SUBJECT: First Anniversary of Camo David

We have been discussing the fact that Monday, September 17, is the first anniversary of the Camo David Accords. We are firmly of the view that-- this anniversary shoctld be observed with as much oublic notice as can be mustered.

We recommend that the following stens be taken to observe this occasion:

(a) A Presidential statement marking the occasion;

(b) Telephone calls by you to President Sadat and Prime Minister Begin not only noting the date_, but also congratu­ lating them on the material ·steps that have been taken since September 17, 1978, their close and a:f:firmative relationship and the beneficial results of their recent- Haifa meeting;

(c) A short visit with Ambassadors Ghorbal and Evron here at the White House on Monday, September 17�

(d) Other Administration oarticioants at the Camp David meeting,- such as Secretary Van�e and br� B�z�zinski, �hould make statemerits �n observation of the anhiversary;

(e) At the Monday �r��s b�iefing, Jody can make ao:oropriate · references to the_anriiversary;

(f) Other Administr�tion �eople,, who are ��king public ao:oear­ ances within th� ne�t week, should refer to the anniversary of tame David and the historic st�ps- that have been taken for pe.ace· since September 17, 1978 � - 2 -

Furthermore, the general agreement between Egypt, Israel and the United·states oh the timetable .for the autonomy talks, which wa_s .arrived. at during Bob Strauss' . trip from which he returned yesterday, .would appear to provide:� at least 90 days without confrontation between the•parties to .the negotiations.
