The oldest and northernmost island in the Hawaiian chain is draped in emerald valleys, sharp mountain spires and jagged cliffs, aged by time and the elements. Centuries of growth have formed tropical rainforests, forking rivers and cascading waterfalls. Some parts of Kauai are only accessible by sea or air, revealing views beyond your imagination. Kauai’s distant past is filled with legends, the most well known tells of the Menehune, a mythical race of small people talented in construction and engineering who created Kauai’s aqueducts and fishponds, often in a single night. They were believed to have lived in the woods and were shunned by Hawaiians. Today, you can still see their work at Hawaiian fishponds like Alekoko, known as Menehune Fishpond, near Lihue. In 1778, British explorer Captain James Cook landed in Kauai’s Waimea Bay for the first time. Cook’s discovery of what he called the “Sandwich Isles,” named after the Earl of Sandwich, introduced Hawaii to the world. During this era of western discovery, King Kamehameha I was attempting to unify the Hawaiian Islands under his rule. Kauai and the small neighboring island of Niihau were the only islands to deter his efforts. HDOT uses FAA funds for contracts at Kona International Airport, Hilo International Airport and Lihue Airport; therefore, the overall DBE goal pertains to those activities. From Federal Fiscal Year 2018 through Federal Fiscal Year 2020, HDOT projected DBE goals of 22.00% for Kona International Airport, 21.00% for Hilo International Airport, and 29.00% for Lihue Airport. The safety issues discussed in this report include the influence of pilot experience and operator scheduling on in-flight decision-making; the lack of Federal Aviation Administration (FAA) oversight of 14 Code of Federal Regulations Part 91 air tour operators; the need for national air tour safety standards; and the lack of direct FAA surveillance of commercial air tour operators in Hawaii.     HAWAII AIRPORTS WEBSITE TERMINAL MAPS SCOPE OF WORK The Department of Transportation, Airports Division (“DOTA”), seeks web graphics and development services to assist the DOTA to create new airport terminal maps. The goals of this project are to (1) obtain interactive airport terminal maps for each passenger airport which is scalable and supports viewing by mobile devices and printable, and (2) to deliver training to DOTA staff to manage and maintain airport terminal map updates. There are ten (10) passenger airports in the Hawaii Airport System. Each of the airport websites needs a new terminal map. The 10 airports are Hana Airport, Hilo International Airport, Honolulu International Airport, Kahului Airport, Kalaupapa Airport, Kapalua Airport, Kona International Airport, Lanai Airport, Lihue Airport, Molokai Airport. 1.0 WORK LOCATION AND CONDITIONS - The development work may be performed offsite. However, onsite work is preferred for training DOTA Information Technology (“IT”) staff. Onsite work will be performed at 400 Rodgers Boulevard, Suite 700, Honolulu, Hawaii. The onsite work will be performed during the normal STATE working hours, 7:45am to 4:30pm, except weekends and STATE holidays. 1.1 Office Incidentals The Contractor shall provide their office supplies, paper, and duplication services. 1.2 Downtime In the event of system or power downtime, when the Contractor is performing work onsite, that is beyond the control of the STATE, in excess of three (3) hours, the Contractor will not be compensated until the system becomes available. 1.3 Parking The Contractor shall pay for any parking fees when working onsite.
