Historical Context of PCP’s Partnership with AKRSP

On August 5th, 2013, AKRSP and PCP entered into an agreement to develop LSO tool to strengthen LSO systems and capacity. To develop broader ownership of said evaluation tool RSPs like Rural Support Programme Network (RSPN) and National Rural Support Programme (NRSP) were also taken on board. In consultation with RSPs, PCP prepared and finalized the evaluation tool which was approved by AKRSP. AKRSP has applied the aforesaid evaluation tool first time in 2015 and referred 67 LSOs to PCP for evaluation.

Composition of LSO Assessment Tool:

The tool assesses LSOs in five categories: 1. Democratic Governance 2. Management Capacity 3. Networking & Volunteerism 4. Effectiveness and Impact 5. Sustainability

Scope of Recent Project in 2017-18:

Based on the success of the previous project, AKRSP and PCP signed a contract on 28th September, 2017 for conducting assessments of seventy seven (77) LSOs which were to be evaluated in two phases.

Phase 1 – Assessments of fifty eight (58) LSOs in Gilgit Baltistan Region

Phase 2 – Assessments of nineteen (19) LSO in Chitral Region

Initial Planning:

PCP team and AKRSP hold an initial planning meeting for project implementation on 20th October, 2017. After this meeting, PCP team shared the application tool, application form for AKRSP’s review. AKRSP showed positive reliance on the tool to be used for assessment.

PCP team shared the documents with AKRSP including Application form, Research questionnaire, and self-assessment form so that they may be filled by LSOs. Moreover, Centre also seek other documents including Charter (Governing document, Articles and Memorandum of Association) Audit reports and Meeting minutes of General and Executive bodies of LSOs for the purpose of desk review of documents.

Meanwhile, PCP team in consultation with AKRSP, started hiring process of Field Evaluation Officers (FEOs) for first phase of conducting assessments of LSOs in Gilgit - Baltistan region. For the said purpose, previously engaged FEOs and new FEOs referred by AKRSP were contacted.

Assessments of 58 LSOs in Gilgit - Baltistan Region: Geographical Region

LSOs were situated in the following regions:

 37 LSOs from Gilgit (Astore, Ghizer, Hunza) UCs: Yasin, Gahcuch, Ishkoman, Phandar, Sherqilla, Thoi, Bagrote, Haramosh, Altit, Baltit, Aliabad, Hyderabad, Gojal, Sumayar, Ghulmet, Rahimabad

 21 LSOs from Baltistan (, Ghanche) UCs: Frano, , Shigari Kalan, Hussainabad

Hiring and Training of Field Evaluation Officers (FEOs) in GB

PCP team comprising of Manager Certification, Mr. Naveed Yousaf Butt, Project Coordinator, Mr. Bilal Rasul and Lead Officer, Mr. Faisal Ali visited Gilgit for 3 days.

Agenda of PCP Visit in Gilgit:

PCP tem arrived at Gilgit Core office, on 6th November, 2017.

The agenda of PCP visit to Gilgit was as follows:

 Review of submitted documents of 59 LSOs included in first phase of assessment (As per initial contract agreement, 58 LSOs were to be assessed. One more LSO was added by AKRSP in the List of LSOs for evaluation).  Selection of FEOs  2 days Training of FEOs on application of LSO assessment tool  Provision of hands on experience to FEOs on application of LSO assessment tool  Assigning and handing over of LSOs documents to respective FEOs (Annexure may be attached highlighting no. of assessments carried out by each FEO).

Selection of 13 FEOs for First Phase of 58 LSOs Assessments in Gilgit - Baltistan

PCP Management was looking forward to complete first phase of assessments of 58 LSOs till December, 2017. To achieve the said objective, PCP team interviewed 15 potential Field Evaluation Officers (FEOs) in Gilgit, with areas representing GB and Skardu. Out of them, 12 FEOs were selected after strict scrutiny. These selected candidates were accompanied by one PCP Resource as Lead and Evaluation Officer i.e. Mr. Faisal. For the purpose of assessment in GB, total 13 FEOs were engaged. Other than Mr. Faisal, 12 FEOs included 4 Previous FEOs and 8 New FEOs.

Day One (7th November, 2017):

 Introduction about Pakistan Centre for Philanthropy and PCP team.  Mr. Naveed Yousuf Butt (Programme Manager, Certification), started the presentation on LSO Evaluation Model and built understanding of FEOs about working of Local Support Organizations (LSOs).  Mr. Bilal and Mr. Faisal provided presentation on implementation of assessment tool on LSOs and highlighted major areas of tool and explained enforcement areas related to LSO assessment tool.  Lunch break  Mr. Faisal provided a detailed presentation on format of Evaluation Report for Local Support Organizations. Day Two (8th November, 2017)

 PCP team explained the details to Field Evaluation Officers on how to perform desk review of the documents for LSO evaluation  To provide hands on experience, PCP team performed an assessment of Rahimabad LSO.  FEOs and PCP team travelled to Rahimabad LSO for assessment in the area of Rahimabad, District Gilgit.  PCP team had an introductory session with the members of LSO and their committees, including Village Organizations, Women Organizations, and Youth Organizations.  PCP team trained Field Evaluation Officers (FEOs) on implementation of tool i.e. how to frame questions and which documents are to be selected for verification purpose.  PCP team along with the FEOs took beneficiaries’ feedback on the provision of services by LSO.  After conducting assessment, team travelled back to AKRSP Core office.  Lunch break  Question and answers session was conducted for FEOs on the training conducted.  End of Training session.

Assessment of LSOs in Gilgit Baltistan

Engaging 13 FEOs in the process enabled PCP to expedite evaluation process and also reduce work burden for new FEOs. Having said that, assessments of 57 LSOs was proficiently accomplished till end of December, 2017 and the assessments reports were shared with PCP for review.

Review of LSO Assessment Reports

In order to minimize the risk of errors, review of LSO’s assessment reports was conducted twofold. In the first stance, PCP team shared the reviewed report with the respective FEOs for corrections. After incorporating changes, FEOs sent the reports back to PCP along with the filled assessment tool and documents gathered during the assessment. Then, PCP team reviewed the reports in consultation with the filled assessment tool so as to ensure accuracy.

Monitoring and Evaluation

As per the contract agreement, regarding monitoring visits, PCP’ representative (Mr. Faisal) has conducted random monitoring visits to ensure quality of the evaluation conducted by the FEOs and obtain factual picture.

A member from AKRSP representative has also joined PCP representative to hold monitoring visits to different regions of Gilgit Baltistan to ensure worthiness of assessments conducted in the region.

Sharing of Assessment Results with AKRSP- First Phase

After finalization of reports, PCP shared the results of fifty seven (57) LSOs based in Gilgit, Baltistan, evaluated in first phase with AKRSP on 2nd March, 2018.

Implementation: Phase - 2

Assessments of 19 LSOs in Chitral Region: Based on our experience PCP management has decided to consume in-house resource for conducting Evaluations of 19 LSOs in Chitral region in order to ensure quality and save the extra efforts that everybody has to put in resulting in loss of precious time. In the above backdrop, Mr. Bilal (Project Coordinator) along with Mr. Faisal conducted the assessments and subsequent report writing of nineteen (19) LSOs in Chitral region. Geographical Region

Monitoring and Evaluation

As per the contract agreement, regarding monitoring visits, two members from AKRSP4 have also joined PCP team in assessment process to ensure quality of the assessments.

After finalization of assessment reports, PCP shared the results of nineteen (19) LSOs based in Chitral region, evaluated in second phase, with AKRSP on 29th April, 2018.
