To find out more follow the link listed beside this icon. 4 WINNIPEG REGIONAL HEALTH AUTHORITY ANNUAL REPORT 2015 Letter of Transmittal & Accountability It is my pleasure to present the annual report of the Winnipeg Regional Health Authority for the fiscal year ended March 31, 2015. This annual report was prepared under the board’s direction, in accordance with The Regional Health Authorities Act and directions provided by the Minister of Health. All material, including economic and fiscal implications known as of July 31, 2015, has been considered in preparing the annual report. The board has approved this report. Respectfully submitted, DR. JERRY GRAY BOARD CHAIR, WINNIPEG REGIONAL HEALTH AUTHORITY 5 Profile of the Winnipeg Regional Health Authority The Winnipeg Regional Health Authority is responsible for co-ordinating and delivering health services, and promoting well-being within the Winnipeg and Churchill geographical areas. The Region is home to Manitoba’s two tertiary hospitals. The Health Sciences Centre Winnipeg is the Region’s largest teaching hospital and is designated the provincial trauma centre. St. Boniface Hospital is a Catholic tertiary hospital, home to the Region’s Cardiac Sciences Program. The Winnipeg Regional Health Authority is governed by a 20-member community board of directors who are appointed by the Minister of Health. The Region’s senior management team consists of its chief executive officer and six vice presidents. The Region operates under various legal structures, and in close partnership and co- operation with many health and social service entities, many of which the Region relies on to deliver various health services. The Winnipeg Regional Health Authority maintains an accredited status, meaning it has succeeded in meeting the fundamental requirements of Accreditation Canada’s Qmentum accreditation program. OUR REGION The Winnipeg Regional Health Authority serves residents of the city of Winnipeg as well as the northern community of Churchill, and the rural municipalities of East and West St. Paul, representing a total population of more than 700,000. The Region also provides health-care support and specialty referral services to nearly half a million Manitobans who live beyond these boundaries, as well as residents of northwestern Ontario and Nunavut, who often require the services and expertise available within the Region. OUR PEOPLE AND FACILITIES Approximately 28,000 people work within the Region. With the Supplement redesigned to be a business plan that focuses on strategic priorities, departments can then take steps to create operating plans that further identify how strategic priorities will translate into day-to-day operations.

    Manitoba EIA Health Benefits Summary The Manitoba EIA program is a “program of last resort” for about 62,000 Manitoban’s who do not have any other financial support or income. Many of these individuals have disabilities and high health care needs. The program has a living allowance, rental allowance called Rent Assist, as well as disability benefit for those that qualify. All EIA recipients all qualify for health care coverage and benefits. This chart is a summary of those health benefits as well as commentary on the gaps between these benefits and the true costs for health care. This chart was created recognizing poverty as a determinant of health with the knowledge that the EIA program incomes are far below all poverty measures of income to meet basic needs. The poverty and limited health coverage for people relying on EIA contributes to health in equities and adds costs to government in other areas. “Injustice will not be destroyed until those who are not affected by it are as outraged as though who are” – Unknown “While explaining our project, the recipient started to laugh. In response to the project description he said, “I apologize, I am just jaded to being optimistic for positive change in this system”.
