RONAN BOARD ROOM 20TH FLOOR 2 BROADWAY Because of the ongoing COVID-19 public health crisis, the MTA Chairman convened a one-day, virtual Board and Committee meeting session on May 26, 2021, which included the following committees: • Long Island Rail Road and Metro-North Railroad; • New York City Transit; • MTA Bridges and Tunnels; • Finance; • Capital Program Oversight Committee; • Diversity; and • Audit To see a summary of the meeting and the actions taken by the Audit Committee, please refer to the May 26, 2021 Board minutes in the May Board Book available here on the Board materials website: https ://new .mta.info/transparency/board-and-committee-meetings/may-2021 MTA Chairman Foye introduced Auditor General Michele Woods. The Auditor General stated that there is one item for the Audit Committee members that requires a vote. The MTA public accounting firm (Deloitte) has completed their audit of the 2020 Financial Statements. Deloitte has provided a memo detailing the results and conclusions of their examination to the Audit Committee. Jill Strohmeyer from Deloitte was available to answer any questions. MTA management has reviewed the MTA' s Consolidated Financial Statements for the Year Ended December 31, 2020, and they have indicated that the Financial Statements are complete, accurate and prepared in conformity with generally accepted accounting principles using the latest GASB accounting pronouncements. Noemi Lopez, the Deputy Chief Comptroller for MTA HQ was available to answer any questions. A motion was made and seconded to accept the 2020 Year End Financial Statements. The remaining three items on the Agenda do not require a vote, and are as follows: • The General Counsels from each agency, along with representatives from the independent accounting firm have reviewed the status of major litigation that may have a material effect on the financial position of their agency, or for which a contingency liability been or will be established and/or disclosed in a footnote to the financial statements. In addition, the Committee was briefed on the status of third-party lawsuits for which there has been minimal or sporadic case activity. All current information has been reflected in the financial statements. • The MTA Chieflnformation Security Officer reported to the Committee members on activities of the MTA IT for the past year, including its accomplishments, strategies and plans for the current year. A copy of the presentation was included in the Board Book and Rafail Portnoy, the Chief Information Security Officer was available to answer any questions. • The Chief Compliance Officer and Compliance staff presented a report on past due remediation plans and remediation plan implementation progress to the Audit Committee. All internal findings and their corresponding remediation plans are tracked in the RSA Archer Governance Risk and Control System (GRC). This allows the compliance staff to enter remediation actions and monitor the status of those actions to identify findings that have not been addressed timely.   • Union Depot Tower Interlocking Plant
    Union Depot Tower Union Depot Tower (U.D. Tower) was completed in 1914 as part of a municipal project to improve rail transportation through Joliet, which included track elevation of all four railroad lines that went through downtown Joliet and the construction of a new passenger station to consolidate the four existing passenger stations into one. A result of this overall project was the above-grade intersection of 4 north-south lines with 4 east-west lines. The crossing of these rail lines required sixteen track diamonds. A diamond is a fixed intersection between two tracks. The purpose of UD Tower was to ensure and coordinate the safe and timely movement of trains through this critical intersection of east-west and north-south rail travel. UD Tower housed the mechanisms for controlling the various rail switches at the intersection, also known as an interlocking plant. Interlocking Plant Interlocking plants consisted of the signaling appliances and tracks at the intersections of major rail lines that required a method of control to prevent collisions and provide for the efficient movement of trains. Most interlocking plants had elevated structures that housed mechanisms for controlling the various rail switches at the intersection. Union Depot Tower is such an elevated structure.     Service Alerts – Digital Displays TriMet has digital displays at most MAX Light Rail stations to provide real-time arrival information as well as service disruption/delay messaging. Some of the displays are flat screens as shown to the right. Others are reader boards. Due to space, the messages need to be as condensed as possible. While we regularly post the same alert at stations along a line, during the Rose Quarter MAX Improvements we provided more specific alerts by geographical locations and even individual stations. This was because the service plan, while best for the majority of riders, was complex and posed communications challenges. MAX Blue Line only displays MAX Blue Line disrupted and frequency reduced.     Review of the A and C Lines ,. December 11, 2015 Page intentionally left blank AC Line Review Executive Summary Executive Summary The attached report provides a comprehensive review of operations on the A and C lines. Combined, the two lines serve 800,000 riders a day across three boroughs and connect to many of the most important intermodal hubs in New York City. The A differs from most other New York City Transit subway lines in that its route splits three ways at its southern end in eastern Queens. It is also exceptionally long, at 32 miles between 207 St and Far Rockaway-Mott Av. Like many other subway lines, it merges several times with other lines. The combination of these traits tends to reduce reliability. In contrast, the C is a shorter line scheduled to run less frequently than the A and many other lines. C service is relatively reliable, even though it has historically been assigned some of the oldest cars in the system. This review has been prepared within the context of NYC Transit’s service planning procedures, and all discussions of service levels take into account established guidelines for designing and scheduling service. NYC Transit determines how many trains run on a given line based on a number of factors, including line capacity, equipment availability, and the Rapid Transit Loading Guidelines. The Guidelines ensure that limited resources are equitably allocated throughout the system by establishing, by time of day, maximum passenger load levels and minimum service frequencies, where operationally feasible. The Guidelines are applied by evaluating average ridership levels at locations where trains are most heavily loaded (“peak load points”) to develop recommended service frequencies, where operationally feasible.

    CU 2016 Fact Sheet UNIVERSITY OF COLORADO A LINE AT A GLANCE The CU A Line is part of RTD’s 2004 voter-approved FasTracks plan to expand transit across the Denver metro region. Once completed, it will be a 23-mile electric commuter rail line between Denver’s Union Station and Denver International Airport (DEN). RTD FasTracks is building seven stations on the line: 38th•Blake, 40th•Colorado, Central Park, Peoria, Airport & 40th Blvd•Gateway Park, 61st & Peña Boulevard and Denver Airport. It is part of the larger Eagle P3 project that is also building the G Line and the first segment of the B Line. PROJECT OVERVIEW 1997: Plans for rapid transit between downtown and DEN began when RTD conducted an investment study to determine recommendations for commuter rail, light rail, highway widening and transportation management. 2003: RTD FasTracks and the Colorado Department of Transportation initiated an Environmental Impact Statement (EIS) process to study improvements to the I-70 East Corridor. 2007: Federal Transit Administration (FTA) officials selected the East Rail and Gold lines for a public-private partnership pilot program, which gave birth to the Eagle P3 project. 2009: RTD FasTracks released a final EIS; received an FTA Record of Decision, completing the environmental process; and released a Request for Proposals seeking private partners to design, build, finance, operate and maintain the East and Gold rail lines. 2010: RTD FasTracks selected Denver Transit Partners as Eagle P3’s contractor for a 34-year concession; construction began. 2011: Eagle P3 received a $1.03 billion Full Funding Grant Agreement from the FTA, the largest awarded to date at that time by the Obama administration.

    2019 FACT SHEETS Regional Transportation District On the Cover: The first on-road deployment of an autonomous vehicle (AV) made its debut as RTD’s Route 61AV at the end of January 2019. The self- driving EasyMile shuttle is 100 percent electric and will connect passengers from the 61st & Pena Station along the University of Colorado A Line to the Panasonic and EasyMile offices. The shuttle can carry up to 12 passengers and will run Monday through Friday from 10 a.m. to 6 p.m., making a loop to four stops every 15 minutes at an average speed of 12 – 15 miles per hour. The goal of the project is to determine whether the autonomous vehicle could serve as a possible future first and last mile solution for transit riders. Route 61AV is a pilot project that was approved by the National Highway Traffic Safety Administration and the newly formed Colorado Autonomous Vehicle Task Force. It might help to: 06/03/2020 - 6:12pm * put the Regional Transit Corridors section earlier in the document 26 1 0 * show the Early Opportunity Corridors on their own map * say more about the opportunity to build transit that moves more people faster (bus rapid transit, light rail, heavy rail) where this plan has identified are the places where improvements like that should be prioritized Look at the 1978 Metro Subway plan. Identify funding for long term and do 04/24/2020 - 1:22pm not rely on the state or federal government to continue funding. It's been 27 8 0 stripped for illogical reasons in the past! Establish a Transit Trust Fund through user fees or gasoline tax, or 05/06/2020 - 11:50pm 27 8 0 other means to solely dedicate to transportation projects.

Congress responded by creating Amtrak—officially, the National Railroad Passenger Corporation—to preserve a basic level of intercity passenger rail service, while relieving private railroad companies of the obligation to maintain a business that had lost money for decades. In the years since, the federal government has funded Amtrak and, in recent years, has funded passenger-rail efforts of varying size and complexity through grants, loans, and tax subsidies. Most recently, Congress has attempted to manage the effects on passenger rail brought about by the sudden drop in travel demand due to the Coronavirus Disease 2019 (COVID-19) pandemic. Amtrak’s ridership and revenue growth trends were suddenly upended, and passenger rail service in many markets was either reduced or suspended. Efforts to improve intercity passenger rail can be broadly grouped into two categories: incremental improvement of existing services operated by Amtrak and implementation of new rail service where none currently exists. Efforts have been focused on identifying corridors where passenger rail travel times would be competitive with driving or flying (generally less than 500 miles long) and where population density and intercity travel demand create favorable conditions for rail service.
