The Special Committee shall study and make recommendations regarding: 1. How to reduce the number of trucks traveling along these roadways; and 2. Any improvements in engineering, infrastructure, education and enforcement that can improve the quality of life for those that live along these roadways. The Special Committee must submit its findings and recommendations to the Delaware Department of Transportation and the General Assembly by January 12, 2018. Lavelle DELAWARE STATE SENATE 149th GENERAL ASSEMBLY SENATE RESOLUTION NO. 10 ESTABLISHING A SPECIAL COMMITTEE TO STUDY AND MAKE RECOMMENDATIONS REGARDING TRUCK TRAFFIC AND FREIGHT MOVEMENTS ALONG SR 41, SR 48, AND SR 7 IN NEW CASTLE COUNTY. 1 WHEREAS, there is a significant number of heavy and light duty trucks that travel along the corridors of SR 41, 2 SR 48, and SR 7; and 3 WHEREAS, the residents along SR 41 and SR 48 have expressed concern about their safety and quality of life; 4 and 5 WHEREAS, the number of trucks entering into Delaware for economic development purposes is only going to 6 increase; and 7 WHEREAS, it is important to examine the freight movement along these corridors to identify ways to improve the 8 quality of life for the residents, while still promoting economic development; and 9 WHEREAS, it is also important that there be an equitable and jointly agreed upon solution that does not 10 overburden any one corridor over another. 11 NOW, THEREFORE: 12 BE IT RESOLVED by the Senate of the 149th General Assembly of the State of Delaware, that a Special 13 Committee be formed to study and make recommendations to the Department of Transportation regarding the truck traffic 14 and freight movement along SR 41, SR 48, and SR 7 in New Castle County; 15 BE IT FURTHER RESOLVED that the Special Committee shall study and make recommendations regarding; 16 1. How to reduce the number of trucks traveling along these roadways; and 17 2. Any improvements in engineering, infrastructure, education and enforcement that can improve the quality of life 18 for those that live along these roadways. 19 BE IT FURTHER RESOLVED that the Special Committee shall be comprised of the following members: 20 1. The executive Director of the Wilmington Area Planning Council (WILMAPCO), of the Executive Director’s 21 designee; 22 2. How We Treat Each Other: . Each member has an equal right to speak and ask questions. Each member is encouraged to share individual viewpoints. Individual opinions are valid whether others agree with them or not. We will listen to, respect and seek to understand the views of others, particularly those perspectives that differ from our own. Disagreements will be explored not suppressed. We will be courteous when addressing other committee members, staff and consultants. We will refrain from interrupting each other, staff or consultants. We will keep our comments relevant to the topic under discussion. It is understood that a stakeholder who does not speak or object on any given point is not necessarily indicating that they favor the proposal under consideration, but merely that they can “live with it.” B. How We Make Recommendations: . Any recommendation(s) offered by the Special Committee are governed by Delaware Code under the Freedom of Information Act (FOIA) sections 10001 and 10004. The areas relevant to the actions of the Special Committee are: o There must be a majority of members present to vote on any decisions made by the committee, including votes on recommendations. There are 11 Committee members so there must be at least 6 members present to take a vote. o A recommendation will move forward if a majority of the members present vote in favor o All votes will be public votes C. How We Communicate with Those Outside the Special Committee: . Ideas discussed within the Special Committee should not be presented as representing the position of the Committee without the agreement of the Committee. When speaking about the work of the Special Committee outside of meetings, members are speaking for themselves only unless speaking from approved documents or positions of the Special Committee. D. Videotaping of Special Committee Meetings . The videotaping of the Special Committee meetings is allowed. However, any videotaping must not cause a distraction or any disruption to the Committee members and the work of the Special Committee. E. Role of the Chair . The chair will be responsible for overseeing the Special Committee meetings. The chair is charged with running constructive, civil and orderly meetings. PA 41 Corridor Analysis (Delaware Valley Regional Planning Commission, 1999) Summary: • Study needs/deficiencies of the PA 41 corridor • Traffic safety, increasing auto and truck traffic and the existing roadway structure • Large amounts of data collected on truck volume, commodities and origin and destination including a truck survey • Examines feasibility of truck reduction/diversion along corridor Takeaways: • Study was a precursor to Wilmington-Harrisburg Freight Study.

(TTG), dated September 10, 2013. This review was assigned as Task Number 19A (Subtask 6A). TTG prepared the report in a manner generally consistent with DelDOT’s Standards and Regulations for Subdivision Streets and State Highway Access. The TOA evaluates impacts of the Delaware SPCA commercial development, proposed to be located on the west side of Stanton-Christiana Road (Delaware Route 7 / New Castle Road 67), approximately 1,950 feet north of Churchmans Road (Delaware Road 58 / New Castle Road 339), within New Castle County, Delaware. The proposed development would consist of a 5,125 square-foot convenience store with 20 fueling stations, a 4,000 square-foot fast food restaurant with drive-through window, and an 11,700 square-foot specialty retail center, all on approximately 21 acres of land. Two full-movement access points are proposed, both on Frontage Road (New Castle Road 336B). The North Site Access would serve as the new western leg of the intersection of Frontage Road and Frontage Road, and the South Site Access would connect to Frontage Road near the south end of the SPCA property. Construction is anticipated to be complete by 2015. Per DelDOT’s TOA Scoping Meeting Minutes dated January 23, 2013, TTG evaluated future conditions without and with the proposed Delaware SPCA commercial development.

Created in 1965, the Delaware Valley Regional Planning Commission (DVRPC) is an interstate, intercounty and intercity agency which provides continuing, comprehensive and coordinated planning for the orderly growth and development of the Delaware Valley region. The region includes Bucks, Chester, Delaware, and Montgomery counties as well as the City of Philadelphia in Pennsylvania and Burlington, Camden, Gloucester, and Mercer counties in New Jersey. The Commission is an advisory agency which divides its planning and service functions between the Office of the Executive Director, the Office of Public Affairs, and three line Divisions: Transportation Planning, Regional Planning, and Administration. DVRPC's mission for the 1990s is to emphasize technical assistance and services and to conduct high priority studies for member state and local governments, while determining and meeting the needs of the private sector. The DVRPC logo is adapted from the official seal of the Commission and is designed as a stylized image of the Delaware Valley. The outer ring symbolizes the region as a whole while the diagonal bar signifies the Delaware River flowing through it.
