To develop broader ownership of said evaluation tool RSPs like Rural Support Programme Network (RSPN) and National Rural Support Programme (NRSP) were also taken on board. In consultation with RSPs, PCP prepared and finalized the evaluation tool which was approved by AKRSP. AKRSP has applied the aforesaid evaluation tool first time in 2015 and referred 67 LSOs to PCP for evaluation. Composition of LSO Assessment Tool: The tool assesses LSOs in five categories: 1. Democratic Governance 2. Management Capacity 3. Networking & Volunteerism 4. Effectiveness and Impact 5. Sustainability 8 15% 150 Total 51 1000 Scope of Recent Project in 2017-18: Based on the success of the previous project, AKRSP and PCP signed a contract on 28th September, 2017 for conducting assessments of seventy seven (77) LSOs which were to be evaluated in two phases. Phase 1 – Assessments of fifty eight (58) LSOs in Gilgit Baltistan Region Phase 2 – Assessments of nineteen (19) LSO in Chitral Region Initial Planning: PCP team and AKRSP hold an initial planning meeting for project implementation on 20th October, 2017. After this meeting, PCP team shared the application tool, application form for AKRSP’s review. AKRSP showed positive reliance on the tool to be used for assessment. PCP team shared the documents with AKRSP including Application form, Research questionnaire, and self-assessment form so that they may be filled by LSOs. Moreover, Centre also seek other documents including Charter (Governing document, Articles and Memorandum of Association) Audit reports and Meeting minutes of General and Executive bodies of LSOs for the purpose of desk review of documents. Meanwhile, PCP team in consultation with AKRSP, started hiring process of Field Evaluation Officers (FEOs) for first phase of conducting assessments of LSOs in Gilgit - Baltistan region. For the said purpose, previously engaged FEOs and new FEOs referred by AKRSP were contacted. LSOs’ Project Completion Report 2017-18 2 Pakistan Centre for Philanthropy (PCP) Implementation: Phase - 1: Assessments of 58 LSOs in Gilgit - Baltistan Region: Geographical Region LSOs were situated in the following regions: 37 LSOs from Gilgit (Astore, Ghizer, Hunza) UCs: Yasin, Gahcuch, Ishkoman, Phandar, Sherqilla, Thoi, Bagrote, Haramosh, Altit, Baltit, Aliabad, Hyderabad, Gojal, Sumayar, Ghulmet, Rahimabad 21 LSOs from Baltistan (Skardu, Ghanche) UCs: Frano, Thagas, Shigari Kalan, Hussainabad LSOs’ Project Completion Report 2017-18 3 Pakistan Centre for Philanthropy (PCP) Hiring and Training of Field Evaluation Officers (FEOs) in GB PCP team comprising of Manager Certification, Mr. Naveed Yousaf Butt, Project Coordinator, Mr. Bilal Rasul and Lead Officer, Mr. Faisal Ali visited Gilgit for 3 days. Agenda of PCP Visit in Gilgit: PCP tem arrived at Gilgit Core office, on 6th November, 2017. The agenda of PCP visit to Gilgit was as follows: Review of submitted documents of 59 LSOs included in first phase of assessment (As per initial contract agreement, 58 LSOs were to be assessed. One more LSO was added by AKRSP in the List of LSOs for evaluation). Selection of FEOs 2 days Training of FEOs on application of LSO assessment tool Provision of hands on experience to FEOs on application of LSO assessment tool Assigning and handing over of LSOs documents to respective FEOs (Annexure may be attached highlighting no. of assessments carried out by each FEO). Selection of 13 FEOs for First Phase of 58 LSOs Assessments in Gilgit - Baltistan PCP Management was looking forward to complete first phase of assessments of 58 LSOs till December, 2017. To achieve the said objective, PCP team interviewed 15 potential Field Evaluation Officers (FEOs) in Gilgit, with areas representing GB and Skardu. Out of them, 12 FEOs were selected after strict scrutiny. These selected candidates were accompanied by one PCP Resource as Lead and Evaluation Officer i.e. Mr. Faisal. For the purpose of assessment in GB, total 13 FEOs were engaged. Other than Mr. Faisal, 12 FEOs included 4 Previous FEOs and 8 New FEOs. 2 days Training of Field Evaluation Officers (FEOs): Day One (7th November, 2017): Introduction about Pakistan Centre for Philanthropy and PCP team. Mr. Naveed Yousuf Butt (Programme Manager, Certification), started the presentation on LSO Evaluation Model and built understanding of FEOs about working of Local Support Organizations (LSOs). Mr. Bilal and Mr. Faisal provided presentation on implementation of assessment tool on LSOs and highlighted major areas of tool and explained enforcement areas related to LSO assessment tool. Lunch break Mr. Faisal provided a detailed presentation on format of Evaluation Report for Local Support Organizations. The financial highlight part was explained in detail. Pro-rate mechanism was also dealt in detail.
