I was born and raised in Brockville and have always been an active member of the community. I recently returned to the city after university and a professional hockey career and have made Brockville my home. I want to see Brockville grow and improve. A seat on city council would provide me with this opportunity.

I have extensive contents in the city through my role with the Observer newspaper. I have a BACin Communications and Marketing with a minor in French. I have dealt with many city officials and business owners in the area, providing a level of understanding of their needs. I have observed the process covering council over the past 20 months. My name is Carolyn Lee and I am a resident and homeowner here in Brockville. I came to this area from Whitby Ontario while working with DuPont. I retired from the Maitland site after 30 years service to care for my husband, who was ill and died a few years later. In the meantime I took a real estate license and have now worked in this field for 11 years. I have always been interested and active in community and really love Brockville as a place to live work and play. I chose to come to this area with DuPont with a view to a good retirement community. My children and their families have followed me to Brockville and live and work locally. I now believe I am ready for a new challenge. I wish to put my name forward to fill the empty counsellor position.

The following is a summary of my qualifications and the skills that I would bring to the job.

Experience During my years with DuPont I had the opportunity to prepare budgets, manage work groups, train employees, write business plans, integrate business systems, study and learn continuously new methods, ideas and concepts. Teaming and problem solving were important parts of everything I did. I believe that these universal skills would be invaluable in filling the role that you have open now. Before coming to Brockville I was a Director for our church in Whitby where I served for a number of years allocating the resources and resolving issues with the other Board members (similar I expect to what a council does only we had staff to administer also).

Character I would be pleased to provide you with references, both business and personal from here in the community and elsewhere if requested. I own my own home and am financially solvent. I have never been arrested or charged with any offence and my last speeding ticket was at 21 year of age. I volunteer for various community events and exercise regularly (5 days a week) at the YMCA. I am on Facebook and have a smart phone (I’m technically literate). I took a real estate license because I love to work with and for people. Honesty, integrity and compassion are important requirements for this job.

RE: Expression of Interest to fill the Council Vacancy due to resignation of Larry Journal

PREFACE

I respect and commend that Council is diligently following a process as per the Municipal Act and staff recommendations and recognize that it has the legislative authority to appoint anyone eligible to be the peoples representative on Council.

As this position is to represent the people of Brockville, their views should, in my opinion, be the determining factor. The poll the R&T conducted was overwhelmingly in favour of appointing the first person on the defeated Council candidate list who would accept the position. The only other choice with even a modicum of support was holding a by election. This view was supported by an editorial, both regular columnists and almost all of the letters to the editor and on line blogs. Of particular note is that some letters said they had not voted for me but nonetheless believed that democracy allows no other choice. It is also noteworthy that a defeated mayoralty candidate wrote in to say that although she didn’t vote for me that she and the other mayoralty candidates should not be considered.

Similarly, I’m sure most would agree that if the Mayor’s seat should become vacant then the appointment should be from the defeated Mayoralty candidates and not include Councillor candidates nor the general public..

The electorate have overwhelmingly indicated that the underlying principle of the ballot box is paramount and, whether they approve of any particular candidate or not, that the trust they have in due democratic process has only one acceptable option in their view. Mr Hart even went so far as calling it a “no brainer”.

REASON FOR MY INTEREST

At the risk of sounding corny, or being ridiculed, the reality is that I come from a family line of fairly bright gifted folks who have made a difference majorly. There is an unspoken family expectation/ethic based upon the Biblical view that to whom much is given, much is expected. Thus most of our family has not lived its life based upon making money (or power or fame) but rather on using whatever talents we are blessed to have received to try to make the world a little better place for our having been here. It also requires standing up and being counted should the need arise but we prefer to be in the background and are generally peaceable behind the scenes folk. Hence, at an age when most don’t man the ramparts but choose to write cheques of support, or take on volunteer non demanding tasks, I am required to devote my time, energy and thinking processes to helping my community at the levels my education and experience dictate.

Truthfully it’s a curse as life would be a whole lot easier without this obligation always playing mercilessly in the backgrounds of my mind.

Where this plays out in Brockville is that we have been gradually losing good paying jobs, that our average income is declining whilst the provinces rises. Much more worrisome is that our best educated ambitious risk taking youth go elsewhere for decent careers where they raise their kids. They are the folks who have the energy, youth, ideas, take the risks, provide high energy dedicated civic leadership and volunteer for

Page 1 of 3 Page 9 of 70 the tough sledding. They spend money raising families, upgrading homes and shopping and recreating. They leave us to helping other prosper at our expense. History shows that we lose them at our long term peril. Old folks tend to shed possessions not accumulate them.

It also makes attracting new residents more difficult because most families require two incomes. Unlike days past when women needn’t work, both have to find meaningful careers if they are to locate here.

If we can reverse this, and become a net importer of middle and upper income folks all of our problems can be managed. However, if the present trends are not reversed our economic future, city services and local taxes will be increasingly problematic.

I believe these trends can be reversed. We have no other prosperous option in the long term. That is why I wish to join the Council team. This Council has a good working relationship, very competent dedicated folks with a variety of experiences and ideas. It would be both fun and an honour to work collaboratively with the Mayor, Council, staff and the community in creatively developing ways to enhance our future prosperity.

We cannot cost cut our way to prosperity. No one person can build the future alone. But history shows that collectively and collaboratively Councils can show leadership and the impossible can become possible.

Helping to be a constructive, creative, contributing, collaborating part of the solution is what drives me, and why I wish to be on Council.

QUALIFICATIONS AND RELATED EXPERIENCE

You have asked for “related” information. My criterion in interpreting your word “related” is based upon my belief that the City is a major complex Corporation. It has all the complexity of a multidivisional conglomerate. It operates in many unrelated activities some with different legislation e.g.: Policing, fire, road construction, playgrounds, cemeteries, museums, arts centres, libraries, arenas, marinas, tourism, lighting, parking, bus lines, garbage, sewage, roadways, snow clearance, waterways, islands, taxation, water system, land planning, drainage, electrical, plumbing, civil engineering, computer networks, development.. The list goes on. Most of these operations have dedicated companies in the private sector somewhere in the world but dedicated to doing only one of these. Yet local governments must do them all, with small staffs under the ever present watchful eye of the very vocal citizenry who tend to not appreciate the range of activities nor the efficiency and effectiveness with which the services are delivered.

I take the role of a Councillor very seriously requiring hours of research, reading and thought in order to work with my colleagues on Council in reviewing, approving and suggesting policies, priorities, projects, staffing, investments and budgets in this very diverse array of activities, all competing for resources.

I have the interest, passion, energy, time, health and motivation.

Page 2 of 3 Page 10 of 70 A) General • Professional Engineer and Schulich MBA • Managing Partner of Toronto Office of ’s 6th largest (at the time) Management Consulting I specialized in strategic planning, income generation, cost containment and restructuring. • My own consulting firm being brought in at the last minute to try to save major national corporations from imminent bankruptcy including formulating strategy and financial plans. • The computer companies I founded (COMSOL and MANSOL) took over 200 Ontario local governments into the computer age (including Brockville) so I know the detailed workings and issues of all departments intimately, not only locally but provincially. • was the only non Provincial employee twice asked (By Mr Church the then Deputy Minister) to attend the annual planning and review 3 day conference of the HQ staff and field representatives of the Ministry of Municipal Affairs and Housing. I was specifically asked to attend whatever sessions caught my interest and to speak up with any views I might have. Two major initiatives that I proposed were subsequently adopted by the Ministry. • The Ministry adopted the Municipal Account Structure I developed for my local Governments which dovetailed with the Ministries FIR (Financial Information Return required of municipalities) and which eliminated the widespread dual bookkeeping systems(treasury and public works) as the provincially recommended standard for small local governments province wide (“BACPAC”) • asked to represent Canada in the (50 member) UN initiated Academy of Local Government Information Sciences headquartered in Belgium (Since disbanded as we achieved our mandate) • RCAF telecommunications officer

Please accept this correspondence as confirmation of my interest in the position of City Councillor, as set out in the minutes of your November 8, 2011 Council meeting. Following the 2010 municipal election, my interest in working with Council and taking part in the commitment to making Brockville a continued great and vibrant place to live has not waivered. In that regard, I have remained steadfast in following Council meetings and issues via television and local news outlets.

My 10 years on Council allowed me to contribute in many significant ways, including the following highlights:

• Worked with Council to develop and implement strategies and policies in answer to local issues and concerns about existing and proposed City services; • Chaired several City committees, including Operations, Economic Development and Finance Committees, wherein local concerns and ideas for change were discussed and relayed at Council meetings; and • Worked along side the youth of Brockville to raise over $500,000 and bring about the creation of the Brockville Civitan Skateboard Park.

Over the past 40 years that I have resided in Brockville, I have developed strong relationships within the community. I have done so through the ownership and operation of small business, a wide range of volunteer experiences and through memberships and involvement in several local professional organizations. These experiences include the following highlights:

• Over 30 years of owning and operating two small businesses in Brockville; • Volunteer Reader at Lyn Public School, wherein I was paired with students to provide an inspiration and love for reading; • Volunteer mentor with Big Brothers and Big Sisters, wherein I was paired with students at local elementary schools to provide mentoring and encouragement to children who faced various obstacles in their youth; • Board Member with the local chapter of the Alzheimer’s Society, during which time I worked with a fellow Board member to organi2e the first annual telethon fundraiser. This fundraiser raised a cumulative total of $40,000 over four years; these funds were used for music therapy in Leeds and Grenville nursing homes;

Page 12 of 70 • Vice-President and Treasurer with the St. Lawrence Kings Hockey Association, wherein I provided additional assistance as convener of multiple teams in the organization; • Member of the Brockville Women’s Network, wherein I served as President and Vice- President for a combined total of six years, and assisted in leading the initiative for the first- ever (and continuing) fundraiser for providing scholarships to young women returning to school; and • Member of the Brockville Ad and Sales group, wherein I served as President for two years.

The cumulative effect of these experiences has served only to strengthen my appreciation of the community, and my desire to make a continued meaningful contribution. I have the knowledge and the ability to hit the ground running, and would welcome the opportunity to prove that I am the right person for the job. Thank you for the opportunity to address you this evening and make my pitch to be considered for City Councilor.

I believe am the most qualified candidate to be on City Council for the following reasons:

Experience is what counts. I have 12 years experience on Brockville City Council; therefore I wiNbe effective immediately. I know Council procedures; I know the issues and can offer personal opinions in a constructive manner. There willbe no learning curve and I guarantee to partake in debates without hesitation or reservation. My main concern for the next three years will be jobs in Brockville and improving the local economy. How can we stop business from closing and relocating, and what further incentives can we bring to the table. willwork with the Mayor and Councilors to make tough fiscal decisions and be innovative in setting targets for a better economy. Going forward we must hold the line on taxes: Some people tell me that their taxes have increased 58% in the last five years, granted a large part of that is due to MPAC property assessment, part educational assessment and the rest municipal increase in expenditures.

I believe that currently local, national and international constraints call for serious measures to reduce our budget over the next three years. A moratorium on new projects might be worthy of consideration. We need to challenge increases in expenditures from all sources with face to face meetings. We can’t depend on reserve funds to bail us out any longer, the tank is empty and it’s time to return to basics.

My record of community involvement is unsurpassed, I have spent my whole life being a volunteer in Brockville and even my recent surgery has not slowed me down one bit. I am retired and have the time to devote to this job. For example I am right now or have recently been involved as; a) Co-chair of the 2011 United Way Campaign b) Member of the Rotary Club of the 1000 Islands c) Director of the Community Primary Health Care d) Past Chair of the Employment, Education Centre e) Honorary Lt Colonel of The Brockville Rifles f) Member of the Brock Trail Committee g) Vice Chair of the 2010 Canada 55+ Games h) Member of the TISS OFSAA Track &Field Committee i) Fund Raising Committee for BGH Rehab Centre

1. Upon direction from Council to the City Clerk to undertake the process to fill the council vacancy, the Clerk shall post a notice on the City website, in the Recorder & Times and on radio station 104.9 JRfm. The notice shall indicate Council’s intention to appoint a person to the vacancy and outline the process any interested person must follow to become nominated.

2. All interested persons must submit a letter of interest outlining the reason for your interest and any related experience, in person, to the City Clerk or Deputy City Clerk by 11 a.m., Friday, November 18th, 2011. In addition, applicants must complete and sign a Declaration of Consent and Qualifications form. Identification will be required to be submitted with the letter of interest.

3. The vote to fill the vacancy shall occur at the Council Meeting scheduled for Tuesday, November 29th, 2011. The list of the names and a copy of the letter of interest of those people who have submitted application and completed the Declaration of Consent and Qualifications forms will be included in the agenda package for the council meeting.

4. At the meeting, the following shall take place:

a. The Chair shall make a short statement outlining the general order of proceedings to be followed.

b. The Chair will call for nominations from the floor of eligible applicants. Each member of council is permitted to make one (1) nomination. Each nomination must be seconded. Members of Council are permitted to second more than one nomination.

When it appears that no one else wishes to make a nomination, the Chair will again ask if there are any further nominations; and if there is no response, he will declare that nominations for the Office of Councillor are closed.

c. The Clerk will provide to the Chair a list of names of those applicants who have been nominated to fill the vacancy. The Chair will call for a motion from Council in the following form:

“THAT the following persons, who have signified in writing that they are legally qualified to hold the office of Councillor, be considered for appointment to fill such vacancy:”. This shall become the slate.

d. Council will proceed to vote as follows:

i. Members of Council will vote by roll-call.

ii. the Chair shall call upon members using a randomized list prepared in advance by the Clerk.

iii. the Member when called upon, shall vote by stating one name from the slate.

Page 27 of 70 iv. where the person receiving the greatest number of votes cast does not receive more than one-half the vote of all Members of Council present, the person or persons who received the fewest number of votes shall be excluded from the voting and the vote will be taken again by the Chair and, if necessary, more than once, excluding in each successive vote the person or persons who receive the fewest number of votes in the preceding vote, until the person receiving the greatest number of votes has also received more than one-half of the votes of the Members of Council present and voting.

v. where the votes cast are equal for all the candidates, a second vote shall be taken of the same slate of candidates. Should the votes cast be equal for all the candidates a on a second vote:

1. if there are three or more candidates remaining, the Clerk shall by lot select one such candidate to be excluded from the subsequent voting;

2. if only two persons remain, the tie shall be broken and the vacancy shall be filled by the person selected by lot conducted by the Clerk;

3. a lot means the method of determining the person to be excluded or the person to fill the vacancy, as the case may be, by placing the names of the persons on equal size pieces of paper placed in a container and one name being drawn by a person chosen by the Clerk. e. Upon conclusion of the voting, the Clerk shall declare to be elected, the candidate receiving the votes of more than one-half of the number of the Members of Council present and voting or the person selected by lot. f. A by-law confirming the appointment shall be enacted by Council appointing the successful person to the office for the remainder of the term of the present Council.
