1 Hawaii Airports Website Terminal Maps HAWAII AIRPORTS WEBSITE TERMINAL MAPS SCOPE OF WORK The Department of Transportation, Airports Division (“DOTA”), seeks web graphics and development services to assist the DOTA to create new airport terminal maps. The goals of this project are to (1) obtain interactive airport terminal maps for each passenger airport which is scalable and supports viewing by mobile devices and printable, and (2) to deliver training to DOTA staff to manage and maintain airport terminal map updates. There are ten (10) passenger airports in the Hawaii Airport System. Each of the airport websites needs a new terminal map. The 10 airports are Hana Airport, Hilo International Airport, Honolulu International Airport, Kahului Airport, Kalaupapa Airport, Kapalua Airport, Kona International Airport, Lanai Airport, Lihue Airport, Molokai Airport. 1.0 WORK LOCATION AND CONDITIONS - The development work may be performed offsite. However, onsite work is preferred for training DOTA Information Technology (“IT”) staff. Onsite work will be performed at 400 Rodgers Boulevard, Suite 700, Honolulu, Hawaii. The onsite work will be performed during the normal STATE working hours, 7:45am to 4:30pm, except weekends and STATE holidays. 1.1 Office Incidentals The Contractor shall provide their office supplies, paper, and duplication services. 1.2 Downtime In the event of system or power downtime, when the Contractor is performing work onsite, that is beyond the control of the STATE, in excess of three (3) hours, the Contractor will not be compensated until the system becomes available. 1.3 Parking The Contractor shall pay for any parking fees when working onsite. There are monthly parking rates available to the public offered by the parking vendor. 2.0 QUALIFICATIONS - The Contractor and Contractor personnel resources shall meet the minimum qualifications as detailed in the HAWAII AIRPORTS WEBSITE TERMINAL MAPS MINIMUM HAWAII AIRPORTS WEBSITE TERMINAL MAPS 6/2/15 1 QUALIFICATIONS worksheets, see below. Bidders are required to attach a resume and examples of their graphical and web design work for each personnel resource. The bidder must highlight the resume to clearly show proof that the minimum qualifications are met. Any incomplete qualification worksheet or lack of proof to meet the experience requirements shall be rejected as non-responsive. 3.0 COORDINATION OF WORK - All work under this purchase order shall be coordinated with the State’s DOTA IT Project Manager or his duly authorized representative. 3.1 The Contractor shall furnish the DOTA IT with a single point of contact and a readily accessible telephone number for the contact, through which the Contractor can be notified of any situation requiring attention, Monday through Friday, 7:45 a.m. to 4:30 p.m. and during after hours support. 3.2 For terminal map maintenance support, the Contractor shall resolve any website terminal map problems, related to this purchase order, within twenty-four (24) hours of the receiving the initial phone call. 4.0 CURRENT TERMINAL MAPS – The majority of the current terminal maps are outdated. The most current terminal maps are Honolulu International Airport and Kona International Airport at Keahole. The two current terminal maps are available in Adobe Illustrator format. The other airport maps are in a .pdf file format. The DOTA has AutoCAD property space files that can be used as the base for building and space information and/or for verification of the airport layout. 5.0 WEBSITE DEVELOPMENT AND ACCEPTANCE TESTING – The airport terminal map website development shall be performed at the Contractor’s local or hosted website. Access to the Contractor website shall be granted to the State for final acceptance. Once the site is developed and accepted, the Contractor will work with the DOTA IT and State’s Information and Communication Services Division (ICSD) to migrate the website into the DOTA’s WordPress website. The terminal map development and delivery is broken down into milestones, whereby each milestone needs to be HAWAII AIRPORTS WEBSITE TERMINAL MAPS 6/2/15 2 completed by the Contractor and accepted by the DOTA IT before the Contractor is able to proceed to the next milestone. If the Contractor is unable to deliver an acceptable milestone within a reasonable time period, the State will deem that milestone and subsequent milestone deliverables as unacceptable and will cancel the remaining purchase order. The following is a list of the milestones, included but not limited to activities performed within each milestone: 5.1 Work Plan - a project work plan to demonstrate the reasonable time period for each milestone; 5.2 Pre-Development Standards - Adobe Illustrator and other electronic file naming standards, directory structure, layering standards, and other standards applicable to all airports to ensure ease of future maintenance; terminal map design layout, labeling, and functionality, i.e., look and feel, dimensions, color scheme, non-standard icon selection, etc.; 5.3 Development and Acceptance of static maps – this includes review points to ensure adherence to the established standards; validation of map layout and labeling from State and CAD files; any conversion from AutoCAD space layer to Adobe Illustrator, icon placement, etc. 5.4 Development and Acceptance of interactive webpages – acceptance testing will be conducted first with State Airport contact and then coordinated with DAGS/ICSD so terminal maps can be accepted for import into the Wordpress server; 5.5 Migration of terminal maps and final acceptance – migrate from Contractor’s local or hosted website into the DAGS/ICSD WordPress website; 6.0 TERMINAL MAP SPECIFICATION – The DOTA seeks terminal maps similar to the terminal map layout displayed on the San Francisco Airport website, http://www.flysfo.com/maps, where both interactive and static maps are offered. Most airports have one terminal/building, however, Honolulu International Airport terminal is broken into 5 areas, e.g., Commuter Terminal, Inter- island Terminal, Ewa Concourse, Central Concourse, Diamond Head Concourse; 6.2 Include the public parking lots and perimeter driving routes; 6.3 Is compatible across operating systems, browsers, and mobile devices; 6.4 Supports a responsive web design. A responsive web design provides an optimal viewing experience from different types of devices (e.g., desktops, smart phones, tablets, etc.); 6.5 With the responsive design criteria, a menu will be shown from a desktop and be able to be hidden on a mobile device; 6.6 A menu will be used to show the hierarchy of categories and detailed items under each category; 6.7 The ability for the end-user to be able to turn the display of the categories and detailed items on/off via the menu (categories include, but not limited to, Ticketing, Baggage Claim, Gates, Lounges, Dining, HAWAII AIRPORTS WEBSITE TERMINAL MAPS 6/2/15 4 Shopping, Restrooms, Elevators, Escalators, Pre/Post Security, and Ground Transportation and the items listed in the legend of the current Honolulu International Airport terminal map, ground level); 6.8 Support for mouse over or clicking on a point of interest, where it should show a popup with detailed information; 6.9 When applicable, a floor/level selector; 6.10 The ability to pan and zoom; 6.11 The use of international airport icon standards; 6.12 Support for Delivered as a two dimensional map; 6.13 Shall be hosted in the State’s website which runs under WordPress version 4.1.2 6.14 Relevant files shall be delivered as an Adobe Creative Cloud 2014 file format; 6.15 Developed using HTML version 5; 6.16 Standard naming convention for the Adobe Illustrator files and directory folders. 6.17 Shall comply with the State’s Accessibility Policy, reference American with Disabilities (ADA)/Section 508. https://portal.ehawaii.gov/page/accessibility/ 7.0 TERMINAL MAP MAINTENANCE SUPPORT – Upon successful delivery and acceptance of the terminal maps, the Contractor shall provide maintenance support based on an hourly charge. The maintenance support will be used to assist the DOTA with any terminal map changes and assist the DOTA IT to resolve any downtime problems. 8.0 TRAINING – The Contractor shall provide a technical overview of (1) the creation, standards, and setup of the Adobe Illustrator files and (2) the creation, standards, and setup of the HTML version 5 programming setup including any additional software programs used to create the interactive website. Upon successful completion of training, the DOTA staff shall be able to maintain the graphics and terminal map website using Adobe Illustrator and HTML version 5 programming, including any additional software used, for future updates. HAWAII AIRPORTS WEBSITE TERMINAL MAPS 6/2/15 5 9.0 DOCUMENTATION – The Contractor shall provide documentation for the following: 9.1 Adobe Illustrator files and any layering, icons, and configuration standards; 9.2 Overview of the HTML version 5 coding standards, setup and source code with comments; 9.3 The file and directory naming convention with directory hierarchy; 9.4 In Microsoft Word format; 9.5 A log for tracking updates after deployment.

    Federal Aviation Administration Office of Airports Compliance and Management Analysis Revenue Use Compliance Review State of Hawaii Department of Transportation Airports Division For the Six Year Period of July 1, 2007 – June 30, 2013 1 State of Hawaii Department of Transportation – Airports Division Revenue Use Review of Selected Airports The Federal Aviation Administration (FAA) Office of Airport Compliance and Management Analysis (ACO) conducted a Revenue Use Compliance Review of the State of Hawaii’s Department of Transportation – Airports Division (DOTA) to evaluate compliance with the FAA Policy and Procedures Concerning the Use of Airport Revenue (Revenue Use Policy) for the period July 1, 2007 to June 30, 2013. The FAA and its contractor conducted this review at the DOTA offices in Honolulu, Hawaii and outlying islands. The State of Hawaii owns, operates, and sponsors the airport system, which consists of fifteen airports operating under the jurisdiction of DOTA. DOTA is composed of five administrative staff offices (Staff Services, Visitor Information Program, Information Technology, Engineering, and Airports Operations) providing services to all of the state airports within four District Offices. The four districts and airports within the assigned district are: • Oahu District o Honolulu International Airport (HNL) o Kalaeloa Airport (JRF) o Dillingham Airfield (HDH) • Maui District o Hana Airport (HNM) o Kalaupapa Airport (LUP) o Kahului Airport (OGG) o Kapalua Airport (JHM) o Lanai Airport (LNY) o Molokai Airport (MKK) • Hawaii District o Kona International Airport (KOA) o Hilo International Airport (ITO) o Upolu Airport (UPP) o Waimea-Kohala Airport (MUE) • Kauai District o Lihue Airport (LIH) o Port Allen Airport (PAK) ACO selected a sample of five airports for ACO’s review of airport compliance with the Revenue Use Policy.

Travel Quarantine for Maui County • The form is available the County’s website at www.MauiCounty.gov. • We are discouraging any non-essential travel at this time. • We continue to ask for everyone’s help and cooperation as we carry out this travel process. Police and Park Rangers Enforcing Emergency Rules • Park Rangers will be enforcing the County of Maui Public Health Emergency Rules and issuing citations for violations. • This includes violations for gatherings of more than 10 people, disregard of physical distancing and use of large structures in beaches and parks.     State of Hawaii Department of Transportation Small HUB Primary Airports – Ellison Onizuka Kona International Airport At Keahole, Hilo International Airport And Lihue Airport Disadvantaged Business Enterprise FFY 2021 – 2023 Proposed Goal & Methodology February 2020 (Draft) Introduction The Hawaii Department of Transportation hereby submits its proposed annual, overall Disadvantaged Business Enterprise goals for Ellison Onizuka Kona International Airport at Keahole (“Kona International Airport”), Hilo International Airport and Lihue Airport for federal fiscal years 2021 through 2023 to the Federal Aviation Administration pursuant to 49 CFR Part 26, section 26.45. HDOT uses FAA funds for contracts at Kona International Airport, Hilo International Airport and Lihue Airport; therefore, the overall DBE goal pertains to those activities. From Federal Fiscal Year 2018 through Federal Fiscal Year 2020, HDOT projected DBE goals of 22.00% for Kona International Airport, 21.00% for Hilo International Airport, and 29.00% for Lihue Airport. Based on the results of a DBE Availability and Disparity Study prepared in 2019 by Keen Independent Research (Keen Independent), HDOT proposes a 12.66% DBE goal for Kona International Airport; a 15.64% DBE goal for Hilo International Airport; and an 8.84% DBE goal for Lihue Airport for FFYs 2021 through 2023 for FAA-funded contracts. The 2019 Availability and Disparity Study report provided information to HDOT as it considered (1) its overall DBE goals for FFY 2021 through FFY 2023 for FAA-funded contracts and (2) its projection of the portion of its overall DBE goal to be achieved through neutral means. HDOT estimates all of the overall DBE goal for each airport can be achieved through race- and gender- neutral participation on HDOT FAA-assisted projects at small hub airports.
