    Manitoba EIA Health Benefits Summary The Manitoba EIA program is a “program of last resort” for about 62,000 Manitoban’s who do not have any other financial support or income. Many of these individuals have disabilities and high health care needs. The program has a living allowance, rental allowance called Rent Assist, as well as disability benefit for those that qualify. All EIA recipients all qualify for health care coverage and benefits. This chart is a summary of those health benefits as well as commentary on the gaps between these benefits and the true costs for health care. This chart was created recognizing poverty as a determinant of health with the knowledge that the EIA program incomes are far below all poverty measures of income to meet basic needs. The poverty and limited health coverage for people relying on EIA contributes to health in equities and adds costs to government in other areas. “Injustice will not be destroyed until those who are not affected by it are as outraged as though who are” – Unknown “While explaining our project, the recipient started to laugh. In response to the project description he said, “I apologize, I am just jaded to being optimistic for positive change in this system”.     Teen Clinic Services Manual Healthy Child Manitoba Offi ce Teen Clinic Services Manual INTRODUCTION: TEEN CLINIC SERVICES MANUAL In 2002, Healthy Child Manitoba Offi ce (HCMO) provided funding to Klinic Community Health Centre (Klinic) to establish a teen clinic at Elmwood High School in Winnipeg. Klinic was selected based on its years of experience providing service to youth and their use of volunteers within their many different program areas. After an initial development and pilot phase, the Elmwood Teen Clinic (ETC) was transferred to the Winnipeg Regional Health Authority (WRHA) for administration by Access River East. Following up on the success of ETC, HCMO provided funding to Mount Carmel Clinic (MCC) in 2005 to begin providing teen clinic services at St. John’s High School (SJTC) which opened in September, 2005. In working together with community partners, it became clear there was a lack of consistency in how teen clinics (HCMO funded and others) were operating in Winnipeg. To support teen clinics, it was determined that a teen clinic service manual and sexual and reproductive health volunteer training manual, based on available evidence, best practice and community experience, would be benefi cial. In response, HCMO, in partnership with the WRHA and community stakeholders created these manuals. In 2006, HCMO began developing this manual, as well as a companion manual for Adolescent Sexual and Reproductive Health Counselling/Education, with an advisory and stakeholder committee of community and regional health authority partners. The manuals support the work of existing and future HCMO-funded teen clinics. As well, HCMO has made these documents available for community or regional organizations that may benefi t.
