While supplies were anticipated that were insufficient to fill the warehouses, eventually the warehouses started to be insuf- ficient for the goods to be stored. The vir clarissimus Vulcatius Rufinus, Praetorian Prefect, dedicated these (warehouses), which were commis- sioned by him, for the perpetual security of the annona.« This inscription celebrates the dedication of new depots for storing the supplies of the army at the Pannon- ian city of Savaria (Szombathely; Kom Vas / H) in A. D. 347-350 2. It seems that, although Savaria already had warehouses, increased annonary imports caused a storage crisis and the old facilities came to be insufficient. Thus the text provides a unique reflection of a moment in the development of the infrastructure of the an- nona militaris in a province of the European frontiers of the empire. The securitas perpetua rei annonariae was an important concern for the praetorian prefectures which managed this immense logistics system. In the frontier provinces, where large quantities of imported and locally produced military supplies were ac- cumulated, there was an urgent need for horrea, and such buildings must have been a priority in the build- ing agenda of the state and the army. -

Date: 19/03/2019 Signature: 3 Abstract The present dissertation explores the contexts in which political agency was negotiated in nineteenth-century Romania (1830-1907), the concepts through which it was articulated, and the ways in which it was perceived as being distributed across time, class and state borders. Whatever may be understood by ‘agency’ is necessarily projected onto others as a way of making sense of their actions and justifying our power relationships with them, and situated in time, insofar as we tend to assume that projects in the present and the future are informed by past intentions and conditions. Guided by these assumptions, our research focuses on two key questions: how did historical actors ascribe agency to other actors and to themselves, and per which criteria? And, secondly, how did specific ways of thinking about agency in turn influence historical actors’ own perceptions of history and temporality? In order to make sense of this, we use “agency” – a socio-culturally mediated capacity to act,1 inherently temporally-situated – in order to historicise perspectives on human action, taking Romania as a case-study, covering a period from the preliminaries of establishing a nation-state and the abolition of serfdom, to the last great European peasant uprising. -

THE FOUNDING FATHERS’ DILEMMA * ANDI MIHALACHE Abstract The present article is based on the disputes caused by the means of organising the central and local museums from La Belle Époque, in order to identify certain concepts regarding heritage, as well as certain arguments that supported such concepts. Considering the clashes or convergences between different epistemes of that time, the present paper exploits the academic polemics in order to emphasise the ways in which the development of sciences was – more or less directly – reflected by the evolution of the representations of the past. Thus, these confrontations are illustrated by appealing to the dominant figures of the Romanian cultural life from the end of the 19th century and the beginning of the 20th century. Keywords museum, localism, centralism, episteme, scientific imagination At the end of the 19th century and the beginning of the 20th century, the epistemes cohabited, but they did not collaborate, since a possible ramification did not yet seem useful. The term science encompassed and safeguarded all, regardless of their different areas of activity. Hence, the “methodological collusion” between biology and history resulted from the observation that the human physiological functions are not independent from the changes that occur in our daily lives, throughout the years.1 At the beginning of the 20th century, the Neo- Lamarckists argued that the needs and balances of the organism did not exist per se, as anatomical essences of human nature; they varied from one epoch to another, influenced by the evolution of the internal biological functions, as well as by social and cultural factors (labour standards, heating systems, food hygiene).2 According to Lamarck and to those who * doi: 10.26424/philobib.2018.23.2.03 A.D.
