To develop broader ownership of said evaluation tool RSPs like Rural Support Programme Network (RSPN) and National Rural Support Programme (NRSP) were also taken on board. In consultation with RSPs, PCP prepared and finalized the evaluation tool which was approved by AKRSP. AKRSP has applied the aforesaid evaluation tool first time in 2015 and referred 67 LSOs to PCP for evaluation. Composition of LSO Assessment Tool: The tool assesses LSOs in five categories: 1. Democratic Governance 2. Management Capacity 3. Networking & Volunteerism 4. Effectiveness and Impact 5. Sustainability 8 15% 150 Total 51 1000 Scope of Recent Project in 2017-18: Based on the success of the previous project, AKRSP and PCP signed a contract on 28th September, 2017 for conducting assessments of seventy seven (77) LSOs which were to be evaluated in two phases. Phase 1 – Assessments of fifty eight (58) LSOs in Gilgit Baltistan Region Phase 2 – Assessments of nineteen (19) LSO in Chitral Region Initial Planning: PCP team and AKRSP hold an initial planning meeting for project implementation on 20th October, 2017. After this meeting, PCP team shared the application tool, application form for AKRSP’s review. AKRSP showed positive reliance on the tool to be used for assessment. PCP team shared the documents with AKRSP including Application form, Research questionnaire, and self-assessment form so that they may be filled by LSOs. Moreover, Centre also seek other documents including Charter (Governing document, Articles and Memorandum of Association) Audit reports and Meeting minutes of General and Executive bodies of LSOs for the purpose of desk review of documents. Meanwhile, PCP team in consultation with AKRSP, started hiring process of Field Evaluation Officers (FEOs) for first phase of conducting assessments of LSOs in Gilgit - Baltistan region. For the said purpose, previously engaged FEOs and new FEOs referred by AKRSP were contacted. LSOs’ Project Completion Report 2017-18 2 Pakistan Centre for Philanthropy (PCP) Implementation: Phase - 1: Assessments of 58 LSOs in Gilgit - Baltistan Region: Geographical Region LSOs were situated in the following regions: 37 LSOs from Gilgit (Astore, Ghizer, Hunza) UCs: Yasin, Gahcuch, Ishkoman, Phandar, Sherqilla, Thoi, Bagrote, Haramosh, Altit, Baltit, Aliabad, Hyderabad, Gojal, Sumayar, Ghulmet, Rahimabad 21 LSOs from Baltistan (Skardu, Ghanche) UCs: Frano, Thagas, Shigari Kalan, Hussainabad LSOs’ Project Completion Report 2017-18 3 Pakistan Centre for Philanthropy (PCP) Hiring and Training of Field Evaluation Officers (FEOs) in GB PCP team comprising of Manager Certification, Mr. Naveed Yousaf Butt, Project Coordinator, Mr. Bilal Rasul and Lead Officer, Mr. Faisal Ali visited Gilgit for 3 days. Agenda of PCP Visit in Gilgit: PCP tem arrived at Gilgit Core office, on 6th November, 2017. The agenda of PCP visit to Gilgit was as follows: Review of submitted documents of 59 LSOs included in first phase of assessment (As per initial contract agreement, 58 LSOs were to be assessed. One more LSO was added by AKRSP in the List of LSOs for evaluation). Selection of FEOs 2 days Training of FEOs on application of LSO assessment tool Provision of hands on experience to FEOs on application of LSO assessment tool Assigning and handing over of LSOs documents to respective FEOs (Annexure may be attached highlighting no. of assessments carried out by each FEO). Selection of 13 FEOs for First Phase of 58 LSOs Assessments in Gilgit - Baltistan PCP Management was looking forward to complete first phase of assessments of 58 LSOs till December, 2017. To achieve the said objective, PCP team interviewed 15 potential Field Evaluation Officers (FEOs) in Gilgit, with areas representing GB and Skardu. Out of them, 12 FEOs were selected after strict scrutiny. These selected candidates were accompanied by one PCP Resource as Lead and Evaluation Officer i.e. Mr. Faisal. For the purpose of assessment in GB, total 13 FEOs were engaged. Other than Mr. Faisal, 12 FEOs included 4 Previous FEOs and 8 New FEOs. 2 days Training of Field Evaluation Officers (FEOs): Day One (7th November, 2017): Introduction about Pakistan Centre for Philanthropy and PCP team. Mr. Naveed Yousuf Butt (Programme Manager, Certification), started the presentation on LSO Evaluation Model and built understanding of FEOs about working of Local Support Organizations (LSOs). Mr. Bilal and Mr. Faisal provided presentation on implementation of assessment tool on LSOs and highlighted major areas of tool and explained enforcement areas related to LSO assessment tool. Lunch break Mr. Faisal provided a detailed presentation on format of Evaluation Report for Local Support Organizations. The financial highlight part was explained in detail. Pro-rate mechanism was also dealt in detail.     PREFACE PREFACE The National Economic Council (NEC) in its meeting held on 10th June 2020 approved Block Allocation of Rs. 15000 million in the Federal PSDP for Annual Development Program (ADP) of Gilgit-Baltistan for the year 2020-21. The Federal Government has kept GB share unchanged from the previous Financial Year, including Foreign Aid Component of Rs. 2000 million, despite the fact that the country has been ravaged by the outbreak of COVID- 19. The Foreign Aid Component has been provided for the Economic Transformation Initiative (ETI) in Gilgit-Baltistan. The ADP 2020-21 has been formulated with a vision to provide better facilities of life including access to energy, sanitation, basic health care, education, communication, and sustainable livelihood to the people of the region. Major intervention areas include essential health care services, new facilities for Covid-19 patients, roads and bridges across remote valleys, water supply and sanitation schemes, IT based learning projects, and generation and distribution projects in power sector. The Covid-19 crisis is the most serious crisis in our living memory hitting world economy, public health, tourism, and almost all facets of our public life. GB government has allocated substantial resources in ADP 2020-21 to tackle this crisis. We are also grateful to the federal government which has promised matching grant for all Covid related development expenditure. FY 2019-20 remained another successful year in the development history of Gilgit-Baltistan, as GB Government has been ahead of other provinces as far as utilization of the development funds are concerned. For the last five consecutive years, the GB Government has been achieving 100% utilization of development funds and we hope to achieve this goal in the current year too.

Article Information Received 16 January 2015 A B S T R A C T Revised 9 August 2015 Accepted 19 September 2015 Chitral, the pinnacle of Hindu Kush, draining 31 notable glaciers, is least studied for Ichthyo-faunal Available online 1 January 2016 diversity. This work explored the fish fauna and the risk factors for the Ichthyo-faunal diversity loss Authors’ Contributions at the foothills of Hindu Kush. A total of 21 fish species were collected from different parts and AJ has conducted the field work, tributaries of River Chitral, from Shandur up to Arandu, extending to Afghanistan border. Our analyzed the data and wrote the collection reported 4 fish species for the first time from Pakistan, namely Acanthocobitis article. HS, H and IA helped in the uropthalmus, Lepidopygnosis typus, Horalabiosa palaniensis, Horalabiosa joshuai. One species field work arrangements.     Claiming Territory: Colonial State Space and the Making of British India’S North-West Frontier

    CLAIMING TERRITORY: COLONIAL STATE SPACE AND THE MAKING OF BRITISH INDIA’S NORTH-WEST FRONTIER A Thesis Presented to the Faculty of the Graduate School of Cornell University In Partial Fulfillment of the Requirements for the Degree of Master of Science by Jason G. Cons January 2005 © 2005 Jason G. Cons ABSTRACT In this thesis, I examine the discursive construction of colonial state space in the context of British India’s turn of the century North-West Frontier. My central argument is that notions of a uniform state space posited in official theorizations of the frontier need to be reexamined not as evidence of a particular kind of rule, but rather as a claim to having accomplished it. Drawing on new colonial historiographies that suggest ways of reading archives and archival documents for their silences and on historical sociological understandings of state-formation, I offer close readings of three different kinds of documents: writing about the North-West Frontier by members of the colonial administration, annual general reports of the Survey of India, and narratives written by colonial frontier officers detailing their time and experience of “making” the frontier. I begin by looking at the writings of George Nathanial Curzon and others attempting to theorize the concept of frontiers in turn of the century political discourse. Framed against the backdrop of the “Great Game” for empire with Russia and the progressive territorial consolidation of colonial frontiers into borders in the late 19th century, these arguments constitute what I call a “colonial theory of frontiers.” This theory simultaneously naturalizes colonial space and presents borders as the inevitable result of colonial expansion.

Kalash Valley Roads, (BLOCKED) 2. Drosh Shishikoh Road, (BLOCKED) 3. Ursoon road properly cleared but due to melting of snow during day Road clearance work is in progress by C&W and Reporting Officer Malakand Lower­Chitral time it freezes again. District Administration. Division 4. Rumboor road snow clearance is in progress. 5. Shishikoh Madaklasht road cleared up to pattigal. 6. Garumchasma Road cleared till Makhabhodu. Snow clearance work on Mastuj­laspur road is still in progress. Reporting Officer Malakand Upper­Chitral Road clearance work is in progress. All other roads have been cleared for vehicular traffic. Division All roads in District Swat are clear for smooth flow of traffic except Kalam Reporting Officer Malakand Swat Clearing of the same road from snow is in progress.
