Site Description - The Illinois River Scenic Area is a highly used area within the nationally designated Illinois Wild and Scenic River corridor located on the - Siskiyou National Forest, Wild Rivers Ranger District. The area is about 15 miles south of Grants Pass and within a 1 to 2 hour drive from the Rogue River Valley and Medford- Metropolitan area. The approximate 2,970 acre area is nestled in an old growth forest setting. The area has four campgrounds, five picnic areas, two scenic overlooks and interpretive sites, one historic site, five trailheads, four developed parking areas with swimming and rafting opportunities, and one private commercial lodge. The area is the gateway to the east side of the Kalmiopsis Wilderness and the Wild Section of the Illinois W&S River. The unique mix of recreation opportunities is significant to southern . Visits to the scenic area currently exceed 180,000 people per season.

Fee Assessment - Recent capital investments of 1.2 million dollars in road and parking improvements, new picnic tables, shelters, trails, and campgrounds have been built to help serve the public, improve visitor safety and prevent resource damage. Subsequently, fees are needed to provide law enforcement presence, operation and maintenance. The recommended fees are based on 1) a Market Value analysis, 2) the Regional Campground Pricing rating, and 3) the Recreation Facility Analysis process. Fee collection will be efficiently accomplished with self-service pay stations and compliance checks. If fees are not charged, the recent capital improvements and recreation sites will be operated and maintained below actual cost. This will increase deferred maintenance over time in the area.

Public Involvement - Public involvement regarding increasing fees has been conducted over the last two years and included: on-site postings in the campground and day use areas, notices at the Wild Rivers Ranger District Office, on the Rogue River Siskiyou NF Website, two public meetings, two press releases, and a television interview. Several letters of support were received along with an editorial in the local newspaper expressing support for the proposal. The notice of the proposal was published in the Federal Register on January 22, 2008. To date, no letters opposed to the proposed fees have been received.

Beaver Dam Campground is located 35 miles east of Medford, Oregon on the Rogue River-Siskiyou National Forest, High Cascades Ranger District. There are 4 sites in the campground which is located adjacent to paved forest road, Route 37, the main access route through the east side of the forest. The campground is situated approximately 10 miles from Howard Prairie Lake to the South and 10 miles from Fish Lake to the North. There is one short nature trail, Beaver Dam, which connects from the campground to an adjacent campground about ¼ mile away, Daley Creek Campground which is also on Route 37. Amenities at the site include: Picnic tables, fire-rings, garbage cans, vault toilet facilities, fee collection, tent sites and access roads. Annual occupancy of this site is 24%.

Fee Assessment

The campground fee has not changed since the mid 1990’s. Subsequently fees have not kept up with the market value, inflation costs, operations and maintenance. The fee is consistent with other campgrounds within the local region that offer similar services and amenities. Foster Bar Campground is located 35 miles east of Gold Beach, Oregon on the Rogue River-Siskiyou National Forest, Gold Beach Ranger District. There are 8 sites in the campground. The Rogue riverside campground is a popular site for fisherman (winter steelhead, spring salmon and summer steelhead), rafters and campers. There is a concrete boat launch at the site. A new water system and toilet facility were installed in 2002. The Rogue River Trail is within walking distance of the campground. Amenities at the site include: year round host, flush toilets, garbage service, picnic tables, fire rings, firewood for sale, potable water, and boat ramp. Annual occupancy is 20%, but increases to 80%- 100% on summer weekends

Fee Assessment

Imnaha Campground is located 20 miles east of Butte Falls, Oregon on the Rogue River- Siskiyou National Forest, High Cascades Ranger District. There are 4 sites in the campground which is located adjacent to Forest Rd 37, the main access route through the east side of the forest. The CCC constructed campground is situated in the heart of the Southern Cascade Mountains with hiking, sight-seeing, fishing and other recreational activities in close proximity. The and the South Fork Rogue River are close by. The site also shares the Imnaha Cabin Rental, an old Forest Service Guard Station with its own unique characteristics. The site includes a garage, barn and fenced pasture. The natural spring that creates the Imnaha Creek is a short walk on a nature trail associated with the site. Amenities at the site include: Picnic tables, fire-rings, garbage cans, vault toilet facility, fee collection, potable water, tent sites and access roads. Annual occupancy of this site is 25%.

Lobster Campground and Gravel Bar is located 10 miles east of Gold Beach, Oregon on the Rogue River-Siskiyou National Forest, Gold Beach Ranger District. There are 6 sites in the campground and 10 sites on the gravel bar along with a day use area over looking the Rogue River. The campground is a popular site for day users who stop and use the restroom facilities and drive down to the waters edge. There is a concrete boat launch at the site which is the closest launch on National Forest to the city of Gold Beach. Fishing off the bank of the Rogue River for winter steelhead, spring salmon and summer steelhead is also popular at this site. Francis Shrader Old Growth Trail and the Myrtle Tree Trail are located within walking distance of the campground. Amenities at the site include: year round host, flush toilets, garbage service, picnic tables, fire rings, fire wood for sale, potable water (new water system in 2007), boat ramp, and a day use area. Annual occupancy is 20%, but increases to 80%-100% on summer weekends

This campground is situated on Mill Creek, a fishable stream, located in the heart of the Southern Cascade Mountains. Other hiking, sight- seeing and recreational opportunities are in close proximity within the Scenic Byway. Amenities at the site include: fire rings, garbage service and portable toilets. Miller Bar is generally opened mid May through mid September and the use reaches to 80%-100% on summer weekends.

Fee Assessment

The fee has been $5.00 per vehicle and $8.00 if collected by Forest Service personnel since 5/18/2000. There are 17 sites in the campground which is located on a paved access road one mile off the Rogue-Umpqua Scenic Byway, Highway 62. This campground is situated on the banks of the Scenic Rogue River in the heart of the Southern Cascade Mountains. The Natural Bridge Interpretive Site located on the Upper Rogue River Trail is adjacent to this facility as well as other hiking and sight-seeing opportunities. Amenities at the site include: Picnic tables, fire-rings, garbage cans, vault toilet facilities, fee collection, tent sites and access roads. Annual occupancy of this site is 58%.

There is an adjacent trailhead and trail which provides a short hike to Fish Lake and connects other campgrounds and trails around the Fish Lake Recreation Area. Amenities at the site include: Picnic tables, fire-rings, garbage cans, vault toilet facility, fee collection, potable water, tent sites and access roads. Annual occupancy of this site is 22%.

The Sky Lake Wilderness is in close proximity and offers several backcountry hiking options. Amenities at the site include: Picnic tables, fire-rings, potable water, garbage cans, vault toilet facilities, fee collection, tent sites and access roads. Annual occupancy of this site is 20%.

Quosatana Campground is located 14 miles east of Gold Beach, Oregon on the Rogue River-Siskiyou National Forest, Gold Beach Ranger District. There are 43 sites in the campground along with a day use area overlooking the Rogue River. The campground has two loops located in a Myrtle grove above the Rogue River. Quosatana is a popular wildlife viewing area. There is a concrete boat launch at the site which is popular with fishermen and recreational boaters year round. Fishing off the bank of the Rogue River for winter steelhead, spring salmon and summer steelhead is also popular at this site. Francis Shrader Old Growth Trail and the Myrtle Tree Trail are nearby. Amenities at the site include: year round host, flush toilets, garbage service, trailer dumps station, picnic tables, fire rings, an asphalt hiking trail, fire wood for sale, potable water, boat ramp, fish cleaning station, telephone and a day use area. Annual occupancy is 35%, but increases to 80%-100% on summer weekends and holidays.

Amenities at the site include: fire rings, garbage service and portable toilets. Redwood Bar is generally opened mid May through mid September where the use reaches to 80%-100% on summer weekends

The fee has been $5.00 per vehicle and $8.00 if collected by Forest Service personnel since 5/18/2000. A fee is required to occupy this area between the hours of 8:00 p.m. and 8:00 a.m. Subsequently fees have not kept up with market value, inflation and cost of operation and maintenance. The fee is consistent with other campgrounds within the local region that offer similar services and amenities. River Bridge Campground is located 5 miles north of Prospect, Oregon on the Rogue River-Siskiyou National Forest, High Cascades Ranger District. There are 11 sites in the campground which is located on a gravel access road one mile off the Rogue-Umpqua Scenic Byway, Highway 62. This campground is situated on Upper Rogue River Trail and is adjacent to the Scenic Rogue River in the heart of the Southern Cascade Mountains. OHV camping opportunities exist within this campground as well as hiking and sight-seeing opportunities. Amenities at the site include: Picnic tables, fire-rings, garbage cans, vault toilet facilities, fee collection, tent sites and access roads. Annual occupancy of this site is 47%.

The campground fee has not changed since the mid 1990’s. Subsequently fees have not kept up with the market value, inflation costs, operations and maintenance. The fee is consistent with other campgrounds within the local region that offer similar services and amenities. Site: Store Gulch Campground

Site Description

The Illinois River Scenic Area is the a highly used area within the nationally designated Illinois River Wild and Scenic River corridor located on the Rogue River Siskiyou National Forests, Wild Rivers Ranger District. The site is about 15 miles south of Grants Pass and within 1-2 hours drive from the Rogue River Valley and Medford-Metropolitan area. The Store Gulch campground has 8 single camping units and 1 double unit each having picnic table(s), tent pad area and a fire ring. One toilet is centrally located with garbage cans in various convenient locations. Fee collection is primarily through a self- service pay station. Activities associated with the campground and adjacent river include: hiking, swimming, fishing and recreational gold panning. This low elevation campground is during the high use summer season from May through September. New capital investments have improved the campground and prevent resource damage.

Fee Assessment

The campground fees have never been charged. Recent capital investments have improved parking, picnic tables, and camp sites in the campground to help serve the public. The recommended fees were based on 1) a Market Value analysis, 2) the Regional Campground Pricing rating, 3) cost of operation and maintenance, and 4) the Recreation Facility Analysis (RFA) process. Retaining this campground and establishing fees to help cover the cost of operating and maintaining the site is an outcome of the RSFMP process. If fees are not charged, the recent capital improvements would continue to be operated and maintained 50% below actual cost. This results in increasing deferred maintenance at this site and within the overall program.

Public Involvement

Public involvement regarding increasing fees has been conducted over the last two years and included: on-site postings in the campground and day use area, notices at the Wild Rivers Ranger District Office, on the Rogue River Siskiyou NF Website, two public meetings, two press releases, and a television interview. Several letters of support were received along with an editorial in the local newspaper expressing support for the proposal. The notice of the proposal was published in the Federal Register on January 22, 2008. No letters opposed to the proposed fees were received. Big Elk Guard Station is located 32 miles east of Medford, Oregon on the Rogue River- Siskiyou National Forest, High Cascades Ranger District. This is a two bedroom cabin within a fenced yard and is located adjacent to paved forest road, Route 37, the main access route through the east side of the forest. The cabin is situated approximately 13 miles from Howard Prairie Lake to the South and 7 miles from Fish Lake to the North. There are several campgrounds along Route 37. Fishing, hiking and other recreational opportunities exist closer to the highly developed recreation areas around Howard Prairie Lake and Fish Lake. Amenities at the cabin include: fully furnished two-bedroom, living room and kitchen appliances. Electricity and firewood are provided. Outside amenities include: picnic table, fire-ring, garbage can, vault toilet facility, tent site and access roads. Annual occupancy of this site is unknown at this time.

Lake of the Woods Lookout is located approximately 27 miles northeast of Gold Beach, Oregon on the Rogue River Siskiyou National Forest, Gold Beach Ranger District. The lookout, a one-room cabin on a 14 foot tower is surrounded by windows and a cat walk. The cabin is equipped with a propane stove, refrigerator, heater and lights, furnished with a table, chairs and a double bed. A small solar system also runs lights in the lookout in addition to the propane lights. On the surrounding grounds there is also a pit toilet, a cabana for solar showers, picnic table and fire ring. Visitors must bring water.

Fee Assessment

The fee has been $40.00 per night since 1999 when the lookout became a recreation rental.. Occupancy for the season is 33% from Mid-May thru October. Subsequently fees have not kept up with market value, inflation and cost of operation and maintenance. The fee is consistent with other lookouts within the local region that offer similar services and amenities. Lodgepole Guard is located 16 miles east of Butte Falls, Oregon on the Rogue River- Siskiyou National Forest, High Cascades Ranger District. This is a one bedroom cabin within a fenced yard and is located behind a locked gate on a gravel road, one mile off a paved forest road, Route 34. Amenities at the cabin include: fully furnished bathroom with flush toilet and shower, one-bedroom, living room and kitchen appliances. Firewood and propane are provided. Outside amenities include: picnic table, fire-ring, garbage can, tent site and access roads. This is a horse friendly facility with corrals, outbuildings, fenced and crossed fenced 40-acre pasture. Water for stock is provided. Although open to all users, the expected use will come from horse user groups and other recreation groups. The facility is set up for large numbers of people able to camp on the grounds while a main core renter occupies the cabin. Annual occupancy of this site is unknown at this time.

Ludlum House, near the intersection of Wheeler Creek and the Winchuck River, is located approximately 16 miles southeast of Brookings, Oregon on the Rogue River- Siskiyou National Forest, Gold Beach Ranger District. Ludlum House can comfortably house up to 30 people and another 30 on the grounds. While there is sleeping space for up to 30 visitors, there are no beds. The two story house features one room on the lower floor, and a three-quarter dividing wall upstairs. The first floor, porch and surrounding grounds are all accessible. The house is minimally furnished with table and chairs, a sink and food preparation counter, solar lights and a wood stove (firewood provided). An outdoor toilet, picnic table and fire ring are located near the house. Potable water is provided by a hand pump just outside the house. Hiking trails are nearby, a wheelchair accessible trail, the ocean and Redwoods are within ½ hour.

Fee Assessment

The fee has been $40.00 per night since 1995. The house became a recreation rental in the 1970’s and was rebuilt in 2000. Occupancy for the season is 42% and the house is available year round, weather permitting. Subsequently fees have not kept up with market value, inflation and cost of operation and maintenance. Packers Cabin, nestled in old growth trees, can comfortably house up to 12 people, and is furnished with a wood stove (firewood is provided), a work surface for food preparation, one double bunk and ten single bunks with foam pads, a table and chairs. An outdoor toilet, picnic table and fire ring are located near the cabin. Visitors must bring their own water.

The fee has been $20.00 per night since 1991 when the cabin became a recreation rental. Occupancy for the season is 31% and the cabin is available year round, weather permitting. Snow Camp Lookout is located approximately 33 miles northeast of Brookings, Oregon on the Rogue River-Siskiyou National Forest, Gold Beach Ranger District. The original lookout, a cabin type structure with a catwalk, was destroyed by the Biscuit Fire in 2002. The cabin was rebuilt by volunteers with materials supplied by the Forest Service. The new lookout rental was opened on June 26th of 2004. The newly constructed cabin is furnished much like the old one, with a double bed, a table and chairs, cabinets and counter space. It is also equipped with a wood burning stove and a picnic table outside for outdoor dining. A portable toilet is located just west of the lookout. Visitors must bring water.

Fee Assessment

The fee has been $30.00 per night since 1991 when the lookout became a recreation rental. With a 360 degree view from the ocean to the Kalmiopsis Wilderness Area, the occupancy for the season is 58% from Mid-June thru September. Subsequently fees have not kept up with market value, inflation and cost of operation and maintenance. The fee is consistent with other lookouts within the local region that offer similar services and amenities.
