However, there is little work on the nature of of capacity deficits faced by local governments and whether these deficits are acting as a constraint on performance. We use financial accounts data from Punjab’s local governments for 2018-19 to measure their ability to utilize budgets and find that there is considerable variation in this metric across local governments. We supplement this with a management survey with the top managers whose decisions affect budget utilization in a random sample of 129 out of 193 urban local governments in Punjab. We find that the capacity deficits in local governments are particularly challenging in terms of human resource capabilities, the adoption of automated systems, and legal and enforcement capacity. We also find that better human resource capabilities and the use of managerial incentives are positively correlated with budget utilization. Our evidence provides new insights on the importance of management and human resource capabilities and systems capacity in local governments in a developing country setting.

    Punjab Spatial Strat e gy 2017-2047 System of Cities The System of Cities Model describes the interaction between different tiered cities and their functions within a larger urban network. The model helps address the primary spatial (planning) issues faced by Punjab. The current arrangement of large cities in the province suggests that there is an imbalance of resources in Punjab, which further aggra- vates social and economic disparities in the province. The system of cities, as shown below, will only work if all tiers of cities have adequate connectivity, human resource, capital, and infrastructure to perform out their respective functions in the larger system. Lack of understanding of the system of cities in case of Punjab, has enabled ad-hoc planning practices in region. Absence of data, ineffi- cient policy implementation, lack of transparency, and low level of citizen participation has encouraged an environment of ‘quick fixes’ that leads to long term damage and consequently higher debt. In 2019, thousands of Sikhs embarked on a pilgrimage to Pakistan to take part in this momentous occasion. However, conversations surrounding modern renovations, government control of sacred sites, and the global implications of the corridor have been missing in the larger dialogue. Using historical methods and examining the Darbar Sahib through the context of the 1947 partition and the recent construction of the Kartarpur Corridor, this paper departs from the metanarrative surrounding the Darbar Sahib and explores the impact that Sikhs across the globe had on the “bridge of peace”, the politics behind the corridor, and how access to sacred Sikh spaces in Pakistan was only partially regained. Introduction In November 2018, the decision of the governments of Pakistan and India to open the Kartarpur Corridor across the river Ravi—linking Dera Baba Nanak Sahib (in India) and Gurdwara Darbar Sahib in Kartarpur (in Pakistan)—marked the possible beginning of a new era of cooperation and a symbolic movement in the shared cultural history of the Punjab. The two historic gurdwaras are roughly six kilometers apart and share a connection to Guru Nanak, the founder of the Sikh religion, but the international border created by the partition of India in 1947 separated them, and simultaneously politicized their access.

    PAKISTAN The constitution and other laws and policies restricted religious freedom and, in practice, the government enforced these restrictions. The constitution establishes Islam as the state religion, and it requires that laws be consistent with Islam. The constitution states that "subject to law, public order, and morality, every citizen shall have the right to profess, practice, and propagate his religion;" in practice, however, the government limited freedom of religion. Freedom of speech was also constitutionally "subject to any reasonable restrictions imposed by law in the interest of the glory of Islam." The government rarely investigated or prosecuted the perpetrators of increased extremist attacks on minorities and the majority promoting tolerance, which deepened the climate of impunity. Despite the government's steps to protect religious minorities, societal intolerance and violence against minorities and Muslims promoting tolerance increased, and abuses under the blasphemy laws continued. The government did not take adequate measures to prevent these incidents or undertake reform measures to prevent the abuse of the blasphemy laws. Toward the end of the reporting period the public discourse regarding the blasphemy laws became increasingly heated, which contributed to the government's reluctance to address the issue. For example, after initially signaling he was considering pardoning Aasia Bibi's death penalty sentence for alleged blasphemy, President Zardari refrained from doing so. This was the first time a woman was sentenced to death under the blasphemy laws. Also, in response to extremist societal elements, the government distanced itself from a bill introduced by a member of the ruling party that would have amended the blasphemy laws to prevent abuse.
