DESCRIPTION The work shall consist of furnishing and installing bottle fillers in accordance with the contract documents and as directed by the Engineer.

Work under this payment item includes, but is not limited to, the following: • concrete foundation, • precast concrete plumbing pit, • bottle filler, o all internal plumbing, o access panels, o surface mount, o hardware, and o accessories as indicated. • connection to water service, • drain within five feet (5’) of the tubular body, and • manhole frame and cover.

All parts and installation shall meet applicable requirements of N.Y.C. Codes.

BOTTLE FILLER: General: Storage prior to installation: Refer to manufacturer’s directions for storage.

ADA Certification: The manufacturer must certify that their product meets current ADA Standards for drinking fountains. This includes the fountain design, which shall be certified compliant with §602 of the 2010 ADA Standards.

• The fountain shall be operable with one hand and shall not require tight grasping, pinching, or twisting of the wrist. • The spout shall provide a flow of water four inches (4”) high minimum and shall be located five inches (5”) maximum from the front of the unit. • The angle of water stream shall be measured horizontally relative to the front face of the unit. • Where spouts are located less than three inches (3”) from the front of the unit, the angle of the water stream shall be thirty degrees maximum. • Where spouts are located between three inches and five inches maximum from the front of the unit, the angle of the water stream shall be fifteen degrees maximum.

Options: Sensor operated bottle filler and freeze resistant valves are not required under this specification.

All parts and installation shall meet applicable requirements of N.Y.C. Codes, including type “K” copper tubing throughout for water supply within unit.

Polyester Powder : A surface coat shall be applied to the metal pieces in such a manner that the coating will not peel off. The manufacturer shall perform all processes required to achieve a smooth material bond. The surface coat shall be an electrostatically sprayed, lead-free, superdurable TGIC (triglycidyl isocyanurate) powder coating applied to a minimum of three (3) mils thickness which shall be oven cured. The TGIC polyester powder coating shall be UV resistant and comply with the ASTM standards below:

Material manufacturer’s directions for storage and use shall be adhered to. Material surfaces shall be protected during shipment to arrive mar and scratch free in the field.

Tubular Body: Shall be either pipe or tubular steel, or 304 stainless steel or better, 14 gauge or better.

Color: The fountain color shall be Blue, Green, Black or Silver/Gray, as indicated in the contract documents. Where Silver/Gray color is specified, satin finish stainless steel (without corrosion resistance and powder coating) may be substituted.

Access panel and covers: Manufacturer’s identification-shall be displayed discreetly on the unit’s access panel to facilitate ordering replacement parts.

Access Covers: Shall be located for easy access to facilitate maintenance and replacement of parts and shall be fastened with vandal resistant stainless steel screws.

NYC Water Logo: Shall be supplied by NYC Parks and placed in a recess as shown in the contract documents or as approved.

Surface Mount (aka Surface Carrier): Shall be either stainless steel mount or optional stainless steel surface carrier.

Anchor Bolts: Shall be a minimum of three eights inch (3/8”), ten inch (10”) long and may be either stainless steel or galvanized steel, quantity as required by the Manufacturer.

Bottle Filler Hardware: All external hardware, fittings and fastenings shall be tamper resistant 18-8 stainless steel, type 304 in accordance with ASTM F593 of sizes as indicated on the shop drawings and as required to complete the installation. Anchor bolts shall be minimum 3/8”; 10” long and may be either stainless steel or galvanized steel, quantity as required by the manufacturer.

Bottle Filler Internal Plumbing and Hardware: Fountain plumbing hardware, including bubblers, stainless steel bowls, strainers, push-buttons and all internal plumbing, shall be preassembled by the manufacturer. The manufacturer shall have all factory installed plumbing components pre- tested prior to delivery. All factory connections shall be made by a licensed plumber. All parts and installation shall meet applicable requirements of N.Y.C. Codes.

Bubbler Head: Bubblers shall be rounded one-piece design, vandal-resistant type, certified to be lead-free. Bubblers may be either 18-8 stainless steel type 304 or chrome plated cast brass.

Push Button: Shall be composed of lead-free valve body with a 1-½” diameter minimum, feather touch vandal resistant push button. Push button for bottle filler and accessible “lo” basin shall be activated by a maximum five (5) pounds of pressure, in compliance with ADA Standards. Activation valves with brass valve bodies will NOT be accepted.

Stainless Steel Bowls: Shall be 120 gauge or better stainless-steel, type 304, or better, with a polished stainless-steel finish. Polished stainless-steel mirror finish will NOT be accepted. Stainless-steel bowls shall be installed with tamper proof stainless steel screws.

Waste Strainer: Shall be satin chrome plated brass or stainless steel waste strainer. Plastic waste drain/strainers are not acceptable.

Options: Sensor operated bottle filler and freeze resistant valves are not required under this specification.

Dog Bowl: The dog bowl construction and finish shall match the bottle filler and stainless steel bowl as specified above.

Lockable Hose Bibb: Shall be included in dog bowl/pet fountain models. Locking device shall be constructed to be vandal resistant. NYCDPR will supply the lock. A vacuum breaker shall be included.

Bottle filler with hi-lo drinking fountain basins: A “Hi-Lo” drinking fountain is defined as a unit where one fountain basin is accessible to those who use wheelchairs and one fountain basin is at a standard height convenient for those who have difficulty bending. The bottle filler with hi-lo drinking fountain basins shall be from one of the following manufacturers:

BOTTLE FILLER FOUNDATION: General: The bottle filler foundation shall be as indicated in the contract documents. Bottle filler and

Cement: Portland cement shall be Type IIA and comply with the requirements of §501.

Aggregate: Aggregate shall meet the requirements of §703-02 Coarse Aggregate.

Calcium Chloride: Do not use calcium chloride in precast concrete.

Broken Stone Base: Shall consist of crushed ledge rock. Stone shall be §703-02, no. 3 size.

Geotextile – Drainage: shall be meet the requirements of Table 737-01C (found in §737-01) and be listed on the Approved List for Geosynthetics for Highway Construction.

Polyethylene vapor retarder: shall meet the requirements of ASTM E1745 Class C and be a reinforced vapor retarder 3-ply laminate, combining 2 layers of high-density and 1 high strength non-woven cord grid.

Expansion joint with sealant: A premolded bituminous fiber joint filler, (requires a bond breaker and sealant) or, a premolded closed cell expanded polyethylene foam joint filler. If bituminous fiber material is used, a bond breaker such as one-half inch (1/2") width polyethylene tape or five-eighths inch (5/8") diameter expanded polyethylene foam backer rod shall be installed as recommended by manufacturer. A bond breaker will not be required for a premolded foam joint or a shredded recycled rubber aggregate joint filler, but sealant is always required.

Premolded closed cell expanded polyethylene foam joint fill shall be from one of the following manufacturers:

Prepared expansion joints shall be coated with a primer followed by installation of a bond breaker and a self-leveling two-component polyurethane-based elastomeric sealant. Asphalt cement will not be approved as a sealant.

No chipped, broken, or checked stone showing fine hair cracks or checks on the surface will be accepted.

Aggregate: §703-02 Coarse Aggregate

Calcium Chloride: Do not use calcium chloride in precast concrete.

Reinforcing Bars: §709-01. Bars are to be used to handle transportation and handling stresses.

Welded Wire Fabric: §709-02.

Supports for Reinforcement: Provide supports for reinforcement including bolster, chairs, spacers, and other devices for spacing, supporting, and fastening reinforcing.

EXTERNAL PLUMBING: The Contractor shall furnish all pipe, fittings, valves, and other foundries to complete the plumbing for the connections and concrete pit.

Connection to the water supply shall be made with a threaded, extra heavy fitting. The Contractor shall provide dielectric fitting at appropriate locations, as shown in the contract documents.

Water Piping: Water Piping shall be one and one-quarter (1-¼") inch rigid hard temper type "K" copper tubing as shown in the contract documents meeting the requirements of §722-06. Fittings shall be approved wrought copper and bronze solder-joint pressure fitting in accordance with ASTM B88.

Pipes through precast concrete plumbing pit wall shall be protected with a sleeve caulked watertight with a silicone sealant. All appurtenances such as gate valve, drain cock, reducer coupling and pressure regulator valve shall be installed as per the contract documents and as directed by the Engineer. Pressure regulator piping to be 3/8” soft temper copper tubing with cast brass compression fittings.

Pipe Supports: Pipe supports include pipe clamps, galvanized steel wedge concrete inserts and clevis pipe hangers. Refer to the contract documents for the location of pipe supports.

3 Pipe clamps shall be made up of 1" x /8" strap iron galvanized and shall be constructed to rigidly hold the pipes firmly in place. Clamps shall be held in place with anchor bolts set in fountain

Galvanized steel wedge type concrete inserts shall be ½” diameter.

Clevis pipe hangers shall be galvanized steel, and adjustable to fit a 2” pipe.

3 Pressure Regulator Piping: Pressure regulator piping to be /8” swoft temper copper tubing with cast brass compression fittings.

Pressure Regulator: Water pressure regulator shall be all bronze with wing nut setting screw and 3 shall be /8”, two-way Pressure Regulator Valve with one female inlet and opposite female outlet. Pressure shall be from sixty pounds per square inch (60psi) to three pounds per square inch (3psi). Pressure regulator valve shall be from the following manufacturers:

The cast iron cleanout shall have a gasketed brass countersunk plug and no hub connection.

MANHOLE FRAMES AND COVERS: General: Manhole frame and covers shall be supplied for each bottle filler specified. Bottle filler and bottle filler with dog bowl models shall use a cleanout manhole frame and locking cover. Bottle fillers with hi-lo drinking fountain basins shall use the “Park’s Leaf” manhole cover with locking bolts. Manhole frames and covers shall meet the requirements of §715-05, with exceptions noted below. Each cover shall be furnished with two (2) stainless-steel penta-head bolts. Typical plastic end caps are to be supplied with hardware and installed on penta-head bolts.

Cleanout manhole frame and covers: Cleanout manhole frame and cover shall be heavy duty cast iron as per ASTM A48, Class 30 or better. Manhole cover shall be a locking cover with frame. The cleanout manhole frame and cover shall be a locking cover with frame and be from one of the following manufacturers:

“Park’s Leaf” manhole cover: Access into the concrete plumbing pit shall be via a two (2’) foot diameter ductile cast iron frame and “Parks Leaf” manhole cover with locking bolts, as shown in the contract documents. Manhole covers shall be of gray iron per ASTM A48, latest revision, Class 30 or better. All covers shall be suitable for highway traffic, meeting the requirements for heavy duty H-20 loading, per AASHTO M306-10. Covers shall be manufactured by:

Two (2) keys shall be furnished per site. For security reasons, keys shall be shipped by the manufacturer directly to the Engineer.

BOTTLE FILLER FOUNDATION: Bottle filler and bottle filler with dog bowl shall be surface mounted on a concrete pad. Bottle filler with hi-lo drinking fountain basins shall be surface mounted to a precast concrete plumbing pit.

Concrete Pad: Concrete pad shall be a smooth, flat, broom finished surface installed flush with adjacent pavement grade and in accordance with the contract documents. Adjacent pavement shall be pitched away from bottle filler. Refer to the contract documents for the dimensions of the concrete pad.

Precast Concrete Plumbing Pit: Prior to placement of the precast concrete plumbing pit, the subgrade and broken stone base shall be level and compacted.

The drain pipe shall be extended five (5) feet beyond the foundation and connected to the sanitary drain line or dry well, as shown in the contract documents. The one and one-quarter (1 1/4") inch cold water line shall be extended five (5’) feet beyond the foundation and connected to the water supply pipe, as shown in the contract documents.

BOTTLE FILLER INSTALLATION: The unit shall be handled at lifting locations designated by the manufacturer.

The fixture shall be surface mounted and installed in accordance with the manufacturer’s written directions. Entire assemblies shall be installed in accurate locations, square and plumb on the concrete pad or precast concrete plumbing pit and in required locations to surrounding finished grade, as shown in the contract documents. Anchor bolts shall be accurately set, plumb and true, on concrete pad or precast concrete plumbing pit, quantity as recommended by the manufacturer.

EXTERNAL PLUMBING: Water supply and drainage lines shall be installed per §663-3 and as shown in the contract documents.

Field connection: All field connections shall be made by a licensed plumber. The factory installed portion of the cold water supply and waste water lines shall be extended from the Bottle Filler/Drinking Fountain Base at lengths indicated in the contract documents. Water and Drain lines shall be pitched away from the Bottle Filler/Drinking Fountain. Pockets in rigid piping that cannot be drained by gravity will be rejected. The plumber shall be required to reinstall piping until gravity drain is achieved.

Field connections required to complete the installation include gate valve, pressure regulating valve, waste, and supply connections within the plumbing pit and any other miscellaneous work required to complete the work. All parts to be installed in such a manner as to facilitate removal for purposes of replacement. Drain cock shall be oriented on the pipe at an angle which will allow easier access.

Water Piping: Pipes through precast concrete plumbing pit wall shall be protected with a sleeve caulked watertight with silicone sealant. All appurtenances (gate valve, drain cock, reducer coupling and pressure regulator valve) shall be installed per the contract documents.

Winterization: The unit shall be winterized by shutting off water supply and opening bleeder valve (outside of fountain). The bottle filler, dog bowl and drinking fountain basins shall be designed to allow internal water to drain by gravity.

SUBMITTALS:

Submittals for this item shall include the following: • Water filler-drinking fountain including all hardware, bubblers, stainless steel bowls strainer. • Push buttons and all other plumbing parts. • Concrete plumbing pit. • Manhole frame and cover.

Shop Drawings and Catalog Cuts: The Contractor shall submit a catalog cut and a complete dimensional shop drawing of the bottle filler showing all components including color, hardware manhole frame and cover, bubblers, stainless steel bowls, strainer, push buttons, internal plumbing, access panels, gauges of metal and thickness of wall construction at least twelve (12) weeks prior to proposed installation. NYC Water logo decal shall be displayed on shop drawing.

Certifications: 1) NSF/ANSI Standard 61 Drinking Water System Components – The Contractor shall submit a NSF/ANSI Standard 61 Drinking Water System Components - Section 9 certificate for the bottle filler drinking fountain. 2) A foundry certificate verifying the authenticity of the ductile iron supplied on this item

shall be submitted. The certificate shall be on foundry letterhead, dated and signed by an officer of the company with the contract name and number, Contractor name and class of ductile iron provided.

Operation and Maintenance Manual: The Contractor shall furnish an Operation and Maintenance (O & M) Manual prepared in conjunction with the manufacturers of equipment in this specification. The O & M manual shall contain the following:

1) Description of system operation. 2) Troubleshooting and Repair Guide. 3) List of parts with their model numbers.

METHOD OF MEASUREMENT The work will be measured as the number of each bottle filler installed.

BASIS OF PAYMENT The unit price bid for each bottle filler furnished and installed shall include the cost of all labor, materials, and equipment necessary to satisfactorily complete the work.
