Executive Summary for the Pacific Northwest Recreation Resource Advisory Committee Site: Illinois River Scenic Area Site Type: HIRA Proposed Action: New Fees Recommended Fees: Area Fee: Begin charging $5.00 per vehicle per day Site Description - The Illinois River Scenic Area is a highly used area within the nationally designated Illinois Wild and Scenic River corridor located on the Rogue River- Siskiyou National Forest, Wild Rivers Ranger District. The area is about 15 miles south of Grants Pass and within a 1 to 2 hour drive from the Rogue River Valley and Medford- Metropolitan area. The approximate 2,970 acre area is nestled in an old growth forest setting. The area has four campgrounds, five picnic areas, two scenic overlooks and interpretive sites, one historic site, five trailheads, four developed parking areas with swimming and rafting opportunities, and one private commercial lodge. The area is the gateway to the east side of the Kalmiopsis Wilderness and the Wild Section of the Illinois W&S River. The unique mix of recreation opportunities is significant to southern Oregon. Visits to the scenic area currently exceed 180,000 people per season. Fee Assessment - Recent capital investments of 1.2 million dollars in road and parking improvements, new picnic tables, shelters, trails, and campgrounds have been built to help serve the public, improve visitor safety and prevent resource damage. Subsequently, fees are needed to provide law enforcement presence, operation and maintenance. The recommended fees are based on 1) a Market Value analysis, 2) the Regional Campground Pricing rating, and 3) the Recreation Facility Analysis process. Fee collection will be efficiently accomplished with self-service pay stations and compliance checks. If fees are not charged, the recent capital improvements and recreation sites will be operated and maintained below actual cost. This will increase deferred maintenance over time in the area. Public Involvement - Public involvement regarding increasing fees has been conducted over the last two years and included: on-site postings in the campground and day use areas, notices at the Wild Rivers Ranger District Office, on the Rogue River Siskiyou NF Website, two public meetings, two press releases, and a television interview. Several letters of support were received along with an editorial in the local newspaper expressing support for the proposal. The notice of the proposal was published in the Federal Register on January 22, 2008. To date, no letters opposed to the proposed fees have been received. Executive Summary for the Pacific Northwest Recreation Resource Advisory Committee Site: Beaver Dam Campground Site Type: Expanded Amenity Proposed Action: Increase Fees Recommended Fees: Campsite Fees: Change from $5.00 per site to $8.00 per site in the campground. Extra vehicle fee will increase from $2.00 to $3.00. Site Description Beaver Dam Campground is located 35 miles east of Medford, Oregon on the Rogue River-Siskiyou National Forest, High Cascades Ranger District. There are 4 sites in the campground which is located adjacent to paved forest road, Route 37, the main access route through the east side of the forest. The campground is situated approximately 10 miles from Howard Prairie Lake to the South and 10 miles from Fish Lake to the North. There is one short nature trail, Beaver Dam, which connects from the campground to an adjacent campground about ¼ mile away, Daley Creek Campground which is also on Route 37. Amenities at the site include: Picnic tables, fire-rings, garbage cans, vault toilet facilities, fee collection, tent sites and access roads. Annual occupancy of this site is 24%. Fee Assessment The campground fee has not changed since the mid 1990’s. Subsequently fees have not kept up with the market value, inflation costs, operations and maintenance. The fee is consistent with other campgrounds within the local region that offer similar services and amenities. The recommended fees were base on 1) the Regional Campground Pricing rating, 2) cost of operation and maintenance, 3) the Recreation Facility Analysis (RFA) process. Increasing the fees will help cover the operating and maintenance costs at this site and is the outcome of the RFA process. Public Involvement Two public meetings were held at sites in Prospect and Medford Oregon with a majority in attendance supporting the fee increases. Local news media (Channel 12) coverage of the public meeting held in Medford highlighted the fee increases in their coverage of the information provided. On site posting at the campgrounds and local district offices has been in place since October, 2007. Site Description Daley Creek Campground is located 35 miles east of Medford, Oregon on the Rogue River-Siskiyou National Forest, High Cascades Ranger District. There are 6 sites in the campground which is located adjacent to paved forest road, Route 37, the main access route through the east side of the forest. Extra vehicle will remain at $3.00 per vehicle. Site Description Foster Bar Campground is located 35 miles east of Gold Beach, Oregon on the Rogue River-Siskiyou National Forest, Gold Beach Ranger District. There are 8 sites in the campground. The Rogue riverside campground is a popular site for fisherman (winter steelhead, spring salmon and summer steelhead), rafters and campers. There is a concrete boat launch at the site. A new water system and toilet facility were installed in 2002. The Rogue River Trail is within walking distance of the campground. Amenities at the site include: year round host, flush toilets, garbage service, picnic tables, fire rings, firewood for sale, potable water, and boat ramp. Annual occupancy is 20%, but increases to 80%- 100% on summer weekends Fee Assessment The campground fee was initiated in the spring of 2002 and subsequently fees have not kept up with market value, inflation and cost of operation and maintenance. The fee is consistent with other campgrounds within the local region that offer similar services and amenities. The recommended fees were based on 1) the Regional Campground Pricing rating, 2) cost of operation and maintenance, 3) the Recreation Facility Analysis (RFA) process. Executive Summary for the Pacific Northwest Recreation Resource Advisory Committee Site: Imnaha Campground Site Type: Expanded Amenity Proposed Action: Increase Fees Recommended Fees: Campsite Fees: Change from $6.00 per site to $10.00 per site in the campground. Extra vehicle fee will not increase and remain at $3.00. Site Description Imnaha Campground is located 20 miles east of Butte Falls, Oregon on the Rogue River- Siskiyou National Forest, High Cascades Ranger District. There are 4 sites in the campground which is located adjacent to Forest Rd 37, the main access route through the east side of the forest. The CCC constructed campground is situated in the heart of the Southern Cascade Mountains with hiking, sight-seeing, fishing and other recreational activities in close proximity. The Sky Lakes Wilderness and the South Fork Rogue River are close by. The site also shares the Imnaha Cabin Rental, an old Forest Service Guard Station with its own unique characteristics. The site includes a garage, barn and fenced pasture. The natural spring that creates the Imnaha Creek is a short walk on a nature trail associated with the site. Amenities at the site include: Picnic tables, fire-rings, garbage cans, vault toilet facility, fee collection, potable water, tent sites and access roads.
