Box 778 Dover, DE 19903 RE: Agreement No. 1773 Traffic Impact Study Services Task No. 1A Subtask 5A – Delaware National Dear Mr. Brestel: McCormick Taylor has completed its review of the Traffic Impact Study (TIS) for the Delaware National residential development prepared by Michael Maris Associates, Inc. (MMA) dated July 10, 2017. MMA prepared the report in a manner generally consistent with DelDOT’s Development Coordination Manual [formerly Standards and Regulations for Subdivision Streets , incorporated by reference into the New Castle County Unified Development Code 40.11.130]. The TIS evaluates the impacts of the Delaware National residential development, proposed to be located on the south side of Delaware Route 48 (Lancaster Pike / New Castle Road 237), on the east and west sides of Hercules Road (New Castle Road 282) and west of Centerville Road (New Castle Road 272) in New Castle County, Delaware. In total, the proposed development would consist of 158 single-family detached houses and 104 townhouses on approximately 205 acres of land. The Wilmington and Western Railroad runs north and south through the site, and the development would therefore be divided into three parts. The part west of Hercules Road would have 19 single-family detached houses; the part east of Hercules Road but west of the railroad would have 104 single-family detached houses; the part east of the railroad but west of Centerville Road would have 35 single-family detached houses and 104 townhouses. The following access points are proposed: two along Hercules Road (to serve all parts of the site west of the railroad) with additional access via interconnection to the Ashland Research Center and Norman Drive (to serve units east of Hercules Road and west of the railroad), one along Red Clay Drive (to serve the majority of the site east of the railroad), and one along Penn Oak Drive (to serve approximately 18 units). -

Box 778 Dover, DE 19903 RE: Agreement No. 1529 Traffic Impact Study Services Task No. 19A Subtask 6A – Delaware SPCA Commercial Development Dear Mr. Brestel, McCormick Taylor has completed its review of the Traffic Operational Analysis (TOA) for the Delaware SPCA commercial development prepared by The Traffic Group, Inc. (TTG), dated September 10, 2013. This review was assigned as Task Number 19A (Subtask 6A). TTG prepared the report in a manner generally consistent with DelDOT’s Standards and Regulations for Subdivision Streets and State Highway Access. The TOA evaluates impacts of the Delaware SPCA commercial development, proposed to be located on the west side of Stanton-Christiana Road (Delaware Route 7 / New Castle Road 67), approximately 1,950 feet north of Churchmans Road (Delaware Road 58 / New Castle Road 339), within New Castle County, Delaware. The proposed development would consist of a 5,125 square-foot convenience store with 20 fueling stations, a 4,000 square-foot fast food restaurant with drive-through window, and an 11,700 square-foot specialty retail center, all on approximately 21 acres of land. Two full-movement access points are proposed, both on Frontage Road (New Castle Road 336B). The North Site Access would serve as the new western leg of the intersection of Frontage Road and Frontage Road, and the South Site Access would connect to Frontage Road near the south end of the SPCA property. Construction is anticipated to be complete by 2015. Per DelDOT’s TOA Scoping Meeting Minutes dated January 23, 2013, TTG evaluated future conditions without and with the proposed Delaware SPCA commercial development. -

The City of Dover, Delaware has had a long interest in promoting safe and convenient transportation alternatives such as walking and biking. In 1997, the City developed its first Bicycle and Pedestrian Transportation Plan, which was incorpo- rated into the City's Comprehensive Plan. Through extensive public involvement, this initial plan provided an assess- ment of existing conditions for biking and walking in the City, as well as developed specific recommendations, an imple- mentation strategy, and potential funding sources. Since the adoption of the first plan, there have been numerous changes in the way that biking is viewed as a mode of transportation. Biking has taken on a new level of importance at the Federal, State and local levels, as transportation agencies have realized the effectiveness of this mode as an alternative to the motor vehicle. In addition to the transpor- tation benefits, biking provides measurable health, quality of life, environmental, and economic benefits to the local community. -

Chapter II- THE D/KC MPO STUDY AREA CHARACTERISTICS AND PROJECTED CONDITIONS General Area Characteristics The D/KC MPO metropolitan planning area consists of Kent County, Delaware (the County). As the middle of the three counties in the state of Delaware, the County is situated between New Castle County (more intensely developed) to the north and Sussex County (predominantly rural) to the south. Although the three counties have different land use and transportation planning challenges, they share the fact that the Delaware Department of Transportation (DelDOT) is responsible for 90% of all roads within the State (DelDOT Annual Report and Transportation Facts, 2018, pp. 4). In addition to different land use and transportation challenges, all three counties have a designated Urbanized Area associated with a metropolitan planning organization (MPO). The Dover, Delaware Urbanized Area (UA) (established after the 1990 US Census) is located in the middle of the County and extends (after the 2010 Census) just north into New Castle County. The small portion of the Dover, Delaware UA that extends into New Castle County is supported by WILMAPCO (the MPO responsible for New Castle County) through an agreement. This chapter will focus on different types of land use information that helps define the general characteristics in the County and that help establish a baseline when measuring projected conditions out to 2045. Data An essential aspect of the MTP planning process includes obtaining and analyzing data to assist in the development of MTPs and, specifically, in this instance, the Innovation 2045 MTP Update. A variety of data and planning studies were collected and reviewed from federal, state, regional, and local agencies to ensure the latest available information was used to update Innovation 2045 MTP. -
