Created in 1965, the Delaware Valley Regional Planning Commission (DVRPC) is an interstate, intercounty and intercity agency which provides continuing, comprehensive and coordinated planning for the orderly growth and development of the Delaware Valley region. The region includes Bucks, Chester, Delaware, and Montgomery counties as well as the City of Philadelphia in Pennsylvania and Burlington, Camden, Gloucester, and Mercer counties in New Jersey. The Commission is an advisory agency which divides its planning and service functions between the Office of the Executive Director, the Office of Public Affairs, and three line Divisions: Transportation Planning, Regional Planning, and Administration. DVRPC's mission for the 1990s is to emphasize technical assistance and services and to conduct high priority studies for member state and local governments, while determining and meeting the needs of the private sector. The DVRPC logo is adapted from the official seal of the Commission and is designed as a stylized image of the Delaware Valley. The outer ring symbolizes the region as a whole while the diagonal bar signifies the Delaware River flowing through it. The two adjoining crescents represent the Commonwealth of Pennsylvania and the State of New Jersey. The logo combines these elements to depict the areas served by DVRPC. The preservation and appropriate re-use of railroad rights-of-way are important components of this vision. Investigating the current railroad network and understanding the historical decline of railroad use are both necessary steps to preserve these resources. Studying these fragments of abandoned railroads in the Delaware Valley will help to identify opportunities to develop and promote alternative means of transportation. Many of the inactive or abandoned rail rights-of-way in the region could be suitable for other public uses such as bicycle and pedestrian trails, transit use, freight or even new roadway connections. These corridors would help ease traffic congestion by encouraging alternative transportation linkages that will reduce congestion and improve air quality. If redeveloped as recreational trails, railroad rights-of-way can function as linear parks, promoting the goal of maintaining open space and enhancing recreational opportunities. Finally, if preserved, these rights-of-way will be available for any future freight and/or transit expansion plans. Rail lines which were once profitable have become victims of changing economic and demographic conditions and a transportation system which increasingly favors cars and trucks. As a result, railroad rights-of-way are being lost at an accelerated pace. Often, railroad rights-of-way are sold in a piecemeal manner that make them extremely difficult to reassemble. Many abandoned rail rights-of-way could be preserved if these resources are identified more quickly and parties who are potentially interested in converting these rights-of-way into other uses are notified in a timely manner. This report provides an inventory of the present use and condition of railroad rights-of-way in the region . It also examines the current mechanism to provide notice of applications for rail abandonments and recommends the means by which this process could be made more efficient. There is a need for a comprehensive, long range planning approach to preserving abandoned rail lines. In order to foster a more proactive process, attempts to anticipate abandonments need to be made well before the notification process is initiated, together with a plan for future re-use. The report concludes with a set of goals, policies and recommendations on means to improve the planning and redevelopment process for rail line re-use. Seven broad goals and 41 strategies are offered, with the appropriate implementing actors identified for each strategy. Each railroad - whether active, inactive, abandoned or even forgotten - is a snapshot of our industrial past. The alignment of these rights-of-way tell the stories of agriculture, mining, manufacturing and industries long gone. Urban settlement patterns were often determined by the location of a rail line, and many communities can attribute their growth and prosperity to the new mobility of people and goods. Abandoned railroad beds should not merely serve as reminders of times past, but rather, they can continue to contribute to the public good as transportation, recreation and education resources. In order to appreciate the significance of the remaining fragments of railroad rights-of-way, it is important to know about their history, including the period and purpose for which they were constructed.     DVRPC FY2017 TIP FOR PENNSYLVANIA CHAPTER 7: COMPETITIVE PROGRAMS This section contains lists of projects that have been awarded via regional or statewide competitive programs, which are open to a specialized segment of the public. As projects move through the delivery pipeline, they may or may not show up in the active TIP project listings, but are important to the DVRPC region for demonstrating investments in particular types of infrastructure and potential fund sources. REGIONAL COMPETITIVE PROGRAMS Competitive Congestion Mitigation and Air Quality (CMAQ) Program – DVRPC periodically sets aside a specific amount of CMAQ funds for a DVRPC Competitive CMAQ Program (see MPMS #48201), which seeks transportation-related projects that can help the region reduce emissions from mobile sources and meet the National Clean Air Act Standards. CMAQ-eligible projects will demonstrably reduce air pollution emissions and, in many cases, reduce traffic congestion. Projects may be submitted by a public agency or a public-private partnership. A Subcommittee of the DVRPC Regional Technical Committee (RTC) evaluates the projects and makes recommendations to the DVRPC Board for final selection. In July 2016, the DVRPC Board approved the most recent round of the DVRPC Competitive CMAQ Program by selecting 17 projects for funding in the DVRPC Pennsylvania counties, for a total CMAQ award of $21,900,000.     FOM1 315 315.1 Supplemental Annuity Background 315.1.1 General In 1966 the Railroad Retirement Board (RRB) began paying supplemental annuities, in addition to regular age and service annuities, to railroad employees who met certain criteria. At that time, eligibility for the supplemental annuity was limited to those employees who were age 65 or older with 25 or more years of railroad service and who were first awarded regular retirement annuities after June 30, 1966. The Railroad Retirement Act of 1974 (RRA) extended supplemental annuity eligibility to those employees who were age 60 or older with 30 or more years of service and who were first awarded regular age and service annuities after June 30, 1974. The 1981 Amendments to the RRA began phasing out the supplemental annuity by adding the requirement that the employee must have at least one month of creditable railroad service before October 1, 1981 to be eligible for the supplemental annuity. Therefore, a supplemental annuity is not payable to an employee who does not have at least one month of service before October 1, 1981, even if they meet all other age and service requirements. 315.1.2 Earliest Supplemental Annuity Eligibility Dates Under 1937 and 1974 Acts A. Earliest Eligibility Dates The date an age and service annuity or disability annuity is awarded is the voucher date of the award, i.e., the date the award is processed for payment.
