    1 Face attack in Italian politics: Beppe Grillo’s insulting epithets for other politicians1 ABSTRACT The second largest party in the Italian Parliament, the “5-Star Movement” is led by comedian-turned-politician Beppe Grillo. Grillo is well-known for a distinctive and often inflammatory rhetoric, which includes the regular use of humorous but insulting epithets for other politicians, such as Psiconano (“Psychodwarf”) for Silvio Berlusconi. This paper discusses a selection of epithets used by Grillo on his blog between 2008 and 2015 to refer to Berlusconi and three successive centre-left leaders. We account for the functions of the epithets in terms of Spencer-Oatey’s (2002, 2008) multi- level model of “face” and of Culpeper’s (2011) “entertaining” and “coercive” functions of impoliteness. We suggest that our study has implications for existing models of face and impoliteness and for an understanding of the evolving role of verbal aggression in Italian politics. 1. Introduction In the 2013 Italian general election, just under a quarter of the votes went to Il Movimento Cinque Stelle (The 5-Star Movement, or M5S) – a new political entity which had been founded four years before by comedian- turned-politician Beppe Grillo. One of the distinctive characteristics of Grillo’s language as leader of M5S is the coinage of humorous but insulting epithets for other politicians. Antonio Floridia Electoral Observatory of the Region of Tuscany Abstract: This article, taking its point of departure from the research presented at the annual workshop of the Italian Society for Electoral Studies, analyses the principal outcomes of the elections held in 13 Italian regions on 27 and 28 March 2010. One of the most significant features of these elections is that they do not appear to have resulted in any major changes with respect to the electoral cycle initiated in Italy by the parliamentary elections of 2008. Featuring a very low level of turnout, typical of “second-order” elections and affecting all the parties, the only winners were the parties (the Northern League and Italy of Values) which managed to consolidate their support or limit their losses. The article then analyses in more detail the result obtained by the Democratic Party and dwells on the fact that the success of the centre right, despite winning four of the regions previously governed by the centre left, does not seem, however, to have reinforced the Berlusconi government due to the growing political significance of the League and the conflicts this produces. Ultimately, the regional elections have highlighted all of the dillemmas affecting Italian politics without resolving any of them.     3 ALEMANNO’S SURPRISING VICTORY IN ROME Giovanni Di Franco Gianni Alemanno’s 2008 victory in Rome caused great surprise, given that up until a few hours before the election it seemed certain that he would become a minister in the new Berlusconi government, as it was generally assumed that the results of the battle for the Campidoglio were a foregone conclusion. For the first time, a politician belonging to a party originating from the old Movimento Sociale Italiano (MSI, Italian Social Movement) took on the role of mayor of Rome. In 1993, Gianfranco Fini, then leader of the MSI, ran for mayor but was defeated in the second ballot by Francesco Rutelli himself. For the 15 years since then, the capital had been a stronghold of the center-left, which remained in power primarily due to the success of its mayors, Rutelli and Walter Veltroni (two terms each, even though the second term of the latter lasted only two years). In 2006, Alemanno was roundly defeated in the first round by Veltroni, winning barely 37.1 percent of the votes. How was such a reversal of support among the Roman elec- torate possible in little over two years? Betrayal or Demobilization of the Center-Left Roman Electorate?     2 THE PAR T I T O DEMOCRAT ICO : A TROUBLE D BEGINNING Chris Hanretty and Alex Wilson Writing in this annual two years ago, Marc Lazar discussed the birth of the Partito Democratico (PD, Democratic Party). Like many births, that of the PD was characterized by trepidation and optimism in similar doses. Yet the party was in government and had, in Walter Veltroni, a leader who was backed by an overwhelming majority of party sympathizers. Two years later, the PD is in much poorer health. It is now out of govern- ment, has performed badly in sub-national and European elections, and has a new leader, Pierluigi Bersani, who does not command the support of an overwhelming majority and may indeed antagonize some of the party’s right-leaning members. The PD is either a sickly child or, in the recent judgment of Francesco Rutelli, was never actually born at all.1 In this chapter, we analyze the travails of the PD in 2009, starting with Veltroni’s resignation as party leader and the reasons for it. We then sketch out what we see as the three principal dividing lines within the party. Having set out the terrain, we summarize the rules governing leadership selection and evaluate the results of the leadership contest. We show how Bersani managed to win by peeling off a number of social conservatives to add to his strong support among former mem- bers of the Left Democrats (DS). We conclude by suggesting that the internal divisions within the PD are likely to continue, with the party showing few signs of fulfilling its professed “majoritarian vocation,” or desire to govern alone and without the support of a broader coalition.

    Bulletin of Italian Politics Vol. 1, No. 2, 2009, 265-87 Between Surveillance and Exile: Biopolitics and the Roma in Italy Isabella Clough Marinaro The American University of Rome Abstract: This article argues that the recent treatment of the Roma population in Italy can be best understood within the context of international debates on the rising use of biopolitics to govern refugees, illegal immigrants and other undesired groups. The study examines the evolution of Italy’s policy of containing Roma in camps since the 1980s and of subjecting them to increasing surveillance, culminating in the drive to collect the fingerprints of the entire ethnically-defined group in 2008 and carry out mass deportations of foreign Roma. It demonstrates that although Italy’s centre-right government has intensified official anti-Roma discrimination, these recent events are a coherent progression in a strategy of biopolitical control of Roma which has been evolving in Italy – and especially in the capital – for nearly thirty years. Drawing particularly on Giorgio Agamben’s discussions of homo sacer and the state of exception, it is argued here that a campaign is underway in Italy to force Roma to reside in relatively safe but isolated state- run camps in which their private lives are under the constant scrutiny and control of the authorities, or to become internal exiles, bare life in a condition of constant flight from the police and vigilante attacks. The article emphasises that while Roma are increasingly subjected to the two polarities of surveillance and exile, the process of stripping them of their political rights and exerting power over their bodies is still evolving and taking multiple forms.

The Left has suffered a series of setbacks and crises since the formation of the Democratic Party (Partito Democratico, PD) in 2007, thanks in large part to the adoption by PD leader Walter Veltroni of a novelty-oriented strategy which failed to address the ‘transition’ agenda. Veltroni’s successor, Pierluigi Bersani, has mobilised a formidable nationwide coalition of support for a more conservative approach, cutting across the ideological divisions which persist within the PD. However, Veltroni’s strategy has created enduring problems for his party, including the effective delegitimation of the far Left; only when this is remedied will a revival of the broader Left, and a successful engagement with the problems of transition, become possible . Introduction 2009 was a disastrous year for the Italian Left, within and outside the Democratic Party (Partito Democratico, PD). In this paper I relate the difficulties faced by the Italian Left to the short-term effects of Walter Veltroni’s leadership of the PD, and to the longer-term perspective of a ‘transition’ from the First Republic to a state of democratic normality – a perspective closely connected with the prospects for the PD. I argue, firstly, that Veltroni’s strategy as leader was dangerously mistaken, causing long- term damage to the prospects of the Left and the PD itself.
