Existing paddy field was delineated using high-resolution data from IKONOS imagery of 2012. Land use and land cover outside existing paddy field were interpreted using SPOT-5 imagery of 2012. The Automated Land Evaluation System (ALES) was used for land suitability analysis for paddy. The results are interpreted in terms of the potential of paddy field intensification in existing paddy field area and the potential of extensification in land potentially used for paddy field. The result of analysis showed that in West Lombok Regency, there are still possible to do intensification and extensifica- tion of paddy field to increase rice production in order to improve regional food security. Abstrak Analisis perencanaan peningkatan produksi padi melalui intensifikasi pada lahan sawah eksisting dan eksten- sifikasi pada lahan yang potensial disawahkan dilakukan di Kabupaten Lombok Barat, Provinsi Nusa Tenggara Barat, Indonesia. Penggunaan lahan dan tutupan lahan diinterpretasi menggunakan citra SPOT-5 tahun 2012. Sawah eksisting didelineasi menggunakan citra beresolusi tinggi IKONOS tahun 2012. Evaluasi lahan menggunakan Automated Land Evaluation System (ALES) digunakan untuk analisis kesesuaian lahan untuk padi sawah. Hasil analisis menunjukkan bah- wa di Kabupaten Lombok Barat, masih dimungkinkan dilakukan intensifikasi pada lahan sawah eksisting dan ekstensifi- kasi pada lahan potensial sawah untuk peningkatan produksi beras dalam rangka peningkatan ketahanan pangan wilayah. Today, government institutions, business enterprises and citizens in Indonesia create and share spatial data to present geographic information in particular areas for socio-economic applications, including spatial planning. This situation provides the context for the research reported here. This study emerged during the development of a policy focused on national spatial data sharing in Indonesia. The policy intends to achieve the integration of spatial planning programmes at national, provincial, municipality (kota) and regency (kabupaten) levels, with a ‘One Map Policy’ (OMP). This concept suggests merging geographic information to create a unified system of basic and national thematic geographic information. Furthermore, the idea of the ‘One Map Policy’ does not only consider the technical aspects of spatial data infrastructure, but also non-technical Geographic Information System (GIS) matters, such as strategic management, human resource capacity and institutional collaboration. One way of achieving spatial planning coherence is dialogue between policy makers and the public. The dialogue can be built through spatial data sharing between official and crowd-sourced data. Technical aspects important for achieving spatial planning programmes consensus in both these cases, but non-technical issues, such as social, political, economic, institutional, assurance, and leadership factors are also critical.

This study aimed to build a poverty model and determine the dominant factors affecting the number of poor people in West Nusa Tenggara Province using panel data regression analysis. The fixed-effect model, with different intercept values for each individual, was selected as the panel data regression model. Based on the research conducted, we derive the best model as follows. 10 ˆ ˆ 10 10 log Y=β0i+0,234908 log X1− ,2112122 log X2 The values of each individual's intercept were as follows: Bima Regency at 7.347; Dompu Regency at 7.101; West Lombok Regency at 7.508; Central Lombok Regency at 7.559, East Lombok Regency at 7.714; North Lombok Regency at 7.376; Sumbawa Regency at 7.346; West Sumbawa Regency at 7.020; Bima City at 6.905; and Mataram City at 7.310. The two most dominant factors affecting the number of poor people in West Nusa Tenggara Province were population (X 1 ) and Human Development Index (X 2 ), with a positive and negative effect, respectively. The model obtained can explain the diversity of the number of poor people in West Nusa Tenggara Province by 64.4%.

The preparation of this document is collaboration between the Faculty of Engineering, University of Mataram and Energy Research Centre of the Netherlands (ECN) under the CASINDO Project. The document is expected to become a reference for government and private sectors in the development of renewable energy in West Nusa Tenggara Province, not only the development of renewable energy for electricity generation, but also for other needs such as fuel for industry and cooking fuel for household scale. Renewable Energy Action Plan of West Nusa Tenggara Province is a follow-up of the enactment of Presidential Regulation No. 5 Year 2006 concerning National Energy Policy, which the Central Government has set a target utilization of renewable energy by 2025 by 17%. Furthermore, this document contains data and information regarding current utilization of renewable energy, renewable energy potential and development opportunities, target of renewable energy development and action plans necessary to achieve the targets. Publishing of this document can not be separated from the support and cooperation of all related stakeholders, thank you very much to all those who have assisted in its completion and hopefully good cooperation can be further enhanced in the future.
