NR. 13 (2020-07-31) 2021 M. CEN PLANUOJAMI STANDARTŲ PAKEITIMAI PAGAL LIFTŲ DIREKTYVĄ 2014/33/ES Europos standartizacijos komiteto 2021 m. Standartizacijos veiklos programos projekte numatoma kai kurių galiojančių standartų bei techninių specifikacijų, iš dalies keičiant esamus reikalavimus, peržiūra. Šie standartai bei techninės specifikacijos buvo parengti pagal Liftų direktyvą 2014/33/ES dėl valstybių narių įstatymų, susijusių su liftais ir liftų saugos įtaisais, suderinimo. Pagrindiniai reikalavimai yra nurodyti Direktyvos 2014/33/ES I priede Dėl esminių sveikatos ir saugos reikalavimų, t. y.: – pareigos dėl esminių sveikatos ir saugos reikalavimų galioja tik tada, kai atitinkamas liftas ar lifto saugos įtaisas, su kuriais siejamas atitinkamas pavojus, naudojami, kaip numatyta įrengėjo arba gamintojo; – esminiai sveikatos ir saugos reikalavimai, nustatyti šioje direktyvoje, yra privalomi, tačiau atsižvelgiant į dabartinę mokslo ir technikos pažangą, pirmiau minėtų reikalavimų numatyti tikslai gali būti nepasiekiami. Tokiais atvejais liftas arba lifto saugos įtaisas turi būti suprojektuoti ir pagaminti taip, kad kaip įmanoma labiau atitiktų šiuos tikslus; – gamintojas ir įrengėjas yra įpareigoti atlikti rizikos vertinimą, kad būtų galima nustatyti visus su jų gaminamais produktais susijusius pavojus; tada jie privalo saugos įtaisus ir liftus projektuoti ir gaminti atsižvelgdami į vertinimo rezultatus. Minėtų standartų bei techninių specifikacijų peržiūra turės būti atlikta pagal atnaujintą Europos Komisijos mandatą M/549. Planuojama peržiūrėti techninę specifikaciją CEN/TS 81-76:2011 Liftų konstravimo ir įrengimo saugos taisyklės. Specialusis keleivinių ir krovininių liftų pritaikymas. 76 dalis. Neįgaliųjų evakavimas naudojant liftus. Taip pat bus peržiūrimi EN 81 serijos standartai: – EN 81-70:2018 Liftų konstravimo ir įrengimo saugos taisyklės. Specialusis keleivinių ir krovininių- keleivinių liftų pritaikymas. 70 dalis. Liftų prieinamumas asmenims, įskaitant neįgaliuosius; – EN 81-21:2018 Liftų konstravimo ir įrengimo saugos taisyklės. Keleiviniai ir krovininiai liftai. 21 dalis. Nauji keleiviniai ir krovininiai-keleiviniai liftai, įrengti eksploatuojamuose pastatuose; – EN 81-58:2018 Liftų konstravimo ir įrengimo saugos taisyklės. Tikrinimas ir bandymai. 58 dalis. Lifto aikštelės durų atsparumo ugniai bandymas; – EN 81-77:2018 Liftų konstravimo ir įrengimo saugos taisyklės. Specialusis keleivinių ir krovininių- keleivinių liftų pritaikymas. 77 dalis. Liftai, veikiami seisminių sąlygų; – EN 81-20:2020 Liftų konstravimo ir įrengimo saugos taisyklės. Keleiviniai ir krovininiai liftai. 20 dalis. Keleiviniai ir krovininiai-keleiviniai liftai; – EN 81-50:2020 Liftų konstravimo ir įrengimo saugos taisyklės. Tyrimai ir bandymai. 50 dalis. Lifto komponentų projektavimo taisyklės, skaičiavimai, tyrimai ir bandymai; – EN 81-71:2018+AC:2019 Liftų konstravimo ir įrengimo saugos taisyklės. Specialusis keleivinių ir krovininių-keleivinių liftų pritaikymas. 71 dalis. Vandalizmui atsparūs liftai; – EN 81-28:2018+AC:2019 Liftų konstravimo ir įrengimo saugos taisyklės. Keleiviniai ir krovininiai liftai. 28 dalis. Keleivinių ir krovininių-keleivinių liftų nuotolinė pavojaus signalizacija. Išvardyti standartai bus susieti su šiais ISO 8100 serijos standartais ir ISO techninėmis specifikacijomis: – ISO 8100-20:2018 Lifts for the transport of persons and goods – Part 20: Global essential safety requirements; – ISO/TS 8100-21:2018 Lifts for the transport of persons and goods – Part 21: Global safety parameters (GSPs) meeting the global essential safety requirements; 3 2020 M. NR. 13 (2020-07-31)｜LIETUVOS STANDARTIZACIJOS DEPARTAMENTO BIULETENIS – ISO/TR 8100-24:2016 Safety requirements for lifts (elevators) – Part 24: Convergence of lift requirements; – ISO 8100-30:2019 Lifts for the transport of persons and goods – Part 30: Class I, II, III and VI lifts installation; – ISO 8100-32:2020 Lifts for the transportation of persons and goods – Part 32: Planning and selection of passenger lifts to be installed in office, hotel and residential buildings. Planuojama atnaujinti Europos Komisijos mandatą M/549, kurio pagrindinės nuostatos dėl liftų darniųjų standartų yra: – peržiūrėti darniuosius standartus, susijusius su liftais ir liftų saugos įtaisais, vykdant liftų projektavimą, gamybą ir įrengimą, tobulinant normas ir skaičiavimų metodiką, tyrimus bei komponentų bandymus, mažinant riziką, tobulinant ženklinimą ir instrukcijas; – peržiūrint darniuosius standartus siekiama užtikrinti aukštą saugos, sveikatos, vartotojų ir aplinkos apsaugos lygį bei sudaryti sąlygas neįgaliesiems turėti daugiau galimybių naudotis liftais. Minėtų pakeitimų tikslas yra užtikrinti, kad standartai būtų šiuolaikiški ir būtų laikomasi atitinkamų ES teisės aktų bei rekomendacijų. Dėl to palengvėtų gaminių patekimas į rinką, kas ypač aktualu mažoms ir vidutinėms įmonėms. Kartu tai prisidėtų prie Europos Sąjungos įmonių konkurencingumo didinimo pasaulinėje liftų rinkoje. Naudotojams ir liftus eksploatuojančioms įmonėms šie pakeitimai bus naudingi dėl didesnės gaminių saugos, taip pat bus užtikrinamas svarbus teisinis tikrumas bei stabilumas, o liftai bus labiau pritaikomi naudotis žmonėms, turintiems negalią. 4 LIETUVOS STANDARTIZACIJOS DEPARTAMENTO BIULETENIS｜2020 M. NR. 13 (2020-07-31) INFORMACIJOS IR DOKUMENTAVIMO AIŠKINAMASIS ŽODYNAS – JAU LIETUVIŲ KALBA Liepos 31 d. Lietuvos standartizacijos departamentas išleidžia standarto LST ISO 5127:2019 Informacija ir dokumentavimas. Pagrindai ir aiškinamasis žodynas (tapatus ISO 5127:2017) redakciją lietuvių kalba. Šiame standarte pateikiami atrinktas svarbias informacijos ir dokumentavimo srities sąvokas žymintys terminai ir jų apibrėžtys. Į jį įtraukta daug pagrindinių terminų su apibrėžtimis, be kita ko, paimtų iš tarptautinių gairių ir informacinių leidinių, kuriuos parengė organizacijos, bendradarbiaujančios su Tarptautinės standartizacijos organizacijos technikos komitetu ISO/TC 46. Taigi, šis dokumentas yra patikimas pagrindas, galintis padėti suprasti esamas bei numatomas informacijos ir dokumentavimo sistemas, nes jame sistemiškai pateikiama patikima nusistovėjusi terminija. Taip pat jis gali padėti pasirengti permainoms ateityje; juo galėtų remtis mokslinių tyrimų projektai, nes jame pateikiamos suderintos kai kurių pagrindinių dalykų sampratos. Be to, šis dokumentas turėtų būti patogi, greitai prieinama ir visapusiška pagalbinė priemonė pradedantiems dirbti šioje srityje, todėl stengtasi sukurti aiškią ir lengvai suprantamą šio dokumento struktūrą. Šį dokumentą, kaip žinyną, pagrįstai galima laikyti patobulintu gerai žinomo UNESCO 1976 m. išleisto informacinio leidinio „Terminology of documentation“

    Internet, Interoperability and Standards – Filling the Gaps Janifer Gatenby European Product Manager Geac Computers [email protected] Abstract: With major changes in electronic communications, the main focus of standardisation in the library arena has moved from that of supporting efficiency to allowing library users to access external resources and allowing remote access to library resources. There is a new emphasis on interoperability at a deeper level among library systems and on a grander scale within the environment of electronic commerce. The potential of full inter-operability is examined along with its likely impact. Some of the gaps in current standards are examined, with a focus on information retrieval, together with the process for filling those gaps, the interoperation of standards and overlapping standards. Introduction Libraries now find themselves in a very new environment. Even though they have always co-operated with one another and have led standards efforts for decades, their inter- operability has been at arm's length via such means as store and forward interlibrary loans and electronic orders. The initial goals of standardisation were to increase efficiency, e.g. by exchanging cataloguing, by electronic ordering and only secondarily to share resources. Initial standards efforts in libraries concentrated on record exchange as part of the drive to improve efficiency by sharing cataloguing. This led to a raft of bibliographic standards concentrating on: the way in which catalogue records are made (contents - cataloguing rules such as AACR2, classification schemes, subject headings, name headings) how they are identified (LC card number, ISBN, ISSN etc.) how they are structured for exchange (MARC) Viewing library standardisation chronologically, acquisitions was the next area where libraries strove to increase efficiency co-operatively.
