenario – The Road to Waterloo Mar/Apr 1815 – End Nov/Dec 1815 (requires basic set and Peninsular War set)

(See "One Hundred Days" rule in game rules if playing Grand Campaign Game.)

Background When Napoleon returned to France after his stay on Elba, it took some time for the Coalition to decide how to intervene. Wellington wanted to invade France immediately and was ready by early June to do so. Blücher was also eager to invade, perhaps more so than Wellington. But they both were eager to avoid a defeat against the man who had beaten the Coalition so many times before. Therefore, they were going to wait until the Austrians were ready and the Russians arrived, due in early July, so as to present four armies for Napoleon to deal with simultaneously. In the scenario, the French can avoid a "Strategic Coalition Victory" by simply staying in France during the March/April and May/June turns. However, this means it will have to face all four Coalition Armies in July. Von Clausewitz said Napoleon's attack "was indeed the only way" to stay in power.

Key Rules and Scenario Rules Two-player or multi-player game. Starts with a limited Strategic Turn for March/April, 1815. Production is calculated BUT NOTHING MAY BE SPENT BY EITHER SIDE. Maintenance is not required for this turn. The French then move first on Operational T1. All National Morales are = 5. Napoleon continues to have his special ability (see "Other Leader Abilities" rule). Also anytime Napoleon (not his subordinates) wins a battle (no matter how small) the French gain +1 National Morale. Finally, Napoleon and any leaders stacked with him may always attack, even when National Morale is 2 or less. All armies have completed Army Reform. No Insurrections are available and no Rebellions in Coalition-controlled areas. (see Rebellions and Insurrections rule). There may be rebellions against Napoleon within France (see below). France (only) has used its Annual +1 National Morale bonus.

Historical vs Non-Historical Options 1. For a historical game, the Coalition is not permitted to invade France until the Russian army under de Tolly arrives in or adjacent to France (1815 borders). Napoleon may attack the Coalition at any time, but if he does, the Coalition is free to invade France. 2. In a non-historical game, the Coalition player may invade France when he pleases. 3. Napoleon also considered activating all the "intrinsic forces" (the National Guard). In this option, the French receive another 22 factors of infantry in the Ready for Mobilization box at the beginning of the game, but there are two consequences: 1) there are no more intrinsic forces anywhere in France and 2) the number of Guerrillas available to the British is 8 (not 2) and they can appear anywhere except adjacent to a French army factor (this represents the Royalists and other dissident populations).

SPANISH (allied with British) Spain has four commanders, representing the many various generals that led its armies. Right 2-1-2, Left 2-2-2, Center 2-1-3, and Reserve 1-1-2. These leaders may not stack with each other. They may not stack with any other national leader except Wellesley/Wellington and then only after he becomes Coalition Military Leader. The British receive all production for cities controlled by its allies, but must pay all their costs. Note that Spanish losses do not affect British Morale (see British Exceptions rule under National Morale rules). 1807 Set Up (Requires basic map and Peninsular War map.) To start at the beginning of the conflict, Sep/Oct 1807 Strategic Turn, begin with this set up instead of the 1809 one.

BACKGROUND Spain allied with France prior to the start of the wars in 1805. After Trafalgar Spain had no real reason to remain allied with France other than the fact that France was a powerful neighbor ruled by a man with limitless ambition. In 1806, Napoleon decided to hurt Britain by stopping all its trade from the Continent – the Continental System. Spain was forced to comply, but Portugal resisted. Therefore, in 1807 Napoleon called upon Spain to join France in forcing Portugal to comply. Spain reluctantly agreed. But it became quickly obvious that Napoleon had no respect for the Spanish nation, its government, or its people. In late 1807, France achieved its goal in Lisbon. But the French didn’t leave Spain. Instead, French troops that were granted access to Spain to get to Portugal began to occupy Spanish forts. By May of 1809, the Spanish people had seen enough, and an anti-French riot broke out in Madrid. Britain, which had already intervened in Portugal, soon allied with Spain. The war in Spain lasted for over five more years. This scenario covers the period before the above 1809 scenario starts. Therefore, the Spanish escalation rule may change the date of the Spanish revolt.

FRANCE France and Spain are allied at start. French units may enter Spain then (see Escalation to Spanish Revolt and Escalation to Portuguese Revolt in in Diplomacy Rules). Portugal is neutral, but French units (only) may intimidate or invade it. If the French invade, the French may also move Spanish units there.

At start - Morale = 5 French Production Points. The French player receives 20 production points per turn, plus any production cities in Spain or Portugal that he controls, such as the Spanish production cities (note that Barcelona and Cadiz are blockaded, reducing their production by 1 each). When Napoleon is on the map, the French player receives 10 additional production points each turn. The French player may build new infantry units in 1807 up to the annual limits. He may not build new units after 1807, except to replace those eliminated in Spain or Portugal. Roughly half of the forces sent to Spain came from Germany early in the conflict, and the same was true when Napoleon invaded Spain in 1808. You will have to build the rest, as well as the supply units and depots needed. No Cavalry or Artillery are available to be built (they are all in Germany).

Spain starts the scenario allied with France. All Spanish port production cities are blockaded and receive one less point. Spain may not invade Portugal until France does. France may not disband Spanish units and must maintain at least two Spanish leaders until Spanish Escalation results in revolt, at which time the British player controls Spanish units, production and any territory not occupied by France.

French units may not stack with Spanish units at end of movement or combat.

Portuguese Army. The British player moves the Portuguese units after allied with the Portuguese. See Escalation to Portuguese Revolt in the Diplomacy Rules. Note that the maximum size of the Portuguese Army is limited to 6 infantry factors.

REMOVE - as used in the reinforcement lists means "taken from the map, not to be returned to play during this game." WITHDRAW - as used in the reinforcement lists means ""taken from the map, to be returned to play during this game when conditions are met."

This scenario constructs the rules for a complete game following many of the historical limitations. For example, coalition nations (Britain, Austria, Russia, Prussia) cannot declare war on each other. (They did of course, but these were sham wars or very limited ones). For a more flexible, ahistorical scenario, see "Grand Campaign Free-for-All".

Treaties Austria-France. The scenario starts with the Treaty of Luneville between Austria and France in effect, which lasts until the start of the Sep/Oct 1805 Strategic Turn. Either nation that violates this treaty loses 1 victory point (VPs) for each Strategic Turn before its expiration (this is a special condition entered on the Victory Point Scorecard under Treaty Broken). The treaty contains the following conditions: 1. France may not cross east of the Rhine with any additional combat units except Bernadotte's and Marmont's forces that start there, nor may it Intimidate any client state there, nor build any new combat units there. 2. Austria may not enter or Intimidate Bavaria or Württemburg or any German territory (buff hexes) adjacent to those client states borders until it declares war on France. 3. Each production city anywhere on the maps that France takes beyond those it controls at the beginning of the scenario reduces the length of this treaty by one Strategic Turn, but only on behalf of Austria. 4. The above is true in reverse if Austria takes any new production cities. Example. Austria declares war on France sometime during the May/June 1805 turn, 2 turns before the treaty's expiration. Austria stands to lose 2 victory points (VPs) off its final total at the end of the game. However, France has occupied two production cities it did not own at the beginning of the scenario: Rome and Hamburg. Therefore, the treaty ends on the May/June 1805 but only for Austria and no VPs are lost if Austria attacks then. France remains bound to the treaty if Austria did not declare war.

Spain-France. Spain is allied with France until the provisions listed in the rules under "Diplomacy" and "Spain" occur, or until France declares the treaty null and void at any time at the cost of 1 VP.

Accelerated Reinforcements France may choose to accelerate its wars against some nations, attacking sooner that it did historically. Since all Coalition reinforcements are listed historically, an accelerated French schedule and Declaration of War (DOW) may cause those reinforcements to be accelerated as well as follows:

Each strategic turn after, the British player selects one British general and places him in the Mobilization Box, ready for activation until all are in play. (Note: many of the general counters in the game were historically of lower rank until later in the war. However, there were other competent English leaders with no counter in the game that these reinforcements represent.)

RESTRICTION: Maintenance must be spent on Admirals. Admirals may only be deactivated as follows: one Admiral is required for each 10 ships in play. Any Admiral in play beyond this requirement can be deactivated. If there are no ships, all Admirals can be deactivated. (Loss of ships by combat and scuttling is subject to National Morale losses. See Naval Rules.)

Ottoman Empire Neutral unless invaded. The controlling nation controls the Ottoman’s production. It may give foreign aid if possible. It may not move controlling nation units into Ottoman Empire territories unless it is at war with the invading major power. If Russia invades: Controlled by Britain if Russia allied with France, otherwise controlled by France. If Austria invades: Controlled by Britain if Austria allied with France, otherwise controlled by France. If Britain invades: Controlled by France. If France invades: Controlled by the player with the most VPs that could go to war with France (that is not required, however). If that nation declines, the nation with the second most VPs takes control, etc, until some nation takes control. If none do, the Ottomans join France as a controlled minor.

Designer's Notes. This is the big one. Up to 396 10-day turns. It'll take weeks or months to play. In the early playtests, the players got too wound up in creating the "best" army for their nation, which usually meant bigger and lots of artillery and cavalry. As a result, they left too little for mobilization (the Russians entered one war with over 20 factors in the mobilization box, not on the map). A big army is weak if it has too few leaders - make sure you mobilize them all, even the bad ones. A big army is useless if it can't move - make sure to save for Command Points for all those leaders. In short, you'll spend most of your non-war time saving production, not

69 spending it. If you're spending down to zero every turn, you're on a path to defeat. In 1805, the French army will be about 70 factors by the time it goes to war in September. If it's much more than that, the French will not have saved enough to move it all, which is risky. Napoleon gives the French 5 active leaders for 1 command point because of his National Military Leader (NML) ability. Berthier, if in Paris, gives France 2 command points for free. If France is able to fight only one enemy at a time, you might make that work, but it's risky. Your real advantage is that your enemies are spread out and have not gone through Army Reform, so their leaders fight at a maximum of 2 combat value (not the printed amount unless that's 1 or 2). Plus, the Prussians are slow, and they have a limited number of leaders and supply. Their army should be around 40 at the start of the war, but most of it has no leader, which is very bad for combat and losses. The Austrians can also be around 40 at the start of the war, with lots more leaders and some rough terrain to help them. But they are spread out and they don't move as fast as the French. The Russians are going to be around 50 at the start, with a little British help (they are allied at the start and both are already at war with France). They're the best led coalition army (except for Britain's small one), with Kutusov as a NML. However, the Russians are well to the rear and must set up a lengthy supply line to even get to Austerlitz, and a longer one to Berlin. Will they get there in time? Assuming the 3 continental powers unite against the French, with some British help (most financial), the French will be facing 130 factors with 70. But that's what makes it fun. Can the French invade England? Well, yes, but if so, they’ll need good diplomatic skills because they'll need a way to hold off Austria, Prussia, and Russia. England had a large home army which it would not commit overseas, so the French will have to face it. However, it's mostly unled at the start (Moore and Stuart are available), so if you can beat the British Navy with Nelson (or wait until he’s gone), and if you spend a fortune on sea lift and if you can land on the beaches and not get defeated there, you might have a chance. Speaking of diplomacy, don't sell it short in 1805, assuming it’s not a two-player game. Napoleon tried for an alliance with Prussia against Austria, but Prussia said no. The French scared the Prussians enough that Napoleon got a treaty with them that held them to the sidelines until he was through with Austria. France may have to give up something juicy though, because a player is not likely to agree so easily. On the other hand, Napoleon wants to deal with Prussia separately, so use that to Prussia's advantage, or decline all overtures - but be prepared to be first on Napoleon's list. The French could, with help of poor Coalition play, beat Austria and Prussia by early 1806 (ahead of schedule). Russia is another matter. Unless the Russian player messes up and gets reduced to 2 or 1 morale, he's probably not going to quit unless France concedes Poland to him which would not be in France’s interests (Poland can produce 100,000 troops for the French.) So, France must invade, or leave a substantial army behind to watch them. Russia is not a friendly place for French troops and Russia is hard to defeat if invaded by a single nation (even France!), so beware. A defeated Russia means not worrying about them for a while – do that in 1810 and you’re done with them for much of the game, unless Russia breaks the treaty. France may also use a defeated Prussia and Austria as a buffer, but that works both ways. In one test game, Russia was blocked off from France until 1808, so it sent 20 factors and leaders (including Kutusov) to Spain and attacked the French with the British. What to do once Austria and Prussia (and maybe Russia) are on ice for a few years? France has a decision. Hit Spain or the Ottomans early, hold it for three years for a victory, or stay out? An early invasion means the British get their combat leaders sooner. Holding every fort

70 and production city in Spain for three years is a tall order if there is any chance of a resurgent Russia or Austria. At a minimum it will take 15 factors of garrisons and several armies spread around Spain in case the British invade to wreck the three-year stretch. Likely at least 45 factors will be needed, along with ten leaders and lots of supply lines. The alternative is to let the British have the Peninsula (the Spanish will turn to them automatically by May 1808) and just guard the borders, or maybe just hang onto Barcelona. However, this is an important loss of victory points. Once the French have Dalmatia, the Ottomans are probably easier to defeat than Spain, in part because it’s further from Britain. However, there is a special rule that allows other nations to declare war on the nation that defeats the Ottomans. That could prove awkward with 3 corps or so of French in a faraway place. Also, if Russia’s not been defeated, they can easily come to the Ottoman’s aid. Sooner or later, France's attention will have to return to Prussia and Austria, whose treaties will run out. Prussia will probably not want to return to war as a second defeat is nearly assured, unless Austria and Russia are backing it. Austria will have to face France, perhaps without Russian help (as historical). Even a reformed army will probably not save Austria from a second defeat. That leads to the period 1810-1812. Now France may go after Spain, the Ottomans, or Russia, to gain victory points by holding those cities for a time. But perhaps the risk is too great, and so France sits, strong, but waiting for the 1813 Insurrections. The coalition will time these so that they happen together, and then the largest conflict of the game will occur as France tries to pick off each of four opponents separately so as not to face them all at once. Victory hangs on the result.
